    8. 2021 Truth in Taxation. City Accountant Melissa Krusmark will be present to deliver the

    annual Truth In Taxation presentation.

    9. SEM1VICHRA Small Cities Development Program (SCDP) Requirements/ApprovaIs(Please see separate packet of information). Karen Ducharme will join via TEAMS to providethe Council with information related to the separate packet of information that includes items 1-

    16 and four resolutions for consideration and adoption related to the $599,995 funds being soughtfor this federal housing rehabilitation program that will run through 2023.

    10. Library Director Recommendation. The Library Board will meet Monday, December 7 to

    discuss the interview process and it is at that time that a recommendation will be made and then

    forwarded for the Council's consideration Tuesday evening.

    8. Special Meeting-Canvassing Election Results. Mayor Schaber relayed that a special meeting will beheld Thursday, November 12 at 6 p.m. to canvass the election results as the county had until November 10to wait for absentee ballots which may have been postmarked by November 3. A motion was made toapprove the special meeting that had been previously posted.Motion to approve: Dave Braun

    9. CARES Update. Administrator Koverman reviewed the spending report of the CARES dollars andrelayed that final projects and invoices were being completed and that he did not anticipate any dollarsbeing returned to the County.

    10. CEDA 2021 Contract. Admin. Koverman relayed that the proposed contract represented a 2.9 percentincrease over the previous year for Cris Gastner's 2 days a week. The total contract price was $38,196.00

    and a motion to approve the contract was moved. Chn. Getz thanked Gastner and Koverman for their work

    in developing company contacts and networks to help grow St. Charles.Motion to approve: Wayne GetzRoll call was taken and all voted in favor.No further discussion.

    11. Minor Subdivision-Pedersen. Admin. Koverman briefly reviewed the proposed minor subdivision ofa 1-acre parcel from Lot 51 owned by Pedersen, Hewitt, and Winters. The Planning and Zoningrecommended approval of the minor subdivision as it met all the guidelines. It was also relayed that asmall portion of land would be attached to Kris Pedersen's property (29.000.1250) through a meets andbounds survey that would be completed by the Winona County Auditor Treasurer. No questions were held.A motion was made to approve the 1-acre minor subdivision to Hewitt, Pedersen and Winters.

    12. DESCASD Board Appointment. The mayor relayed that Clm. Kramer's 2-year term on the DoverEyota St. Charles Area Sanitary District Board was expiring the end of the year. Clm.     to the DESCASD board.Motion to approve: Wayne GetzRoll call was taken and all voted in favor.No further discussion.

    4. Resolution #33-2020 Canvassing Municipal Election. Mayor Schaber presented the resolution forconsideration that certified that Wayne Getz and John Steffel were elected as councilmembers, Bill Ecklesretained his Treasurer position and Mayor Schaber retained his seat. He reviewed the other election detailswith 2,399 registered voters, 175 new registrations, and 2,232 votes being cast. He called for a motion toapprove the resolution as presented.

    information that showcased St. Charles in many photos and stories.

    8. Chattanooga Innovation Park Water Tower Advertisement for Bids. Daren Sikkink ofWHKSpresented information related to the proposed 100,000 gallon water tank for the 1-90 ChattanoogaInnovation Park. He relayed that the 150-foot tail tank will service areas around Kieffer Hills and theAmish Market in addition to creating storage for the 1-90 business park which is currently operatmg withonly a booster pump. As the City had considered additional users on that hill that required consistent watersupply, the city had been planning for a water tank to feed the immediate area. He added that two dates inthe advertisement for bid will be considered to determine if a cost savings was provided with either a 2021or 2022 project completion. He also provided schematic drawings for consideration that showed "St.Charles 1854." City staff proposed using school district colors to further demonstrate its partnership andcommunity pride m its schools. Clm. Ki-amer asked staff to check to verify that the orange would match. Itwas then discussed that adding "Est." before the date is more prevalent. In addition, it was questioned aboutwhether spelling out Saint or using St. was more common. It was agreed that the St. was more common.

    Chn. Hilmer inquired as to whether or not the water pressure would help in the golf course area. Sikkinkrelayed that eventually a watermain loop could be added to help with that area, but at present design itwould not. Council then discussed a motion to allow to advertise for two dates of and approving of the bluewater tower with orange and black lettering to read "St. Charles" and "Est. 1854". The motion was then

    made to approve as discussed.

    9. Resolution #34-2020 Calling a Public Hearing Street Reconstruction. Mayor Schaber outlined fromthe memo submitted by Mike Bubany of David Drown & Associates the reasoning for the need to call for apublic hearing for the street portion of the proposed project for December 22, 2020. No questions wereasked regarding the reasoning for the public hearing and a motion was made to approve the resolution aspresented.

    10. Resolution #35-2020 Calling a Public Hearing/Tax Abatement. Mayor Schaber again outlinedinformation from Mr. Bubany's memo highlighting the need to use abatement for trails/sidewalks as waspreviously done in 2005. No additional questions were asked a motion to approve the resolution aspresented was moved.

    15. Ordinance #628 Amending Water Rates (1st Reading). Mayor Schaber asked for any questions orcomments regarding the ordinance that would increase rates 1.5 percent. Hearing none, he called for a

    motion to approve the first reading.

    16. Church Handicap Accessibility-CIP Allocation. Admin. Koverman highlighted the information inthe packet that showed that as part of the 2020 Capital Improvement Plan budget, $20,000 had beenprojected for the sidewalks for the green space area in order to make it handicap accessible to the deck. Theproject came in under budget at $11,672 therefore leaving a balance of $8,328.00. In working with thegreen space committee, in order to access the inside church, the rear exterior door would need replacement

    in addition to a hole being cut through an interior wall in order to allow for handicap accessibility. Afterreceiving bids for the project, the estimate to replace the door and perform the interior work was $5,210 butdid not include plaster repair/painting. However, this portion of the project was part of an inkind service tothe green space committee. A commercial grade handicap accessible door was estimated at $2,500.00.

    The fmal project is slated to come in less than the remainder of the CIP budget and it was requested thatCouncil consider this project. Clm. Hilmer asked about the work done inside and what pieces would orwould not be touched. Koverman relayed that as much of the trim work would be saved as possible andthat the pulpit would remain in place. No other questions were asked and a motion to approve theredesignation of the funds was moved.

    17. Grossardt Retirement/Resignation. A letter of retirement for head librarian Sharon Grossardt wasread aloud by Mayor Schaber. He thanked her for her years of service and asked for a motion to approvethe resignation effective January 8, 2021. A motion was moved to accept the retirement letter.

  • 18. City Hall Holiday Closings. Mayor Schaber proposed the closing of City buildings December 24th andan early closing on December 31st at 3 p.m. A motion was made to approve the request as presented.

  • November 2020 Public Works Report

    Substation and powerplant reports, repairing street lights, rubber goods testing, dirt work at city

    park, changed out cutout and arrestor on pole with burnt arm, changed out fusing on three phase riser,

    worked on three phase transformer and metering cabinet at Love's truck stop, replaced bad stretch of

    underground primary at Sherwood Park, extended secondary and added new pedestal on Springer Ave.,

    removed single phase transformer temporary power for Love's construction, plowed and sanded streets

    and washed and cleaned up equipment after plowing.

    House setback inspections, water and sewer install inspections, planted tree's at main city park,

    checked on new solar install for testing on Kieffer Hills Drive, Love's setbacks for new signs, checking bad

    pole on East 5th, checking for solar farm issues at Solar Farm, primary cabinets and installed voltage

    recorders, dirt work and repairs on Sherwood Park and at City Park, recorded new meters at City Hall, oil

    filters and grease plow truck, locates logged in and recorded for city wide utilities, started electrical

    inventory for auditors, put new electrical supplies into inventory, meter disconnects for City Hall, amp

    check poles on East 5th Street, unload new order of plow blades, install sewer markers on Enterprise

    Drive and cleaned/stocked locate truck.

    Sweeping leaves and debris off streets, helped set up voting booths, black dirt and seed behindCity Hall and park, checked catch basins and manholes on St. Charles Avenue for engineers and 2021

    street project, dragged potholes out of alleys, winterized water tank, watered new trees at City Park,

    winterized weed sprayer, electrical mapping, working on truck sanders, winterizing swimming pool,

    installed strobe lights on street pickup, picking up park trash, propping sledding hill at Jessens Park,changed oil in Well #3 motor, well checks, booster station checks, winterizing water towers, water

    samples, chemicals delivered to wells, hauled burn pile and compost to Braun's pit, read meters,

    exchanged chlorine cylinders, leak repairs on 1-90 booster station, replaced meters, exchanged new city

    uniforms, worked on water tower design, started electric and water department inventory for auditors

    and working on updating City 15 year C.1.P. plan.

    Section 1. Title V: Public Works: Chapter 52 Sewer, of the City Code ofSt. Charles, Minnesota, be amended as follows:

    §52.08 Sewer Rates

    Subd. A. Residential sewer use shall be established annually by the

    amount of water incurred.

    Subd. B. The rates for residential, commercial and industrial

    property are as follows:

    (1)$(-1^76) 16.08 base rate per user per month, for the firstmeter in each residential household.

    (2) $(€M} $6.61 District charge per 1,000 gallons(3) $(0^3) 0.23 City charge per 1,000 gallons

    Effective Date: This Ordinance shall take effect 30 days upon publication.

    § 51.03 WATER RATES.(A) Base charge. Each water user shall pay a base charge of ($16.79) 17.04 per month

    during which water service is furnished.

    (B) Commodity charge. Each water user shall pay a commodity charge per 1,000 gallons of

    water use for each billing period during which water service is furnished based on an

    incremental tier structure.

    Originating Department: Fire Department

    Council Action Requested: Hiring two volunteer firemen/appointment of officers

    Background Information: the St. Charles Fire Department led by Fire Chief Aaron

    Carlson has requested the hiring of two candidates including Ryan Degnan and Tim

    Moran.

    Degnan will be able to assist during day/night coverage, while Moran will be availablefor nights and weekends. Moran is currently certified Fire Fighter I&II.

    This hiring will bring the department back up to a crew of thirty before early 2021retirements when two are expected to retire.

    Appointment of Officers

    A meeting of the St. Charles Fire Department will be held Mmday, December 7 at whichtime officers will be elected. The names and positions will be presented for Council

    approval Tuesday evening.
