District. near. Mankato.for.11.years.

Looking. back,. Hemi-nover. said. she. has. seen.tremendous. changes. in.education,. “some. posi-tive.and.some.not.so.pos-itive.”.

“I. don’t. agree. with. ev-erything. on. No. Child.Left. Behind. (NCLB),”.she. said. of. the. federally.mandated. program. that.holds. school. districts. ac-countable. for. learning.proficiency. in. 54. sub-sets. of. students.. “But.one. thing. that. is. good.is. that.we. are. being.held.accountable.. In. the. past,.schools. were. tested. once.a. year. and.one. score.was.reported.for.the.entire.student.body..Now.

Positive test results

Because.of.the.district’s.detailed.testing,.the.num-ber. of. NCLB. subgroups.not. meeting. proficiency.has. dropped. from. 23.subgroups. in. 2008,. to.six. in. 2010.. Increases.have. been. seen. in. every.

sub-group,. except. spe-cial. education.. The. per-cent. of. students. who. are.proficient. in. math. and.reading.is.higher.than.the.state. average.. Students.are.learning.under.the.In-ternational. Baccalaureate.(IB).curriculum.

Heminover. assisted. in.implementing. IB. into.all. grades. and. schools.in. the. district,. the. first.school. in. the. state. to. do.so..The. IB. diploma. pro-gram.had.been.offered.to.grades. 11. and. 12. since.1986.. Students. were.able. to. take. college. level.courses. while. in. high.school,. enabling. them. to.get. college. credits. or. at.least. leap. frog. over. first.level. college. courses. and.into. advanced. courses..The. IB. program. distin-guished. the.district. from.all. others.. Because. of. its.success,. the. school.board.implemented. IB. as. a.school-wide.curriculum..

Regarding.school.selec-tion,.“It’s.a.very.competi-tive. business,”. said. Jane.Stassen,. ISD. 6. director.of. curriculum. and. in-

struction.. “Parents. shop.around.. The. school. dis-trict. wants. to. attract.more. students. to. their.district.because.they.gain.valuable. state. funding.when.that.happens..

“Sometimes. it. is. as-sumed.that.the.IB.curric-ulum.is.just.for.the.highly.intelligent. student,”. she.added..“We.want.to.make.it. clear. that. IB. is. for. all.students.. It’s. instruction.with. horizontal. connec-tions. across. the. differ-ent.branches.of. learning..NCLB. makes. us. increas-ingly. oriented. toward.non-proficient. students,.but.we.are.responsible.for.the. academic. growth. of.high. achieving. students.as.well.”

The. State. Minnesota.Comprehensive. Assess-ment.(MCA).II.tests,.giv-en. annually,. are. widely.used.as.a.measure.of.stu-dent. achievement.. It. is.important. to. note,. how-ever,.that.the.tests.are.de-signed. to. be. increasingly.difficult. each. year.. The.2010. MCA. II. results. for.District.6.in.mathematics.

When. Heminover. ar-rived. in. the. district. ten.years.ago,. there.was.only.$43,000. in. the. bank..Now. there. is. $4.million..With. Heminover’s. fiscal-ly. responsible. approach,.she.recently.led.the.board.to. . refinance. a. 4.5. per-cent.building.bond.of.$4.million. at. 2.53. percent,.which. will. save. taxpay-

ers.$446,000..The.reason.this. could. be. done. was.because. Standard. and.Poor’s. upgraded. the. dis-trict’s.credit.rating.

In.2010,.South.St..Paul.received. the. School. Fi-nance. Award. from. the.State. of. Minnesota. De-partment.of.Education...

ISD. 6. approved. a.$39.8.million.budget. for.the. coming. school. year..It. included. $600,000. in.cuts. that. were. necessary.because. the. state. didn’t.

give. its. regular. increases.to.cover.inflation.and.the.rising. cost. of. employee.benefits..

“With. 78. percent. of.the.budget.going.to.staff-ing,. when. a. position.becomes. available,. we.evaluate.to.see.if.it.can.be.

tweaked. to. save. dollars..Can. a. 12-month. em-ployee. be. reduced. to. 11.months. and. still. get. the.job. done?”. she. asked,. as.an.example.

From. closing. the. pool.at. Central. Square. for.four. months,. to. cutting.staff. and. programs,. the.district. has. managed. to.balance. its. budget.. Staff.cuts. included. one. prin-cipal. and. two. teachers.at. the. high. school,. two.teachers. and. one. lunch-room. supervisor. at. Ka-posia. Education. Center,.and. one. teacher. at. Lin-coln.Center..

Collaborations. with.nearby. school. districts.are. also. saving. money..ISD. 197. and. South. St..Paul.are.sharing.a.human.resources. director.. South.

St..Paul.is.sharing.a.food.service. director. with. In-ver. Grove. Heights,. and.the. three. districts. are.sharing.a.community.ed-ucation.director..

It. also. has. its. own.plan. to. further. develop.the. riverfront.. front. north. of. the. falls..The. newest. parcel. being.developed. has. been. a.lumberyard. and. lumber.storage. facility. since. the.1930s..

History of the siteAccording. to. company.

history,. Scherer. Broth-ers. Lumber. Company.dates.back.to.the.logging.boomat. the. turn. of. the.twentieth. century,. when.the. vast. red. and. white.pine. forests. of. northern.Minnesota. were. harvest-ed. and. the. timber. was.floated.down.the.river.to.various.mills..The.Scher-er.Brothers.—.Munn.and.Clarence. —. capitalized.on.what.the.lumber.com-panies. considered. waste:.the. logs,. or. deadheads,.that. submerged. to. the.bottom. of. the. river. dur-ing. frequent. log. jams..They,. like. other. “dead-headers,”.probed. the. riv-er.bottom.for.the.sunken.logs,. pulled. them. from.the. water. with. a. hook.and. chain. attached. to. a.winch.on.a.boat,.and.sold.them.to.local.mills..

In. 1929,. Munn. and.Clarence. Scherer. pur-chased.a.lumber.mill.from.their. brother-in-law,. Joe.Leuer,.and.operated.there.until.moving.to.the.pres-ent.site.in.1934..Business.was. difficult. in. the. early.years. during. the. Great.Depression,. and. the.brothers. typically. found.themselves. without. cash.and. without. business.prospects.. Nonetheless,.they. hung. on. and. were.tenacious. in. protect-ing. their. enterprise.. For.example,. one. day. while.Clarence.and.Munn.were.harvesting. deadheads.from. the. river,. two. men.

rowed. out. to. meet. them.in.a.small.boat..The.men.showed.them.a.document.of. an. alleged. transaction.they. just. completed. that.gave. them. rights. to. all.the. deadhead. logs. in. the.Mississippi. River.. They.informed.them.that.from.that.day.forth.they.would.have. to. pay. them. $5.per. thousand. board. feet.of. lumber. for. all. dead-heads. harvested.. Clar-ence.glanced.at.the.paper,.and.then.at.the.man,.and.reached.for.a.short.pole..

Of.this,.Scherer.Brothers.es-timates.they.sawed.about.15. million. board. feet..One. jam. site. alone. pro-duced. about. 1.5. million.board. feet.of.white.pine..Today,. Scherer. Brothers.makes. dozens. of. build-ing. products. and. offers.builders. and. remodelers.a. service. for.nearly. every.aspect.of.building.

A. redevelopment. time-line.has.not.yet.been.set.

Plans are underway to transform this former lumberyard and storage facility into a park that offers access to the Mississippi River.

VFW celebrates 90 years

As. the. South. St.. Paul.Veterans.of.Foreign.Wars.Post. commemorated. its.90th. anniversary. at. the.end. of. 2009. and. as. the.Ladies. Auxiliary. plans.to.celebrate.90.years. this.October,. the. organiza-tion’s.long.history.of.ser-vice. now. includes. more.outreach. to. families,. as.well. as. to. youth. in. the.community.. To. honor.veterans,. this. month. the.Post. plans. to. dedicate. a.new. memorial. stone. and.shelter. at. Veteran’s. Field.in.South.St..Paul.

The. Post. is. seeing. an.increase. in. younger. vets.from. Iraq. and. Afghani-stan,. said. Post. Com-mander. Dick. Cruz.. In.addition,. he. said,. the.public. is. taking.more. in-terest.in.veterans.

Post. membership. is.open. to. U.S.. citizens.who. have. served. in. for-eign. wars. in. one. of. the.

MEET"An important new voice in

American Music"Discovery for me is particularly exciting as it is for you. Since 1938 I’ve been steeped in programming andbroacasting in New York City, Denver, Colorado, San Francisco and, my original home base, St Paul-Minneapolis. The mediums have been: commercial, military and public radio from 1938 to the present day.

I have been dedicated to the programming of America’s musical language rooted in what Duke Ellingtondescribes as “Black, Brown and Beige” and, I add, “Blue”.

Oh, discovery! Here are special musical performances which are a super-tonic for me and, I hope for you, inthese days and times.

In the course of some 70 years in broadcasting I have marked my discoveries of special musicians, composers,arrangers and vocal messengers.

Here for me and, again, for you is my recent discovery: WENDOLINA! A vocal messenger and her solo CDdebut.

Who is Wendolina? Wendolina is an artist who grew up in a home rich in Chopin, Debussy, Rachmaninof,Bach & Beethoven.

Her mother and older sister were classical pianists. “ Wonderful music wafted through our home.”

To date she has performed in the United States, Mexico and overseas with extended engagements in HongKong and Singapore. "…singing my way around the world"

Wendolina began her career at the age of three in a stage production of the Sound of Music as the youngestVon Trapp, Gretl.

Onwards and up with the arts and her three older sisters Rae, Vicki and Shelley when they organized a jazzvocal group. “ Our socks were knocked off by the jazz oriented vocal harmonies of The Singers Unlimited,The Hi Los, and Take 6.”

All this in the Land of Lakes, Minnesota – miles from the music capitols of the world - but where the AndrewSisters, bassist Oscar Pettiford, and the Honey Dreamers launched their careers along with many others,including Bob Dylan.

Wendolina thinks of her voice as an instrument and credits Dr. Leon Thurman, a brilliant teacher who taughther that the mind/body connection-is all one.

So,. how. does. it. work?. The. campaign. begins. on.South.St..Paul’s.Night.to.Unite..Many.neighborhoods.celebrating. Night. to. Unite. bring. school. supplies. to.neighborhood. get-togethers..These. supplies. are. then.

brought. to. City. Hall,. and.Task. Force. members. sort.and. fill. the. backpacks. to. send. to. the. schools.. Block.parties. are. an. excellent. start. to. the. campaign.. Hun-dreds. of. notebooks,. pencils,. markers. and. crayons.are.donated. through. these.neighborhood.gatherings..Along. with. the. block. parties,. churches,. businesses,.organizations,.families.and.individuals.have.collected.and.donated.school.supplies.or.money.

Several.weeks.ago.Adam.Carter,.a.South.St..Paulite.who. is. an. excellent. news. reporter. for.WCCO. radio,.came. to. my. office. to. gather. information. for. a. story.he. was. working. on. regarding. the. Obama. Adminis-tration’s. new. emphasis. on. the. importance. of. people.volunteering.within.their.communities..Adam.knows.that.Neighbors.is.an.organization.that.depends.heavi-ly.on.volunteerism.to.be.able.to.deliver.our.programs,.so.he.came.to.get.our.perspective..

During.our.interview.he.asked.some.excellent.ques-tions.. One. of. them. was. about. whether. I. thought.young. people. have. learned. volunteerism. from. their.parents.. As. I. recall,. my. response. was. that. this. was.certainly. a. factor,. and. I.went.on. to. talk. about.other.things.that.might.prompt.a.person.to.volunteer.

I’ve. been. thinking. about. this. question. ever. since..There’s.no.doubt.in.my.mind.that.for.many.of.us,.be-ing.generous.with.our.time.is.something.we.observed.in.our.families.from.our.earliest.memories..It.was.im-portant.to.our.parents.and.it.became.important.to.us..Like.most.things,.when.you.grow.up.with.something.it.simply.becomes.part.of.your.daily.life..

Here. at. Neighbors,. we’ve. grown. from. about. 450.volunteers.in.2006.to.over.1,000.in.2009..I.gave.that.information.to.Adam,.but.I.also.told.him.that.while.the. number. of. volunteers. has. more. than. doubled. in.four. years,. the. number. of. hours. being. contributed.has. not. grown. nearly. as. much.. Younger. generations.make.less.time.to.give.at.this.point.in.their.lives.than.their.parents.or.grandparents.did,.so.it.requires.more.people.to.fill.the.same.number.of.hours..The.younger.generations. are.no. less. interested.or.passionate;. they.just. have. to. figure. out. how. to. fit. volunteer. service.into.their.busy.lives.

As.I.thought.about.this,.I.began.to.think.about.how.it’s.not.just.being.generous.with.our.time.that.we.of-ten. learn. from.our.parents,. it’s. the.whole.concept.of.generosity..Many.times.people.who.grew.up.in.homes.where. acting. philanthropically. was. a. normal. part. of.their. lives.do. themselves.become.philanthropic..Par-ents. teach. their.children. to.be.philanthropic,.not.by.telling. them,. but. by. setting. the. example. and. being.generous.with.their.own.funds,.regardless.of.how.lit-tle.or.how.much.they.have.to.spare.

Several. years. ago. I. attended. a. program. where. a.wealthy. Twin. Cities. couple. was. being. honored. for.their.philanthropy..Each.had.an.opportunity.to.speak,.and. when. it. was. the. woman’s. turn. she. talked. about.her.middle.class.upbringing.where.she.and.her.broth-er.never.went.without,.but.also.didn’t.have.anything.extra..Her.dad.was.a.mechanic.and.garage.owner,.her.mother.a.stay-at-home.mom..She.said.two.things.al-ways. stuck. in. her. mind.. The. first. was. that. nobody.who.ever.came.to.their.door.seeking.help.went.away.empty. handed.. No. matter. how. little. her. dad. had. at.the.moment,.he.had.enough.to.help..Secondly.was.the.“special. events”. coffee. can. they. kept. on. the. kitchen.table.. Every. time. something. good. happened. in. her.family. they. put. some. money. in. the. can.. Every. six.months. they. would. count. the. money,. decide. which.organization. to. give. it. to,. and. then. give. the. money.away..At.this.point.the.woman.began.to.cry.and.said,.“My.greatest.regret.is.that.we.haven’t.taught.our.chil-dren. to. be. generous. the. way. my. parents. taught. my.brother.and.me.to.be.generous.”

As.a.child,.she.witnessed.and.participated.in.giving.to.others.as.a.normal.course.of.the.family’s.daily.life..They.gave. from.a.spirit.of. love,.compassion.and.car-ing,.and.expected.nothing.in.return..As.an.adult,.the.motivation. changed.. Instead.of. giving.out.of. a. sense.of. love.and.compassion,. their.wealth,.of.which. there.was. a. great. deal,. was. given. more. out. of. a. spirit. of.obligation. and. quest. for. recognition..The. result. was.that.she.and.her.husband.did.not.provide.the.same.life.lessons.to.their.children.that.her.parents.provided.her,.and. generosity. did. not. become. a. part. of. their. chil-dren’s.lives.at.it.had.hers.. ..

I’m. so. grateful. that. we. live. in. a. community. where.the. spirit. of. generosity. is. so. prevalent.. The. willing-ness. to. give. not. only. our. time,. but. to. give. whatever.amount.we. can. afford. is.what.makes.Neighbors.pos-sible.. I.can.only.pray. that.over. the.next. several.years.and. decades. we,. our. children. and. our. grandchildren.will.teach.each.succeeding.generation.the.joy.of.giving.as.we.learned.it.from.those.who.went.before.us..

Days. parade. was. rained.out,. the. city. has. a. long.tradition. of. celebrating.summer. with. carnivals.and. parades.. One. of. the.interesting. things. about.parades. from. the. past.is. that. South. St.. Paul.had. its. own. professional.clown. in. Elmer. Larson,.as. well. as. several. ama-teurs. who. were. members.of. the. South. St.. Paul.Clown. Club.. One. of. the.club’s. founding. mem-bers,. Myrtle. Allen,. is. es-pecially.renowned.for.her.many. contributions. to.South.St..Paul.

Larson’s. professional.clown. name. was. Sun-shine.. He. appeared. at.numerous. local. events.and. also. took. part. in.Minnesota. Twins. games,.the. Shrine. Circus. and.the. St.. Paul.Winter. Car-nival.. For. more. than. 20.

years. he. changed. cos-tumes. and. served. as. a.Santa. Claus. during. the.Christmas. season.. Born.in. 1902,. Larson. married.Lorena.Tiedman.of.South.St..Paul. and.worked. as. a.painter. when. he. wasn’t.clowning. and. perform-ing..His. act. included.his.little. dog,. which. would.sometimes. jump. out. of.a. cake. or. faithfully. head.for. the. little. red. fire. hy-drant. that. Sunshine. car-ried.as.a.parade.gag..Sun-shine. knew. his. audience.well,. and. both. hockey.jokes. and. cowboy. antics.were.appreciated.by.local.crowds..

Many. residents. still.recall. the. Larson. name..Elmer’s. son. Ed. and. his.wife. Helen. founded. Lar-son’s.Paint.and.Wallpaper.in. 1954. at. 903. South-view. Blvd.. They. moved.the. store. to. 705. South-view.in.1955.and.bought.the. building. in. 1969.. In.1977,. it. was. renamed.Larson’s.Decorating.Cen-

ter.. Ed. and. Helen,. who.were. later. assisted. by.their. son. Eric. Larson,.served. generations. of.customers. with. personal.attention.and.special.care.until. retiring.. Today. the.store. site. is. the. Black.Sheep.Coffee.Café..

Larson. became. a. pro-fessional. clown. in. the.early.1950s.but.was.hap-py. to. lend. his. assistance.when. the. South. St.. Paul.Clown. Club. was. formed.in. 1977.. Myrtle. Al-len. wrote. the. following.tribute. to. Larson. for. the.“South. St. Paul. Centen-nial.1887-1987”:

“Elmer. was. our. men-tor. and. directed. us. in.becoming. successful....Sunshine.had.a.great.love.for. children.. His. experi-ences. and. knowledge. of.approaching. and. caring.and. showing. love. taught.us. the. basic. components.to. becoming. successful.clowns.. We. choose. al-ways. to. induce. joy. and.laughter. and. to. convey.

the. wisdom. that. can. be.found.in.humor.”

Allen. was. born. in.South.St..Paul.in.1911.to.Fred.and.Bertha.Esslinger.Schulze.. She. grew. up. on.Eighth. Avenue. South,.graduated.from.South.St..Paul. High. School,. and.married. Raynold. Allen,.who. worked. for. Swift’s.for. 37. years. as. the. man-ager. of. product. supply.inventory.. They. had. one.daughter,. Adrianne,. who.currently. resides. in. Ida-ho.. Founding. the. South.St..Paul.Clown.Club.was.only. one. of. her. many.contributions. to. South.St.. Paul.. She. was. on. the.South.St..Paul.Chapter.of.the. Dakota. County. His-torical. Society,. was. ac-tive.in.Stage.Door.South,.served.as.a.member.of.the.Senior.Citizens.Club.and.the. On. the. Road. Again.Committee,. and. was. the.treasurer. of. HELP,. the.

group.that.worked.to.save.the.Serbian.Hall.in.South.St..Paul..She.was.also.on.the.board.of.Christmas.in.South.St..Paul,.served.on.the. Kaposia. Days. board.and. was. active. in. Grace.Lutheran. Church. for.many. years.. In. her. pro-fessional.life,.Allen.was.a.creative. fashion. designer.who. specialized. in. wed-ding.dresses..She.worked.as.a.designer.for.Barbara’s.Bridals. in. St.. Paul. and.eventually. became. a. real.estate. agent. with. Kassan.Realty..

Allen’s. friend. and. real.estate. colleague. Kathy.Waldron. recently. wrote:.“Myrtle. loved. South. St..Paul..She.dedicated.a.ma-jor. amount. of. her. time.promoting. the. city. and.getting. involved. in. proj-ects. to. enhance. existing.businesses.and.to.encour-age.new.businesses. to.at-

tract. like-minded. people.to. live. and. work. here..She. was. a. frequent. par-ticipant. at. City. Council.meetings.. Myrtle. was. a.visionary,. really,. on. the.cutting. edge. of. what.should. be. going. on…She. was. a. kind,. creative.person.but.also.persistent.and. resilient.. We. were.fortunate. and. privileged.to.have.her.in.our.city.”.

Both.Elmer.Larson.and.Myrtle. Allen. were. far.more. than. performers..They. used. their. clown.appearances. to. bring. joy.to. thousands. of. South.St.. Paul. residents.. Their.commitment,. loyalty.and. support.of.South.St..Paul. inspired. many.. Lar-son.died.in.1980.and.Al-len.passed.away. in.2008..South. St.. Paul. and. its.festivals. and. parades. just.aren’t. the. same. without.them.

Elmer Larson (left) was South St. Paul’s very own professional clown for many years. As “Sunshine,” he brought humor and compassion to the city during his decades of community service.

Myrtle Schulze Allen (right) was known to many in South St. Paul for her community service with a variety of or-ganizations.
