As Barack Obama visits, signs thatIndia is pushing back against China
New Delhi,Jan 21,2015When Sri Lanka
unexpectedly turfed outPresident MahindaRajapaksa in an electionthis month, it was thebiggest setback in decadesfor China’s expansion intoSouth Asia – and aremarkable diplomaticvictory for India.
Despite New Delhi’sprotestations, diplomatsand politicians in the regionsay India played a role inorganising the oppositionagainst pro-ChinaRajapaksa.
His successor,President MaithripalaSirisena, has said India isthe “first, main concern” ofhis foreign policy and thathe will review all projectsawarded to Chinese firms, including a sea reclamationdevelopment in Colombothat would give Beijing astrategic toehold on India’sdoorstep.
India has pushed backagainst China elsewhere inthe region since PrimeMinister Narendra Moditook office in May,
improving ties with Japanand Vietnam, both lockedin territorial disputes withBeijing, and contesting aport project in Bangladeshthat could otherwise havebeen a cakewalk for China.
The new robustdiplomacy, which Modicalls “Act East”, hasdelighted Washington, which has been nudgingIndia for years to dovetailwith the U.S. strategicpivot toward the region.
When PresidentBarack Obama makes alandmark visit to Indiastarting Sunday, he will bethe chief guest at NewDelhi’s showpieceRepublic Day militaryparade, and rarely for a
presidential trip, is notscheduled to visit any othercountry before returning toWashington.
“What is appealing tome and my colleagues isthe fact that Prime MinisterModi has undertaken tobuild from what has beena ‘Look East’ policy to an‘Act East’ policy,” U.S.Assistant Secretary ofState for East Asia and thePacific Daniel Russel saidin Washington last month.
“He has shown inword and deed his interestin involving India in thethinking and the affairs ofthe broader region. That’svery much to bewelcomed.”
Washington made no
bones about its distaste forRajapaksa, who criticsaccuse of war crimes, corrruption and nepotism. But until last year Indiawas indecisive, perhapsafraid of pushing the heroof the war against Tamilseparatists even closer toChina.
That changed inSeptember, whenRajapaksa allowed aChinese submarine to dockin Colombo, withoutinforming India, as it wasbound to under an existingagreement.
“That was the laststraw,” a senior Indiandiplomat told Reuters.
“He told Modi: “thenext time I will keep youinformed,”” the diplomatsaid, a promise that wasbroken when the submarinevisited again in November.
In the build up to theJan 8 election, India playeda role in uniting Sri Lanka’susually fractious opposition, for which the station chiefof India’s spy agency wasexpelled, diplomatic andpolitical sources say.
IMF growth forecast for India needsto be taken with a pinch of salt
New Delhi,Jan 21,2015Every bull market
needs a story. In fact, different phases of thesame bull market needdifferent stories.
The latest story to hitthe Indian stock market isthat India will grow fasterthan China in 2016. Thiseconomic forecast hasbeen made by theInternational MonetaryFund (IMF) in the WorldEconomic Forum OutlookUpdate which was releasedyesterday (January 20,2015). In this update, theIMF expects India to growby 6.5% against China's6.3%.
This forecast is alongthe lines of anotherforecast made by the WorldBank on January 14, whereit said that India will growby 7% in 2017-2018. Itexpects China to grow by6.9% during the course ofthat year.
The IMF offersreasons as to why it seesgrowth in China slowingdown from 7.8% in 2013to 6.3% in 2016.“Investment growth in
China declined in the thirdquarter of 2014, andleading indicators point toa further slowdown. Theauthorities are nowexpected to put greaterweight on reducingvulnerabilities from recentrapid credit and investmentgrowth and hence theforecast assumes less of apolicy response to theunderlying moderation,”the IMF states.
For India, the IMFstates that the “weakerexternal demand” will be“offset by the boost to theterms of trade from loweroil prices and a pickup inindustrial and investmentactivity after policyreforms.”
As far as justificationsare concerned, you cannotget more general than this.Having said that, this bit ofnews drove the BSESensex to rally by 1.84%to close at 28,784.67points on January 20. Theforeign institutionalinvestors who have been atthe forefront of driving theIndian stock over the lastfew years, bought stocks
worth Rs 1275.59 crore. The domestic institutionalinvestors, who on mostdays do the opposite ofwhat the FIIs are doingsold stocks worth Rs 761.7crore.
With India likely togrow faster than China inthe years to come, it is butnatural that FIIs want tobet their money on India.
Nevertheless, thequestion is, should theIMF forecast on India (oreven their forecasts ingeneral) be taken soseriously?
IMF forecasts ingeneral have a certainamount of optimism biasbuilt into them. As ChrisGiles wrote in theFinancial Times in October2014: “Between 2011 and2014, these forecasts haveaveraged 0.6 percentagepoints higher than theoutturn...In the very laudableexercise to examine what wentwrong, the fund discoveredabout half of its errors camefrom predicting greaterstrength in Brics countries –Brazil, Russia, India and China– than occurred.”

New Delhi:Bharatiya Janata Party'schief ministerial candidatefor Delhi Kiran Bedi onWednesday lavishedpraise on the party'sparent organisation theRSS calling it a "verynationalist" organisation.
Bedi, who filed hernomination for theAssembly election fromKrishna Nagarconstituency, said theRSS is a very nationalistorganisation that has keptIndia united.
The statement is
quite significant becauseit comes at a time whenthe RSS is learnt to beunhappy with theprojection of Bedi as theBJP's CM nominee.
Talking about herdecision to join the BJP,Bedi said she did so todefeat the"confrontational politics"of Aam Aadmi Party'sArvind Kejriwal.
At one point in time,Bedi was Kejriwal'scolleague in Team Annaand had launchedagitation along with him.She broke away with himon the issue of formingAAP, saying that like theirleader Anna Hazare shetoo was against partypolitics and electoralpolitics.
However, after she
made a U-turn to join theBJP, she said she gotinspired by PrimeMinister Narendra Modi'spolicies.
M e a n w h i l e ,commenting on Bedijoining the BJP, Hazaresaid, "Politics is dirty. Idon't want to talk aboutit. I don't want tocomment on Kiran Bedi."
Ever since she joined
the BJP, Bedi had beentrying to contact Hazarebut has failed to do so.She has repeatedly calledhim up but has never beenable to talk to him. OnWednesday, Hazare hasmade his displeasure bymaintaining that he did notapprove of party politics. In fact, this was the causeof the rift between andKejriwal too.

New address,same hardships
In December 2013, shivering under a tarpaulintent at a relief camp in Loi, Muzaffarnagar, Rahisalost her five-year-old son, three months after she hadfled her village following the September riots. InDecember 2014, four months after she bought landin a new colony for people displaced from her village, just opposite the original camp, she lost another sondays after his birth.
“It will be a month on January 20. My baby wasjust eight or nine days old. There was no time to takehim to hospital,” says Rahisa, who hails from Kheradin Muzaffarnagar. “It is so cold and we are still livingunder tarpaulin structures. We spent all our moneyon the plot and there was nothing left for building ahome.”
Her three surviving children too have recurringfever and cough. “We have started building our homeonly now, for the children. It is the only way to savetheir lives,” she says. She has not taken her childrento a hospital yet; a haqeem from adjoining Budhanais giving them medicine.
These new colonies, one in Loi, one inAhmednagar and a third, named Aman colony, inKandhla, have come up near Muslim-majority areas,in the vicinity of the old camps. People bought theland from Muslim owners from September last year.
But with no water or electricity, drainage systemsor toilets yet, and the bulk of the compensationprovided by the state spent in buying the land, lifehas not changed much for riot victims. Garbage ispiled on the lanes, water stagnates in potholes, andmosquitoes hover around the colony. Pitch dark atnight, the colony stands out from other parts of Loivillage.
Sharafat Ali lost his newborn daughter Ayeshanearly two months ago, a death he attributes to thewinter. A year earlier, he had lost his first child in thecamp in Loi.
“Tell me, what has changed for us?” he says.“Till the relief camp was running, we had at least astructure of organised committees to fight for us. Thechildren would get milk, and rations were suppliedweekly. Now we are on our own, and there is notime to take the children to hospital,” says Ali, whotoo is staying in the new colony in Loi.
Since the camps were declared closed inMuzaffarnagar, their residents say they have had todo without the help they were getting from theadministration or from local political leaders who hadset up relief committees; these were dismantled afterthe Lok Sabha elections.
Mohammad Salim, part of a new four-membercommittee elected by colony residents, said the SDMcame on his first visit on Friday. “There were reportsof deaths, so the SDM came. We told him to firstclean the lanes of garbage,” Salim says. “Yes, we havebought plots, but are we not entitled to basic facilitieslike other citizens? With such conditions here, obviously there will be more disease and death.”Village leaders who had been part of the committeesin Loi don’t visit the colony, residents allege. “Thepradhan is with the SP, and until the Lok Sabha pollshe would come and take our problems to theadministration. We bought land from him and thiscolony has come up. But after the polls, he hasstopped coming,” says Irshad, from Fugana. Peoplesay residents of Loi have become hostile, even onmatters like burying their dead in the villagegraveyard. “They tell us we should get our owngraveyard, but where is the money to buy more land?”Saleem says. Abdul Jabbar, pradhan of Loi, says thecommittee was “automatically” dismantled after thecamp closed. “When district authorities come, theystill meet us, but we are not in touch with themregularly. We have helped them as much as we could.I sold them land cheap, and if someone comes forhelp we never turn him away,” Jabbar says.Muzaffarnagar ADM Indermani Tripathi, who wasput in charge of the camps and supervised their closurelast year, did not respond to calls and messages fromThe Indian Express. SDM (Budhana) J P Gupta, whowent to the colonies last week, says meetings will beheld this week to review the facilities. “We have donea preliminary survey and will share the details withsenior district authorities,” he says. “The camps wereclosed last year, so obviously medicines and rationswere stopped. When people moved and settledelsewhere, how can district authorities keep going tothem?”

SPORTS ROUNDFor India's revival, Dhoni needsto go beyond his paintball theory
Just before the start ofthe fourth Test betweenIndia and Australia at theSydney Cricket Ground,Mahendra Singh Dhonimade his way to theSpartan tent and learnt theart of crafting a bat.
A match was going tobe played and he simplydidn’t need to pay attention– he didn’t need tostrategise or watch videosor offer advice. It was thekind of carefree act thatDhoni had not managed inthe last decade. In a certainsense, he was finally free.
He didn’t attendpractices in the lead-up tothe Test then he helped theteam during practice on themorning of the Test –because he wanted to, notbecause he had to. Inbetween, he met JohnAbraham and before heknew it – the ODI tri-serieswas upon us. Time flieswhen you are doing thingsyou really want to.
It feels just likeyesterday that Dhoniannounced his retirementfrom Test cricket andalready, it is time to get
back to the grind… still, the effects of this break; ofthis unloading ofresponsibility should be feltnow. Mentally, he shouldbe refreshed and ready togo again – knowing that heis going to have time forhimself; for his bikes; forfamily; for his manybusiness interests and for aformat that he truly enjoys.
File photo of MSDhoni with team-mates.Getty ImagesFile photo ofMS Dhoni with team-mates. Getty Images
For all the criticismthat Dhoni has received forhis captaincy/batting/tactics in Test cricket, thereare few internationalcricketers who understand
the vagaries of the shorterformat better than theIndian skipper. He knowswhen he needs to begin thefinal push or when to waitit out – but perhaps mostimportantly he knows howto win even when the goinggets tough.
Twenty wickets arenot the key in ODI cricket– even ten wickets aren’t.It is all about runs andwhen you can narrow itdown like that... Dhonigenerally becomes lethal. But for the next threemonths – India will beplaying Down Under, inconditions that don’texactly cater to India’sstrongest bowling suit –namely spinners.

18 years later, HC reinstates CRPFman who lost job over plaint to PM
Ahmedabad, Jan 21, 2015VithalPatil lost his job
in the Central ReservePolice Force (CRPF)merely because hecomplained to the PrimeMinister about the poortreatment meted out towater carriers in thedepartment and said theywere denied weekly offs aswell.
Eighteen years later,Gujarat high court orderedCRPF to take Patil back inservice on the ground thathis mistake wasn't graveenough to deprive him ofhis job.
Patil was recruited inthe CRPF as a watercarrier. Fed up with the job, particularly because watercarriers weren't evenallowed to rest on theirweekly offs during his
posting in Gandhinagar, hewrote a letter to the PrimeMinister in 1997 andcomplained about serviceconditions and that watercarriers were made towork without holidays. Healso complained that theywere treated as lowcategory employees in thedepartment.
The departmentsuspended him for writingto the PM directly, withoutgoing through the properchannel. Patil refused toaccept his suspension andwas then dismissed fromservice. His legal battlelasted for 18 years. Hislawyer, Ramnandan Singh, argued before the HC thatthe punishment was tooharsh as compared to hismistake. A bench of JusticeAkil Kureshi and Justice
Sonia Gokani alsoobserved that Patil was noteducated enough tounderstand the proceduralaspects and the properchannel for complaintsregarding serviceconditions.
The court orderreads, "Main misconductalleged against him wasthat he made arepresentation to thePrime Minister withoutrouting it through properchannel. Misconduct itmay be, it certainly wouldnot warrant dismissal of anemployee from service. This is one of the rare case, where the court wouldcertainly come to theconclusion that punishmentawarded was so out ofproportion to shock theconscience of the court..
