SRCW DATA BANK 5

PREFACEThe State Resource Centre for Women, Nagaland is pleased to bring out this compendium as the

Second Volume of the Data Bank to assist women in finding out the various Central and State Government schemes and programs being implemented in the State for their welfare. This edition contains updated information on the various schemes that were included in the first Volume and in addition, some new schemes and programs that have been introduced in the State in the following years. We hope that the schemes and programs will be made more accessible to the targeted beneficiaries.

This Data Bank sets out as a platform for interdepartmental and intersectoral convergence of the various line departments. We are much obliged to the following Heads of Departments for their cooperation and contribution, and for readily providing the information we have requested of them: Department of Health and Family Welfare, Department of Horticulture, Department of Agriculture, Department of Employment and Skill Development, Department of Industries and Commerce, Department of Rural Development, Department of Soil and Water Conservation, Department of Technical Education, Department of Horticulture, Department of Science and Technology, Department of Land Resources, Department of Social Welfare, Rashtriya Madhyamik Shiksha Abhiyan(RMSA), Kohima Head Post Office, Women Resource Development, Nagaland State Rural Livelihood Mission and Nagaland State Social Welfare Board.

The satisfaction that accompanies the successful completion of any task would be incomplete without mentioning the people who are responsible for the success. I would like to make special mention of Vitsino Iralu and Cerina Keduokhonuo Belho (Call Responders of the Women Helpline -181), who took the initiative and along with their team members, Chothalü Phesao (Senior Call Responder, WHL-181), Akhrienuo Kire (Call Responder), and Jitsiasa Nyusou (Call Responder) were responsible in approaching the various departments and collating the data from each department to bring out this Data Bank; as well, Joseph Krocha, Assistant, SRCW, who meticulously arranged the layout design for the Data Bank. I would also like to mention Meneno V., Research Officer, SRCW for supervising and taking the responsibility with sincerity in outlining and editing this Data Bank and also providing guidance throughout the process of compilation.

I hope that this humble initiation of SRCW will serve its purpose of filling the gap of information, enabling our women to access the schemes and programs that are meant for them.

INTRODUCTION

The State Resource Centre for Women (SRCW) - Nagaland Chapter was established in December 2012, and functions under the aegis of the Nagaland State Social Welfare Board (Nodal Agency), Department of Social Welfare, Government of Nagaland. The SRCW is the Project Management Unit (PMU) of the Beti Bachao Beti Padhao in the State and the Mahila Shakti Kendra (MSK) district level and MSK block level; it is also the Nodal Agency for implementing the two integrated schemes, viz., the Women Helpline-181 and Sakhi-One Stop Centre—all of which are under the Ministry of Women and Child Development, Government of India. This Second Edition of the Data Bank is a broad compilation of information on women related Central and State Government schemes and programmes from seventeen Government Departments. In order to ease the search for the schemes and programmes, they are listed according to the implementing Agency/ Department in the State. The targeted beneficiaries of the various schemes and programmes for girls and women range from the time of birth to old age. It is therefore, hoped that women of all ages across the State would take the advantage and access the information provided in this book, and benefit from the many government schemes, programmes and services that are intended and available for them.

MESSAGE

MESSAGE

It gives me immense pleasure that the Women Helpline 181 under the Nagaland State Resource

Centre for Women, is bringing out the Second Edition of Data Bank, a collection of various schemes/

programs/services for women under the Central and the State Government.

In Nagaland, for many women beneficiaries the first hurdle in seeking assistance from Government

Department is lack of information. Therefore, through this Second Volume of Data Bank, I am hopeful that,

our women will become more aware about the various schemes and programme that are existing in the area

of health, education, social or economic sectors.

I hope the women, at all levels, will make best use of this information and become pioneering leaders

of positive change in our society.

INTRODUCTION:The Beti Bachao, Beti Padhao: Save the Girl Child, Educate Her was launched by the Prime Minister, Shri Narendra Modi on 22nd January, 2015 at Panipat, Haryana. This scheme aims to address the significant declining trend in the Child Sex Ratio (CSR) between 0-6 years of age. It aims to value and celebrate the girl child-ensuring her protection and enabling her education, and participation in the society.

According to the 2011 Census data of India, the CSR, calculated as number of girls for every 1000 boys between age group of 0-6 years, was at an all-time low of 918. Of the 100 gender critical districts identified across India, Longleng district in Nagaland has also been identified as one with its CSR at 885, indicating a sharp decline from 964 as per 2001 and 2011 census.

The Government of India, through the Beti Bachao, Beti Padhao (BBBP) scheme, therefore aims to address this serious issue through a mass campaign across the country and focused intervention and multi-sectoral action. The sharp decline as pointed by the census 2011 data is a call for urgent action, as it highlights that the girl is increasingly being excluded from life itself. Coordinated and convergent efforts are needed to ensure survival, protection and education of the girl child.
