    Dediapada  in Gujarat is a group of villages with a total populaon ofpprox 10,000 people mostly from tribal communies. Our skills team in

    Dediapada has ensured that the youth is oered skills training mapped to

    he industry standards. Under the model, we take the training centre to the

    ural communies. This is a unique Public Private Partnership where GAIL has

    played an important role for about 1000 people successfully compleng the

    programme.

    Globally, youth unrest is linked to jobless growth and the

    situaon is no dierent in India. Lack of local job opportunies,

    poor condion of educaon and limited vocaonal training

    nfrastructure reduces the decent living opportunies for the

    youth, in turn increasing their vulnerability. To producvely

    engage youth from rural areas, Ministry of Rural Development

    MoRD), Government of India has launched a special

    programme called ROSHNI. Project ROSHNI  is targeted to

    benet rural men and women belonging to the Parcularly

    Vulnerable Tribal Groups (PVTGs), especially from the LWE

    aected areas.

    Mr. Jairam Ramesh, Hon’ble Minister of Rural Development, Government of India

    naugurated IL&FS Skills School in Manjhari Block of West Singhbhum district on

    uly 19, 2013. West Singhbum is highly impacted by LWE acvies. The minister also

    nteracted with the candidates and trainers, expressing his great sasfacon over the

    orts being made by IL&FS in training and placements of the underprivileged youth

    n the district.

    In June 2013, I parcipated at the WorldSkills Internaonal (WS

    Compeons at Leipzig, Germany. With the eorts of NSDC and its partne

    organisaons, India elded a very strong conngent of 22 competo

    at WSI 2013. It was an eye opener to watch young competors from 6

    countries taking pride in skills. Congratulaons again to the Organisin

    Commiee of WorldSkills India and the three Indian medallion winners a

    WorldSkills Compeons 2013.

    Many stakeholders play a key role in enhancing value of skill based caree

    however it is the Industry that has a mul-faceted role and hence stak

    in quality assurance of the skills training methodology, best example beinGermany and its Dual System of Training. Embedding industry as a partn

    in the implementaon of skills is therefore a must. McKinsey’s Educao

    to Employment report released at Davos last year, idenes disconne

    between instuons (academic and vocaonal training) and indust

    as a primary reason why majority of students are unemployable an

    unproducve at work. In this special issue of SPRING, we focus on Indust

    Engagement, where we share best pracces and examples of industry acn

    as Infrastructure, Knowledge, Placement and CSR partner.

    Making skills accessible is the other key challenge. It is important that eve

    cizen of the country has easy access to vocaonal training. To realise th

    inclusive growth vision, IL&FS Skills connues to priorise working in th

    dicult geographies including LWE aected areas, J&K and North East. Th

    launch of Project Roshni by Ministry of Rural Development is therefore welcome move.

    We hope you enjoy reading this issue of SPRING and will write back to us t

    share similar stories of making skills inclusive and aspiraonal.

    The IL&FS Instute of Skills – Indore was inaugurated by Mr. Kailash Vijayvargiya. He was joined by Mr. Omprakash Parsavdiya, Presid

    Zila Panchayat Indore and Mr. Akhand Pratap Singh, Mr. T. Dharmarao and Mr. B.M. Singh from MPLUN. The IIS has been set up in partner

    The ISS was launched by Ms. Meira Kumar in January 2013 to offer skills training to rural Below Poverty Line (BPL) youth in construction sector on pilot mode

    I am happy to be vising ISS Sasaram again and interacng with its

    students. Organisaons like IL&FS are doing a commendable job in

    inking rural BPL youth to skill training. Labourers are the backbone of any

    ndustry. No maer what design an architect creates, the nal shape andform is given to it by a skilled worker.

    I am delighted to observe that advanced and high-tech machines

    are being used for imparng skills training at the IIS. The use of

    technology and state-of-the-art labs will provide students exposure

    so they can work producvely within the industry. Many more tradesand similar programmes have to be launched to make Madhya

    L&FS Skills forayed into skill development in response to industry

    demand emerging from our large scale cluster development

    niaves. Our success in skilling 2.25 lakh people in a short

    span of 6 years in dierent geographies and sectors is largely

    credited to industry as a key partner in our skill implementaon

    value chain.

    The key dierenator of our model is engaging employers at

    various stages of implementaon to deliver competency based,

    ndustry endorsed training. Employers looking for producve

    workers support us starng with entry gate assessments for

    selecon of right candidates, maintaining a vacancy board to

    dening competencies, content and training pedagogy. In doing

    so we are able to move the candidates from employability to

    employment by ensuring that they are skilled for industry and

    get an opportunity to secure a decent job.

    n this special feature of SPRING, we explore the various

    especially from the vulnerable groups get an opportunity to be

    part of the producve workforce.

    Every large corporate understands they have got to build bridges with rural India,

    among communies their companies operate. The idea is to have the consciousness

    to give something back to the community. We are perhaps going to be the rst country

    in the world that will have corporate social responsibility in the statute. Companies

    Our visit to WSC 2013 started as journey that rst completely overwhelmed us and subsequently gave us a

    esounding reality check of what high quality skills training actually means. For the 61 member countries of

    WSI, the compeons are celebraons of skills. Each competor is a winner not only because he/she is the

    naonal champion but because they pursue skills as a career of choice and not chance.

    ome of the key learning from our perspecve for creang a robust, integrated, quality assured skill

    raining system in India are as per below:

    1. Engaging parents is a crical element for encouraging students to parcipate in vocaonal training

    2.

    Skills have to be viewed as craf, with a sense of pride being aached to an individual’s ability to

    perform a task with perfecon

    3. Industry has to play a key role  in absorbing people with skills and incenvising skilled workers

    4. Simulated learning is the key  to imparng high quality skills. Similar to the compeon area at

    WorldSkills, where the set up was just like a real work environment, training facilies have to embedd

    this as well

    5. Acquiring skills is a gradual, long-term process. Germany is perfect example of this where the dual

    system allows for students to undertaking vocaonal training as part of mainstream educaon

    6. Trainers play an important role  in ensuring that learning output is achieved and therefore skills up

    gradaon for the trainers is essenal
