INTRODUCTION

The International Council for Open and Distance Edu-

cation (ICDE) World Conference has established itself

as one of the leading educational events worldwide

which has always been expected by world class edu-

cational experts especially in the field of Open and

Distance Learning (ODL). ODL has been well received

for several decades as an effective means in human

capacity building across nations. Countries with a

great diversity in culture and accessibility to educa-

tion such as Indonesia and many developing coun-

tries have been benefited by the use of the ODL sys-

tem. The ODL becomes a prominent tool to promote

access to education for all worldwide.

Because of its reputation of quality and accessibility,

ODL gradually becomes a mainstream in education

field and functions as a possible and effective alterna-

tive in promoting cross-nation human capacity build-

ing. Therefore, it is the responsibility of any ODL insti-

tution to redefine its roles and strategies in promot-

ing cross-nation human capacity building. ODL ex-

pands learning opportunity to more children and

people regardless their gender, socio-economic

backgrounds, ages, and geographical location for bet-

ter access to education, working opportunity and lat-

er on the improvement of their quality of life. A part

from its accessibility, the ODL still encounters chal-

lenges to effectively exercise its roles. The conference

will be expected to explore and expand the horizons

to discover new approaches to ODL.

This conference will be a forum for worldwide partici-

pants and distinctive experts to share and learn from

each other on how to plan, develop and manage bet-

ter ODL programs. Since there is a wide range of con-

tent in ODL programs in participating institu-

tions/countries which cover all of those three compo-

nents, directly or indirectly it will help promote the

new way of thinking about a future in which envi-

ronmental, societal, and economic considerations are

balanced in the pursuit of development and im-

proved quality of life.

ICDE AND UNIVERSITAS TERBUKA AT A GLANCE

The ICDE is a non-governmental organization in for-

mal consultative relations with UNESCO to be a global

force for lifelong, open and flexible learning. It is the

leading global membership organization for the open

and distance education community that provides its

members with access to a global network of expertise

in the field of open and distance education around

the world. Founded in 1938 in Canada as the Interna-

tional Council for Correspondence Education, ICDE is

closely connected with UNESCO and shares the same

key value: the attainment of quality education for all.

Consisting of more than 50 country members from

across the globe, ICDE has proved to provide support

and strategic advice to members seeking to under-

take collaboration projects and obtain funding. ICDE

headquarter is located in Oslo, Norway and has the

missions, i.e.: to foster international collaboration; to

promote intercultural cooperation and understand-

ing; to support and develop networks at national, re-

gional, global and linguistic affinity groups levels; to

provide for a where individuals, corporations, institu-

tions, governments and associations can engage in

professional interaction in the field of flexible learn-

ing; to contribute to the development of new metho-

dologies and technologies to improve lifelong learn-

ing and to encourage the development of good prac-

tice and standards in flexible learning.

Having similar mission statements, Universitas Terbu-

ka (UT) established in 1984 is the first and only univer-

sity in Indonesia which implements full distance and

open learning system. th state uni-

versity, UT was founded to be a flexible and afforda-

ble university focusing on serving people who do not

have the opportunity to attend conventional face-to-

face higher education institutions for various reasons,

including living in isolated and remote areas, full-time

employment and lack of funding. The central office is

located in the capital city of Jakarta supported by 37

regional offices throughout the country. Having a vi-

sion to become

higher education institution in producing academic

program as well as in implementing, developing and

disseminating information on open and distance

higher education

programs which employ integrative learning pack-

ages that combine printed and non-printed materials,

and develop collaboration and networking with ex-

ternal institutions in order to achieve the following

missions:

1. To provide access to a world quality higher educa-

tion service for all level of society through the im-

plementation of various programs using open and

distance higher education system.

2. To conduct research and develop open and dis-

tance education system.

3. To utilize and disseminate scientific and institu-

tional research results to respond to national de-

velopment needs.

THEME

Considering the background, current conditions and

future trends of ODL, the theme of the 24th ICDE

Expanding Horizons New

Approaches to Open and Distance Learning (ODL)

conference will be illuminating the issues related to

the roles of ODL in leading edge of online learning

paradigm from organizing distance education to

building knowledge-based society. This theme will

discuss issues and challenges for ODL in the edge of

online and distance learning under these following

sub-themes:

1. ODL and human capacity building

2. ODL in a changing world

3. Quality and ODL the way forward

4. Management and strategic development of ODL

5. Open Educational Resources (OER) in a global

world

6. International development and distance learning

CONFERENCE PROGRAM

Conference Agenda

The Conference includes a half/one-day Pre and Post

Conference Workshops and two full days of the main

conference.

Pre-Conference Workshop

The workshop will focus on ICT in the management of

ODL, which has always been playing very important

roles in ODL practices. Therefore, the theme will be

Main Conference Agenda

The main conference will be held in two days at Wes-

tin Hotel, Nusa Dua, Bali and will consist of keynotes

speeches as well as plenary and parallel sessions. The

keynote speeches will be delivered by invited speak-

ers who will be identified by an International Program

Committee based on his/her expertise in the field of

ODL. The plenary sessions are devoted for seven in-

vited experts who will address different sub-themes

in panel formats. The parallel sessions are allocated

for about 297 presenters who will be distributed in

accordance with the sub-themes of the conference.

The tentative agenda of paper presentations is as fol-

In addition to the paper presentations, a total of

about 150 posters will be displayed.

Post-Conference Workshop

The practice of open educational resources will have

been conducted for several years by 2011. There will

be many shared experiences and wisdoms to learn.

Thus, the theme of the workshop Taking the

benefit of Open Educational Resources (OER). The

participants will learn how to optimally take advan-

tage of the available OERs. Resource persons for the

workshop will be identified from expert institutions

among ICDE members. The workshop will be con-

ducted one day after the Conference.

Participants

The target groups of the 24th ICDE World Conference

are including ODL institution leaders, academicians,

administrators, students, researchers, as well as gov-

ernment officials, CEOs and decision-

makers from around the globe. The conference pro-

vides a vocal point for bringing everyone up to date

on the issues, ideas and development in the field of

open and distance learning. The increasing presence

of delegates from many countries demonstrates the

prestige of the ICDE World Conference as an interna-

tional forum for the academic exchange in open and

distance education. At least 1,500 participants are ex-

pected to attend this conference from various institu-

tions, particularly in open and distance learning insti-

tutions at all level.

Social & Cultural Program

Bali Dance Performance

Bali Dance Night is part of the Conference Cultural

Program for all participants, and no additional fee is

charged. By collaboration with local universities in Ba-

li, the Balinese dancer will perform special dances for

audiences and participants.

Half Day Bali Tour

A guided tour to the traditional market of Pasar Su-

kowati Denpasar and the Kuta Art will be provided by

the Committee after the conference. This Half Day

Tour is part of the Conference Cultural Program for all

participants, and no additional fee is charged.

Bali Island Tour

Bali is also known as the island of God. It is a small and

beautiful island located about one and a half hour by

plane to the east of Jakarta. The Organizing Commit-

tee will work with local travel agent to organize a 2

nights and 1 day tour of Bali, with additional fee to be

paid by interested participants.

Yogyakarta Tour

Yogyakarta is also known as the cultural and educa-

tional city located on the island of Java, about one

hour flight to the east of Jakarta. The Organizing

Committee will work with local travel agent to organ-

ize a 2 nights and 1 day tour to Yogyakarta, with addi-

tional fee to be paid by interested participants.

Participant Fellowships/Scholarships

The 24th ICDE world conference will continue its tradi-

tion of being a premier forum for presentation of re-

search results and discussion issues on ODL. Our mis-

sion is to share solution to problems of distance edu-

cation at all levels. Therefore we are making such an

effort to make this conference successful with contri-

bution from high number of participants from many

countries.

Nevertheless, there has been a problem of affordabili-

ty to attend to and participate in the conference for

several potential participants who would have been

benefiting from the conference. Previous experiences

have shown that many institutions such as your insti-

tution/company could make it possible for those po-

tential participants to come and participate in the

conference. You can provide scholarships directly to

the nominating participants of your choice or you

may ask the conference organizer to manage the

scholarships.

The estimate expense per participant is as follow:

Registration Fee : US$ 600

Accommodation (five days)

- Five Star Hotel rate : US$180-300/day

- Economy Hotel rate : US$100-160/day

Per Diem : US$ 100/day

Return economic air fare : (depending on air

fare of carrier)

A full fellowship covers all necessary expenditures

needed for 5-day conference that is about USD 1900

(excluding airfare). Partial fellowship covers the costs

of air fare, registration and accommodation only

(without per diem) and is about USD 1400 per

participant (excluding airfare).
