SPM-Safety Orientation

and Training-500

Policy:

The Ministry of Highways and Infrastructure (MHI) will provide, facilitate and/or coordinate OH&S training programs to Ministry personnel in an effective and timely manner. Purpose:

A rapidly evolving work environment requires our employees to receive adequate training with the skills, knowledge and abilities that meet their present needs and the needs of future Ministry requirements. These training programs and initiatives will be supportive and conducive to the Ministry’s Occupational Health and Safety (OH&S) goals and objectives. Definitions:

Competent: Means “possessing knowledge, experience/training to perform a specific duty.”;

Competent Person: A person who by training and/or experience is capable of performing specifically

assigned duties;

Committee: Means “an occupational health and safety committee.”;

Hazard: All chemicals, biological contaminants, physical agents, substances, objects or situations that

would be dangerous to workers;

Hazardous: Means likely to cause harm or injury in certain circumstances;

Incident: An event that causes or may cause injury.

Types of incidents include:

Injury physical or psychological;

Serious Bodily Injury/Fatality/Hospitalization (OHS Regulations, section 8);

Near Miss; Dangerous Occurrence (OHS regulations, Section 9); and,

Damage to Equipment/Property.

Safety: The quality or condition of being safe, or those activities involved in minimizing levels of risk in

the employee’s occupation, freedom from danger, injury or damage.

Shall: When the word “shall” appears in the wording of a rule, policy, practice, guideline or procedure,

the rule is to be followed obediently as written (mandatory condition);

Supervisor: Means an individual who is authorized by an employer to oversee or direct the work of the

employer’s worker.

Objectives:

Conduct an analysis of the OH&S training requirements within the workplace based on

workplace needs, Ministry policy and the required OH&S legislative requirements;

Develop the required curriculum, criteria and content of instructional programs that are

relevant to workplace needs. This curriculum development must center on the knowledge,

practical skills and the human needs identified;

To provide quality instruction and facilitation in order to implement training programs as

required;

When necessary, coordinate training programs presented by external sources to meet specific

workplace needs;

Provide effective administration in the documentation and recording of all training.

Responsibilities:

Manager Shall:

Ensure all applicable OH&S training is provided to all employees at their respective places of

work;

As a liaison, coordinate with the Safety Branch to ensure adequate training is available;

Ensure the adequate resources and time is available for training;

Ensure Supervisors are trained; and are competent in their roles and responsibilities.

Supervisor Shall:

Ensure all workers receive all applicable OH&S training for their workplace as required;

Plan and coordinate for training;

Monitor the application of training through on-the-job assessment;

Identify and communicate to the Safety Branch training deficiencies in workplace operations

observed through worker assessments;

Ensure worker is competently trained with their roles and responsibilities.

Worker Shall:

Must actively participate in all OH&S training provided;

Ensure the relevant transfer of knowledge for all training is used;

Identify all training needs to the Supervisor from any sources (hazard ID, workplace inspections,

and incident investigations);

Committee Shall:

Review all OH&S training programs on a regular basis for continuous improvement with the

consultation of Safety Branch;

Provide assistance to Supervisor for workplace on-the-job assessments;

Provide updates on employee training during OH&S committee meetings.

Safety Branch Shall:

Research, develop and implement the Ministry OH&S Training Program;

Review Safety data (lagging/leading) for trending and training opportunities on regular basis;

Field Review-500-100

General Practice:

All staff that will be performing activities for the first time will be subject to an Employee Field Review.

All other staff may expect an Employee Field Review at the discretion of their manager or supervisor.

Purpose:

The Employee Field Review is to ensure staff have been adequately orientated and trained to perform duties and to ensure they are following Safe Operating Practices (SOP’s) while performing activities associated with their assignment. Procedures:

The manager or supervisor will assign duties to staff after initial orientation and training. Two to three days after this training, the Supervisor shall perform an Employee Field Review to ensure task competency. The review will also enable the employee to demonstrate knowledge and understanding of the SOP for that particular task assignment. Any deficiencies in staff adherence to and knowledge of SOP’s will be noted, corrected and subject to review at the regular Tool Box Safety Meeting. Responsibilities:

Directors/Manager Shall:

Ensure supervisors complete Employee Field Reviews on all new staff;

Ensure supervisors observe and monitor staff during an Employee Field Review.

Supervisor Shall:

Ensure Employee Field Reviews are completed on all new staff;

Observe and monitor staff during an Employee Field Review;

Provide additional training to employees if required.

Workers Shall:

Actively participate in all orientation and training sessions;

Cooperate with other staff and trainers to ensure competency of skills are acquired;

Identify any training deficiencies and bring to the attention of their supervisors.

Safety Branch Shall:

Be a resource to ensure adequate safety training is available to employees;

Ensure Employee Field Reviews are being performed by auditing project safety files.

Documentation:

Documentation of the Employee Field Review shall be on the Employee Field Review Form with

copies going to the employee, employee file and District Office.

Policy:

A Pre-Project Safety Meeting shall occur at the start of each phase of a project (i.e. prelim, crushing, and

road work).

All project related safety material shall be made available to staff assigned to a project.

Purpose:

To introduce and review Safe Operating Practices (SOPs), and any other safety related issues including

Traffic Accommodation requirements associated with the project. To identify any safety training

deficiencies of the project staff and to correct those deficiencies before the project begins.

Definitions:

Pre-Project Staff Safety Meeting - A Ministry staff meeting is held at either the field headquarters or

regional office before a project begins, which would include all project staff.

Contractor Pre-Project Safety Meeting - A safety orientation meeting held by the Contractor prior to

project start up shall include Contractor staff, independent truck drivers and the Ministry’s Project

Supervisor.

Supervisor - Any employee, who directs the activity of one or more individuals on a project.

Procedures:

Prior to the commencement of any crew activity on a project, the Pre-Project Safety Meeting shall be

held at a location that is convenient for all project staff to attend. All Ministry staff assigned to the

project must attend this meeting.

All Project staff shall review all job specific SOPs.

RESPONSIBILITIES:

Project Manager Shall:

Schedule and facilitate the Pre-Project Safety Meeting prior to staff commencing field activities

on any project

Ensure that copies of all high risk SOPs anticipated to be encountered on the project are made

available and discussed with project staff at the meeting

Ensure project staff has the appropriate orientation, training and certification for all work

related activities before the project begins or arrange for all the specified training requirements

prior to project start

Ensure adequate resources and time is available for the completion of orientation and training

the Project Manager and a copy placed on the project file.

General Practice:

Project Tool Box Safety Meetings shall be held on all construction projects every two weeks or more

often if deemed necessary by the Project Supervisor. All Project Tool Box Safety Meetings will be

documented.

All time spent by employees at any Project Tool Box Safety Meeting shall be considered time worked by

the employee.

Purpose:

The purpose of the Project Tool Box Safety Meeting is to provide a forum to discuss and review any

safety issues from the Pre-Project Safety Orientation, Pre-Construction Meeting or previous Project Tool

Box Safety Meetings. Suggestions and solutions to any problems may be brought forward in an attempt

to resolve any outstanding issues or concerns.

Intent:

The intent is to hold regular Project Tool Box Safety Meetings where any safety issues pertaining to

operations, procedures or construction staffing on any project, can be brought forward by members of

the project team to be reviewed or resolved at that time. These meetings will also act as a forum to

discuss any other issues that are not safety related such as: changes in staffing, scheduling of staff or any

other issues that pertain to the project. They can also be used to review any Safe Operating Procedures

(SOPs) and Safe Operating Guidelines (SOGs), employee field reviews by supervisors or any additional

training requirements needed by team members.

It is the intent for all team members of the project to attend these regular Project Tool Box Safety

Meetings.

Procedure:

Every effort should be made to schedule these meetings when all project field staff are available to

attend.

Responsibilities:
