SPECIFICATIONS

FOREWORD

PARTICULAR SPECIFICATIONS & SPECIAL PROVISIONS

The General Specifications (December, 1998) of National Highway Authority, Ministry ofGommunications is a part of the Contract documents, which shall be read in conjunction withthe Particular Specifications and Special Provisions. Where ever the General Specificationsare referred it will mean the General Specifications December 1998 of National HighwayAuthority. The tenderers are deemed to be in possession of their own copy of General

Specifications.

The following Particular Specifications and Special Provisions are amendments, conigenda,deletions 6nd additions to the General Specifications laid down in Volume ll, issued by theNational Highway Authority. ltems of particular application are presented by the correspondingitem number of the General Specifications to which an amendment, a conigenda, a deletion oran addition relates. When a new item has been considered forthe project it is preceded bytheletters SP followed by a three digit number which itself corresponds to the number next to thelast attributed number in the class of work series.

Wherever a reference is made in the Specifications to a Specification manual or a testdesignation either of the American Society for Testing and Materials, the AmericanAssociation of State Highway and Transportation fficials, Federal Highway Specification, or

any other rccognized national and/or international organization, it shall mean the latestspecification, manual on test designation in effect on the day the notice to proceed with theWorks is issued to the Contractor.

No separate items are provided for haul or transportation and these are deemed to be part ofthe relevant pay item of the Bill of Quantities.

1.1 INTRODUCTION

The section 1.'l Preamble of the General specification (December,1998), is deleted and replaced as below:

a) DESCRTPTTON OF THE WORKS

fhe project road is located in punjab. lt wiil connect LSM Motorway toNarrowal. The project road will be four lanes divided into two lanes elchdirection. The project is divided into foltowing three (3) packages:-

o From Km 0+000 to Km 23+000 (Package-l)' From Km 23+000 to Km 4g+000 (package-ft)o From Km 48+000 to Km 62+330 and Ring Road 10.3 km

These particular specifications and special provisions are pertaining tothe works for (Package-l).

b) MATERTALS SOURCES

Fill material and aggregates for use in the work shall be provided by thecontractor, where not available from excavation within'the work, iromsources to be identified and established by the Contractor who will beresponsible for surveying and testing to prove the extent and suitabilityof materials, for land and royalty/malkana costs, for access roads, sitefacilities, stripping overburden, separation of materials, processing andtransport of materials, reinstatement, insurance and all other cosis. Allcosts shall be considered as included within the rates inserted for theitems included in the Bill of Quantities.

Test results on materials, obtained bythe Engineerduring preparation ofthe Contrac't, are available for inspection, on application to theEmployer's Representative.

1.6 Storage of Material

Add at the endComplete record of the items stored and issued on the project orremoved from storage as per direction of the Engineer shall be recordedin stock register maintained exclusively for the purpose. This registeralong with the store shall be allowed for inspection as and when desiredby the Engineer.

{.8 Quarry/ Borrow MaterialsDelete the sub heading and replace with, "wherever Quarry Materialappears the same shall be read as Quarry / Borrow Materials."Delete first sentence of the first paragraph and replace with"Quarry / Borrow Materials i.e. rock, sand, gravel, earth, other mineralmaterials or selected material obtained for the Project."

1.11 Testing

In para 4, at end of first sentence in line 3, add the following:

All material used on the basis of Certificate of Compliance may besampled and tested at any time as desired by the Engineer. A Certificateof Compliance however shall not relieve the Contractor of his otherobligations under the Contract for incorporating materials in the Work.Such materials shall conform to the requirements of the relevantContract Drawings and Specifications.

The Employer/Engineer ressrves the right to refuse the permission forthe use of materials on the basis of a Certificate of Compliance. The formof the Certificate of Compliance and its disposition shall be as directedby the Engineer.

1.20.2 lrrigation Canals, Channels, Water-courses, Drains and Sewersetc,

The Contractor shall conduct his operations so as to offer the leastpossible obstruction for maintaining flow in inigation canals, channels,watercourses, drains and sewers. The Contractor shall observe all rulesand regulations of appropriate authorities regarding the intenuption andmaintenance of flow in inigation canals, channels, watercourses, drainsand sewers and shall save harmless and indemnifu the Employer inrespect of all claims, demands, proceedings, damages, costs andexpenses whatsoever arising out of or in relation to any suchconstruction, operations or interferences with irrigation flows

The Contractor shall maintain alternate channels wherever temporaryrelocation of irrigation channels, water-courses, drains and sewers, isrequired or where his operations disrupt the inigation flow, without anycost compensation from the Employer.

1.20.3Access Roads

The Contractor shaff submit a plan for approval of the Engineer,indicating the road network to be used for haulage and other works.

The cost of maintaining all necessary safety measures and temporarystructures and making any necessary repairs, replacements or similaroperations and all or any other costs required by reason of his use ofsuch roads shall be bome by the Contractor. The Contractor shall saveharmless and indemnify the Employer and the Engineer and theirrepresentatives and employees in respect of all .cfai1ns,,.$emands,proceedings, damages, costs, charges and expenses:.whatsogver .arising out or in relation to any such operation or

where Authority, Employeror Private Party owning or responsible forthesame elects to make good such damages.

All injury to the surface of the land, to the beds of water-courses,protection banks, riverbeds, etc. which are disturbed by the works (otherthan where specifically ordered by the Employer) shall be repaired bythe Contractor or the Authorities concerned at the Contractor's expense.All such making good shall be to the approval of the Employer.

1.20.5 Dangerous Materials

The Contractor and his sub Contractors shall convey, store and makeuse of all explosives, dangerous petroleum, acetylene, carbide ofcalcium and other similar material provided by them for use in or on theWorks in strict accordance with the provision of all laws, orders andregulations that are in force at the site or may be issued from time to timeby the Government.

I .20.6 Safety Precautions

The Contractor shall adequately provide for the safety, health andwelfare of persons and for the prevention of damage to works, materials,equipments for the purpose of or in connection with the Contract.

Asphalt Consrete

A thoroughly controlled hot mixture to predetermined proportions ofaggregate, filler and bituminous binder (asphalt cement), prepared offthe road and usually placed by means of paving machine, and uniformlycompac'ted.

The layer of specified thickness and materiat of defined dimensionsconstructed on top of the sub base, or in the absence thereof, on thesubgrade, and or immediately under the top surfacing.

Selected Fill (Selected Structural Fill) is a screened earthen material used tocreate a strong and stable base, if required as specified herein or as shown ondrawings at a site which may be too weak to support a structure, so the soil isreplaced by compacted selected structural filf to provide the needed structuralsupport. Selected Fill (Selected Structural Fill) may be used as fill forabutments, slabs, culverts andl structures, backfill for retaining structures, orfilling of trenches and other excavations that will support roadways or otherstructures when completed.

Selected Fill (Selected Structural Fill) shall be clean, well graded granular soil,free of clay lumps, organics, ice and other deleterious material, which isnon-expansive and non-collapsible. The material shall meet the followinggradation:

The use of any proposed selected struc'tural fill having larger aggregate or agreater percentage of fines shall be evaluated and approved by the Engineer.Aggregate shall not exceed three inches in diameter.

Selected Structural Fill shall be environmentally clean and contain nocontamination exceeding the State requirements. Certification of complianceand, if requested, test results substantiating compliance shall be furnished tothe Engineer by the Contractor not less than one week priorto its intended use.

The Engineer may any time with written notice to the Contractor test off-site fillmaterial for conformance with these specif ications.

1O7.2.3 Selected Fill (Selected Structural Filll

1. The Contractor shall furnish all labor, equipment and materials required toprepare the subgrade and place Selected Fill (Selected Structural Fill)materials, in a controlled manner to the lines and grades shown on thedrawings and as specified herein. The Contractor is required to accept theactual conditions existing at the site, and to obtain the finished subgrades andelevations in order to complete the conskuction for the work.

2. The Contractor shall give 48 hours advance notice to the Engineer of theimpending proof rolling of the excavation sufurade so as to allow the Engineertime to arrange for observation of the proof rolling process.

3. The Contractor shall provide 24 hour notice to the Engineer or theirrepresentative regarding the project schedule, start and stop of work.

4. Conkactor shall be responsible for the accurate placement of his work inaccordance with the location and elevations shown on the drawings andextended from the bench marks.

5. All debris, organic matter, and other unsuitable, over-sized or deleteriousmaterials shall be removed from excavation before backfilling or grading.

6. No fill material shall be placed over free standing water, ponded water orsnow, on saturated subgrade materials, on frozen subsoil areas, or on surfaceswhich have not been approved by the Engineer or their representative.

7. The integrity of the Selected Fill (Selected Structural Fill) surface shall bemaintained against the effects of weather, precipitation and the accumulationof water through surface grading, compac'tion or other methods as selected bythe Contractorto protect their work.

8. Priorto placement of the Selected Fill (Selected Structural Fill) materials theexcavation bottom shall be compacted to a firm and unyielding surface. Thesuitability of the prepared surface shall be demonstrated to the Enginee/srepresentative through proof rolling of the area. Proof rolling shall be performedthrough three passes of the specified roller, over the entire bottom surface; in.

9. Selected Fill (Selected Structural Fill) shall be placed in level, uniform,maximum 30 cm loose lift thicknesses and compacted using the specified rollerto achieve the required compaction criteria specified herein. Lifts placedadjacentto existing side-slopes should be benched into the slope a minimum of30 cm.

10. Each lift shall be compacted to 95% of the material's maximum dry unitweight as determined by ASTM D 1557 (Modified Proctor). The water contentof the material at the time of compaction shall be within + 2 percentage pointsof its optimum water content as determined by ASTM D 1557.

11. Grain Size distribution (ASTM D 421 and D 422), Atterberg Limits tests(ASTM D 4318) and Modified Proctorcompaction tests (ASTMD 1557) shall bemade on representative samples of the Selected Fill (Selected Structural Fill)materials proposed for use by the Contractor. The Selected Fill (SelectedStructural Fill) material shall meet the requirements specified herein above.The Contractor shall be responsible for delivering the first samples ofrepresentative Selected Fill (Selected Structural Fill) materialto the Engineerfor approval a minimum of two weeks before placement of the materials in thefield or its intended use. Subsequent materialsubmittals shallbe submitted in amanner that accommodates approval by the Engineer prior to delivery andplacement in the field. No Selected Fill (Selected Structural Fill) material maybe placed prior to approval by the Engineer.

12. Selected Fill (Selected Structural Fill) material may not be blended in thefield or placed in a manner that allows the materialto be mixed during gradingoperations. Materials from different sources shall be stockpiled separately andplaced in the excavation in separate areas. Selected Fill (Selected StructuralFill) materials that are mixed or blended in the field shall be removed andreplaced at no cost to the Owner.

13. The compacted Selected Fill (Selected Structurat Fill) shall be subject toquality control testing performed on each lift thickness by the Engineer or theirrepresentative. A sufficient number of in-place density tests shall be performedon each lift of Selected Fill (Selected Structural Fill) to ensure that the specifiedcompaction is achieved throughout the height of the backfill. A minimum of onein-place density test shall be performed for approximately every 500 SM of liftarea and no fewer than 10 tests should be performed per each lift thickness.ln-place density tests shall be distributed randomly across the lift layer.

14. In-place density tests shall be recorded referencing lift elevation and testlocation within the excavation. Tests that fail to meet 95% of the materialsModified Proctor value shall be recorded as failed tests. The Selected Fill(Selected Structural Fill) lift shall then be re-compacted and or manipulatedwith respect to obtaining the required moisture content and densig andretested untilthe required field density is actrieved. Unsuitable materials shallbe removed and replaced immediately at no cost to the Owner.

16. Where completed or compacted areas are disturbed by subsequentconstruction operations or adverse weather conditions, the material;,shall beadjusted through removaland replacement, scarification and drying, regrading,and compaction to the required density p.r.ior., to the placement of additiohal

117.1 DESCRIPTION

This work shall consist of the formation of embankment in areas of softembankment foundation, high water levels, where compaction of naturalground is unable to achieve the density required in ltem 104 with the prescribedgeneral method. This would also include the wet areas which cannot be driedby scariffing or other rneasures and exhibit moderate to severe heaving ofsurface during proof-rolling.

The embankment shall consist of a working platform of the granular materialfollowed by the embankment fill material and earthen dowels provided at toe ofthe embankment, all placed in accordance with these specifications and thespecifications for other work items involved and in conformity with the lines,grades, sections and dimensions shown on the drawings or as directed by theEngineer.

Prior to laying of granular material platform, the pond water of water loggedarea upon which embankment are to be placed, shall have been dried anddrained or kept drained of all surface water prior to commencing of filt and allclearing and grubbing shall have been performed, manually if necessary inaccordance with the relevant specifications.

Construction of the granular fill layer shall proceed from one end of the softarea by using the granular fill as a ramp for further granular fill transport. Thethickness of the granular fill working platform, as prescribed shall be as shownon the Project drawings or as directed by the Engineer and the width shall bethat of the embankment or part as directed by the Engineer. The placementand compaction of the working platform including boxing material shall becanied out by the use of appropriate light equipment, in layers, if necessary.The placement, spreading and compaction of the Granular Material Platformshall be canied out by using light equipment. The top 15 cm of the platformshall be compacted to at least 9070 MSHTO T - 180 density.

ln those areas of high water levels and safinity with soft subsoils and whereembankments are high such as approach fills to structures, special provisionsshall be made to measure and determine likelyfill settlements which may occur.These preconditions are necessary in order to specify parficular constructionprocedures which may be necessary and to establish the time at which thepavement structure can be placed to avoid cracks & subsidence of theselayers.

In particular, additional compaction of the fill material and its adequateprotection shall be required to prevent undersc,ore and the risk of "collapse"settlement.

No extra payment, under this item, shall be made to the Contractor forre-working, re-instratement, replacement of granular material which hasbecome slushy or replenishing of granular material for whatsoever reason.

MEASUREMENT AND PAYMENT

The quantities measured against this item as shown on the drawings withrespect to line and grades shall be paid for at the contract unit price for the payitems listed below and shown in the Bill of Quantities. These prices andpayments shall constitute full payment and compensation for providingincluding hauling, processing, placing at site and compacting as specified,replen:shing granufar materialfor remedying loss of material due to traffic andsinking of granular material platform during construction due to whateverreason, including all equipment, labour, material and all other costs related tothe completion of works in all respects.

l{9.1 Description

The work shall consist of removal of existing water bound I aggregate base andgranular subbase layers, stockpiling and reprocessing for reuse of the dismantled andremoved material as subbase in new pavement structure in conformity to the lines,grades and thickness shown on the Drawings or as directed by the Engineer.

119.2 Material

In the areas shown on the Drawings or as directed by the Engineer, the existing waterbound macadam base / subbase and / or existing granular sub base course shall beseparately removed to theirfulldepth and the resulting materials collected in piles andcarefully loaded and canied away to a stock pile area. All suitable removed materialsshall be properly blended and, if necessary, mixed with new materials and crushing theoversize if any in order to bring it to such proportions as required to meet the followinggrading requirements before being reused as sub base course in the construction ofthe new road structure. Before removal of the existing base / subbase, the bituminoussurfacing I surface dressing shall be separately broken up, carefully removed, andstock piled or disposed of in accordance with Section 209 of these Specifications.

The material passing No. 40 sieve shall have a liquid limit of not more than 25 and aplasticity index of not more than 6.

The blended material should have a 4 days soaked CBR value of not less than 30%determined according to MSHTO T-193 at a density of 98%.

CBR testing will not apply where the grading of the material indicates less then 25%passing the 314" (19 mm) sieve.

119.3 CONSTRUCTION REQUIREMENTS

119.3.1 Spreading

The material (subbase) shall be delivered to the roadbed as a uniform mixture.Segregation shall be avoided during spreading and the final compacted layer shall befree from concentrations of coarse or fine materlals. Before spreading the sub basematerial, the exposed surface after the removal of water bound base I subbase shallbe scarified watered and compacted to the required density and the payment for suchcompaction shall not be made separately and is included under this section.

The material shall be deposited on the roadbed in a quantity which will provide therequired compacted thickness without resorting to spotting, picking up or otherwiseshifting the sub base material.

Where the required thickness is 15 cm or less, the aggregates may be spread andcompacted in one layer. Where the required thickness is more than 15 cm, theaggregates shall be spread and compacted in 2 (two) or more layers of approximatelyequal thickness, and the maximum compacted thickness of any one layer shall notexc,eed 15 cm. All subsequent layers shall be spread and compacted in a similarmanner.

CompactingThe moisture content of sub base material shall be adjusted prior to oompaction bywatering with approved sprinklers mounted on trucks or by drying out, as required, inorder to obtain the required compaction.

The sub base material shall be compacted by means of approved vibrating rollers orsteel wheel rollers (rubber tire rollers may be used as a supplement), progressinggradually from the outside towards the centre, except on superelevated curves, wherethe rolling shall begin at the low side and progress to the high side. Each succeedingpass shall overlap the previous pass by at least one third of the roller width. While therolling progresses, the entire surface of each layer shall be properly shaped anddressed wlth a motor grader, to attain a smooth surface conforming to the requiredlines and grades.

Following the initial rolling, dry screenings shall be applied uniformly over the surface.Dry rolling shall be continued while screenings are being applied. The surface shall beswept with mechanical or hand brooms to aid spreading of the screenings.

When the interstices in the coarse aggregate are fillwith screenings, the surface shallbe sprinkled with water until it is saturated. The rolling, sprinkling and application ofadditional screenings shall continue until a grout is formed that fills all the voids andforms a wave of grout in front of the roller.

Any areas inaccessible to rolling equipment shall be compacted by means ofmechanical tampers,

The compaction of the sub base layer shall be continued untilthe result is satisfactoryto the Engineer.

lf the layer of sub base material, or part thereof does not conform to the required finish,the Conkactor shall, at his own expense, rework, water, and recompact the materialbefore the nexl layer of the pavement structure is oonstruoted.

lmmediately prior to the placing of the first layer of base oourse, the sub base layer(both under the travelled way and the shoulders) shall be to the required level andshape. 119.3.4 Trlal Sectlons

At least 10 days before the main work of sub base construction is started theContractor shall spread and compact a trial section as directed by the Engineer. Theobject of the trlal sections is to check the suitability of the materials and the efficiency ofthe equipment and construction methods which is proposed to be used by theContractor. Therefore, the Contractor shall use the same material, equipment andprocedures that he proposes to use for the main work. One trial section of about 500square meters shall be made for every type of material and / or constuction equipment/ procedure proposed for use.

119.3.5 Tolerance

The sub base shall be compacted to the desired leveland cross slope as shown on theDrawings. The tolerances shall be according to "Table for Allowable Tolerances"provided in these Specifications.

119.4 Measurement and Payment

Existing bituminous base course, surfacing and surfaoe dressing shall beremoved in accordance with Section 209 of the Specifications and thequantities for this item shall be measured and paid under the pay item includedin Section 209.After the execution of above operation in accordance with section 209, theremoval of existing water bound macadam / aggregate base course / subbaseand its reuse as sub base in the new pavement structure shall be measuredand paid as detailed below:

The quantity of the sub base to be paid for shall be measured in cu.m. of thevolume of the material derived from the existing base / subbase as shown onthe Drawings or approved by the Engineer. The outer edges of wearing course shall be cut back to a good alignment,parallel with the road alignment. This may require a small additionalwidth to be laid.

203.3.9 SurfaceTolerances

At the end, add the following:

Base Course layer tolerances shall be as given in Table 4.7. lftolerances are exceeded, the full extent of the area which does notcomply with the Specification shall be determined by further samplingand testing and then made good. Unacceptable areas shall have the fulldepth of layer removed and replaced with fresh material. The arearectified shall be the full width of the paving laid in one operation and atleast 15m long for the top layer, and 5m long for lower layers. Areas tobe removed shall have their edges saw cut. Cut faces shall be coatedwith hot bitumen immediately before laying the new material.

equipment including profilometer of acceptable model and make for thispurpose. The equipment shall be calibrated as perinstructions/recommendations of the manufacturer and to thesatisfaction of the Engineer. The testwith this calibrated equipment shallbe performed in presence of the Engineer and the results shall beapproved by the Engineer. Shall there be any disagreement on anyportion of the test reach and/or results, the test shall be repeated. TheContractor shall not be paid for arrangement(s), performance and anyincidentrals required for satisfactorily performance and/or any remedialmeasures required to bring the surface conditions within the acceptablelimits (< 1.5 m/km). The cost shall be deemed to be included in the unitrate for the item.

The test surface shall be cleaned, if required, and shall generally bepeformed in the both wheel paths of the lanes/cariageway or as perdirections of the Engineer. The lRlshall have limiting values as shown intable below. These values are in meters per kilometer computed onbasis of 200 meter section. The Contractor is required to make thesurface conditions within the acceptable limits. lf cracks are due to improper materials, wokmanship etc., the Engineer can stopthe concreting until investigations and testing, at the cost of the Contractor, havebeen completed.

The Contractor will allow the Engineer eight (8) working hours after thereinforcement is in place to conduct the inspection.

The Engineer should check the records of concrete placing as stated below:

Records, in a form as agreed to by the Engineer shall be kept by theContractor containing all details of every pour of concrete plaoed. Theserecords shall include Class of concrete, location of pour, weather conditions,date of pour, ambient temperature and concrete temperature at time of placing,moisture content of aggregates, details of mixes, batch numbers, cement batchnumber, results of all tests undertaken, location of test cylinder sample pointsand details of any cores tiaken.

Prestressinq Method

In his submittal, the Contractor will also describe techniques he intendsto use for:

- Placing ducts and stands.

- Marking ducts completely tight against accidental entrance oflaitance during concreting.

- Prestressing operations and measurement of elongation.

- Injection.

Cutting of tendons surplus, and filling anchorage recesses.

He will also ensure that all provisions will be taken for the protection ofprestressing steel, ducts, anchorages, jacking and grouting equipments and allmiscellaneous items. Protection will be on storage areas, and also at everystage of construction until injection by grouting and concreting of anchoragesrecesses.

Alltype of protections will be described in details (methodology and materials)by the Contractor in his submittal. As for the "storage of materials on site" hewill follow AASHTO-SS Division ll 10.3.1.6.

It is assumed that all these provisions will be sufficient to ensur€ that the frictioncoefficient of strands/ducts will be included between 0.20 and 0.24 and no- .oxidation on steel (ducts and strands) will occur.

Scope of Work

The Contractor shall carry out boring at bridge sites and test pits atlocations marked on the drawings or as indicated by the Engineer.

The purpose of the work specified herein is to determine the type, nature,arrangement, thickness and texture of the various subsurface strata, theconditions and the Engineering characteristics of the subsurfacematerials as they exist to the depth and atthe locations specified. This isto be accomplashed by means of drilling, in-situ testing, collection ofdisturbed and undisturbed soil samples and water samples andlaboratory testing.

The Contractor shall carry out the specified works under the supervisionof the Engineer.

Plant and Equipment

The Contractor shall keep on the site at least one rotary drill machineand one percussion winch along with accessories to meet therequirements of the work. The plant and equipment shall be in goodoperating condition and capable of efficiently performing the Work as setforth.

Drillers and Suoervisorv Stafl

The Contractor shall have on site, at all times, qualified, experienced,orderly and thoroughly competent persons including geotechnicalengineers or engineering geologists who shall conduct and supervisedrilling, sampling, logging and in-situ testing. The Contractor shallremove from the site any of his employees that in the opinion of theEngineer do not meet these reguirements.

The Contractor shall make his own arrangements for housing of hispersonnel, security and storage of the equipment and supplies at thesite.

Settins up at each Hole

The location of the boreholes are as marked on the drawings. TheEngineer will specify from time to time during the contract period theexact location and reference number of all holes. To locate the holesaccurately in the field shall however be the Contractor's responsibility.

Casins

A hole shall be cased in any stratum which is friable or not sufficientlystrong to stand unsupported, or when directed by the Engineer.

The Contractor shall ensure that casings are of a suitable size and areinserted in such a manner as to render them recoverable. Removal of Casino

Casing shall not be removed from any hole nor anyfilling introduced intoa hole until permission is given by the Engineer. This permission willnormally be given as soon as work in the hole is completed and thegroundwater level has been measured.

As far as possible the Contractor shall avoid leaving a hole overnightafter he has begun to withdraw the casing and before he has finished.

Supplementarv Holes

Holes that are abandoned shall be supplernented by the other holesadjacent to the original location. Also holes from which unsatisfactorysamples have been obtained and/or in which unsatisfactory field testshave been performed due to the negligence of the Contractor shall besupplemented by other holes adjacent to the original location. The exactlocation of such supplementary holes shall be specified by the Engineerin the field.

Grout backfill shall be taken up to 30 cm below the original ground fevel.Any apparent loss of grout due to leakage or consolidation within oneweek shall be made-up with fresh grout and then the remaining depth ofthe hole shall be filled with concrete.

Logs of boreholes shall be provided on an approved specimen. Theseshall include descriptions of all strata including details of the soilmacrofabric (such as frequency, orientation and nature of fissures) anddetails of samples taken, and an account of all observations and fieldtests. Logs of boreholes shall include notes on the nature, quantity andcolour of the drilling fluid retums. All logs shall be subjectto the approvalof the Engineer and two draft copies shall be submitted to the Engineer,not more than two days after the hole is backfifled. Soil descriptions shallconform to ASTM designation D 2488 and classified according to ASTMdesignation D 2487. All depths and thicknesses of topsoil and stratashall be recorded in meters and all reduced levels shall be reoorded inmeters with reference to Survey of Pakistan datum. Accuratedetermination of ground levels at aff the hole points is the Contractor'sresponsibility for which no extra payment shall be made.

Accuracv of Alisnment of Holes

Boreholes will be within 2 degrees of the vertical unless the Engineer'sRepresentative has ordered the drilling of an angled hole in which casethe hole angle shall be within 5 degrees of the angle specified.

Drillins Plant

The drilling plant and ancillary equipment to be mobilized at the siteshould be adequate to advance the boreholes in an efficient manner, tothe required depths.

Rotary drifling rlgs shall be of the hydraulic feed type equipped with sidedischarge type fish tial and tricone bits for drilling. Bits and casing shallconform to B.S. 4019: Part l; 1974 or an approved equivalent.

Drilling bits shall be of side discharge type designed to preventunnecessary disturbance of soil at boftom of the hole by flow of driltingfluid, unless the Engineer directs othenruise.

Drillins Procedure

The method of drilling shall be of any approved standard and acceptedmethod by means of which a hole of specified diameter is extended tothe desired depth. The normal method of drilling shall be rotary unlessgravelly strata are encountered where percussion may be used.

During drilling the Contractor shall regulate the drilling operation whichensures minimum disturbance in the underlying material in which thein-situ testing and sampling is to be carried out.

In rock, core drilling shall be canied out in such a mannerand using suchsizes of bits, that the maximum core is recovered. This requires closesurveillance of the flushing media, drilling pressures, lengths of runs, useof appropriate core barrels and other factors relevant to the nature of thematerial drilled. The drill bit shall be withdrawn and core removed asoften as may be necessary to secure the maximum possible amount ofcore. In soft or friable formation, dry drilling techniques may be requiredusing single tube core banel with tungsten carbide bits as directed by theEngineer. The cores would be placed in core boxes in a proper manner.

Stabilizino of Holes

Drilling mud of suitable consistency shall be used during rotary cumwash boring to stabilize the walls of boreholes by preventing caving-inand to avoid disturbance of the sampling horizons. The drilling mud shallbe a mixture of bentonite and water with approved chemical additives

Where drilling mud is not effective, casing of appropriate size andstrength may be used subject to the approval of the Engineer. lt will beresponsibility of the Contractor to use appropriate means to stabilize thewalls of the boreholes.

It shall be ensured that there is no jetting action of the drilling fluid. Theminimum amount of drilling fluid necessary to carry away the cuttingsshall be used. During drilling the Contractor shall regulate the pressureof the drilling fluid to ensure minimum disturbance to the underlyingmaterial in which the in-situ testing and sampling is to be canied out.

Samplins

General

The Contractor shall take disturbed or undisturbed samples from anyborehole when ordered to do so by the Engineer. This shall include theprovision of all necessary sampling equipment, tubes and containers,crates and boxes, as wellas handling and transportation to the approvedlaboratory or store at site.

Approvql of Equipment

No equipment or containers shall be used unless and until approved bythe Engineer.

Care qf Samples

The Contractor shall be responsible for the safe keeping of samples ofall kinds untilthese have been handed overto the designated laboratoryor disposed-off on the Engineer's instruction as the case may be. Anysample lost, damaged or showing signs of deterioration while in theGontractor's care shall be replaced by the Contractor at no expense.

Disturbed Samples

In allthe boreholes, smalldisturbed samples shall be taken at the top ofeach stratum, and at intervals as directed by the Engineer. Materialfromthe cutting shoes of open drive undisturbed samples, and from the splitspoon sampler used for Standard Penetration Tests shall also be takenas disturbed samples.

Undisturbed Samplins

Undisturbed sampling from boreholes shall be done by Shetby tube orPitcher/Denison sampler or as directed by the Engineer. Theundisturbed samples should be properly sealed and preserved asdirected by the Engineer.

Gores

The cores obtained from boreholes shall be carefully removed from thecore barrel and placed in the boxes in the correct sequence, withincreasing depth from left to right and top to bottom in the box. Colouredphotographs of cores should be taken at site.

Where the core is contained in an expandable triple tube liner, the endsof the tube shall be sealed and waxed as directed by the Engineer.

Each core run shall be segregated by labelled wooden blocks 25 mmthick and the depth of the bottom of each run shall be marked on thepartitions in the core box with paint.

No box shall contain more than 3 meters of core.

Gor.e 9amples

Selected cores, preferably not less than 30 cm in length, shall bepreserved as core samples. The preservation would consist of clearanceof any loose sludge, waxing of cores, packing in wooden boxes usingsawdust and labelling before transportation to the testing laboratory.

Water Samples

The Contractor shall take water samples from holes when directed bythe Engineer before the addition of water to the hole unless it isunavoidable. lf necessary, the hole shall be bailed-out before taking thesample to ensure that any potential contaminant is removed. Standard Penetration Tests (SPTs)

When directed by the Engineer the Contractor shall carry out StandardPenetration Tests (SPTs) in boreholes and test pits. The penetrationresistance 'N' shall be expressed as the number of btows of a 63.5 kghammer freely dropping 76.2 cm required to force the standard split tubesampler 30.5 cm into the soil.

Standard Penetration Test (SPTs) shall be conducted in the boreholes inaccordance with ASTM 1586 generally at 1 meter depth interval or asdirected by the Engineer at the site.

Laboratorv Testins

General

The samples are to be tested in a laboratory approved by the Engineer.The Engineer shall have access to the laboratories to supervise andcheck the laboratory testing of the samples. The testing shall be caniedout in accordance with ASTM, BSS or AASHTO Standards or asdirected by the Engineer. The Contractor shall arrange to carry out thefollowing laboratory tests on the specified samples of the subsoilmaterials. Expansion joints will follow Specifications of AASHTO-SS-Division ll-section19 "Bridge deck joints seals'

The Gontractor shall submit to the Engineer, complete documentation aboutthe Expansion joints he intends to use for the movements shown on thedrawings, including references of the last 10 years, materialspecifications formetal, rubber and bonding between them, fixations, and test certificates fromauthorized laboratories showing that the proposed joints meet thespecifications.

Elsewhere the submittalwill be accompanied by samples of at least 0.50 m,with its fixations.

The expansion joints shall satisfy the following functional requirements:

1. lt shall withstand traffic loads of the highway, and accommodatemovements between the deck and abutment or the adjacent deck.

2. lt shall have good riding quality and shall not cause any inconvenienceto road user.

3. lt will not cause skidding hezard.4. lt will not generate excessive noise or vibration during the passage of

607.3.9 Placement and Orientation

The Engineer will approve and mark the longitudinal location of each sign onthe working drawings submitted by the Contractor.

The sign shall be laterally positioned from the shoulder or curb as shown on theapproved drawings or as directed by the Engineer.

The Contractor shall stake the location of each sign support and shall get itsapproval from the Engineer prior to carrying out excavation for foundations.The Engineer may order change in location due to site constraints. No separatepayment shall be made to the Contractor on account of such change if thechange is made before fixing of the sign support in concrete block.

The Contractor shall be responsible for the proper elevation, off-set, level andorientation of all signs he erects. He shall exercise due care on thepreservation of stakes for his and the Enginee/s use. lf any stakes are lost,damaged, displaced, or removed, the Contractor shall have them reset at hisown expense.

Unless otherwise shown on the Drawings all signs shall be erected so that theedge and face of the sign are truly vertical and face is at an angle of ninetythree (93) degrees to the centerline; that is, facing slightly away from thecenterline of the lane which the sign serves. Where lanes divide or are on sharpcurves, the Contractor shall orient sign faces as indicated on the Drawingsand/or as directed by the Engineer so that they will be most effective both inday and night and so as to avoid reflection and glare. All sign supports shall beplumbed.

007.3.10 Sisn Posts

Lengths of posts shown on the Drawings for signs are for bidding purposesonly. When progress of the Work permits, the Engineer will authorize thelocation of each sign, with the station and offset distance from the edge ofpavement. damaged in transporting, handling, or erection will be rejected or may, with theapproval of the Engineer, be repaired in the field by the zinc alloy stick method.Required field welds and adjacent areas on which the Galvanizing has beendamaged shall be galvanized by this same method. The zinc atloy stick shall becast from zinc, tin, and lead in combination with fluxing ingredients. Thecompound shall be completely liquid at a temperature not lower than twohundred and forly six (24.6) degrees C. The area to be re-galvanized shall bethoroughly cleaned, including the removal of slag on welds. The surface shallbe heated with an oxyacetylene torch to approximately three hundred andfifteen (315) degrees C, and the alloy stick rubbed over the surface to fix adeposit. While the alloy is still liquid, a clean wire brush shall be used to smooththe deposit evenly over the entire area being regalvanized. lf a heavy depositor build-up is required to match the original coating, more alloy shall be added

t immediately to the initial bond deposit and spread with a paddle or brush untilthe required thickness is obtained. Edges of drilled holes shall be coated withcommercially available zinc-rich paint. Shop drawings will not be required forpipe posts.

The Contractor shall furnish to the Engineer, fabricators' certifications intriplicate certiffing that the material supplied conforms to all of therequirements specified.

607.3.11 Fastenins Sians to Slqn Pocts

Signs shall be fastened to sign supports in accordance with the requirements ofthe Drawings, the recommendations of the sign manufacturer and to thesatisfaction of the Engineer.

After installation of signs on their supports all bolt heads, screw heads, andO washers which are exposed on the face of the sign shall be painted. The color

of the paint used shall be as nearly as practic€ll the same as the color of thebackground or message area at the point where the bolt, screw, or washer isexposed.

Where steel signs are mounted with aluminum hardware or on steel posts,approved asghalt, nylon, or neoprene insulation shatl be installed at all pointswhere dissimilar metals might come in contact

When noted on the Drawings or authorized by the Engineer, the posts shall beerected by driving, either by hand or with approved mechanical devices. Themethod of driving shall not substantially alter the cross- sectional dimensions ofthe posts or materially damage the coating. Battered tops will not be permitted.Posts which, in the opinion of the Engineer, are bent or otherwise damagedduring or after erection shall be removed from the site and replaced at theContractot's expense. After driving, the portion of the posts above ground shallbe plumb and the posts shallbe firm in the ground.

616.1 DESCRIPTTON

The work consists of supplying, installing, and commissioning of all material andservices of the complete conduits and pipes as specified herein; shown on the TenderDrawings and/or as directed by the Engineer.

The Contractor shall get the prior approval of the layout from the Engineer at Site forexact route, location and position of the conduits and pipes.

The trench of required dimensions shall be excbvated and the bottom of trenchcleaned and leveled. A four-inch thick bed of fine sand shall be provided overwhich the PVC pipes installed after proper alignment. Where two or more pipesare installed in the same trench the clearance between pipes shall not be lessthan two inches. After laying of pipe the trench shali be backfilted withclean-screened earth in layer of four inches. Each layer shall be properlycompacted. Ali joints shall be sealed adequately to prevent entry of foreignelements.

The installation of pipes shall be completed in all respects including its fixing atterminations, before cabling work is started. Material Requirement

ESTABLISHMENT OF THE FACILITIES FOR EMPLOYER'S ANDENGINEER'S REPRESENTATIVE

The contractor shall provide Employer's and Engineer's representative thefacilities as detailed herein after and as Der the contract.

Within 07 days of receiving the Contractor's construction proposals for facilitiesfor Engineer's representative, the Engineer's Representative will approve theContractods proposals with necessary modifications, if any and the Contractorwill be instructed to proceed.

The offices, resldences and laboratory shall be erected and installed w1hFumishing, equipment and fixtures and all shall be in full working order, bythe contractor, to the satisfaction of Enginee/s Representative within aperiod of forty five calendar days after the availability of land to the Contractorfor construction of these facilities.

The Engineer may decide/approve in writing to establish all or part of thefacilities stated above, on the written request of the contractor, in a rented place,provided rented place is not less than in standard and arca as required in thespecifications and at a suitable location with respect to the project.

Gontractor shall be fully responsible to furnish, equip, provide all the fixturesand maintain these facilities, as stated herein after throughout the contractperiod.

Gonstruction

The Camp Facility for permanent structure shall be constructed of suchmaterials and fixtures which shall be new and approved by the Engineer'sRepresentative. The clear height of the building from floor to ceiling shall not beless than 3.70 meters. The finished floor level shall be at least 60 cms abovenaturalground level. The walls shall be of first class bricks or concrete blocks ofstandard size with water proof cement mortar plastering. One layer of dampproof course shall be provided. The floor shall have a Tile Finished aboveconcrete (Class B) flooring, or equivalent as approved by the Enginee/sRepresentative. Sun shades shall be provided on doors and windows and a 4mx 7m porch roof of similar consbuction to the car port, at the main entrance. Theroofs shall have parapet railings all around. The building is to contain requiredexpansion joints, outlets etc.

The building shall be constructed to avoid severe summer/winter seasons.Special measures shall be taken in selec{ion of construction material andorientation of the buildings.

Details of elements of construction should be as follows:

Floors shall be of concrete tiled with tiling to suit the purpose of theroom.

Walls shall be plaster on masonry or filled. Finish to the painting ofcolor(s) to be agreed with the Engineefs Representative. Splash areasof bath-rooms and kitchen walls are to be ceramic-tiled

Ceilings shall be plastered concrete, finished in white distemper.

Roof construction shall be reinforced concrete, suitably waterproofedand insulated and be constructed to drain to collection points providedwith full-height discharge pipes to gullies at ground level.

lnternal doors shall be of plywood in timber frames. Good quality doorfurniture with lever handles will be provided and fixed. Two keys foreach lock will be handed over to the Engineer's Representative.

External doors may be glazed aluminum or exterior quality timber withframes to suit. Good quality door furniture will be provided includingseourity locks and two keys for each lock. The generator shall be housed in a separate room for noise reductionand it shall be used solely for the facilities for Engineer'sRepresentative.

A continuous water supply shall be available for normal use asindicated on the plans.

Required numbers of double walled, insulated RCC etevated storagetank, having a minimum capaoity of ten thousand (10,000) liters, shallbe constructed each for Enginee/s and Employer's RepresentativeFacilities.

The Contractor shall provide test results and appropriate certification toshow the water suppty is potable. Tests shall be repeated periodically.In case the water supply is not potable the Contractor shall provide aseparate source of drinking water and shall labelall non-potable watertaps as "not for drinking.

Required number of septic tanks are to be provided which shall be adual chamber structure with an intemal wall forming a high level weiroverflow separatlng the two chambers. Access to each chamber shallbe provided by airtight inspection covers. Inlet pipes shall be into thefirst chamber level with the overflow weir wall and the outlet shall be atthe sarne level at the opposite end of.the seeond charnber. The Contractor shall provide for the office, furnishings and equipmentcomplying at least to the following list and as per the direction and approvalofthe Engineer. All furnishings and equipment are for the exclusive use of theEngineer/Engineeds representative and Employeds Representative.

The Contractor shall maintain the offices in good condition to the satisfaction ofthe Engineer's Representative and as long as it is required for the purpose ofthe Contmct. The Contractor shall provide full supplies of stationery and otherconsumable items to ofiices during the complete currency of the Contract. MAINTENANCE REQUIREMENTS

Maintenance Repairs, Replacement & Supply

The Contractor shall maintain these facilities throughout the contract period,including the repair andlor repla@ment of any item contained therein and inaddition shall supply all materials as stipulated herein, including toilet paper,light bulb, fluorescent tubes, supply of water and electricar power, gas, fuel,telephone and other services as hereinafter specified.

Work by the Contractor under this Section shall be performed and provided forby the contractorfrom the date of taking over of the premises by the Engineer,sRepresentative to the completion of the works or such date as instructed bythe Engineer's Representative.

Security

The Contractor shall provide guard servtces for these facilities on a twenty-four(24) hour per day basis. The total number and schedule of all guard personnelshall be approved by the Engineer's Representative.

Janitorlal Services

Air Gonditioners & Fire Extinguisher Maintenance

The Contractor shall maintain all fire extinguishers and air conditioners asrecommended by the manufacturer and shall clean/or replace all filters atregular intervals as prescribed by the manufacturer.

Services

The Contractor shall provide cook, helpers and messenger in the premises ofeach residential accommodation. The Contractor shall keep supplied theservices of water, power and gas and pay for all the bills for connection andconsumption. One telephone connection in premises/portions of eachresidential accommodation shall be installed. Allthe calls in connection with theWorks shall be paid by the Contractor.

MEASUREMENT AND PAYMENT

The cost of providing, office and residential accommodations for Engineefsand Employer's Representative, including recreational and dining centrequantified in bill of quantities and as herein specified, shall be measured andpaid for at the Contract unit price for the respective Pay ltem listed below andincluded in the Bill of Quantities, which price and payment shall b€ fullcompensation for all costs of constructing, painting, provision of fixtures,furniture and necessary equipment and providing all services, equipment,utilities, installations and access/service roads and for all materials, labour,equipment and all other incidentals for the proper completion of the workprescribed in these Specifications.

The maintenance and servicing of the facilities for Engineer's and Employe/sRepresentative as prescribed herein will be paid for monthly at the Contractunit prie,e for the respective Pay ltem listed below and included in the Bill ofQuantities, commencing ftom the date of occupancy of the premises by theEng ineer's Representative.

GENERAL

As part of the Engineerrs facilities, the Contractor shall provide, erect, furnish,run and maintain laboratory for the sole use on the Project in accordance withprovisions of these specifications and as directed and approved by theEngineer. On completion of the contract period, Laboratory building, laboratoryequipment, fixtures and furniture shall be handed over to the Employer in aclean and acceptable condition, keeping in view the normal wear and tearduring the contract period.

The Contractor shall also provide service utilities such as electric power, gas,water and sanitation to the buildings and maintain these services for theduration of the Contract.

The laboratory shall be run by the Contracto/s personnel under the supervisionof the Engineer's Representative to carry out joint testing for quality control ofthe Works in accordance with the Specifications. The Enginee/sRepresentative may permit the use of the laboratory for the Gonhactor,s owntesting work on the Project, provided it does not intedere with the program oftesting of Engineefs Representative and provided that test results of all testscarried out in the laboratory are made available to the Engineer'sRepresentative. The laboratory shall be located near the office of Engineer'sRepresentative. The minimum covered area of laboratory shall be 100 Sq.meterc.

Outside the buildings, tanks shall be constructed to the satisfaction of theEngineer's Representative for curing of concrete samples. The size andlocation of tanks shall be determined by the Engineer's Representative on thebasis of estimated daily production to different classes of concrete as per therequircment of the specifications. These tanks shall be eovered andconstructed with a temperature controlled system for curing of concrete moldsamples, of size and location approved by the EngineefsTanks shall also be prepared for soaking cBR specimens. The laboratory shall be provided with electricity, gas; water, one nirmiirtelephone and intercom Facility with the Engineer's office, and shall be fullyair-conditioned. lt shall have a regular and dependable supply of utilitiesavailable throughout 24 hours of each day. Contractor shall make his ownarangements to accommodate his own material Engineer.

All sections including the toilets shall be provided with exhaust fans, locatedparticularly over fume cupboards and the like.The water supply shall be maintained by elevated or pressure tanks ofadequate capacity. The toilets shall be connected to septic tanks of adequatecapacity with a 20 cm dia. sanitary pipe and ventilation pipe stack.

The Engineer's Representative may, require certain tests to be performed inany other laboratory designated by him. All the transportation and the testingcost shall be bome by the Contractor.

The Contractor shall maintain the Laboratory Equipment in good working orderfor the duration of the Contract, or till such time as directed by the Engineer'sRepresentative.

oThe Contractor shall provide his own qualified Material Engineers, qualifiedlaboratory technicians/helpers as well as skilled laborers as deemed necessaryby the Engineer's Represeatative, to operate the laboratory as required by theContractot's proposed program of work. All costs necessary for the provisionand upkeep of these perconnel shall be the full responsibility of the Contractorand shall be considered subsidiary to the appropriate pay ltems in the Bill ofQuantities.

The technicians and helpers once assigned to the laboratory shall not beremoved from the laboratory unless approved/directed by the Engineer'sRepresentrative.

MAINTENANGE

The Contractor shall maintain the laboratory and testing equipment for fieldcontrol in a satisfactory working condition at alltimes to enable the Engineer'sRepresentative to test the materials and workmanship of the Works duringconstruction. Whenever required, damaged testing equipment shall berepaired/replaced by the Contractor at his own cost and consumable goodsshall be supplied in sufficient quantities, when ordered by the Engineer'sRepresentative for the sole use of testing the Works. All operating expensesshall be met by the Contractor. Janitorial and other services as specified shallalso be provided for the maintenance of the laboratory facilities.

703.5.2.3 Equipment

All Laboratory Equipment shall be maintained throughout the Contract periodand repaired/replaced by the Contractor at his own cost in case of damage orloss. As and when requlred by the Enginee/s Representative, the Contractorshall perform any specified test, at no additional cost to the Employer:

Upon completion of the contract the laboratory equipment and furniture shall behanded over to the employer complete and in good state, taking into accountfair wear and tear.

MEASUREMENT AND PAYMENT

The cost of providing shall be lump sum and furnishing these facilities forEngineer's Representative as hereinabove specified shafl be measured andpaid from provisional sum and maintenance of these shall be paid in monthlypayments at the Conkact unit price for the Pay ltem listed below and includedin the Bill of Quantities, which price and payment shall be fullcompensation forall costs of providihg, fumishing and maintainihg, of buildings, equipment,utilities, erection and maintenance of equipment, installations, acces_9/_s.qqqiceroads and for all materials, labour and incidentals for the proper @ffteti.on otthe work prescribed in these Specifications.

ln case the Contraotor does not maintain the specified equipment and testingfacilities, cost of testing plus 100 per cent overheads shall be recovered fromhis bills.

The Contractor shall provide all consumable items and Payfor all services andother incidentals on running costs and provide and pay all utilitieswhich includepower, gas, water supplies, telephone and/or other means of communicationwithin and off the site. The Contractor shall also provide maintenance staffsuch as messengers, tea boy, Chowkidars and sweepers. The consumableitems shall include stationery and such other items as required.

SP 708 PROVIDE, RUN AND MAINTAIN TRANSPORT FOR EMPLOYER'SAND ENGINEER'S REPRESENTATIVE

I

General

The Contractor shall procure, fumish new vehicles for the use of theEmployer's dnd Engineer's Representative and maintain these :il: thecompletion of the project afterwhich time they shall becomethe property of theEmployer. The Contractot's Insurance, according to Clause 21 of the GeneralCondition of Gontract shall also cover the vehicles provided for the Employefs/ Engineer's Representative. The Insurance policy shall be comprehensive.

lf the Contractor fails to provide the vehicles within the time allowed, the cost ofhiring alternative vehicles, used for the work shall be deducted from theContractor's Bill.

The Contractor shall provide and fumish to the Employer's / Enginee/sRepresentative, not later than tharty (30) days after the receipt of Notice toproceed, the of new vehicles latest model as listed in the item 708.1

The vehicles shall be trax-paid, comprehensively insured, fueled, repaired,serviced and completely maintained by the Contractor for the full duration ofthe Contrac't and temporarily replaced if any vehicle is not in a roadworthycondition and until such vehicle is repaired and retrained for use. TheContractor shall provide competent drivers who shall be responsible for thevehicle allocated to them for the duration of the Contract.

lf the Contractor fails to maintrain the vehicles to the satisfaction of theEmployefs / Engineefs Representative or otherwise fails to comply fully withthese provisions, the Enginee/s Representative may get the vehiclesmaintained through some alternate arangement. The Contractor shall bear allcosts that may arise including delays due to failure of the Contractor to complywith these provisions.

PAYMENT FOR VEHICLES

Payment for the provision and maintenance of the transport for the Employer's/ Engineer's Representative shall be made lor the respective pay items listedbelow which price and payment shall be the full compensation for the provisionof the vehicles and their maintenance, including drivers, fuel, lubricants, tires,tools, all repairs, all insurances, taxes and everything necessary to satisff therequirements of these provision:

OF TRAFFICSP.712 DETOUR ROADS AND MAINTENANCE

1. GeneralThe Contractor shall conduct his operations so as to offer the least possible obstruction andinconvenience to the public all in accordance with item 705 and 706 of General Specificationsand Special Provisions and he shall have under construction no greater length or amount ofWork that he can execute properly with due regard to the right of the public.

Unless otherwise directed by the Engineer, all public traffic shall be permitted to pass throughthe Work with as liftle inconvenience and delay as possible.

Two-way traffic flow must be provided at all times whether within the existing road or by use ofdetour roads or by a combination of both, free of cost to the Employer.

The temporary bridge if required for detour shall be properly designed, substantially built andmaintained for the load it will bear. The Contractor shall prepare and submit the temporarybridge drawings to the Engineer for approval. Approval of the Contractor's drawings shall notbe considered as relieving him of any responsibility for safe designing and constructing thetemporary bridge and detour.

2. Maintenance of Existing TrafficThe Contractor will coordinate with the Traffic Police and shall be responsible for the safetyand convenience of the public traffic in and around the operations during construction. Trafiiccontrol devices as outlined in Special ProMsions SP-3 shall be provided and maintained ingood working condition throughout the period required.

Roadway excavation, construction of embankments and widening of pavement shall beconducted in such a manner as to provide a reasonably smooth and even surface satisfactoryfor use by public traffic at all times. During rainy seasons special surface treatment such asbituminous single surface treatment or other method approved by the Engineer shall beexecuted free of cost. The riding surface shall be maintained smooth and dense by regulargrading, sprinkling and rolling operations.

The Public shall not be expected to run within the limits of active construction operations andthe Contractor shall so programmed and carry out his Work as to allow an adequate width ofunobstructed roadway for the safe passage of the Public.

3. Measurement and PaymentThe costs of the Work involved in detour and maintenance of traffic as specified herein shallnot be measured fordirect payment and its cost shall be deemed to have included in the otheritem rates of Works.

4. Deduc.tionln case the Contractor fails to maintain the traffic with a reasonably smooth and dust free ridingsurface, to the satisfaction of the Engineer, the Engineer may so certify in writing to theEmployer and the Employer may thereupon Employ any other persons to carry out the sameand recover all expenses consequent thereon and incidental thereto from the Contractorwithout avoiding the Contract or releasing the Contractor from any of his obligations orliabilities under the Contract or affecting the rights and power conferred on the Empfoyer or theEngineer by the Contract.

SP-713 TRAFFIG CONTROL DEVICES DURING CONSTRUCTION

1 . GeneralThe Contractor shall provide for the passage of traffic along the Road at all times inand around the construction sites all in accordance with item 706 of GeneralSpeoifications and these special provisions. During critical activities the Contractormay, with the approval of the Engineer, provide for one way movement for selectedand short sections of the highway.For the control of traffic during construction, the Contractor shall furnish install andmaintain such signs, delineators, barricades, flashers and flagmen as are necessaryfor proper execution, free of cost. Prior to initiation of one way traffic controls, theContractor shall prepare and submit to the Engineer for approval a diagram or sketchoutlining in detail the area or areas affected and the location, type and number of signs,delineators, barricades, flashers and flagmen he proposes to use.

Since the traffic flow patterns may vary from hour to hour or location to location, thefollowing guidelines are established.

Gonstruc'tion SignsNominal size 1.2m x 1.2m diamond or square shaped of steel sheet with black letterspainted on a yellow background. Letter size shall be minimum 12 cm in height. Signsshall be placed at 100 m intervals commencing 500 m from the Work site. The signsshall be placed approximately 2 m right and 1.5 m above the edge of pavement facingoncoming traffic. Typical sign wordings to be used are : DETOUR AHEAD, FLAGMENAHEAD, ONE LANE ROAD AHEAD, ROAD CONSTRUCTION AHEAD, ROADCLOSED AHEAD, MEN WORKING, SLOW AND STOP.

ln addition, other warning or regulatory signs shall be developed and located, as theEngineer may direct to facilitate the flow of traffic.

BarricadesSteef sheet cross bars, nominally 25bV 2 cms and 1.2 m wide shall be painted in 15-45 cms diagonal black and white altemating stripes and mounted on 15 cms posts, 1.2m high, fastened to a suitable base platform. lf necessary for stability, the base shall beweighted with sand bags, rocks or other materials, Banicades shall be located on theroadway no more than 100 m from each end of the restriction.

4. DelineatorsElelineators shall be reflective red or yellow plastic cones or plastic pipe with aminimum height of 45 cms and mounted on a suitable base. Delineators shall bespaced at 20 m intervals alongside the traffic side of the restricted Work area. . ,'

5. Warning LightsWarning lights shall be electric flashers with a bidirectional two lens head assembly.The lenses shall be a minimum 15 cms in diameter. The intensity of the warning lightsshall be at least 4 candle power and the flash rate shall be between 50 - 75 flashes perminutes. Normally, warning lights shall be placed on all barricades and the adjacentconstruction sign. The Engineer may direct the placement of additional warning lightsat other locations.

FlagmenFlagmen shall be provided with a vest of reflective red material and construction typehard hat and have two hand signs at all times. The hand signs shall be of thepaddle-type, 30 cms in diameter; one painted STOP/GO and the other painted SLOW.Flagmen shall be posted at the beginning and end of the restricted section and atintervals of 500 m within the zone.

The Contractor shall install signs, lights, delineators banicades and furnish flagmen asspecified above or as directed by the Engineer and shall maintain all such devlces ingood condition. Should the Contractor appearto be neglectful or negligent in furnishingwarning and protective measures as stated herein, the Engineer may direct attentionto the existence of a hazard and necessary warning measures and devices shall befurnished and/or installed by the Contractor without hesitation?

The Contractor shall not be relieved from his responsibility for public safety throughoutthe Contract duration.

Measurement and PaymentThe Cost of furnishing, installing and maintaining the necessary waming andprotective measures including the furnishing of competent flagmen shall not bemeasured and paid for separately and shall be deemed to be included in the otheritems of work entered in the Bill of Quantities.

714.1 General

This item shall consist of employing Trainee Engineers having Bachelor degree in CivilEngineering. This item shall cover the payment of stipend of minimum Rs. 50,000/- perTrainee Engineer. In addition the Contractor shall also be responsible for providinggood quality boarding, lodging and messing for the Trainee Engineer. The period oftraining of each trainee will be one year. The Contractor will prepare a comprehensivetraining program and get it approved from the Employer.
