Furnishing and Delivery of 69KV DEAD-END STRUCTURE

IRIS SUBSTATION For Mount Pleasant Municipal Utilities

Mount Pleasant, 52641

Notice is hereby given that plans and specifications for furnishing and delivery of a 69,000 Volt Dead-End Structure and accessories for the Iris Substation were reviewed and approved at a regularly scheduled Utility Board Meeting held on April 16th, 2019. Sealed Bids in conformance with the project documents will be received by Mr. Jack Hedgecock, general manager of Mount Pleasant Municipal Utilities (MPU), until 2:00 p.m., May 16th, 2019, at the MPU office located at 509 North Adams Street, Mount Pleasant, Iowa 52641. A public hearing will be held for this project and the bids will be reviewed and acted upon at a regularly scheduled Utility Board Meeting to be held on May 21, 2019. Award will follow within 90 days. BID ITEM Furnish and deliver F.O.B. site located at 600 South Iris Street near the intersection of East Washington Street and Iris Street, on the east side of Mount Pleasant, Iowa, a new 69KV dead-end structure, 69KV Circuit Switcher, GOAB disconnect switch, Instrument Transformers, conductors and connectors, and related hardware in accordance with the attached plans and specifications. Bids shall be provided for that purpose and according to the Bidding Requirements prepared by Shermco Industries, dated March, 2019. The bid form shall be shall be submitted on paper in a sealed envelope to the Owner and the technical proposal submitted electronically to the Owner and Engineer. Submittals must contain the information required by these instructions to be considered complete. INSTRUCTIONS TO BIDDERS: 1. Bid Form shall be directed to Mr. Jack Hedgecock, securely sealed and endorsed upon the outside wrapper, “BID FOR FURNISHING AND DELIVERING OF A 69KV DEAD-END STRUCTURE FOR MOUNT PLEASANT MUNICIPAL UTILITIES” at 509 North Adams Street, Mount Pleasant, Iowa 52641. Bids dropped off at the MPU Office will be considered if they are in the possession of Mr. Hedgecock at the close of the bidding period. Technical submittal data may be submitted electronically any time prior to the close of bids. 2. Prices shall remain valid for a period of ninety (90) days after May 16th, 2019. 3. To be considered, Bids shall be submitted with a Bid Security conforming with the latest edition of the Iowa Public Bidding rules in the amount of five (5) percent of the base bid amount. Bid should be submitted on the Bid Proposal Form provided. The form may be reconstituted if the contents are duplicated. Failure to submit the required bid security, complete or submit the Bid proposal form, or provide the required technical submittals may result in rejection of proposal. 4. Payment will be made to the Vendor in an amount of ninety-five percent (95%) of the Proposal value, upon delivery, assembly, and testing of the Switchgear at the Owner’s site. The balance of the amount due the successful bidder will be made within 30 days following the successful energization of the Switchgear by the Owner, subject to the conditions and in accordance with the provisions of Chapters 384 and 573 of the Code of Iowa, no later than 180 days following delivery to site. 5. All bids shall indicate the Iowa sales tax (7% of the base bid amount) as a separate line item determined from the base bid amount. 6. The Owner reserves the right to reject any and all Bids, to waive irregularities and informalities therein and to award the purchase in the best interests of the Utility. 7. Exceptions to the specifications are not acceptable. SECTION 337213 SUBSTATION DEAD-END STRUCTURESS

PART 1 - GENERAL

1.1 SUMMARY OF WORK:

A. DESCRIPTION OF PROJECT: 1. Furnish a new dead end structure and circuit switcher for the new Iris substation

for installation by Others. 2. The dead-end structure is to be a pre-engineered package complete with

foundation design. 3. Receiving, erection, and assembly required at the jobsite will be performed by

the others.

B. PROJECT SCHEDULE: 1. Delivery to site fall 2019.

C. SCOPE: 1. Furnish and deliver all substation structures as shown on the drawings, including

miscellaneous structural steel, electrical components, wire, connectors, and pre-designed concrete foundation designs.

D. WORK INCLUDED: 1. High Voltage connections to Circuit Switcher, Transformer, Surge Arresters. 2. Design and construction of dead-end structure 3. Design of concrete foundations. 4. Instrument Transformers and Surge Arresters 5. 69 kV Circuit Switcher. 6. Conductor, connectors, and materials for a complete installation.

1.2 SUBMITTALS:

A. Submit electronic shop drawings as PDF files. Shop drawings shall indicate: 1. Outline drawings with top, front, and side views of structures with overall

dimensions and weights. 2. Catalog cuts, drawings, manufacturer’s specifications and data, instruction books

and other information necessary to confirm that the equipment and materials comply with the intent of the bid documents.

3. General arrangement and outline drawings showing the following: a. Locations of equipment and outline information. b. Outline of assembled equipment and material components drawn to scale,

including separate outlines of components as necessary. c. Order and arrangement of assembled sections. d. Dimensions of equipment and material weights of assemblies to be

handled separately.

PART 2 - DESIGN REQUIREMENTS

2.1 DESCRIPTION

A. Design and furnish all structures, equipment, and materials for complete high voltage installation and connection as indicated and as specified with the exception of equipment and materials supplied by others.

2.2 LISTING OF DESIGN REQUIREMENTS:

A. Conform to the requirements of NEMA SG6 and REA Bulletin 65-1 for outdoor substations, equipment and materials. These are minimum requirements which may be superseded by any more stringent requirements of this specification.

B. Conform as nearly as possible to the layouts as indicated; variation to make structures fit the manufacturer's standard equipment or material or to give an improved installation is permissible, provided the following space requirements are maintained. 1. Sufficient space for operation and maintenance of the equipment.

2. Clearances from fences, structures and other equipment for both the present and future development as indicated is maintained.

C. Conform interphase spacing and clearances to the dimensions that are indicated, unless recommended IEEE and NEMA standards require larger ones.

D. Use only new, unused equipment and materials of first quality and free of defects designed for outdoor service.

E. Basic design level shall be 69kV, 350kV BIL, 25,000 Amps RMS symmetrical.

F. In addition to the requirements of NEMA SG6, all equipment and materials furnished shall meet the specified ratings and performance under all of the following environmental conditions: 1. An altitude of 1000 feet above sea level. 2. An ambient temperature between -40 and 110 degrees Fahrenheit. 3. Uniform Building Code Seismic Zone 0. 4. NESC "Heavy" loading district. 5. Line conductor tension 3000 pounds per wire @ 5° line angle. 6. Static wire tension 2000 pounds per wire @ 15° line angle. 7. Suitable for contaminated environment, i.e. humidity, particulates, salts. 8. Minimum height from top of foundation to bottom of porcelain on equipment and

bus supports shall conform to existing design. 9. Design baseplates and anchor bolts for concrete having an allowable

compressive strength equal to 3000 pounds per square inch in accordance with the ACI building code.

PART 3 - EXECUTION

3.1 DESCRIPTION:

A. This division covers the design, detailing, materials, fabrication, and labor necessary to furnish and deliver all substation steel structures and materials.

B. Major items to be furnished under this division include, but are not limited to, the items listed below: 1. Dead end ‘H’ structure with foundation design. 2. Circuit switcher and foundation design (S&C 597736-AE10H2KMRTT2VY). 3. Surge arresters: (3) 72kV class, 57kV MCOV 4. Three metering accuracy combined VT-PT instrument transformers with current

ratio 400:5 and relay accuracy. 5. Conductors from dead end to transformer: #336 MCM Linnet ACSR. 6. Suspension insulators: (10 strings) 10” Ball-Socket, 6 per string. 7. Operating grounding pads. 8. Grounding material for provided equipment. 9. Anchor bolts and templates for all foundations designed. 10. All connection, mounting, and anchor hardware for above listed equipment.

3.3 DESIGN:

A. Structures shall have the number of support points (legs) and general layout indicated.

B. All field connections shall use galvanized bolts and nuts as fasteners. A lock washer or Joslyn MF No. 1 locknut shall be installed. Furnish at least five percent overage of each size bolt, nut, washer, lock washer, locknut, etc., required in assembly. Self-locking type nuts shall not be used. No field welding shall be required.

C. All bolted shear connections shall be designed as bearing connections with the bolts' threads in the shear plane or planes.

D. Deflections of structures under all the specified loads shall be less than those specified in NEMA SG-6.

E. Baseplates and anchor bolts shall be designed for structures and stands to be supported by leveling nuts on the anchor bolts without grouting.

F. Arrange all structural members so that there are no pockets which can accumulate moisture without draining.

G. Provide all drilling, punching, mounting plates, brackets, etc., for all miscellaneous equipment to be mounted on the structures such as conduit, nameplates, fuses and terminal cabinets, phase identification tags, etc.

H. Movement of the switch stand structure shall be limited to the maximum allowed when subjected to the forces imposed during the opening and closing operation of the switch.

3.4 DETAILS:

A. A 3’ X 4’ switch operating ground pad of galvanized steel or aluminum grating shall be provided for each air switch or circuit switcher operator, and shall be furnished with provisions for ground connections at each end.

B. Each member of a structure shall have identifying numbers and letters (piece marks), keyed to the fabrication and erection drawings with characters a minimum of 1/2-inch high stamped into the steel prior to galvanizing. Piece marks shall be circled with black indelible ink after the galvanizing.

C. Provide specific instructions and torque values required for each type of connection.

3.5 PROTECTIVE COATING:

A. All steel members shall be galvanized after all hole punching, drilling, bending, clipping, coping, welding or other forming or fabricating operations have been completed.

B. Galvanizing shall be done in accordance with ASTM A123 and ASTM A143, except that the minimum thickness shall not be less than 5 mils.

C. Bolts shall be galvanized in accordance with ASTM A123 except that a 1.65 ounce coating shall be provided.

D. A minimum of one gallon of a cold galvanizing compound shall be supplied for field repair of damage to the galvanized coating occurring during shipping or erection.

3.6 ANCHOR BOLTS:

A. All Anchor bolts with two zinc-coated nuts and two flat washers per bolt shall be supplied for all structures specified.

B. Anchor bolts shall be designed for embedment in concrete having a minimum compressive strength of 3000 psi in accordance with ACI 318-77.

C. The nuts and the threaded portion of anchor bolts plus a minimum of six additional inches shall be galvanized in accordance with ASTM A123.

D. Anchor bolts shall either be shipped as preassembled clusters or shall have templates adequate to properly align the bolts for each individual base plate shipped with them.

E. No anchor bolts shall be furnished in the same size as other of different strength values.

3.7 CONNECTORS AND FITTINGS:

A. Furnish as required to completely erect the substation and connect all equipment and materials installed therein. Include 5% extra connectors.

B. Connectors shall be of the following types: 1. Proper size and design to assure permanent, secure, low resistance

connections. 2. Bolted clamping type for aluminum tubing and aluminum cable connections.

Furnish adequate AFL #2 Electrical Joint Compound for all provided connectors plus 20%.

3. Use tubular aluminum splicing couplers for necessary splices in aluminum tubing. 4. For connections to 4 hole pads, stainless steel bolts, nuts, Belleville washers,

and stainless steel flat washers shall be used. 5. All connections between AAC conductors and equipment stud terminals shall be

made with a stud-to-bolted clamping type conductor termination. 6. Fittings shall develop at least 90 percent of the full strength of the conductor, and

shall be capable of carrying the full current capacity of the conductor. 7. Provide bolted ground connector and flexible grounding jumper for operating

handles of disconnect switches. 8. All grounding connectors in contact with galvanized structure shall be tinned

bronze material. 9. It shall be the Seller's responsibility to furnish all materials so as to have

mechanical and electrical ratings, types, sizes, etc. coordinate with adjacent hardware and fittings.

C. MAINTENANCE EQUIPMENT AND SPARE PARTS: 1. All spare parts standard with manufactured equipment and materials supplied or

required for maintenance. 2. Furnish 5% spare connectors or minimum of 1 for each type.
