    Technical Specification for Mobile Lighting Mast

    1. SCOPE OF WORK:

    The specifications cover technical requirements design, fabrication, supply, erection & commissioning

    of 9 meter high, including the height of trolley & cradle, Lighting Mast Tower mounted on trolley base with

    pneumatic tyres and Diesel Generator. The Lighting Mast Tower should be complete with 8 Nos of 400 watt

    Long range floodlights for illumination/lighting arrangements at quarries, haul roads and Loading points &

    dump yards etc. The mast offered should have type test certificate from a Govt. Laboratory/Institution for

    specification detailed below.

    2. Codes and Standards:

    The material shall comply with all the relevant standards and technical specifications.

    3. Engine:

    The engine shall be fitted with quick starting system. The engine shall be capable of driving the fully

    laden appliance at speed from starting without any preliminary running period, even under abnormally cold

    atmospheric conditions. The operating temperature of the engine cooling water shall be thermostatically

    controlled.

    4. Fuel System

    4.1 The fuel tank shall have a minimum capacity of 8 Hrs continuous running. A fuel tank contents gauge

    shall be fitted on the instrument panel in the driving compartment.

    4.2 The fitting orifice shall be of ample size, and shall be accessible position. The cap shall be clearly

    marked to show that it is for fuel.

    4.3 A heavy-duty alternator/generator shall be fitted to the engine to supply the vehicle 12 or 24 V dc

    electrical system. The alternator/generator shall be fitted with the necessary control unit.

    4.4 A trickle charger shall be fitted in the cab and it shall be fitted with socket for connection to 230 V

    ac electrical systems. A red pilot lamp, to indicate when the battery is being charged from an

    external supply shall be provided.

    4.5 All important electrical circuits shall have separate fuses suitably indicated and grouped into a

    common fuse box, which shall be located in an accessible position. Provision shall be made to carry

    spare fuses in this box.

    5.0 Alternator Unit:

    5.1 A 230 V, 50-cycle alternator with its independent engine shall be provided.

    5.2 The alternator shall be screen protected, continuously rated, self-regulating, self excited, class `E'

    insulation type, having an output of not less than 5KVA at 0.8 power factor, (4 kW) 220 V Three

    phase, 50 cycles.

    5.3 The alternator shall be equipped with a direct-coupled flange mounted exciter, which shall

    automatically keep the alternator voltage constant and provide an approximately straight-line

    voltage characteristic within 5 percent at all loads, and at any pre-set factor between 0.8 and unity.

    6.0 Technical Requirements (Towers)

    6.1 The design and construction features of the tower shall generally meet the following basic

    requirements. The material used in the fabrication / construction of tower and its design shall

    conform to the BIS or other International standards amended up to date as referred above. _

    6.2 Type of Towers Required: Trolley mounted having pneumatic tyres with following requirements

    Material of construction : Steel tubes / M.S.Plates

    Regional basic Wind speed : 50 m/sec (180 km /hr )

    Mean probable design life : 25 years

    Height of the Towers : 9 meter including the height of trolley & cradle

    Winches : 9 mtr. Should be with Manual winches

    Number of Lights : Four.

    The Tower should be designed with a provision for at least 4 lights to be fitted on one side of the

    cradle if required.

    6.3 Hinging / Telescopic Arrangement:

    The system should have an arrangement for installing and maintaining lights at ground level. The

    tilting arrangement of the Tower should be perfectly balanced and should not give any jerk or need

    a push / pull to activate the operation.

    6.4 Trolley Base:

    The trolley base shall be fabricated from channel frame work. The base shall be provided with

    suitable number of riggers of suitable extendable length to provide complete stability of towers

    when fully erected. The riggers after extension shall be fixed with the help of screw jacks having

    suitable free base of steel / cast iron. The stability calculations shall be submitted with the offer.

    The trolley base shall be provided with solid rubber tyres to facilitate pulling / dragging without

    damaging the haul roads. The design should be such that the extension of outriggers is minimum.

    The base should be so designed as to make its assembly and de-assembly on site within a very

    short time.

    6.5 Anti rust Treatment and Painting

    The total tower structure shall be given anti rust treatment by painting after sand blasting. Before

    painting two coats of primer shall be applied. During final painting of complete tower structures

    standard safety colour code shall be complied with so as to provide clear visibility to the operation

    of dumpers, dozers, tippers etc. for safety against collision / damage during night time.

    6.6 Winches:

    The winch used shall be of suitable design and robust construction making it reliable and

    easy to operate. The enclosed type gears shall be appropriately designed, machine cut duly heat

    treated and ground to achieve adequate strength against wearing etc. The rope drum shall be

    made of ERW heavy duty tube and fabricated as per BIS 10887. It shall be suitably mounted on ball

    bearings. The drum shall have suitable wire rope anchoring arrangement. The surface of the drum

    shall be finished smooth. The ropes used with both the telescoping and the tilting winches shall be

    of suitable size. 6 x 37 construction, fiber core and breaking strength giving a factor of safety of

    more than ten and shall confirm to relevant BIS, as amended up to date.

    The winch would shall be complete with manually / motorised operated / power tool

    operated arrangement designed and fabricated for easy operation of the winch; a screw and

    friction disc type self actuating braking system which applies automatically on load/weight of the

    tower sections and the luminaries on its top.

    6.7 Tools & Tackles

    A tool box made of sheet steel containing a set of general purpose tools/spanners and a special

    tools/tackles (special key) for the luminaries would be supplied along with each Tower.

    6.8 Spare Parts

    A set of spare ropes would be covered under scope of supply and would be dispatched with each of

    the tower supplied.

    6.9 Mast Lighting Control Panel (MLCP)

    The MLCP shall be of outdoor type having IP 55 class of protection with two incomers one for

    power from D.G. and other from mains with a selector switch for the same. The MCBs shall protect

    the outgoing cables from short circuit. RCBO of 30 mA rating shall be provided with main incomer

    MCB of adequate rating. The cables from MLCP to the individual luminaries shall be prewired and

    so laid and protected that it does not infringe with raising and lowering of the segments of the

    tower. For motorized winches the interlocking arrangement should be provided to ensure that the

    tower tilting winch cannot be operated while the tower is in telescopic mode and vice versa. There

    shall be a separate provision for single phase welding machine in the MLCP.

    6.10 Protection against Lightening

    Since these areas are lightening prone area, the tower shall be provided with five pronged

    lightening conductor which shall be connected to the earth terminal at bottom frame through

    suitable size of flexible copper cable.

    7.0 Technical Requirement (Luminaries)

    The long range, high intensity, energy saving HPSV / metal halide lamp flood cum search light

    should be dust, moisture and vermin proof. The fitting should be complete with highly polished stainless

    steel mirror reflector-cum-body, pilfer proof and captive bolting system, incorporated vibration isolators,

    toughened front glass of min 5 mm thickness, focusing arrangement, neoprene rubber gaskets and steel

    inserts at threaded portions. The fittings should be suitable for use with both tubular & elliptical lamps but

    should not in any way infringe with performance of the fitting.

    The flood lights should meet the requirements as laid down in IS 10322 Part 5 Sec V and IS 13383.

    The fittings offered should have Type Test Certificate including for Photometry for all tests specified in the

    type test clause and also for wind load test and leakage current test from a NABL approved Government

    Test House. At the rated voltage of 240 volts, at a distance of 10 meters, the flood light should produce a

    minimum illumination of 6000 lux when measured along the axis and 40 lux at 30 degree to the axis. The

    fitting should be complete with 400 Watt HPSV / metal halide lamp and its control gear.

    8.0 Design Calculations and Drawings:

    The detailed design calculations for the Lighting Mast Tower and trolley details for at least

    one type of Mast duly approved by a Government Institution, general arrangement drawings

    showing plan, elevation, end views and circuit diagram along with bill of material for the equipment

    quoted must be submitted with the quotation. The tower should be type tested for the parameters

    of the NIT from a Govt Lab.

    9.0 Past Experience :

    The supplier must submit details of the past experience - giving purchase/supply order

    reference & value; quantity supplied consignee details etc. for design, fabrication / manufacture of

    this item to Government Undertakings / Departments.

    10.0 SITE CONDITION :

    The equipment and the materials to be supplied and installed by the vendor shall be suitable for

    the continuous and trouble free operation under the following site conditions.:

    Temperature : Max.:45 degree C. Min. 5 degree C

    Relative Humidity : Varies from 61% to 85%.

    Seismic condition : Zone II as per IS:1893 part-3

    Atmosphere : Extremely rainy during summer.

    Basic Wind Speed : 0 to 44 km/hr

    12.0 BID EVALUATION / REJECTION CRITERIA

    12.1 Bidders not submitting the following documents along with their quotations will not be considered

    for evaluation:

    i) Filled in Data Sheet

    ii) Design calculation for mobile mast.

    iii) Quality Assurance Plan of manufacturer for mobile mast and shaft.

    iv) Catalogue of Mast and Luminaries and DG.

    v) Control panel details with single line diagram, GA diagram and bill of materials.

    vi) Complete Manual for DG Controller and Engine.

    Special Notes :

    1) Supply, Erection, testing and commissioning jobs of the mobile mast to be done by the party at

    indicated sites.

    2) The quotations along with the following documents should be submitted to us for technical

    scrutiny failing which offer shall not be considered for evaluation.

    i) Design calculations of Mast,

    ii) Catalogue of mast and luminaries.

    iii) Catalogue of DG Controller;

    iv) Feeder Pillar Details with GA drawing & SLD for the power distribution for the lights.

    v) Filled in Data Sheet

    vi) Test certificates of steel plate, wire rope, drum winch.

    vii) Quality Assurance Plan of manufacturer for high mast shaft and accessories.

    3) Mast and accessories with fittings will be inspected by L&T's Engineers at the premises of

    supplier/manufacturer before dispatch.

    4) The bidder should submit the documents related to back up services, guarantee and supply of

    spares from OEM or Original Equipment Supplier.

    5) Bidder to quote separately for Radio graphic Tests of the Mast.

    6) Mast should be designed to have maintenance free life of 25 years and should be guaranteed for a

    period of 25 years against any manufacturing/design defects.
