Specification for erection and commissioning of Surveillance camera unit at HTPB plant at PFC/ VSSC, Trivandrum
1. APPLICATION Surveillance camera system is required to meet the process monitoring, safety and security aspects of HTPB production plant and associated utilities. For close control of various process and safety related activities, an integrated surveillance camera (IP-HD type) set up with data recording facility is recommended for HTPB plant and associated utilities. The system shall be designed for solvent class- I & II flammable area (Electrical zone: 1) 2. Scope of supply The scope of work includes supply of suitable camera and associated systems and installation and commissioning the system at PFC at the locations specified in the location sketch. The following systems/ subsystems are required for installation and commission of the surveillance unit on TURNKEY basis.

The system should be capable to handle video streams from 11cameras and should display the CCTV video without any jitter. Whatever specified in the tender is the minimum requirement. If bidder feels this to be inadequate to display video streams without jitter, additional hardware requirements should be brought out specifically and included in the offer.

2.2 Installation requirements Installation include the following works

The design, installation, commissioning of the total system is under the scope of
the party.
Party has to carry out the site erection of the surveillance system at different
process plants and the data acquisition unit including high end PC with software
and 24” monitor etc shall be installed at DGM, PFC office. Approx. distance of the
monitoring / recording area from the camera location is mentioned in the scope
of supply. Site erection shall include the cabling from the process units to the
main office.
Use only reputed make for all the subsystems. The make shall be clearly
mentioned in the offer.
Party has to demonstrate the performance of the system to our satisfaction.
Wiring shall be as per BIS/ IS standards only.
All glands shall be of double compression type.
All power cables shall be XLPE insulated, Armored cables.
All the camera units installed in the process plants shall be flameproof type
suitable for gas groups II A & II B only. Necessary flameproof certificates shall be
provided along with the supply.
All the materials, tools etc required for the installation, commissioning and
testing shall be arranged by the party.
All the civil works required for installation, road cutting and plastering etc are
under the scope of the party.
2.3 Maintenance and AMC requirements The system shall have warrantee for three years from the date of installation.
Comprehensive AMC for the entire system coming under this contract should be
provided against payment, for four years from the date of expiry of performance
warranty.
The annual AMC charges for the above period should be indicated in the price bid.
The AMC charges will also be considered to decide the merit of the offer.
During the AMC period, the supplier should attend any number of breakdown calls
and also preventive maintenance as per the schedule finalized on mutual agreement
with the department on completion of the work.
In case the vendor fails to undertake the AMC from the date of expiry of warranty,
the department will have the right to claim the losses or additional expenses
(incurred in availing maintenance services through alternate means) from the
performance BG.
On completion of the warranty, BG equivalent to the extended warranty cost for four
years, subject to a maximum of 10% of the value of this contract, should be
submitted by the vendor as a proof of their commitment to undertake AMC for the
extended warranty period. This BG should remain valid till the expiry of the paid
AMC.
The performance BG will be released only on furnishing of BG as above. In case the
vendor fails to furnish the BG as given above the department will be at liberty to
realize the same from the performance BG.
2.4 General arrangement and LAN connectivity diagram for erection of the unit The HTPB plant control room houses the connection and monitoring system for the 8 Nos.
of cameras installed at different locations in HTPB plant. From the control room, single
cable is taken to the Solvent recovery plant, and along with the output from the three
numbers of cameras installed in the solvent recovery plant, the cable is taken to the DGM,
PFC office. The detailed connection network is shown below.
2.5 Typical arrangement for cabling and pipe earthing The OFC cable laying and earthing works shall be carried out as per IS standards. The general arrangement is shown below.
3.0 Other conditions 1. The work has to be carried out at site PFC/VSSC.
2. The work shall be completed on a TURNKEY basis within the prescribed delivery
schedule.
3. Parties can visit our site (PFC, VSSC) for work assessment before offering the
tender.
4. Installation and commissioning is the responsibility of the party.
5. One-day training in operation, maintenance and administration of the system shall
be given to VSSC personnel by the party.
6. The vendor should be an ISO 9001:2015 certified firm.
7. Drawing approval: Party has to obtain approval of general arrangement
drawing (GAD) VSSC before commencement of the work.
8. Quote with detailed technical catalogue, specifications, detailed drawings, brand
etc of all the components offered for.
9. Warranty: All the devices in the CCTV System should be guaranteed for trouble
free performance for a period of three years from the date of acceptance.
Performance bank guarantee (BG) for 10% of the order value should be furnished
before effecting final payment. The performance BG should be valid for a period of
42 months including a claim period of six months.
10. Bidder should attach manufactures authorisation certificate for offered products.
All data sheets of offered item should be attached along with the bid.
11. Delivery/ work Schedule:
12. Payment: The vendor should submit a cost break up as per the format given in
the price bid. Payment will be made pro-rata as indicated below based on the price
break up.
Submission of design and general lay out drawing for approval
: Within one month from the date of receipt of Purchase order
Supply of materials : Within one month from the date of approval of design and lay-out drawings from VSSC
Installation, commissioning testing and evaluation of the CCTV system to our satisfaction
: Within 45 days from the intimation of site readiness from VSSC.
On completion of supply of materials and acceptance by Department
: 60%
On completion of installation and pre-commissioning checks
: 30%
On completion of testing, evaluation and acceptance of the integrated system
: 10% against production of performance BG

13. List of customers to whom same or similar work has been carried out should be
indicated.
14. Since the requirement is for our time bound programme party shall offer realistic
supply schedule and should stick to schedule strictly.
15. Party shall incorporate any minor modifications required at the time of erection
without any additional cost.
16. Vendor has to consider all the materials/components required for realisation of a
fully functional IP-based integrated security system irrespective of their mention
in the tender. Additional requirements, if any, to achieve a complete solution
should be brought out specifically.
17. Party has to fill and send back the compliance matrix format attached along with
the offer. Any deviation in the indented specification may be clearly mentioned in
the remark column.
