ADOPTED AT COUNCIL 26 JULY 2016 RESOLUTION G16.0726.006 moved Cr Gates seconded Cr Baildon That the Minutes of the Budget Adoption Meeting of the Council of the City of Gold Coast held on Friday 24 June 2016 at 10am be confirmed.

2 PRESENTATION BY THE MAYOR The Mayor made a presentation in relation to the 2016-17 Budget. Good morning Councillors. Today we are delivering a value-for-money Budget that gets the basics right. We are balancing the need to keep rates as low as possible, while delivering the infrastructure and frontline services residents expect. Councillors, they say “a picture is worth a thousand words”, so the following video will speak volumes about the highlights of the City’s Budget.

[VIDEO STARTS] Mayor Tom Tate: Hi, Mayor Tom Tate here… After our city-wide Budget consultation, we have taken on your views. We have delivered a value-for-money Budget that gets the basics right, by reflecting your priorities and aspirations for our city. This includes keeping rate increases pegged at inflation without affecting frontline services. Major projects like the Commonwealth Games and the Gold Coast Cultural Precinct are being funded without new levies or charges. The last term of Council we turned this city around, but there is still more to be done. That is why this Budget delivers the services residents expect at a price that we can afford, by focusing on:

keeping rates low;

building better roads;

creating jobs;

opening up our green spaces; and

protecting our lifestyle. Mayor Tom Tate: And I’m pleased to say we’ve done it again and delivered another low rates Budget.

2 PRESENTATION BY THE MAYOR (Continued) Deputy Mayor, Cr Donna Gates: As Deputy Mayor, it has been my pleasure to have worked alongside the Mayor and my fellow Councillors to deliver a low rates Budget. While there have been some impacts transitioning properties after adoption of City Plan we have kept rates as low as possible. With the Mayor’s support, I’m extremely pleased to have secured funding for important community facilities for northern Gold Coast. The Pimpama Aquatic Centre and sports field will be a wonderful addition to the northern Gold Coast and I can’t wait to see it up and running for everyone to enjoy. Mayor Tom Tate: This Budget invests heavily on ensuring we have a connected city where no one is left behind. After consulting with thousands of residents, it is clear that they want:

better local roads;

the light rail connected all the way to the airport; and

the continuation of Free Seniors Travel. Cr Dawn Crichlow: This Budget is an infrastructure budget. It’s all about creating a liveable city. We are putting $90 million into upgrading our roads and stopping congestion because we have an extra 50,000 vehicles every year added to our roads. Cr Gail O’Neill: Connecting the light rail down south to the Gold Coast Airport is vital for our city. That is why we have committed $600,000 for a feasibility study into Stage 3 of the Light Rail. As the Councillor representing the most southern end of the Gold Coast, I am particularly excited to see investment going towards key transport infrastructure for our community.

2 PRESENTATION BY THE MAYOR (Continued) Mayor Tom Tate: We are proud to be hosting the Commonwealth Games 2018. We are on time and on budget – and there are no special levies to pay for the Games. As we prepare for the Commonwealth Games, we are investing in legacy projects that will benefit the city beyond the Games itself, diversifying our economy and creating more local jobs. Cr Hermann Vorster: Council recognises the need to broaden our economy. We can’t rely on just surf and sand – that is why we are investing in cultural tourism with the development of the Gold Coast Cultural Precinct. Cultural tourists stay longer and spend more and this means more money into the economy and more local jobs. We are also finally giving the Gold Coast the cultural heart it deserves by offering a unique cultural experience for locals and cultural tourists. Mayor Tom Tate: Protecting our green space is vital for our city. Under the new City Plan, growth will be concentrated in existing urban areas. That is why we plan to build up - not out - so we remain a great place to live, work, invest and bring up a family. So we’re unlocking our hidden gems with:

more walking trails;

more picnic spots; and

more lookouts. Cr Cameron Caldwell: Under the new City Plan and in this Budget, our green space network will continue to provide for the protection of our environmental, scenic amenity and recreation needs of the city. It’s one thing to own large tracts of green space, but we want to see it available for everyone’s use.

2 PRESENTATION BY THE MAYOR (Continued) Mayor Tom Tate: The Gold Coast is a city inspired by lifestyle and driven by opportunity. By working together, we will ensure that the Gold Coast’s lifestyle will be the envy of Australia. Cr Pauline Young: The City continues to fund the management, maintenance and protection of our precious Gold Coast beaches through the construction of seawalls, sand pumping, dredging and coastal infrastructure works. We have also:

supported the establishment of the World Surfing Reserve status between Burleigh Point and Snapper Rocks;

established a Local Stewardship Committee; and

developed the City’s Surf Management Plan. Mayor Tom Tate: I’d like to thank our CEO, Directors, officers and my fellow Councillors for helping prepare this Budget – it has truly been a team effort. I would like to thank the 2000 residents who gave their input. We have listened and the City’s spending has been prioritised accordingly. It’s an exciting time for the Gold Coast and together we will make sure the Gold Coast is the best place in Australia to live, work, play and raise a family. [VIDEO ENDS]

Councillors, each of you have a Budget pack, which includes a brochure which shows how we are:

2 PRESENTATION BY THE MAYOR (Continued) I would again like to take this opportunity to thank the CEO, my Chief of Staff, the Chief Operating Officer, all Directors and all Council officers who have spent months assisting with the drafting of the Budget. And I would like to thank all you Councillors who went through my draft Budget line by line. This is been a genuine team effort. RESOLUTION G16.0624.001 moved Cr Tate seconded Cr Gates That the Mayor’s Presentation and associated documents be welcomed and noted.

CARRIED UNANIMOUSLY CONFLICTS OF INTEREST

Cr Baildon declared a real (or perceived) conflict of interest in this matter could exist (as per section 173 of the Local Government Act 2009) due to his daughter being employed by Gold Coast Tourism, however on the basis that the matter is ‘an ordinary business matter’, he had considered his position and was firmly of the opinion he could participate in debate and vote on this matter in the public interest.

Cr Baildon declared that a real (or perceived) conflict of interest in this matter could exist (as per section 173 of the Local Government Act 2009) due to him being a Patron and Life Member of the Gold Coast Show Society, but that he had considered his position and was firmly of the opinion he could participate in debate and vote on this matter in the public interest.

Cr Baildon remained in the room.

Cr PJ Young declared a real (or perceived) conflict of interest in this matter could exist (as per section 173 of the Local Government Act 2009) due to him being Council’s appointed member to the Gold Coast Tourism Corporation and was firmly of the opinion he could participate in debate and vote on this matter in the public interest.

Cr PJ Young remained in the room.

Cr La Castra declared that a real (or perceived) conflict of interest in this matter could exist (as per section 173 of the Local Government Act 2009) due to board member of the Arts Centre Gold Coast, but that he had considered his position and was firmly of the opinion he could participate in debate and vote on this matter in the public interest.

Cr La Castra remained in the room

3 ADOPTION OF 2016-17 BUDGET RESOLUTION G16.0624.002 moved Cr Tate seconded Cr Gates 1 Council adopt the Budget for the financial year 2016-17 as contained in the

following attachments: a The Accrual Budget & Statement of Income and Expenditure 2016-17 to

2025-26 (Attachment 1) b The Statement of Cash Flows – Estimated 2015-16 and Budget 2016-17 to

2025-26 (Attachment 2) c The Statement of Financial Position – Estimated 2015-16 and Budget

2016-17 to 2025-26 (Attachment 3) d The Statement of Changes in Equity – Estimated 2015-16 and Budget

2016-17 to 2025-26 (Attachment 4). e The attached document entitled Annual Plan 2016-17 including the following

2 That Council adopt the following other budget documents; a Four Year Capital Works Program 2016-17 to 2019-20 noting that projects

listed in 2016-17 are funded as part of the 2016-17 Budget, whereas, projects listed in years 2017-18 to 2019-20 represent a notional capital works program and may be subject to change depending on available funding and priorities.

b Miscellaneous Recommendations of Special Budget Committee To Be Adopted By Council (Attachment 5).

c The preliminary Local Area Works & Services Program 2016-17 (Attachment 6).

d The Total Asset Management Plan 2016-17 to 2025-26 (Attachment 7) 3 That Council endorse the continuation of uncompleted capital works carried

forward from 2015-16 and that such works be facilitated within the initial 2016-17 Budget estimates pending the finalisation of accounts for 2015-16.
