SOME employees at Dun Laoghaire RathdownCounty Council are being paid up to 100 per centin excess of their basic salaries in overtime,Southside People can reveal.
The details, which showhow some council staff areearning tens of thousands ofeuros in overtime, hasprompted calls for a review ofspending on public servants’pay at the local authority.
They were released to CllrGerry Horkan (FF) on foot ofa question he asked manage-ment and show how one coun-cil employee earned just over100 per cent of their basicsalary in overtime in 2011.
The figures list the top 10overtime earners at the localauthority last year, and indi-cate that the take home annualpay of several employees wasboosted by between 60 and 90per cent when their overtime
payments are taken into ac-count.
This time last year, CllrHorkan obtained similar infor-mation regarding overtimepayments at the council andcalled for a review of the prac-tice.
Within the top 10 overtimepayments at the council in2011, one employee earned abasic salary of €43,610 buttheir total gross earnings in-creased to €89,070 after anovertime payment of €45,460.
The second highest over-time earner at the local author-ity last year was paid a basicsalary of €44,185 but ended
up earning €83,112 in totalafter overtime of €38,927 wasfactored into their total pay.
The third highest overtimepayment by the council lastyear was made to one em-ployee who was paid a salaryof €51,407 and who earned€37,158 in overtime, bringingthe employee's total gross payto €88,565.
The fourth highest paidemployee in terms of overtimepay received €26,583, whichwas close to 90 per cent oftheir normal salary of€30,813, bringing their total in-come for the year to €57,396.
As part of a bid to bringdown payroll costs by July lastyear, the council reduced itsstaffing levels by 397 membersto 1,813, which represents a re-duction of about 21 per centon 2010.

“In any climate this level ofovertime payment wouldn’t bejustified but it is particularlythe case now when 450,000people are in some sort of un-employment assistance,” hesaid. “The top overtime earneron this list is earning almost asmuch as a director of services.”
Cllr Horkan believes thepractice costs taxpayers moremoney than if the council em-ployed additional staff on basicsalaries to do the same work.
A spokesperson for thecouncil said it had achieved a24 per cent overall cost reduc-tion in overtime payments inthe four-year period betweenthe beginning of 2008 and theend of 2011.
“That reduction would pos-sibly have been even greater hadwe not experienced the adverseweather conditions of the lasttwo winters, when there was aperfectly justifiable expectationfrom the public that resourceswould be made available to dealwith the roads and watercrises,” the spokesperson said.

Local regret as land issold to private biddersCAMPAIGNERS have criticised the National AssetManagement Agency (NAMA) after it sold a parcelof environmentally sensitive land to private businessinterests rather than two local authorities that wantedto preserve it for public use.
Representatives of AnTaisce and local councillorswere hoping the 4.86-acreAshcastle site would bebought by Dun LaoghaireRathdown County Counciland Dublin City Council in abid to protect the nearby Boot-erstown Nature Reserve.
The tract of land straddlesthe border of the administra-tive areas of both local au-thorities.
Dun Laoghaire RathdownCounty Manager, Owen Kee-gan, said they intended to de-velop the site as arecreational/public amenityspace in conjunction with the
city council. The site would act as a
buffer zone to protect the na-ture reserve at the Booter-stown Marsh, which is alsodesignated as a Special Areaof Conservation under the EUBirds Directive.
At the auction recently it isunderstood that bidding beganat €180,000. However, therewas more interest in the sitethan originally envisaged andthe land was eventually sold towhat is believed to be two pri-vate business interests for a
total of €400,000.NAMA said that by selling
the land at public auction, itwas trying to maximise the re-turn on the site for taxpayers.
It is understood that thelocal authorities put in a bidof around €130,000 in totalfor the site. However, it washoped that NAMA wouldhave sold it to them directlyrather than proceeding withthe auction.
Rebecca Jeffares of AnTaisce noted that under Sec-tion 12 of the NAMA Act,there was a provision that al-lows the agency to retain landor other assets for the benefitof the public rather than sell-ing it to the highest bidder.
“We are very disap-pointed,” she said. “Planningapplications went in on thatsite before and my fear wouldbe that it will be bartered forother sites in the future.
“We are also concernedabout drainage into thenearby Booterstown NatureReserve because there is anold compound on the NAMAland and we are worried thatanything could leak fromthere.
“There are other issues in-volved here, not just financialones,” she added. “There isthe public good that is en-shrined in section 12 of theNAMA Act that relates to so-cial and community develop-ment.”
Cllr Barry Ward (FG) alsobelieves the land should havebeen sold by NAMA to both
councils so it could have beenpreserved for public use.
“I think it is a really short-sighted decision by NAMA,”he said. “I think they have en-tirely failed to take into ac-count their public serviceobligation and their duty tothe citizens of Ireland.”
Cllr Victor Boyhan (Ind)said he intended to protect thesite further from any futuredevelopment.
“This site is totally unsuit-able for building develop-ment,” he stated. “It is myintention to seek through theCounty Development Planprocess further restrictions onthe site in order to protect thebio-diversity of the area.”
County Manager OwenKeegan told councillors re-cently that NAMA had ad-vised him that if the councilsmatched the bid of €400,000a recommendation wouldhave been made to the boardof NAMA to dispose of thesite to them.
At the full monthly meet-ing of the council on March12, Mr Keegan said: “We haverefused to match the€400,000 bid and expressedour disappointment thatNAMA seem unable to takeany account of the broaderpublic interest.”
A spokesman for NAMAsaid: “The receiver, RSM Far-rell Grant Sparks, who was incontrol of this process, had aduty to achieve the best pricefor the lands and maximisethe amount of money recov-ered for the taxpayer.
“We understand from thereceiver that auctioneers JonesLang Lasalle kept all inter-ested parties fully up-to-datethroughout the process and allbidders, as is customary, weregiven an opportunity to sub-mit a final offer.”

Inspirational volunteers praised for charity work
THE television and radio presenter, MiriamO’Callaghan, presented awards to two inspiringSouthside volunteers recently in recognition of theirdedication and determination to help make a differ-ence to people’s lives.
Leonard Brown and AbdulAli Hassan were both singledout at the annual BarnardosVolunteer Awards, which cele-brate the spirit and contribu-tion of some 300 volunteerswho dedicate their time to helpthe charity’s work with chil-dren and their families from allover Ireland.
Leonard Brown won hisBarnardos Volunteer of theYear Award for his work inBarnardos’ shop in Clondalkin
where he helps out three tofour days every week.
His award recognised theinspiration, joy and selflessnessthat he brings to work every-day. Leonard first joined theteam in the Barnardos shop ona work experience programme,but decided to stay on as a reg-ular volunteer. He has since be-come a valuable member ofthe team in Clondalkin.
Speaking at the event,
Miriam said: “I am delightedto meet the volunteers who sogenerously give up their time tosupport Barnardos vital workin communities throughoutIreland.

Family hopes soccer mad boy will walk againTHE family of a little Southside boy, who suffersfrom cerebral palsy and is wheelchair bound, saythey hope new groundbreaking surgery in the USwill enable him to play football before the end ofthe year.
Michael Tiron (11), fromBray, was diagnosed with cere-bral palsy at the age of one. Hehas been in a wheelchair sincehe was just three years of age.
Last December, Michael re-ceived the best Christmas pres-ent he could ever have hoped forwhen he was accepted for a life-changing operation at St Louis’Children’s Hospital in Missouri,which will help him to walk.
However, his parents Natalieand Marcel face a race against
time to raise the €60,000needed to cover the cost of theoperation and post-operationphysiotherapy.
With the operation set forthis August, Natalie and Marcelhave launched the ‘Michael’sHope For Independence’ cam-paign together with his school atSt Cronan’s in Bray.
The campaign is asking peo-ple for help to raise the fundsneeded for this life-changing op-portunity.
Natalie, who is originallyfrom Russia, explained how herson loves football and is deter-mined to play the sport despitehis debilitating condition.
“Michael wasn’t talking untilhe was three,” she said. “Hisspeech is still not 100 per cent.But he speaks and understandsboth Russian and English.
“His lower limbs are themost affected. The doctors arehoping that he will be able to getup on his feet and start walking.That would be amazing. Heplays football now in his wheel-chair but if he is able to get up onhis feet of course he will be ableto do more, and that is the target.
“He loves Chelsea and henever misses a match on TV,”she added. “We haven’t gone tosee a live football match in Eng-land yet but we are saving up forthat when he is up on his feetand can enjoy it in the properway.”
Natalie said the success rateof the SDR (Selective DorsalRhizotomy) operation is ex-tremely positive. She told howshe met another family recentlywhose son had the surgery twoyears ago and is now walking in-dependently.
“The doctors say that 100per cent of patients who haveundergone this procedure haveexperienced increased mobility,”she continued.
Throughout Michael’s life,his parents have searched forhelp everywhere. They have trav-elled to Latvia, Moldova andeven Moscow with Michael, andhe has had four medical proce-
dures performed on him. Three of these, called ‘Ten-
dons Release’ were carried out inRussia. The first two were a hugesuccess and resulted in Michaelspeaking, crawling and sittingup.
But the third one was a dis-aster. It slowed his developmentprocess and even took awaysome of the abilities that he hadgained.
“It basically threw him backin time,” Natalie stated. “A sim-ilar Botox-style procedure wasconducted in Ireland whichyielded no results.”
There will be a Charity TableQuiz in Brady’s Pub in Shankillat 8.30pm on Thursday, April 19to help with the fundraising.

Angels’ delight at boxing successA FLEDGLING Southside boxing club has been cel-ebrating after two of its young fighters, who are twinbrothers, recently picked up All-Ireland medals intheir respective weight divisions.
Angels Boxing Club on theHeather Road in the Sandy-ford Industrial Estate wasfounded in late 2009 by expe-rienced boxing coach RegByrne.
The relatively new club cel-ebrated a double success re-cently when twin 16-year-oldbrothers, Sean and PaddyHeadon from Foxrock, wonAll-Ireland titles in the fly-weight and bantamweight divi-sions respectively at theNational Stadium on the SouthCircular Road.
Marty Carr (28), fromBallinteer, was also runner upin his All-Ireland final bout inthe middleweight division onthe same evening.
The chairman of the club,Shane Kelly (31) from Dun-drum, who is also a coach, saidthe wins represented a hugeachievement for them.
“We are only in existencefor two years,” he said. “We arehoping for great things now forthe twins. Marty’s final fightwas the All-Ireland final. Therewas huge commitment in-volved in trying to get to thatlevel.”
He said the ultimate goal ofReg Byrne, who has over 25years’ experience in coaching atvarious clubs on the Southsideis to establish a professional
outfit.At the moment the current
club provides a sporting outletfor underprivileged youth in thearea.
“His ultimate goal is tohave a pro-boxing club and apro-gym but at the moment it isa grass roots club,” Shane said.
“We also have a lot of fantasticboxers and a real diverse spec-trum of members.”
He also said the club islargely self-financing and de-pendent on the efforts of itsmembers to raise funds.
“We run our own charityevents,” he revealed. “We pay€26,000 a year for rent andrates for the premises. Ourstructure of the club involves anine-man committee. We havea significant Garda member-ship and we have received a lotof support from the local gar-dai in Blackrock in relation to
sponsorship for medals and soon.
“We also have an affiliationwith the Lions Club of Ireland.They have helped us out on anumber of occasions with bitsand pieces.
“The Irish Amateur BoxingAssociation has given us someequipment to help buy punchbags and gloves and other bitsand pieces as well.
“Every year there is asports grant as well that is givento the IABA and they distrib-ute that as they see fit but byand large we fund ourselves.”
The name of the clubcomes from the fact that it is lo-cated in the Queen of Angel’sParish in Sandyford.
It is open to new mem-bers, both male and female,who do not pay an annualmembership fee but insteadpay small sums on an as-you-go basis.
“Anybody under 16 whocomes up pays €2 per sessionand those over 16 pays €5,”Shane explained. “We have afully equipped gym and we runfour or five classes weekly forthe boxing. We have youth
boxing classes, which arelargely for 12 to 16 year-oldsand we have senior boxingclasses too.”

Concern as more families turn to moneylendersTHERE have been calls for the strength-ening of regulations on moneylendingby a Southside TD.
Deputy Catherine Byrnesaid new figures show thenumber of families turning tomoneylenders is continuingto soar.
“These figures suggest thatthe number of people turningto moneylenders has shot up
over the last couple of years,”she said. “As well as the li-cenced moneylending firmsthere are countless other unli-censed operators that may gounder the radar of State au-thorities.
“These companies arecharging incredible rates of in-terest. People may turn tomoneylenders when they feellike they have no alternative,but in reality this will just leadto them falling into muchdeeper debt.
“Once you turn to a mon-eylender it is very, very diffi-cult to get on top of the hugerepayments.
“Moneylenders are re-quired to display their interestrates under the provisions ofthe Consumer ProtectionCode for Licensed Money-lenders. But, crucially, there isno cap on the interest ratesthat can be charged.
“People turn to money-lenders when traditionalsources of credit, such as the
credit union or the bank, areno longer an option for them.Many older people or parentsof young families are livingweek to week on either low in-comes or social welfare bene-fits, and can feel completelyoverwhelmed when an unex-pected expense arises. Theonly people who benefit as aresult are moneylenders.”
She added: “I have previ-ously suggested that measuressimilar to those in place in theUK should be implemented.There, a range of initiativeshelp those on low incomesfrom getting stuck in unsus-tainable debt, including sociallending at low interest rates topeople on welfare.”

Brave Southsider takes oncycle challengeA BRAVE and charitable Southsider, who is currentlyundergoing treatment for leukemia, is taking on a650-kilometre cycle challenge this summer to raisefunds for a hospice foundation.
Dave Donohoe (47), fromRathgar, who recovered fromtesticular cancer after surgeryin December 2009, was devas-tated last year when doctors atSt James’s Hospital told himthat he was suffering fromleukemia.
Despite the fact that he isstill currently undergoingchemotherapy, David will un-dertake the cycle from Lyon toNice in July, which takes insome of the most dauntingclimbs from the Tour deFrance, to raise money for theIrish Hospice Foundation.
His parents, who passedaway in 2005 and 2006, werecared for at their home inBallsbridge in their final daysby staff from the hospice.
In 2010 he took part in acharity cycle fundraiser for thehospice as a show of gratitudefor their work and to mark hisreturn to health.
However, plans to takepart in another cycle last Julywere cut short when he re-ceived the devastating news
that he had leukemia.“Both my parents, who
were elderly, died at homewith all their family aroundthem,” he explained. “And re-ally, that was down to the hos-pice and the palliative careteam that administered medi-cines and looked after them.
“I thought the work theydid was terrific. It is not untilyou come across this that youappreciate the great work theydo.
“I did a cycle in 2010 andraised money for the hospiceand I was due to do anotherone for them in July 2011. Wewere actually due to leave atthe end of that month when Iwas taken into hospital onJuly 6.
“I really didn’t think I was
“When you come off thechemotherapy you are verytired. It is not like a sleepytired, it is like a battery wear-ing out and it used to hit meat midday or at lunchtime.
“The medical team at StJames’s Hospital were okayabout me taking on the chal-lenge once I was sensibleabout it. The danger is to tryand do too much. You have tokeep within your limits.
“I probably won’t train asmuch as I did for the previousones and I won’t be as fit as I
was, so I will probably be inthe slowest group. But I thinkI will manage it if I do it at myown pace. My intention is todo it all however long ittakes.”
The first of the hospicefoundation’s annual cyclesfrom Dublin to London willtake place from July 7 to 15and those who want to takepart will have to register be-fore April 27.
The second cycle fromLyon to Nice takes place fromJuly 22 to 27 and again those
who want to take part mustregister with the Irish HospiceFoundation for the challengeby April 27.

Gang attackedmedical studentTHREE youths who attacked a medical student afterthrowing eggs at him have been ordered to carry outwork in the community.
A local teacher put a stop tothe attack after shouting at thegroup that she recognised them.
A fourth youth has been re-manded in custody pendingsentence next month at DublinCircuit Criminal Court.
Marcus Gantley (18), SeanMacken (18) and brothers,Steven (19) and David (22)Wynne, were all arrested aftergardai viewed CCTV footageand the teacher helped to iden-tify them. None of them haveprevious convictions.
Their victim, MichaelGalvin, suffered a cut to his eye-brow, two black eyes, a swollenlip and two chipped teeth.
Gantley of Glovers Court,Dublin 2, the Wynne brothersof Montague Court, alsoDublin 2 and Macken of IveaghTrust, Kevin Street, Dublin 8,all pleaded guilty to violent dis-order on Wexford Street on Jan-uary 9, 2011.
The Wynne brothers andMacken were each ordered tocarry out 240 hours communityservice in lieu of a two year sen-tence.
Gantley has since pleadedguilty to assault causing harmand production of a blade in aseparate incident on WexfordStreet on January 8, 2011.
Judge Martin Nolan ad-journed his case to April and re-manded him in custody saying:“He must learn that there are nofree passes in life, there’s a priceto be paid for everything”.
He indicated that he hadconsidered community servicebecause the three had no previ-ous convictions and he believedeveryone was entitled to a sec-ond chance “to some degree”.
Garda Michael McHughtold Sean Guerin BL, prosecut-ing, that Mr Galvin had beenstudying in the Royal College ofSurgeons and was on his wayhome, when he thought some-one had thrown an egg at him.
Eight youths had just passedhim and he turned to ask themwhat had happened but one ofthem claimed the egg had beenthrown from a nearby apart-ment block.
One of the group thenpunched him to his left eye be-fore the rest of them jumpedon him and beat him. MrGalvin later told gardai hisjacket was pulled over his headand he feared for his life dur-ing the attack.
Eyewitnesses said he was
kicked while he was on theground and the teacher later re-ported that Gantley had kickedhim one final time before theyall fled the scene.
Garda McHugh said StevenWynne admitted being presentbut said it had been a “one onone” fight and denied being in-volved himself. His brother,David, admitted that he hadbought eggs but also denied anyinvolvement in the attack.
Macken denied being in-volved in or witnessing the at-tack while Gantley said nothingof significance in interview.
Garda McHugh agreed withSandra Frayne BL, defendingGantley, that her client had
been using “snow blow” aroundthe time of the incident but isnot taking anything now and isattending his local Youth ReachCentre.
The Garda agreed withMichael Hourigan BL, defend-ing David Wynne, that this was“a once off ” for him, that he isin full-time employment andhas not come to Garda atten-tion since.
Garda McHugh agreed withLuigi Rea BL, defendingMacken, that there was “no tol-eration for this type of behav-iour in his family home”.
A LOCAL councillor has welcomed a commitment by Luas toclean up graffiti blighting a flyover in Cherrywood.
Cllr Lettie McCarthy said she was delighted with the positiveaction taken by Luas Customer Care when she recently askedthem to remove the 18 pieces of graffiti from the tram flyover atBride’s Glen.
“Residents who contacted me said this was very unpleasant,especially for all living in Gleann Na Rí and Tullyvale,” Cllr Mc-Carthy said. “They said it looked awful and sullies the area.
“In their written reply, Luas Customer Care stated that theirmaintenance department have identified the graffiti which is onpart of the infrastructure.”
She added: “It will be removed or painted out in the comingweeks.”

SPORTS clubs and organisations on the Southsidehave been urged to apply for funding under the firstround of sports capital grants in four years.
A total of €30 million is being provided under a schemeannounced by the Minister of State for Tourism and Sport,Michael Ring.
“It’s great to see the Government prioritising spending onsport, when we are operating under such tight economic re-strictions,” said Deputy Catherine Byrne (FG). “I strongly be-lieve that investing in sport has a hugely positive impact onyoung people, particularly in areas that suffer from greater so-cial problems.
“The new Sports Capital scheme has a specific focus onboosting participation in sport in disadvantaged areas, givingpeople a much better chance to stay active and healthy. Thiswill help to provide a very positive outlet for young people onthe Southside.”
She added: “Funding is open to more groups and clubsacross the country than ever before. Many had been cut offfrom funding in the past due to a strict requirement that meantapplicants had to own their land or have it on a long-termlease. The minister has decided to relax this requirement, andthese clubs will now be able to apply for grants of up to€25,000 to upgrade facilities.”

New book reveals hidden history of Drimnagh CastleA SOUTHSIDE author has written a new tome onthe little known history of one of Dublin’s most intactAnglo Norman castles.
Michael O’Flanagan, whois from Walkinstown, recentlylaunched his new book ‘AHistory of Drimnagh Castle’,which explores the origins ofthe 13th century structure and
its purpose as a defensive out-post for the ruling elite.
It also covers the subse-quent use of the castle in later
centuries by prominent fig-ures of the British establish-ment.
The castle, built of localgrey limestone, consists of arestored Great Hall and me-dieval undercroft, a tall bat-tlement tower with lookoutposts, and other separatebuildings including stables, a
dairy and folly tower.Michael wrote the book
because until now there hasbeen little information avail-able about the castle’s history.
Michael, who publishesthe poetry magazine ‘Ri-poste’, has also written abook about Irish patriot,Henry Joy McCracken, who
was a founding member ofthe Society of United Irish-men in the late 18th century.
He explained that the cas-tle was built in 1212 and wasgiven by King John of Eng-land to the Barnwall family.
Drimnagh Castle was thewestern outpost of the Nor-man settlement in Dublingoing back to the 13th cen-tury. Irish clans of theO'Byrnes and the O'Toolesconstantly harassed the Nor-man settlers and DrimnaghCastle was an important bul-wark and warning postagainst these attacks.
“For nearly 300 years theO’Tooles and the O’Byrneswere up in the Dublin Moun-tains and they used to comedown and rob cattle,”Michael explained.
“You have to rememberthat at this time Drimnaghwas a big forest with thou-sands of trees and a lot ofland with very few buildings.Drimnagh Castle was an out-post in the west of Dublin ef-fectively and there was norecord of it ever being cap-tured.”
Michael said that later, inthe 17th century, other promi-nent members of the Britishestablishment lived in the cas-tle.
“One of the most impor-tant things about the castle isthat Lord LansdowneWilliam Petty, who was oneof the owners of the castle,stayed there from time totime. He was a Member of
Parliament in Britain.“Another person who
lived there was the BritishViceroy to Ireland, Sir AdamLoftus. He is recorded as hav-ing cut down 7,000 trees inDrimnagh.”
Michael further revealedthat the castle was almost con-tinuously inhabited from 1212until 1953 when it was lastlived in by a family called theHatch’s.
In 1986 artist Peter Pear-son, who was a prominentmember of An Taisce, initi-ated the restoration of the cas-tle that was later reopened in1996 when the works werecompleted.
The castle is currentlyopen to the public and is avail-able for hire for weddings.
The History of DrimnaghCastle is available for the priceof €5 at the visitors’ centre.

The report analysed the safetyand security of drinking watersupplies in Ireland for the year2010 and drinking water inDublin was assessed by analysinga number of parameters.
Experts say that microbiologi-cal parameters are the most im-portant factor in terms of humanhealth as they can indicate a po-tential risk - in particular E. coliwhich indicates that human oranimal waste has entered a watersupply.
Chemical parameters are alsoimportant as long term exposurecan cause a potential risk tohuman health.
The good news is that the re-port shows that drinking water inDublin achieved 100 per centcompliance with microbiologicalparameters which is an increasecompared with 99.9 per cent in2009.
However, compliance withchemical limits was 99.7 per cent,which is a slight decrease in qual-ity compared with 99.8 per cent in2009.
Programme Manager at theEPA Office of Environmental En-forcement, Mr Gerard O’Leary,said the report provides a snap-shot of the quality of Irish drink-ing water and the outcomes of theEPA’s enforcement work.
“This report also comparesthe quality of drinking water inIreland with other EU MemberStates and the 2010 report showsthat for the first time, large publicwater supplies in Ireland showsimilar compliance levels to simi-lar supplies in England, Wales,and the Netherlands.”
The latest report is EPA’sfourth on drinking water qualitysince new regulations were intro-duced in 2007 to provide a greater
level of consumer protection.Local authorities are required
to notify the EPA of any failure tomeet the microbiological andchemical standards or wherethere is a potential danger tohuman health.
The EPA is then responsiblefor ensuring that the cause of thefailure is investigated and that ap-propriate action is taken by thelocal authority to correct the prob-lem.
“We work using a risk basedapproach that focuses on areasand issues that present the great-est risk to health, such as contam-ination with E. coli andCryptosporidium,” said Managerof EPA’s Office of EnvironmentalEnforcement, Leo Sweeney.
“A remedial action list (RAL)of public water supplies was pre-pared by the EPA in 2008. Thislist focuses attention on resolvingany deficiencies in public watersupplies and to ensure that localauthorities prepare and imple-ment an action programme foreach public water supply on thelist.
“Since 2008, 49 per cent (166)of supplies on the original RALhave been removed as the neces-sary remedial actions have beencompleted.”
The report entitled ‘The Pro-vision and Quality of DrinkingWater in Ireland, A Report for theyear 2010’ is available on the EPAwebsite at www.epa.ie. It containssummary reports for all local au-thorities.

New handbook is guideto better integration
SOUTH Dublin County Council has launched anew handbook to help leaders of diverse commu-nities to interact with their local communities.
The launch of ‘The Re-public of Ireland – A Begin-ners Guide to Society, Culture& Politics’ took place recentlyat Rua Red in Tallaght.
The handbook, compiledby Dr Elaine Byrne and CiaraBegley of TCD, is led by theDublin Employment Pact(DEP) and the New Commu-nities Partnership, in conjunc-tion with the four Dublin localauthorities
South Dublin CountyCouncil launched its Integra-tion Forum last November,which consists of representa-tives of 20 new communitiesin the county. This followedthe development of similarstructures in Dublin City andFingal County Councils.
The handbook forms thebasis for an interactive work-shop led by Dr Byrne to give
new community leaders an in-sight into Ireland, its arts, cul-ture, geography, history,norms and values.
The project is primarilyaimed at developing structuresfor new communities as wellas building the capacity oftheir representatives to ac-tively engage in the economic,social, civic and politicalmake up of the local area.
The Mayor of SouthDublin County Council, CllrCaitriona Jones, wholaunched the handbook andthe training workshop, said:“A sense of place is a vitalcomponent in developing citi-zenship and so it is importantto encourage those of diverseorigins to identify with theircounty and country.
“The workshop which weare providing today will in-form and train 20 communityleaders from different ethnicgroups. We believe it is veryimportant to recognise thecontributions made by non-Irish citizens to the creativity,
vitality and prosperity of ourcity. "
The programme is one ofa series of actions in a three-year plan under which thefour Dublin authorities willassist in enabling third-coun-try nationals to establish afoothold in and integrate withIrish society.
It is hoped that the suc-cessful implementation of theproject in Dublin will pave theway for other local authoritiesnationally to facilitate local in-tegration and reduce the senseof civic exclusion among newcommunities.
Philip O’Connor, directorof the Dublin EmploymentPact and manager of the proj-ect, added: “We are delightedto help build a superb pro-gramme aimed at promoting agreater understanding amongnew communities of the his-tory, culture and values ofIrish society.
“Last year saw a dramaticincrease in the number of peo-ple naturalised as Irish citizensand this will likely double in2012.
“The programme will en-able trained community lead-ers to represent the needs oftheir communities in areas asdiverse as housing and serv-
ices, community relations andconflict issues.”
Dr Byrne, who compiledthe programme, said: “Thefull participation of migrants
in Irish society is an essentialpart of a successful integra-tion policy. I’m very proud tohave the opportunity to teachabout Irish democracy and
citizenship, and hope that thiswill help facilitate greater in-teraction between migrantsand the wider Irish popula-tion.”

McVerry’s Long Walk Home
The challenge, called The LongWalk Home, is for participants towalk across Ireland from ShannonHarbour to Dublin over the MayBank Holiday Weekend (May 4-7).
The walk will take four days andit’s expected to cover around 32 kmsevery day.
On Friday, May 4, the walkerswill be transported by coach fromDublin to Shannon Harbour wherethey set off on their epic journeyalong the banks of the GrandCanal.
The first night will be spent inTullamore staying in the 4 starBridge House Hotel where partici-pants will enjoy a three course din-ner with their fellow walkers andhave a chance to relax in the hotel’sleisure facilities.
Next day they head to Edenderry,taking in the beautiful scenery enroute, including the Bog of Allen.
For the next two nights the groupwill earn a well deserved overnightstay in the Westgrove Hotel, Clane– a spa haven.
The third day covers Edenderryto Sallins and on the final day thegroup set off from Sallins for thelast leg into Dublin, where they willbe joined by one day walkers andfamily groups.
After stopping in Hazelhatch forlunch they will then tackle the finalstage into Dublin.

The group’s final destination isGuinness’s, whose historic connec-tion with the Grand Canal makes itthe perfect venue for walkers to cel-ebrate their achievements.
The hardy troop will be welcomedinto the Guinness Storehouse Grav-ity Bar were they will enjoy fantasticviews across Dublin, looking outacross the route they have travelled,and celebrate a great achievement inaid of Ireland’s young homelesspeople.

A GENERATION of parents are following in the steps of their globe-trotting kids and jetting off to far flung destinations according to lead-ing travel firm, Thomas Cook.
Researchers found that one inten over-50s has been inspired totravel to a destination they hadn’tpreviously considered after theirchildren recommended it to them.
Australia, Canada and evenbackpacking hotspot Thailand areamong the new destinations theover 50s are headed for after hear-ing about the experiences ofyoung relatives who have beenthere.
One in ten said they have beenencouraged to travel further afieldby younger relatives, with 37 percent now going on holidays theynever dreamed of when they wereyoung.
Over half (55 per cent) plan totravel the world once the childrenhave flown the nest. The ThomasCook study of over 5,000 peoplerevealed 40 per cent of over 50sopting for an adventure -filled
break of excursions and activities.Thomas Cook say older Irish
holidaymakers can avail of thenew trend through its Far & Awayprogramme of long haul destina-tions which includes exotic loca-tions like Thailand, Malaysia, SriLanka, South Africa and theRockies in Canada.

� Money may be tight in Ireland right now, but there is still a cer-tain status that comes with owning a BMW.
Be the envy of friends and neighboursA FEW weeks back I wrote about a lovely red and blackcoloured version of the Skoda Fabia Monte Carlo and saidthat it might be idea for Bohemians fans. Last week I had acar that should be attractive for Shelbourne or St Patrick’sAthletic supporters, a red BMW116d with white alloys.
This is the second genera-tion of BMW’s 1Series andnaturally it’s bigger and betterthan the old one. When it waslaunched at the MunichMotor Show in 2004 somepeople complained that it wastoo small and too cramped, es-pecially in the back. I have yetto drive a revamp of any carthat wasn’t longer, more spa-cious and had a bigger boot.
I can’t remember havingany problems with the lastmodel, but apparently BMWhas eradicated a few thingsthat might have been mildlyannoying. The changes to thelights and grille are discreet.The front end now looks verysquare, but the double grille isdifferent to say the least.
The last time I drove aBMW my grandson loved theI-drive and kept choosingradio stations that were not re-ally to my taste. Oscar, for thatis his name, was home fromDenmark when I had the520D. I missed him last week,but I didn’t miss his choice ofradio station as I was allowedto choose my own favouritecountry music stations!
Make no mistake this is aclassy looking motor and thered version was very striking.Money may be tight in Irelandright now, but there is still acertain status that comes withowning a BMW. This rear-wheel drive model handlesvery well in all types ofweather and road surfaces.
And if it’s speed you are afteryou can get from zero to100km/h in just over eightseconds. But you may be moreinterested to know that youcan switch to a new ECOPRO system which ensuresgreater fuel efficiency.
I found the cabin verybright thanks to a nice touchof grey on the seats. However,my regular female passengerwas underwhelmed with theinterior. The dash is fairlybasic with the controls welllaid out and easy to use. Andyou get plenty of slave con-trols on the steering wheel.
The boot is a decent sizeand it’s opened by pressing theBMW logo on the back door.That is something we have gotused to in VW cars andthough I am open to correc-tion this, I think, is the firsttime BMW has used thismethod to open the boot.
A third of the 1.2 millionunits of the 1 Series whichhave been sold since the carwas launched eight years agohave been on the Germanmarket and seven out of tenbuyers are new to the brand.But then Germans love theirBMWs. The latest modelcomes in three diesel and twopetrol versions. I drove the 2.0
litre diesel Urban versionwhich will cost you €30,800before any extras are added.Prices for the 116d start at€28,090.
So if you want to get onthe first rung of the BMWladder, buy a red 116d withthose white alloys and youwill be the envy of yourfriends and neighbours.

Q: My husband and I recently built our first home and we’rein the process of decorating it.
When I saw the plans for the living room I was excited aboutits size but now that the house is built, I feel the room is un-invitingly large. While I love the open space, high ceilings andbay windows I am finding it difficult to create a cosy atmosphere.
The floors are solid oak and we have glass panelled doorswhich lead to a dining room. I love modern décor but the roomfeels cold and I don’t want it to feel further disconnected fromthe rest of the house.
How can I turn this space into the modern and inviting livingroom I always hoped for?

A: Congratulations! Build-ing your first home is very ex-citing and I totally understandyour desire to create a cosyand inviting space. A livingroom can set the tone for theentire house and it’s worthspending the extra time tomake it perfect.
Your frustration is not un-common. A large spaciousroom can be both a blessingand a curse. Making a largeroom appear smaller is oftenas difficult as making a smallroom appear larger.
However, a blank canvas isa dream to work with andwith the right know-how yourroom will be transformed intoa modern, inviting living spacefor you and your family.
The first thing I recom-mend is that you consider acolour scheme for your wallsthat will warm the room.Deep hues or bright coloursare an ideal choice as they will
inject warmth, while reducingthe vastness of your room.
I love to use Crown’s Indul-gence range in larger rooms,Tuscan Olive or Armagnac aredeep colours which will bringyour room to life. The luxurymatt emulsion gives a warmsensual texture which is per-fect when trying to create aninviting living space.

Your furniture and soft fur-nishings are vital to the over-all look and feel of the room.Large, oversized furniture is amust. A trick of the trade is tosegment this room by high-lighting smaller areas of theroom.
I recommend focusing onyour beautiful bay windows.Why not allocate this space asa reading area and furnishwith an elegant chair and
side-table?Another idea would be to
dedicate a single wall for useas a bookshelf and TV unit.Don’t be afraid to pull furni-ture away from the walls toreduce the appearance ofspace. Try arranging your sofaand armchairs to face a focalpoint such as a fireplace ortelevision.
To achieve that cosy roomyou’ve always dreamed of, in-troduce as much texture asyou can into the space. If youdecide to segment parts of
your room, shaggy or tuftedstyle rugs will help you definethe different spaces and vi-brant rugs can create a com-fortable ambience in a room.
Curtains in rich navy, pur-ple or green will be fabulouson your bay windows andlarge cushions in a variety ofcolours will also help to addtexture.
Adding a little personalityand a unique style will helpput the finishing touches onthis room. Oversized plants orlarge artwork will also add to
the overall look.Once you have chosen
your colour scheme don’tworry too much about every-thing matching. A mix of up tothree colours will add to thewarmth of the room.

Damageto any of these structures willlead to low back pain. So howdo you damage thesestructures? Poor lifting, age,poor work environment, roadtraffic accidents, falls andprevious pregnancies are someof the causer that can lead tostructural damage. If you arehealthy, if the original causewas not too severe and youare not continually strainingthe low back, then the bodywill heal itself.
Unhealthy living such as poordiet, not exercising, smoking,bad posture, a physical job thatis demanding and beingstressed will slow down andeven prevent healing. Thiswould lead to more persistent
backache that may get worse.Eating too much and beingoverweight will strain the lowback. Not eating enoughhealthy foods deprives thebody of vital ingredientsneeded to repair damagedstructures. Doing too littlecorrect exercise will lead topoor muscle tone and supportfor the back which leaves itprone to repeated injury andcontinual irritation of theinjured areas. Smoking notonly reduces the amount ofhealing oxygen needed forrepair but also stimulatesinflammation and pain. Poorposture will also prevent lowbackache. If the weight andforces are not evenly andcorrectly distributed along thespine, then key areas of thespine will be prone to injuryand irritation.
Bad posture can be as obviousas the stooping old agepensioner, but it is often quitesubtle. Age, genetics and poorhabit may be responsible.The bones and discs of thespine sit on the pelvis whichacts like the foundation andbase for not only the low backbut also the whole spine andupper body. If the pelvis istwisted, then in effect, thebase of the spine isunbalanced leading to stressesin the lower back and spine.Having one leg shorter than
another, possibly from a kneeoperation or broken leg canlead to a twist in the pelvis.Joints, ligaments and musclesache after standing or sittingas they try to keep thesedeviations from furtherdamaging the back.
An osteopath may help youidentify what is causing thelow backache and why you arenot improving. Carefulquestioning may help youidentify what you are doing inyour life that is continuallyirritating your back.
