Review SWRP Goals & Objectives

• Purpose is to develop multi-benefit projects within the planning area that capture and reuse storm water and dry weather runoff

• Greatest benefit to the watershed & public• Must assign and quantify benefits• Must prioritize projects

• Include stakeholder & public input• Position projects for future funding

Page 6: Southern Sonoma Storm Water Resource Plan › 185 › media › 165501.pdf · 2018-08-23 · Southern Sonoma Storm Water Resource Plan Technical Advisory Committee Meeting #2 July

Water Quality Approach

• Projects under the SWRP have potential of reducing pollutant loading to receiving water bodies

• Can assist agencies/region with compliance with applicable MS4 permit and TMDLs

WQ Approach – Sonoma Creek Sediment

• TMDL completed in 2008• Prompted due to declines in native fish

populations• Goals

• Conserve fishery populations and enhance overall health

• Protect and enhance habitat for aquatic species

• Enhance aesthetic and recreational values

• Largest human contributions• Channel incision • Roads and stream crossings• Surface erosion from vineyards• Urban stormwater runoff• Landslides

TMDL aims to reduce human contributions by 81%, or

52,000 tons/year

Page 8: Southern Sonoma Storm Water Resource Plan › 185 › media › 165501.pdf · 2018-08-23 · Southern Sonoma Storm Water Resource Plan Technical Advisory Committee Meeting #2 July

WQ Approach – Sonoma Creek Pathogens

• TMDL completed in 2006• Prompted due to exceedances within

Sonoma Creek and tributaries• Goals

• Minimize human exposure to waterborne pathogens

• Protect beneficial uses for recreational activities (wading, swimming, fishing, rafting)

• Largest source contributions• Septic systems• Sanitary sewer & WWTP• Municipal runoff• Grazing lands & dairies• Wildlife (not significant)

Potential to incorporate SWRP actions related to

municipal runoff & runoff from agricultural lands

Page 9: Southern Sonoma Storm Water Resource Plan › 185 › media › 165501.pdf · 2018-08-23 · Southern Sonoma Storm Water Resource Plan Technical Advisory Committee Meeting #2 July

WQ Approach – Sonoma Creek Nutrients

• Noted as water quality limited as far back as 1975 Basin Plan

• 303(d) listed but recommended for de-listing in 2014

• Data collected 2002-2012• Only 1 site (S-36, Sonoma Creek @

Watmaugh) had exceedances for primary indicators of eutrophication

Page 10: Southern Sonoma Storm Water Resource Plan › 185 › media › 165501.pdf · 2018-08-23 · Southern Sonoma Storm Water Resource Plan Technical Advisory Committee Meeting #2 July

WQ Approach – Petaluma River Bacteria & Nutrients

• TMDL in progress, anticipated Fall 2018• Initial public meeting held June 2017• Prompted to address current impairments• Goals

• Protect beneficial uses for recreational activities (wading, swimming, fishing, rafting), and habitat (cold & warm freshwater, and estuarine)

• Similar sources as Sonoma Creek• All stations exceed standards for pathogens• Nitrogen levels are well below established toxicity• No strong indication of eutrophication

Page 11: Southern Sonoma Storm Water Resource Plan › 185 › media › 165501.pdf · 2018-08-23 · Southern Sonoma Storm Water Resource Plan Technical Advisory Committee Meeting #2 July

WQ Approach – Urban Creeks Pesticide Toxicity

• TMDL completed in 2005• Prompted due to over 38 urban creeks

within SF Bay were found exhibiting pesticide-related aquatic toxicity

• Goals• Eliminate aquatic toxicity• Promote integrated pest management• Focus on proactive regulation, education and

outreach, and research and monitoring

• Allocations were only established for urban runoff and the TMDL does not consider agricultural sources

Page 12: Southern Sonoma Storm Water Resource Plan › 185 › media › 165501.pdf · 2018-08-23 · Southern Sonoma Storm Water Resource Plan Technical Advisory Committee Meeting #2 July

WQ Approach – MS4 Permit

• Planning area within Phase II Small MS4 Permit• Population < 100,000 people

• Permit covers • cities of Sonoma and Petaluma• County areas under Sonoma PRMD and SCWA • “non-traditional MS4s” including Sonoma

Development Center and Sonoma-Marin Fair• Stormwater requirements

• Specific BMP and management measure requirements• Inspection and post-construction assessment of BMPs• LID requirements for new and re-development• Hydromodification control

Page 13: Southern Sonoma Storm Water Resource Plan › 185 › media › 165501.pdf · 2018-08-23 · Southern Sonoma Storm Water Resource Plan Technical Advisory Committee Meeting #2 July

WQ Approach – BMP Types

• Focus on volumes & concentrations– % removal is a poor measure of

BMP performance

• Total load reduction can be estimated in several ways– Best way through careful

monitoring of volume and concentration in and out of a BMP (rarely happens – limited data)

– Overviews of performance by BMP category and common pollutant type

• Two main types of BMPs– Volume reduction – No volume reduction

Project Submission and Prioritization Overview

• Projects are the mechanism by which SWRP goals are achieved, including water quality

• So how do you get your projects submitted?

• And how do we turn them into a prioritized list?

Page 16: Southern Sonoma Storm Water Resource Plan › 185 › media › 165501.pdf · 2018-08-23 · Southern Sonoma Storm Water Resource Plan Technical Advisory Committee Meeting #2 July

Project Submission

• Live input form walk through• Initial responses by August 10, 2017

– Note: it will be useful to have these early, but not required for inclusion in the SWRP.

• Final responses required by September 12, 2017

Page 17: Southern Sonoma Storm Water Resource Plan › 185 › media › 165501.pdf · 2018-08-23 · Southern Sonoma Storm Water Resource Plan Technical Advisory Committee Meeting #2 July

Project Screening for Eligibility

• Located within the planning boundaries of the SWRP• Minimum requirements – meet two main benefits

Page 18: Southern Sonoma Storm Water Resource Plan › 185 › media › 165501.pdf · 2018-08-23 · Southern Sonoma Storm Water Resource Plan Technical Advisory Committee Meeting #2 July

Project Prioritization

Proposed Prioritization Approach:

• Simple criteria to provide quantitative scores to most projects based on type of benefits provided, possibly geographic location. (Initial Quantification: Step 2)

• Additional points available when enough is known about a project to define expected benefits in more detail. (Detailed Quantification: Step 3)

Draft Benefit Criteria & Weighting

• Draft benefit criteria were developed for TAC input

• 2-step process– Finalize criteria list to be used for projects– Finalize weighting approach to be used in quantification

• Meeting goal is to finalize benefit criteria list

• Also obtain input on weighting strategy to assist in prioritization. – Survey will be sent to TAC within 1-2 weeks

Weighting

• Are there one or more benefit categories, or main benefits, that you think should be given higher priority?

• Are there certain geographies that should be given more priority in general, or for certain benefit outcomes?

• How much additional priority should projects on public lands be given (Guidelines require some)?

• Are there any other values that should be accounted for in the prioritization scheme?Public Lands
