RECORD NOTES OF DISCUSSIONS HELD ON 4TH DECEMBER 2013 IN SRPC,

BANGALORE REGARDING OUTSTANDING PAYMENT POSITION IN RESPECT OF ENERGY TRANSACTIONS BETWEEN WR & SR

FOR THE PERIOD PRIOR TO JANUARY 2003.

 

A Meeting was held on 4th December 2013 in SRPC, Bangalore to discuss the

outstanding payment position in respect of energy transactions between WR & SR for the

period prior to January 2013. The list of participants is furnished at Annexure-I.  

Shri S.R.Bhat, MS I/c, SRPC welcomed the participants from WR & SR utilities to the

meeting. He also welcomed Shri Satyanarayan S., SE (Comml.), WRPC and Shri

Hiranmay De, Sr. Vice President, PTC also to the Meeting. He noted that three Meetings

had taken place so far between the Constituents of WR & SR regarding outstanding

payment position in respect of energy transactions between WR & SR for the period prior

to January 2003. While the first Meeting was held on 10th April 2012 at WRPC Mumbai, the

second Meeting was held on 16th July 2012 at SRPC Bangalore and third Meeting held on

29th May 2013 at WRPC Mumbai. He said that the matter regarding pending payments had

also been discussed in the recent Meetings of TCC/SRPC. He requested the constituents

for early settlement of the long pending issue. He thanked APTRANSCO for releasing

payment to GUVNL and also GUVNL for releasing part payment to KSEB & Puducherry

as agreed in the Meeting held on 29th May 2013.

Shri Satyanarayan S., SE (Comml.), WRPC welcomed all the Participants. He

informed that MPPMCL, Jabalpur had informed their inability to participate in this meeting

in view of the assembly election. He said that since the previous Meeting, PTC was also

actively participating in the Meetings. He also requested the constituents for early

settlement of the long pending issue.

The gist of deliberations of the Meeting is as follows:

The following had been observed in respect of the communications dated

12.06.2013 & 12.8.2013 (Annexure-II) received from PTC and WRLDC

respectively in respect of payments for the energy availed during the months

of August 2002 & September 2002 by SR from WR through PTC:

PTC had stated that the entire money collected from the

constituents of SR had been deposited in WRPC/PGCIL UI

account in the month of October 2002 after deducting PTC

margin.

However, in accordance with the agreement, PTC were to

disburse the amount collected from SR constituents in respect of

energy availed during August 2002 to the bulk power suppliers in

WR. During October 2002, PTC had paid to the WRPC UI Pool

Account an amount of ` 3,02,76,594/- being the amount

collected from SR constituent for the month of August 2002, after

deducting PTC margin.

An amount of `3,70,85,091/- on account of energy availed during

September 2002 which was said to be paid by PTC to WRPC UI

pool Account was not reflected in the WRLDC statement.

It was therefore agreed that WRPC Secretariat would kindly take

up with WRLDC in respect of the amount of `3,02,76,594/- paid

by PTC to WRPC UI pool Account on account of energy

exported by WR constituents to SR. This would enable

disbursement of the amount to WR constituents, in case the

same had not been passed to them.

It was also agreed that PTC would take up with WRLDC in

respect of the amount of `3,70,85,091/- towards the energy

availed by SR during September 2002.

WRPC & PTC would kindly complete the above exercise within

15 days and the outcome would be intimated to all the

constituents with a copy to SRPC Secretariat.

In respect of energy transaction during August 1999 to September 2001 the

following had been noted:

KSEB to Receive an amount of `7,87,210/- from MSEB

(Balance Payable to MSEB `9,95,397/- Less Rebate Claimed

`17,82,607/-). KSEB furnished the details sought by MSEDCL in

respect of credit adjustment made by KSEB. MSEDCL agreed to

verify the details and revert back. KSEB requested action by

MSEDCL without further delay.

TNEB to Pay an amount of ` 49,74,632/- to MSEB. Both

MSEDCL and TANTRANSCO agreed the figures. It was agreed

that the Net amount considering both the periods would be

settled.

It was agreed that the issue regarding amount deducted by Goa

in July 2002 from the wheeling charges payable to KPTCL

stating that this amount was due from MSEB towards the energy

exported by Goa during May 2000 to September 2001 would be

resolved by KPTCL, GOA & MSEDCL. It was also informed that

one Meeting had already taken place in this regard.

It was also agreed that all other outstanding payment issues of

WR Constituents up to September 2001 are to be resolved

between MSEDCL & WR Constituents. CSPDCL informed that an

amount of ` 26,10.92,736/- was receivable by them from

MSEDCL. It was agreed that all such issues pertaining between

WR constituents would be discussed and settled in Commercial

Sub-Committee Meeting of WRPC.

In respect of SR Export to WR during October 2001 to December 2002 -

One to One Billing the following had been noted :

SRPC Secretariat furnished the relevant pages of SR Regional

Energy Accounts (REA) for the months of October 2001 to

December 2002 to MSEDCL. MSEDCL would verify the figures of

KSEB, TNEB & Puducherry with respect to REA.

GUVNL agreed to release balance payment to KSEB &

Puducherry as and when the dues are received from

TANTRANSCO & KPTCL

CSPDCL agreed that an amount of ` 7,05,279/- was payable by

them to KSEB.

Puducherry confirmed that ` 27,39,427/- was the final figure in

respect of amount receivable by them from MSEB.

WRPC Secretariat would take up with MPPTCL for confirming the

figures indicated by SR Constituents.

The position as on 4th December 2013 is as follows:

KPTCL requested GUVNL & CSPDCL to address a letter

furnishing the relevant documents. GUVNL & CSPDCL agreed

to furnish the same.

TANTRANSCO also requested CSPDCL to furnish the

documents for verification.

GUVNL requested KPTCL & TANTRANSCO to release the

payment so that GUVNL could settle the dues to KSEB &

Puducherry.

After deliberation, it was agreed that by end of December 2013 the required

documents, if any, would be furnished by the Constituents. Also, the verification of

records/ clarifications in this regard would be completed by month end. It was decided

to hold the next Meeting in the month of January/February 2014.
