Minutes of the 109th OCC Meeting of SRPC held on 8th July 2015

1. Introduction
1.1 The 109th Meeting of the Operation Coordination Sub Committee was conducted at SRPC,
Bengaluru on 8th July 2015. The list of Participants is furnished at Annexure-1A.
1.2 Shri S R Bhat Member Secretary, SRPC welcomed the participants to the 109th OCC
Meeting. He informed that since the last meeting of OCC, there had been a couple of positive
developments. CoD of Unit I of NLC TS II Exp. had been declared w.e.f 5th July 2015.Kaiga
GS had agreed to adopt A/R scheme within a month while KKNPP had agreed to implement
A/R scheme during ongoing outage of Unit. Also the Hot line communication to SRLDC from
APSLDC had been established which was a long time pending issue. He informed that in a
Special Meeting conducted on 07th July .2015, certain modifications in Talcher-Kolar SPS/
Raichur-Sholapur SPS had been agreed and the same would be taken up with NLDC. A
Meeting with CMRL (Chennai Metro Rail Ltd) and TN SLDC was also held on 03rd July
2015.Chennai metro services had already commenced and certain actionable points had
been highlighted in that Meeting. He requested TANTRANSCO & CMRL to kindly address
these issues. He informed that on 26th June 2015, there had been wind generation loss of
around 900 MW in TN system and this incident would be analyzed during the course of the
meeting. AUFR and df/dt relay inspections had been carried out in few substations in Kerala
& Tamil Nadu. The observations had been conveyed to the utilities for necessary compliance.
Regarding the grid incident that occurred on 24.05.2015, AUFR and df/dt relays in the region
had provided partial relief (60-70%).Non realization of the expected relief was a matter of
concern. Ramagundam STPS Stage- III, Simhadri St-II, NLY TS-I Exp& Kaiga GS had
achieved more than 100 % availability during the month of June 2015 which was placed on
record.
1.3 MS, SRPC informed that a Meeting under the Chairmanship of Joint Secretary, MoP
regarding preparedness for monsoon-2015 had been held on 09th June 2015 (MOM at
Annexure- B. The following had been noted in that Meeting:
As per IMD July Rainfall is likely to be 92+/- 9% of LPA and August Rainfall would
likely to be 90+/- 9% of LPA throughout India and 90+/- 8% of LPA in South
Peninsula region.
As per CEA Reservoir level data, energy content in reservoirs was 262 MU higher in

SR as on 20.05.2015.
JS (Trans) suggested that Hydro should be conserved by maximizing thermal and gas
based generation. On sufficient coal stock to be maintained at all critical thermal
stations, JS informed that a meeting with Ministry of Coal, Coal India Limited and
Railways would be conveyed.
JS (Trans) had suggested that Andhra Pradesh and Telangana to expedite the Gas
agreement.
Measures to be taken to mitigate the shortages due to poor monsoon.
Rescheduling of planned shutdown of thermal generating units.
Optimal utilization of gas based/liquid fuel based generation.
Diversion of from gas/liquid fuel from Western Region to North Region.
Expediting the revival of generating units under reserved shutdowns.
MS, SRPC requested the constituents to kindly initiate appropriate measures in this regard.
1.4 Superintending Engineer (O), SRPC took up the Agenda for discussions.
2. Confirmation of the Minutes of the 108th Meeting of OCC of SRPC held on 15th June 2015
The Minutes of 108th OCCM of SRPC were confirmed 3. Monthly Outage Plan/ Annual Outage Plan
3.1 ISGS/CGS
3.1.1 Planned Outages of CGS/ISGS stations during the month of July/August 2015 are enclosed
at Annexure- 3A.
3.1.2 NLC vide later dated 12th June 2015 had informed that Unit II of NLC-II Exp had tripped due
to puncture in Boiler economizer. M/s BHEL was carrying out the rectification works which
were expected to be completed by 30.06.2015. In the Meeting, it was informed that the unit
was still in outage.
3.1.3 It was noted that Unit I of KKNPP had been taken out of bars for refueling from 24.06.2016
for the period of 60 days.
3.1.4 NTPC, Talcher vide letter dated 02.07.2015 (Annexure-3B) had requested to reschedule
planned outage of Unit-3 from 15.10.2015 against the approved schedule from 03.07.2015
due to issues relating to supply of material by M/s BHEL. Subsequently, SRPC vide letter
dated 03.07.2015 (Annexure-3C) had taken up certain issues with NTPC in this regard.
NTPC, Talcher vide letter dated 06.07.2015 (Annexure-3D) had furnished their reply.
3.1.5 In the Meeting, it was noted that demand of SR constituents was likely to increase from

October on wards. All constituents opined that the period from July –September was
suitable for shut down of Unit III ( 500 MW) of Talcher.
3.1.6 AGM, NTPC, TSTPS informed that BHEL was carrying out this type of design modification
for the first time and most of the preliminary activities had been initiated. He once again
requested to reschedule the shutdown from October 2015.
3.1.7 OCC observed that as per the 5 month LGBR, all states would be facing deficits during the
month of October 2015. All the constituents did not agree for rescheduling of Talcher Unit
III in October. Talcher, NTPC was suggested to avail a short shutdown of 15-25 days in July
2015 while major modification works could be taken up during June 2016.
3.2 ISTS/State Sector Transmission Lines and Elements
3.2.1 Outage proposals for the months of July/August2015 in respect of Central and State
Transmission lines and elements were approved and posted on SRPC website
(http://www.srpc.kar.nic.in/website/2015/operation/plout08-07-15.xls).
3.2.2 All utilities were requested to kindly adhere to the NLDC outage procedure while submitting
transmission line/element shut down proposals. As per the outage procedure, utilities are to
submit the SD proposals for the subsequent month by 3rd of the current month. Shutdown
requests for the same month need to be avoided.
3.2.3 SRPC/SRLDC expressed concern on number of shut down proposals of line/element being
received under maintenance /construction categories, which are not approved in the OCC
forum. SRPC pointed out that in the CERC Order on Grid Disturbance need for planned
approvals through OCC forum had been emphasized. All utilities were suggested to kindly
get all outages including those relating to construction, approved through the OCC forum.
3.3 LGBR for upcoming five months
It was noted that this issue had been deliberated in the special meeting held on 07th July
2015. All states were requested to furnish PSSE base case for November 2015. AP & TS
were also requested to kindly furnish the nominations details for the Study Group.
4. Availability and Requirement
4.1 It was noted from 5 month LGBR furnished by the constituents that all states except Kerala
would meet the demand comfortably upto September 2015.All the constituents expressed
that there could be some deficit situation from October 2015.
4.2 ADE, APTRANSCO informed that AP would be in surplus in the coming months as the
generation from SDSPP (Krishnapatnam JV) unit 2 was considered from August 2015 and
generation from Hinduja PP was considered from September 2015.On a query about

generation under Gas pooling scheme, he informed that they had tied up with GMRETL(300
MW from 21.08.2015), GMR (370 MW from 16.06.2015) & GVK (200 MW from 16.06.2015)
under this scheme and power would be scheduled as per requirement. He added that there
was no generation from these plants due to lack of gas supply.
4.3 ADE,TSTRANSCO informed that they would meet the demand without deficit up to
September 2015 with the help of generation from pooled gas scheme, inter & intra state
purchases through STOA & MTOA etc. They had tied up with LKPPL -III for 325 MW upto
Sep 2015 under Pooled gas scheme. Generation from Pooled gas scheme had not yet been
tied up from October 2015. Higher demand due to loads from additional crops was factored in
from October 2015. TSTRANSCO was requested to furnish the details of gas pooling tie ups.
4.3 It was noted that Jhajjhar power (NR) of 222 MW & 167 MW would be available from
01.07.2015 to 30.09.2015 for TS & Kerala. Subsequently 374 MW & 319 MW had been
allocated to TS & Kerala upto March 2016.
4.5 EE, KPTCL informed that they were anticipating deficits from October 2015,which would be
met through purchases from IPPs. He added that tenders could be called for purchases
fromIPP.
4.6 KSEB informed that there would be nominal deficit for coming 5 months.The deficits would be
met through URS, additional purchases from power exchange/STOA& through load
shedding, if required. On a query he informed that so far in Kerala, the monsoon was around
90% of the normal. He added that they had tied up with LKPPL St-III for 210 MW under
pooling gas scheme for the months August & September 2015which was considered
accordingly in the 5 months LGBR.
4.7 EE, TANTRANSCO informed that they would be comfortable up to September 2015 due to
ample wind generation. From October 2015 onwards, they would increase the captive
generation upto 25-30 MUs/day in order to meet deficits. Further deficits, if any would be met
through bilateral purchases and R & C measures. R & C measures in the state had been
lifted from 05.06.2015 up to September 2015. Agricultural supply had also been increased to
12 hrs from 04.06.2015.
4.8 All the constituents were requested to furnish details of the Gas pooling arrangement.
5. REVIEW OF THE POWER SUPPLY POSITION
5.1 Grid Highlights
Frequency remained within IEGC range during June 2015 (49.90 -50.05 Hz) for 64.44 % of time.
Frequency remained below 49.90 Hz for 10.34 % of time during June 2015. Average frequency for the month was 50.01 Hz.

Frequency remained above 50.05 Hz for 25.22 % of time during June 2015. Andhra Pradesh, Telangana, Kerala & Tamil Nadu imported 238 MU, 772 MU, 65
MU&307 MU respectively intra-regionally through bilateral exchanges. Andhra Pradesh, Telangana, Karnataka, Kerala& Tamil Nadu imported 408 MU, 301
MU, 10 MU, 49 MU &465 MU respectively inter-regionally through bilateral exchanges. Utilities located in Andhra Pradesh, Telangana, Karnataka, Kerala & Tamil Nadu
imported 88 MU, 128 MU, 125 MU, 118 MU &82 MU respectively through Power Exchange.
Utilities located in Andhra Pradesh, Telangana, Karnataka, Kerala, SEPL, MEPL & TPCIL exported 13MU, 66MU, 82 MU, 3 MU, 36 MU, 5 & 87 MU respectively through Power Exchange.
Andhra Pradesh, Telangana & Karnataka exported 21 MU, 9 MU &235 MU intra-regionally.
COD of NTPL U-I(500 MW) had been declared from 18th June 2015. COD of NLC II Expn U- I(250MW) had been declared from 05th July 2015. Dedicated Hot Line Speech facility from AP SLDC to SRLDC was made operational
from 06th July 2015 400kV Karaikudi - Pugalur D/C line was charged first time on 06th July 2015 by
TANTRANSCO 11.35 MW Wind Generation capacity was added in Tamil Nadu during the month of June
2015. 10 MW Solar Generation capacity at Sivasamudram was added in Karnataka by KPCL
on 16.06.2015.
6.MAJOR ISSUES
6.1 Wind generation withdrawal in Tamil Nadu system on 26.06.2015
6.1.1 It was noted that there had been wind generation withdrawal of around 800-1,000 MW on
account of fault at Udumalpet 110 kV S/S on 26.06.2015. This incident had caused additional
power flow of around 990 MW on 765 KV Raichur-Sholapur links and operation of SPS which
had led to relief being provided by all SR constituents. SRPC Secretariat highlighted the
drawal variations of Tamil Nadu and also flow variations on Raichur-Sholapur links during that
incident (Copy of presentation is at Annexure-6A). It was noted that drawal deviation of Tamil
Nadu had changed from -181 (UD) to 840 MW (OD). TN Demand had reportedly risen from
12,400 MW to 13,393 MW during the time of wind withdrawal of around 800- 1000 MW.
6.1.2 EE, TANTRANSCO informed that they had controlled the drawal deviation to 270 MW within 5
minutes of the incident. He added that the state demand had not risen when wind generation
was lost since they had shed the loads and increased generation to control over drawl. They
would however study the matter and revert back.
6.1.3 ED, SRLDC pointed out that this incident had happened during evening peak hours. In Tamil
Nadu system, generally loads rose during evening peak hours. He expressed concern that TN
had taken 5 minutes to control the deviation for which instantaneous action was required.

6.1.4 It was noted that TN demand computation might not be accurately capturing the wind data
and hence TNSLDC was requested to look into this aspect.
6.1.5 EE, TANTRANSCO stated that the TN demand computations were correct and around 80% of
wind data had been integrated to SCADA. He informed that ADMS and Wind contingency plan
for loss of wind would be in place by July 2015. He added that some of wind generation was
directly connected to distribution level which could not be mapped to SCADA.
6.1.6 MS, SRPC stated that ADMS and contingency plan for loss of wind which were long pending
matters need to be implemented by TN urgently.
6.1.7 ED, SRLDC requested that the logic for ADMS and Wind contingency schemes should be
furnished and opined that instantaneous logics were required to be implemented under these
schemes.
6.1.8 It was noted that Contingency Plan for sudden loss of wind generation was being developed
through SCADA which was not reliable for instantaneous relief. It was also deliberated that
since frequent incidents of loss of wind generation of more than 1,000 MW in TN system had
taken place, possibility of contingency plan through SPS needed to be examined for
instantaneous load relief at 110 kV level and below. It was noted that there were around 134
Nos. of 110 kV Sub stations in Tamil Nadu.
6.1.9 It was noted that hearing in Hon’ble CERCon Petition No. 420/MP/2014 was scheduled for
next day (09.07.2015) wherein wind developers were also made Respondents. TN informed
that out of 149 wind generators connected to grid after 14th April 2014, 78 generators were
equipped with LVRT feature.
6.2 Report on NEW and SR Grids separation on 24th May 2015 and 31st May 2015
6.2.1 On 24th May 2015, NEW Grid and SR Grid got de-synchronized at 1919 hrs. It was noted that
the chain of trippings started at 1712 hrs. On 31st May 2015, NEW Grid and SR Grid got de-
synchronized at 1700 hrs due to tripping of both 765 kV Shoplapur-Raichur lines. Raichur-
Sholapur Line - I tripped on B-N fault at 16:59:20 hrs and Line- II tripped on Y-N fault at
17:00:27 hrs. NLDC vide letter dated 22nd June 2015 had forwarded reports on Grid
separation on 24th May 2015 and 31st May 2015.(Annexure-6B) to CEA & Hon’ble CERC.
6.2.2 It was noted that the issue had been deliberated in detail in last Meeting of PCSC.
6.2.3 SE (O), SRPC informed that NLDC in the report had suggested that loads for Raichur-
Sholapur SPS be delinked from Talcher-Kolar SPS (TS-3).

6.2.4 It was noted that in the Meeting held on 07.07.2015, it had been agreed that Raichur-Sholapur
SPS1& 3 would be mapped to KKNPP U2 SPS and thus be delinked from Talcher-Kolar TS-3.
6.3 Restoration of Transmission Elements after outage due to HUDHUD Cyclone
6.3.1 It was noted that in Powergrid Transmission System Availability Certificate for the month of
December 2014 certified by SRPC, the outage of 105.9 hrs in respect of 400 kV Jeypore-
Gazuwaka – feeder was considered in Powergrid Account. Powergrid, SR II vide letter dated
12.06.2015 (Annexure-6C) had requested that entire outage of 400 kV Jeypore-Gazuwaka – I
be considered as deemed available. It was brought to notice by Powergrid that a severe
Cyclone(HUDHUD) had hit Vizag, Vijayanagaram& Srikakulam Districts causing tripping of
number of transmission lines right from LT lines to 400 kV lines affecting major substations of
Powergrid and APTRANSCO. In the 400 kV Jeypore-Gazuwaka lines, 20 towers had collapsed
in different places in different stretches including hilly and forest areas. Since as requested by
APTRANSCO, Powergrid ERS had been utilized for APTRANSCO lines for extending essential
power to Railways, BSNL, EPDCL, Steel Plant etc., and also since it was not possible to
restore this line on ERS because it was affected in many places, it was decided to restore this
line on normal towers. Powergrid had put orders for manufacturing towers and also had to
rectify many foundations and Jeypore-Gazuwaka line-II was charged on 30.11.2014. Since
OPGW on Jeypore-Gazuwaka was also damaged and was to be rectified, the line could be
charged only on 05.12.2014 at 2010 hrs. Subsequently, APTRANSCO vide letter dated
24.06.2015 had appreciated PGCIL for the support extended during the above crisis
(Annexure-6D).
6.3.2 In view of the contingent nature of severe natural calamity and also exemplary support
extended by PGCIL to AP, OCC agreed for deemed availability for the entire outage of 400 kV
Jeypore-Gajuwaka I feeder. It was agreed that Revised Certificate could be issued.
6.3.3 MS, SRPC stated that efforts of PGCIL in effective restoration works after the Hud-Hud
cyclone had been placed on record.
6.4 Formation of Separate Control Areas
6.4.1 In the 27th Meeting of SRPC, KSEBL had proposed to create a new Control Area incorporating
North Chennai II, Vallur and other generators in Chennai area and Chennai Loads. It had also
been proposed to form Separate Control Area for Krishnapatanam areas and Hiriyur area at
the earliest so that other control areas are not adversely affected due to skewed LGB.
Subsequently a Joint Study Meeting was conducted on 29th& 30thMay 2015 at SRPC
Bangalore as requested by CEO(CTU-Planning&CE), Powergrid vide letter dated 18thMay

2015. The issue was further deliberated in the 108th OCC Meeting held on 15thJune 2015.It
was decided to have a separate Meeting one day prior to next OCC i.e on 07.07.2015. It was
agreed that states concerned with the above proposed sub control areas/flow gates should
furnish their study results by 26.06.2015.
6.4.3 It was noted that the issue had ben deliberated in the Meeting held on 07.07.2015 and the
minutes of the meeting is enclosed at Annexure-6E.
6.4.4 The decision of that Meeting held on 07.07.2015 are as below:
Chennai &Krishnapatnam control areas: It was agreed that these issues would be
deliberated by system studies group after conducting studies and subsequently be put
up to Special TCC meeting (if required) for consideration.
Hiriyur-Nelamangala flow limits: It was agreed that 1,200 MW would be monitored on
Hiriyur –Nelamangala lines and caution/violation messages would be accordingly issued
to KPTCL to maintain upstream generation and down stream loads.
Udumalpet – Palakkad flow limits: It was agreed that 980 MW would be monitored on
400 kV Udumalpet- Palakkad lines and caution/violation messages would be accordingly
issued to KSEB to controlits downstream loads.
6.4.5 Subsequently, APTRANSCO vide letter dated 07.07.2015 (Annexure- 6F) had communicated
that there was no need of separate control area/flow gates for SDSPP since ATS of SDSPP
would take care of the LGB of AP system along with interconnected ISTS.APTRANSCO also
informed in the letter that they would restrict the evacuation from SDSPP to 800 MW until
complete ATS is in place.
6.5 Frequent Operation of SPS signals on account of over loading of Transmission lines in Western Region
6.5.1 Issue regarding frequent operation of SPS on account of overloading of lines in Western
Region had been raised by SR constituents in various forums of SRPC like OCC/TCC/SRPC.
SRPC Secretariat had taken up the issue with NLDC and NLDC had replied vide letter dated
19.06.2015, the same had been forwarded to all the constituents for their perusal. This issue
had been further deliberated in the Meeting held on 07.07.2015 at SRPC Bangalore. (Refer
Annexure-6E)
6.5.2 The following had been noted in the Special Meeting held on 07.07.2015 :
Kolar- Hosur SPS would be implemented with shedding of loads in S2(TN and Kerala)
system simultaneously with power run back at HVDC(500 MW) in order to maintain the

flow on Kolar-Hosur lines in safe limits. Trigger point for SPS operation would be 850
MVA flow on one of the line during tripping of other line. The loads to be provided by
TN and Kerala for KKNPP Unit-2 SPS could be used for Kolar-Hosur SPS.
It was also noted that in the Meeting held on 30.06.2015 with HVDC Kolar, PGCIL had
informed that SPS for HVDC run back would be commissioned shortly and the testing
would be completed by July 2015. It had been agreed that all SPS by TN/KER &
runback would be commissioned together.
Certain logic modification in Raichur-Sholapur SPS had also been discussed which
would be taken with NLDC for consideration.
6.6 Issues in respect of Congestion Charges
6.6.1 It was noted that Congestion Charges Statement with particulars in line with CERC(Measures
to Relieve Congestion in Real Time Operation), Regulations 2009 is being issued to the
constituents of SR based on the Notice for Application of Congestion Charges issued by
NRLDC/SRLDC as per Format – IV.
Some of the generators of Southern Region(NTPC, NTPL, NLC TS-I Expn., TPCIL and
MEPL) had raised concern about non-receipt of notices/non receipt of messages in the
scheduled time frame and hence applicability of congestion charges thereof.
Constituents (TSTRANSCO, KSEB and TANTRANSCO) had raised issues on
Application of congestion charges to SR constituents even when Southern Region as a
Region was overdrawing.
KSEB had raised issues regarding infirm injection during congestion period.
It was noted that SCADA up gradation is being taken up in Southern Region and the
SLDC operators are at dilemma whether they were overdrawing or under drawing.
KSEB, TSTRANSCO and APTRANSCO had brought out the problems faced by them.
6.6.2 SRPC vide letter dated 26.06.2015 (Annexure-6G) had taken up these issues with NLDC and
requested that these issues be examined and SRPC may be informed accordingly for any
amendment required in the issued accounts and also procedures to be followed for the
upcoming accounts.
6.6.3 In the Meeting, ED, SRLDC informed that clarification of NLDC in this regard was awaited. He
informed that they were issuing the congestion messages through email/fax/telephone in
addition to posting the same on SRLDC website. They were having details of all the
messages issued.

6.6.4 NTPC& NLC informed that they had not received congestion messages during the first week
of June 2015 and requested to waive off the congestion charges for the same week. Other
constituents/utilities also endorsed the views of NTPC.
6.6.5 It was noted that as per CERC congestion regulations, warning notices /application of
congestion charges need to be communicated (in Format-III/IV) to all regional entities
telephonically /through fax/voice message/ e-mail and through postings on website also.
6.6.6 ED, SRLDC informed that they were sending the e-mail to the mailing IDs furnished by the
constituents. In case they were not receiving notices, constituents need to furnish the email
IDs (during the meeting) to which notices would be sent in future. He stated that they did not
have any authority to waive off the congestion charges.
6.6.7 It was agreed that SRLDC would be communicating the notices via email and post the same
on SRLDC website. This would be considered as issuance of message. SRLDC agreed that
they would endeavor to communicate the message through alternate means i.e.
fax/telephone.
6.68 MS, SRPC suggested that the issue regarding non-receipt of the congestion
application/warning messages by number of utilities during the first week of June 2015 and
request for the waiving off of congestion charges during the above period be taken up with
NLDC.
6.6.9 OCC recommended that the matter regarding waiving off of the congestion charges in the first
week of June 2015 be taken up with NLDC by SRPC.
6.7 Scheduling of SDSTPS generation
6.7.1 SRLDC vide letter dated 27.04.2015 had informed APTRANSCO that Power from SDSTPS,
Krishnapatanam would be scheduled as per requirement of AP SLDC since TSTRANSCO
vide their letter dated 18.04.2015 had informed SRLDC not to schedule power from Sri
Damodaram Sanjeevaiah Thermal Project (2x800)MW at Krishnapatanam Nellore district AP
to TS Discoms as power was not required. APTRANSCO vide letter dated 20.04.2015 had
furnished the information regarding the utilization/scheduling of SDSPP and Hinduja plants.In
the 107thOCC Meeting, SRLDC had pointed out that APERC had directed AP & TS to
approach Hon’ble CERC regarding Krishnapatnam JV (SDSTPS). But as per APTRANSCO
letter dated 20.04.2015, it was mentioned that APERC had considered entire power of
Krishnapatnam(SDSTPS) and Hinduja (HNPCL) power to APEPDCL & APSPDCL in ARR of
2015-16. In the 108th OCC Meeting it was noted that APTRANSCO had been requested to

furnish the relevant APERC Order to SRLDC/SRPC as agreed by them in 107thOCC Meeting.
TSTRANSCO had informed that the Management had informed SRLDC about the scheduling
and SRLDC needed to take up with Management, if any clarity was required.
6.7.2 ADE, APTRANSCO informed that APERC had considered the entire power from SDSPP
&Hinduja(HNPCL) in the ARR of 2015-16. He added that there was no further APERC order in
this regard and the extracts of ARR consisting of these generators had been furnished.
6.7.3 It was agreed that this issue would be dropped from the OCC Agenda in future.
6.7.3 AGM, NTPC Simhadri pointed out that power from Simhadri St-I was being surrendered
sometimes by both the beneficiaries AP &Telangana and requested SRLDC to make this URS
power available to other needy constituents in the region.
6.7.4 It was pointed out that as per CERC Order, URS could be made available only to the
concerned beneficiaries of the station.
6.7.4 ADE, APTRANSCO pointed out that there were large variations in Simhadri St-1 generation
due to which they were finding it difficult to manage 12% deviation limits of AP Control Area.
6.7.5 AGM, NTPC informed that this was a specific instance occurred only during ramping up of the
unit due to technical issues of the Unit (Vibration problems) and in all other occasions
directions of AP SLDC had been adhered. He added that the deviations had happened only
for 1 to 2 blocks and they would settle the issues with AP.
6.7.6 ED, SRLDC stated that the URS power from Simhadri St-1 could not be availed by other
states since this station was being scheduled by AP SLDC.
6.7.7 It was noted that AP was to approach Hon’ble CERC regarding scheduling of Simhadri St-1.
Clarity on scheduling responsibility needs to be obtained at the earliest, as also noted in the
last SRPC Meeting.
6.8 Status of Compliance Report
6.8.1 CEA vide letter dated 16.04.2015 had enclosed letter no. CEA/PLG/IRP/2/10/2015/188, dated
13.04.2015 from Chief Engineer(IRP) It was requested to furnish the Status of Compliance
Report on the following issues:
Grid Inter Connection for captive generators.
Availability Based Tariff (ABT) to be extended to State Level for better grid discipline
through economic signaling.

6.8.2 SRPC vide letter dated 16.04.2015 had forwarded CEA letter in this regard to all the
constituents requesting that status of Compliance Report in respect of the issues mentioned in
the CEA letter may please be sent to SRPC at the earliest.
6.8.3 It was noted that APTRANSCO, TSTRANSCO, KSEB, TANTRANSCO & Puducherry had
furnished the details in this regard. KPTCL was requested to furnish these details at the
earliest.
6.9 Implementation of URTDSM (PMU) project in Southern Region
6.9.1 It was noted that the schedule for completion of the project was 24 months from the date of
award.
6.9.2 In earlier Meetings, PGCIL had informed that PMU installations would be commenced from
June 2015 and PGCIL was planning to commission Sriperambudur PMU first.PGCIL had
confirmed that the communication facilities were available for the locations where PMU had
been planned. PGCIL had informed that 120 PMUs were ready for dispatch to the locations
from Chennai. These 120 PMUs were planned to be installed at 36 locations (SR I- 15 & SR II-
21).
6.9.3 SRI & SRII, PGCIL informed that the material was ready at Alstom, Chennai and inspection call
had been raised at their Corporate.
6.9.4 PGCIL was requested to speed up the activities to assure timely completion of the project.
6.10 Load Crash during heavy rains-Break down of feeders-Grid Security
6.10.1 It was informed by TSTRANSCO that there had been heavy load crash (load crash of 1,400-
2,000 MW) on 12th, 13th& 14th April 2015 and 4th June 2015 due to heavy rains and break
downs. Load crash was aggravated and was threatening to Grid Security due to break down of
Distribution feeders. TSTRANSCO vide letter dated 06.06.2015 (Annexure-6H) had requested
DISCOMs to take suitable steps to minimize the break downs to safe guard the Grid.
6.10.2 ADE, TSTRANSCO informed that there was 1,500 MW of load crash in one of the incident.
They had backed down their generation, MTOAs scheduling was done up to the lowest
possible and requested SRLDC to explore the possibility of surrender of STOAs during these
extreme conditions.
6.10.3 ADE, APTRANSCO stated that some flexibility in STOA reduction needs to be chalked out as it
was very difficult to curtail the UDs.
6.10.4 EE, KSEB endorsed the views of TSTRANSCO& APTRANSCO. Both SLDC and SRLDC were

responsible to combat such contingencies. He pointed out that when SRLDC could curtail
STOAs during Congestion times, the same could also be applicable during contingency times
viz. load crash etc.
6.10.5 ED, SRLDC pointed out that states should carry out proper/timely forecast and there were no
specific Regulation permitting curtailment of STOA during demand crash.
6.10.6 SE (O), SRPC informed that Hon’ble CERC had brought out draft Amendment to IEGC wherein
issue regarding Technical Minimum/Reserve shutdown has been covered. Last date to furnish
comments to Hon’ble CERC was 24th July 2015.
6.11 SPS for Northern Kerala Contingency-Augmentation
6.11.1 In the 108th OCC Meeting, it had been agreed that KSEBL would concatenate signal for
line loading crossing 850 MVA on Udumalpet – Palakkad line (during tripping of other line)
for instantaneous tripping of 520 MW loads. Subsequently KSEBL would bring down the
line loading around 500 MW within 5-10 minutes by appropriate load generation balance.
SR-II, PGCIL was requested to extend the signal to Madakathara SS either from
Udumalpet or Palakkad SS at the earliest. SPS for tripping of Palakkad ICTs as agreed in
earlier OCC could be considered after activating this SPS on priority. Subsequently, SRPC
vide letter dated 17.06.2015 had communicated to SR-II PGCIL in this regard and had
requested them to extend the signal to Madakathara SS at the earliest. PGCIL reply in this
regard communicated vide letter dated 26.06.2015 is at Annexure-6I .
6.11.2 EE, KSEB informed that the SPS signal from PGCIL was still awaited.
6.11.3 CM, SR II, PGCIL informed that transducers, contact multiplication relay(CMR) and PLC were
required to extend the signal and requested KSEB to arrange for the same.
6.11.4 EE, KSEB informed that the issue of arranging transducers, CMR & Logic controller would be
taken up with their Protection wing and they could revert back. He also added that this SPS
may not be required after commissioning of 400 KV Mysore-Kozhikode line.
6.11.5 OCC suggested KSEBL to expedite the commissioning of this SPS and not link it with
commissioning of 400 KV Mysore-Kozhikode line.
6.12 Non operation of SPS at Edappon SS
6.12.1 KSEB vide letter dated 05.05.2015 had communicated about non-operation of SPS scheme on
02.05.2015 provided at Edappon substation whereas the SPS had operated successfully at
other locations in Kerala. The protection coupler at Edappon was not performing satisfactorily. A

proposal to attend this issue with the experts from the supplier M/s ABB had not been
materialized so far. Subsequently, KSEB had communicated through e-mail that SPS had not
been operated on 05.05.2015 also. KSEB informed that SPS signal-4 was received at Kerala
on 05.05.2015 at 09:34 hrs and 09:44 hrs and non-operation of the scheme was reported from
Edappon.
6.12.2 SRPC vide letter dated 17.06.2015 had taken up the issue with SR II in this regard. SR II vide
letter dated 26.06.2015(Refer Refer Annexure-6I) had furnished the status update in this
regard.
6.12.3 EE, KSEB informed that the SPS at Edappon SS was intermittently not operating correctly. It
had operated correctly on 07.07.2015 at Edappon SS. He informed that on 26.06.2015, trip
signal-2 had been received in Kerala system.
6.12.4 SRLDC pointed out that there had been spurious SPS operation on account of maloperation of
Protection Coupler at Madakathra on 22.06.2015 & 29.06.2015, which was confirmed by Kolar
HVDC. The problem was reportedly rectified at Madakathara. SR-II, PGCIL informed that DTPC
at Edappon would be attended by OEM.
6.12.5 It was noted that TANTRANSCO vide letter dated 28.06.2015 (Annexure-6J) had also
communicated non-receipt of Trip signal-2 at Thiruvarur SS on 13:17 hrs of 26.06.2015 due to
communication channel problem. SRLDC pointed out that signal to be received at Thiruvarur
should be Trip signal -3 and not trip signal-2. TANTRANSCO stated that they would verify it with
Protection Group. TANTRANSCO confirmed healthiness of communication link ( Neyveli-
Mayiladuthurai-Thiruvarur). TANTRANSCO vide letter dated 12.06.2015 (Annexure-6K) had
informed that Trip signal was not received at KR Thoppur 400 kV SS, Gobi 230 kV SS &Athiyur
SS since the protection coupler (DIP 5000) was defective at KR Thoppur 400 kV (PGCIL) SS
which was yet to be replaced. CM, SR-II informed that as per his information there were no
issues at PGCIL Salem SS, however he would revert back. It was agreed that SR-II &
TANTRANSCO would jointly test and ensure the healthiness of the link.
6.12.6 ED, SRLDC informed that it had been suggested by PGCIL that minor issues be handled
locally while major issues be handled by PGCIL. PGCIL was requested to furnish location wise
minor issues which could be dealt with locally. PGCIL agreed to furnish the details.
6.13 Video Conferencing facility at SLDCs
6.13.1 In the 108th OCC Meeting, SRLDC had informed that new SCADA system (M/s Alstom) being
implemented at Andhra Pradesh, Telangana& Kerala has a feature of Video Conferencing

(VC). KPTCL had informed that they were having the VC facility and would take up the issue
accordingly. TANTRANSCO had informed that they had highlighted the need for VC facility to
their Management. PED had informed that they would take up the issue and revert back with
details.
6.13.2 ADE, APTRANSCO informed that there was space problem for VC facility at the new location
due to space constraints (SLDC had area of just 200 sqfts. ). VC facility could be ensured at
the new SLDC at Vijayawada. SRLDC requested APSLDC to have VC facility at present
location which would enable them to get in touch with the Operator. Later on full fledged facility
at Vijayawada could be developed.
6.13.3 ADE, TSTRANSCO informed that VC facility would be implemented along with new SCADA
which was expected by August 2015. Presently civil works were under progress in SLDC.
6.13.4 EE, KPTCL informed that they were having VC facility but communication between SLDC and
SRLDC was required to be addressed. PGCIL/KPTCL were requested to coordinate in this
regard.
6.13.5 EE, TANTRANSCO informed that their communication wing had taken up the requirement with
M/s Alstom and there was progress in this regard.
6.13.6 EE, PED informed that they would take up the issue and revert back with details.
6.14 Negative Growth in SR for April 2015.
6.14.1 In the 107th OCC Meeting, SRLDC had informed that during the month of April 2015, the
energy consumption of all the states and SR was indicating negative growth when compared to
previous year. Possibility of unaccounted /unmetered generators was also deliberated. The
reservoir levels were almost similar to last year and it was felt that few generations from IPPs,
CPPs, Renewable sources etc might not have been accounted in the demand/consumption.
6.14.2 All constituents agreed that the possibility of unaccounted distributed generation would be
taken up with DISCOMs.
6.15 PMU installed at Back to Back HVDC locations.
6.15.1 SRLDC had enclosed NLDC letter dated 19th June 2015 regarding PMU installed at Back to
Back locations. It was noted that PMUs installed under pilot project at Sarasaram, Gazuwaka
and Bhadravathi HVDC Back to Back stations were generally taking inputs from bus of one
region only. These PMUs have provision of two voltage inputs. The need for measurement of
angle between buses of both the regions was felt during the mock test. It was informed that it

had been decided to wire the voltage input from adjacent region bus also. It was requested that
SRLDC may kindly arrange the PMU inputs and confirm to NLDC. (NLDC letter in this regard at
Annexure-6L.
6.15.2 CM, SR I, PGCIL that around 2 kM of cable may be required to extend the voltages to the
respective PMUs. However, they would try to ensure the needful and explore alternate means.
With respect to Bhadravathi PMUs, SRLDC would follow up it with WRLDC.
6.16 Replacement of Insulators for Vallur-NCTPS tie line
6.16.1 DGM, NTECL, Vallur informed that monthly washing of insulators was required to be carried
out by TANTRANSCO as suggested in 108th OCC till insulator replacement is carried out.
6.16.2 EE, TANTRANSCO informed that procurement of insulators was being taken up by their
transmission wing.
6.16.3 TANTRANSCO was again requested to carry out monthly washing of insulators till the
insulators are replaced.
6.17 Non-receipt of data from unmanned substations
6.17.1 ADE, APTRANSCO informed that SEM data was not being received from unmanned PGCIL
stations. They were not receiving line data/erroneous data of Ghanapur- Hyderabad, Kadapa-
Kolar etc from substations at Ghanapur, Kolar etc and requested PGCIL to look into the issue.
6.17.2 CM, SR I, PGCIL data issues were being dealt by RTAMC wing of PGCIL and requested all the
states to contact RTAMC wing for any discrepancy in data, which would be attended.
6.18 Details of commissioned 220 kV transmission elements
ED, SRLDC requested all the constituents to furnish monthly details of commissioned
transmission elements at 220kV &above in order to update the power maps.
7.0 GRID FREQUENCY
7.1 High frequency
7.1.1 High Frequency Grid Operation
It was noted that the Regional Grid had operated above IEGC range i.e.50.05 Hz for 25.22%
of the time. It was also noted that the frequency on some of the days was higher for
considerable periods as shown below:

Constituents were advised to kindly avoid uneconomic operation at high frequencies.
7.1.2 High frequency excursions w.r.t. 5.2 (j) of IEGC during load change over and remedial
measures to arrest such instances
7.1.2.1 SRLDC had been communicating to all the states instances of sudden load change over
under violation of the Clause 5.2(j) of IEGC and requesting to take necessary measures in
this regard. It had been agreed that all the utilities would study/analyze the messages issued
w.r.t sudden change overs and revert back with analysis/comments within 3 days after receipt of
the SRLDC messages. Since there could be time stamping issues, it was decided that data 5
minutes prior and 5 minutes subsequent wrt the incident would also be posted.
Comments/analysis would be discussed in the forthcoming OCC Meetings. In the event states
did not revert back on SRLDC observations, the same would be deemed as accepted.
7.1.2.2 Analysis of KPTCL on sudden change in demand furnished by SRLDC for the period
from 03.06.2015 to 12.06.2015 is at Annexure-7A.TANTRANSCO vide letter dated
12.06.2015 (Annexure-7B) had furnished the analysis on sudden changes in drawal from
grid from 24th May 2015 to 02nd June 2015.
7.1.2.3 SRLDC pointed out that as per SRLDC calculation methodology, Karnataka demand is sum
of hydel, thermal, renewable etc and import from ISTS. All data except drawal from ISTS
was being taken from ICCP data being provided by Karnataka. But in the analysis being
furnished by KPTCL, data mismatches with SCADA were being reported. It was pointed out
that the accuracy depends on the accuracy of ICCP data and requested KPTCL to ensure
correct data. KPTCL was requested to give analysis on sudden changes in demand on 10
minute basis.
7.1.2.4 It was reiterated that there could be many reasons for sudden changes in demand and mere
submitting the reasons was not sufficient. States needed to initiate measures/steps to
mitigate sudden change overs.
7.1.2.5 It was noted that there was underdrawal instances during the month of June 2015. Graphs
are available at Annexure- 7C.

7.1.2.6 The following was informed by various states:
APTRANSCO informed that U/D on 15.06.2015 was on account of load crash due to
heavy rains.
TSTRANSCO informed that they were getting erroneous SCADA data (new SCADA by
M/s Alstom) and they were unable to take correct real time decision.
KPTCL informed that UD on 18.06.2015 was due to rains and wind generation
fluctuations.
TANTRANSCO informed that the under drawal instances on 20.06.2015 & 21.06.2015
were attributed to wind variations and they were backing down thermal units. On a
query, TANTRANSCO confirmed that NCTPS units (600 MW) were being backed down
to 400MW and there were no constraints in the unit.
7.1.2.7 All SLDCs/constituents were again requested to kindly adhere to the Regulations in place or
take up with appropriate forum for any exemption / amendment. SRLDC pointed out that the
issue of sudden changes in load / generation was being taken-up with SRPC through 1.5
Notices as per IEGC for more than a year. Following remedial measures to arrest high
frequency operation in the Grid were noted:-
Implementation of staggered Load changeover by the constituents/DISCOMs.
Moderating own generation
Restricted Governor Mode of Operation of all eligible machines to be in place.
Proper load management to prevent the sharp rise in frequency.
ADMS implementation
Exploring the possibility of running in pump mode the Kadamparai and Srisailam units
Planned and advance intimation for surrender of ISGS
Reduction in purchases/MTOA/STOA transactions
7.1.3 Operation of Nagarjunasagar / Srisailam / Kadamparai units in pump mode
7.1.3.1 Kadamparai Units:
7.1.3.1.1 In earlier OCC meetings, with respect to pump mode operation of Kadamparai U3 & U4,
TANTRANSCO informed that Digital Frequency Converter (DFC) was to be installed for
Kadamparai U3 for pump mode operation which would be completed by June 2015.Unit 4
was under outage since long time and would return on bars by September 2015. Unit 3 had

been released for installation of DFC during month of April 2015 (for around one month) and
during this work Units 1 & 2 at Kadamparai would operate only in generator mode.
7.1.3.1.2 EE, TANTRANSCO informed that presently Unit 2 & 3 were capable of running in pump
mode and Unit 1 also would be available for pump mode operation after completion of
interfacing works which were expected to complete by 15th July 2015. Unit 4 would return to
bars by September 2015.
7.1.3.2 Srisailam/NSR Units:
7.1.3.2.1 TSTRANSCO informed that trash rack works had been completed at Nagarjunasagar tail
pond but there was not sufficient water level for testing. Rectification works for sickle plate
problems of penstock for Srisailam LB units had also been completed but Unit 5 was having
some isolator problem. Except Unit 5 all units were equipped to operate on pump mode.
7.1.3.2.3 It was noted that Srisailam and Kadamparai machines had consumed 0 MU & 21.30 MU
respectively in pump mode during the month of June 2015.
7.2 Low Frequency
7.2.1 It was also noted that the frequency of grid operation was at times in the lower range of IEGC.
The grid had operated below IEGC range i.e. 49.90 Hz for 10.34 % of time.It was also noted
that the frequency on some of the days was less than 49.90 Hz for significant duration as
shown below:

constituents to curtail low frequency operation.
7.2.2 ADE, APTRANSCO informed that load shedding around 1.07 MU up to 705 MW had been
carried out in Andhra Pradesh. Bilateral Purchases of more than 719 MU had also been made
from other states/regions/MPPs. There were no scheduled power cuts in the state during June
2015.
7.2.3 ADE, TSTRANSCO informed that load shedding around 71.53 MU upto 176 MW had been
carried out in Telangana. Bilateral Purchases of more than 1177 MU had also been made
from other states/regions/MPPs. There were no scheduled power cuts in the state during June
2015. One day power holiday per week to Industries had been lifted from 20.11.2014.
7.2.4 EE, KPTCL informed that load shedding around 92.40 MU upto 300 MW had been carried out
in Karnataka. Bilateral Purchases of around 124 MU were also made from other
States/Regions.
7.2.5 EE, KSEB had informed that load shedding around 13 MU upto 475 MW had been carried out
in Kerala. Bilateral Purchases of more than 227 MU were made from other states/regions. He
informed that there was no scheduled load shedding carried out during the month of June
2015.
7.2.6 EE, TANTRANSCO informed that load shedding around 48.23 MU upto 1,524 MW had been
carried out in Tamil Nadu. Bilateral Purchases of around 832 MU were made from other
States/Regions. Restrictions on HT& Commercial consumers had been lifted from
05.06.2015.Agricultural supply had been enhanced to 12 hours from 04.06.2015.
7.2.7 MS, SRPC expressed concern and stated that sustained O/D needed to be curtailed
proactively by SLDCs. SLDCs needed to adhere the real time instructions of SRLDC and the
grid could not be subjected to sustained O/D and large O/Ds. Appropriate Load Generation
Balance block-wise needed to be planned to avoid violations.
8 VOLTAGE PROFILE
8.1 Low voltage
8.1.1 It was noted that the following nodes were facing low voltages:

8.1.2 States were to provide Under Voltage Relays and also take up capacitor installation in these
areas.
8.1.3 UV Relays
8.1.3.1 In earlier OCC meetings, the following had been deliberated:
KPTCL had informed that the scheme had been implemented and all the feeders could
be operated through SCADA in Karnataka system. Hence when the voltages would go
below 380 kV SLDC operators would trip the concerned loads/feeders manually.
It was noted that in 26th TCC & 27th SRPC meeting held on 11th& 12th may 2015,
KPTCL had agreed to implement the automated UV relay scheme.
TANTRANSCO had informed that they had furnished the list of feeders identified for
UV relay scheme. The implementation of UV relay scheme was being undertaken and
it would take 3-6 months since tendering process was involved.
SRPC & SRLDC had desired that time bound action plan with break-up details of mile
stones was needed to be furnished for effective monitoring by the forum.
KSEB informed that management approval had been sought for changing the settings
of the UV relay scheme based on the earlier OCC recommendations and the approval
was awaited.
Keeping in view the recent Voltage Collapse triggering of UVR at lower voltage set
points as a protection measure (additional settings) could be deliberated in the PCSC
meeting.
8.1.3.2 EE, KPTCL informed that manual UV relay scheme was operational. When the node voltages
go below 380 kV, an alarm is activated in control room and load would be shed by the
operator. KPTCL was suggested to implement the automated scheme at the earliest as
agreed in 26th TCC/ 27th SRPC meeting.
8.1.3.3 EE, TANTRANSCO informed that the implementation of UV relay scheme was being
undertaken by their P&C wing and would be implemented within 2 months.
8.1.3.4 EE, KSEB informed that the Management approval for revised set points was still awaited.
8.1.4 Installation of Shunt Capacitors(Status as on 30th June 2015 at Appendix)
8.1.4.1 SRPC requested that the information regarding installation/healthy capacitors in the required
format needed to be regularly furnished every month.
8.1.4.2 SRLDC requested that installation & ensuring healthiness of capacitor banks at distribution
level should be ensured by all the constituents. It was noted that Tamil Nadu and Kerala were

furnishing the status of healthy capacitors. AP, TS and Karnataka were also requested to
furnish the status of healthy/faulty capacitors regularly in OCC Meetings.

8.2.2 In the earlier OCC Meetings the following had been deliberated:
SDSPP (Krishnapatnam JV) GT tap position was set at voltage level of 409 kV to be
changed to tap corresponding to 400 kV voltage level.
In respect of MVAR absorption at Srisailam LB, TSGENCO had decided to conduct the
test upto 80 MVAR from the current level of 60 MVAR on one unit and study the results.
If the test was successful and validated they would enhance absorption for all the units
up to 80 MVAR. It was also informed that Srisailam LB units could absorb 80 MVAR in
generation mode and 60 MVAR in condenser mode.
It was also noted that KGS, VTPS & KTPS had not changed the taps as per
recommendations. SRLDC had stated that recommendation of MVAR testing needed to
be followed up earnestly.
SR I had informed that 13 reactors had been converted and for 4 reactors NGR by-pass
arrangement works were going on. SR II had informed that 5 line reactors (Kochi-
Trivandrum 1 & 2, Neyveli-Pugalur 1 &2 and Somanahalli-Gooty line) had been
converted while balance reactors (Line reactors of Udumalpet-Tirunelveli 1 &2 & Kochi-
Tirunelveli 1 &2) were under separate contract.
TANTRASCO was suggested that taps of NCTPS units be set at 400 kV and TTPS

units to be set at 230 kV.
8.2.4 EE, TANTRANSCO informed that the taps at NCTPS and TTPS had not been changed as
recommended and they would change the taps during the unit shut down opportunities. He
added that NCTPS unit 2 overhaul was under progress and tap would be changed.
8.2.5 Chief Manager, SR II informed that Line reactors of Udumalpet -Tirunelveli 1 & 2 & Kochi-
Tirunelveli 1 &2 had also been made switchable. Chief Manager, SR I informed that NGR
bypass arrangement for all 17 reactors had been completed. SR I & SR II was requested to
furnish the list of switchable reactors to SRLDC/SRPC.
8.2.8 ED, SRLDC enquired about the possibility of using reactors of Vijawada- Nellore 3 & 4 ckts for
voltage Regulation. CM, SR-I, PGCIL stated that final configuration was likely to be completed
by July end. In the interim period whether one/two reactors along with short line i.e VTPS-
Vijayawada line would be referred to Engineering Division. OCC suggested that PGCIL could
go for NGR bypass on these reactors wherever feasible which could be used as Bus Reactor.
8.2.9 ED, SRLDC informed that line flow on Kurnool-Nellore lines was of the order of 100-150 MW.
There were 3x 80 MVAR reactors on each line and one set of them could be used for voltage
Regulation. CM, SR-I, PGCIL stated that the reactors being single phase units, lot of
disconnection and temporary arrangements were to be made for enabling it to be used as bus
reactor and it could not be done frequently. As a guideline changeover was to be made every
15 days if one of the line was to be kept open. It was agreed that changeover would be done
every 30-60 days for these lines. PGCIL was requested to explore the possibility of NGR
bypass through switching arrangement.
8.2.7 SRPC stated that the recommendations finalized in the Special Meetings were required to be
implemented. He requested all the SLDCs to kindly monitor VAR absorption/injection of
generating units in their respective control areas in real-time.
8.2.8 Hon’ble CERC Order dated 23.12.2009 merited attention in this regard. It had been stated in
the Order that all agencies needed to provide required reactive compensation thus avoiding the
need for exchange of reactive power to/from ISTS and maintain ISTS voltage within specific
range.
8.2.8 Status Review of Changing ICT tap position as recommended in 103rd OCC Meeting
8.2.8.1 In 108th OCC meeting, KSEB had informed that tap change at Madakathara SS had not been
carried out due to OLTC problems and they had taken up the issue with OEM. Transmission

wing was planning for replacing all BHEL make OLTC with new OLTC’s. SRLDC pointed out
that KSEB needed to take steps and repair/replace the OLTC at the earliest.
8.2.8.2 In the Meeting, EE, KSEB had informed that the tap change at Madakathara ICT would be
taken up after monsoon by their transmission wing.
8.2.8.3 SR-II, PGCIL informed that ICT taps had been changed as proposed by SRLDC for the period
January-June 2015.
8.2.9 Regional entities to implement the steps to contain the rise in the voltages in their respective
control area stations as given below:
Ensure Bus reactors and Line reactors are switched in.
Capacitor banks especially at high voltage areas are switched off.
Optimizing the GT and ICT tap positions as per the advice of SRLDC/SRPC.
All the generating units on bar are made to absorb reactive power as per their
capability limits.
Operate generating units on synchronous condenser mode for VAR absorption,
whenever feasible.
Release loads in high voltage areas keeping in view the drawl of the control area.
Maintain drawl from grid close to schedule.
Operate available hydro units on pump mode in high voltage nodes keeping in view
the drawal of the control area.
Load re- arrangement, whenever feasible, may be taken up to optimize loading on
trunk lines.
Line opening would be the last resort by SRLDC after receipt of message from the
constituents.
Concerted action/follow up by SLDC.
8.3 Status of commissioning of Balance Bus/ Line Reactors/STATCOM as agreed in the Standing Committee meeting
8.3.1 EE, KPTCL informed that the reactors at Hoody, Nelamangala &Talaguppa would be
commissioned by August 2015.
8.3.2 EE, KPCL informed Reactor at Raichur would be commissioned by July 2015.
8.3.3 ADE, APTRANSCO informed that 80 MVAR reactor at Vemagiriwas in service.
8.3.4 It was noted that in 27th TCC meeting held on 11.05.2015, NPCIL had informed that they were
moving ahead with 2x125 MVAR reactors at Kaiga as agreed in the Standing Committee.
8.3.5 TSGENCO vide letter dated 22.06.2015(Annexure-8A) had raised the issue of high voltages at
switch yard of KTPS –VI causing failure of 3 Nos. of CTs despite high MVAR absorption by the
unit. TSGENCO had requested PGCIL to initiate action to commission Bus Reactor on Bus-I i.e

KTPS-Khammam- I Ckt. SRPC vide letter dated 06.07.2015(Annexure-8B) had communicated
to TSGENCO that 125 MVAR bus reactor at Khammam (PGCIL SS) had already been agreed
in 36th SCPSSR. In 27th SRPC meeting, PGCIL had reported that LOA had been placed and
the reactors (including other reactors) would be progressively commissioned by
Sep’2016.TSGENCO was requested to coordinate with TSTRANSCO to study that with this
reactor at Khammam voltages at KTPS St-VI would be within IEGC limits or else separate
reactor could be required in KTPS- VI switchyard itself.
8.3.5 Possibility of Reactor at Srisailam
8.3.5.1 It was noted that a Joint Meeting with CEA, TSGENCO & TSTRANSCO was held on
16.04.2015.It was decided that the best Techno economical alternative would be finalized after
consultation with CEA.
8.3.5.2 ADE, TSTRANSCO informed that a letter had been addressed to CEA regarding the voltage
management at Srisailam and the reply from CEA was still awaited. It was noted that the
reactor at Sattenapalli or Kurnool had been proposed instead at Srisailam due to lack of space.
8.3.6 Non-availability of Lanco Bus Reactor
8.3.6.1 In 108th OCC meeting, SRLDC enquired about the Lanco Bus Reactor which was not in
operation since longtime. SR I, PGCIL was requested to update in this regard. It was noted that
the Bus Reactor at Lanco, Vijayawada was being utilized to curtail over voltages for the benefit
of SR grid after enabling some commercial mechanism. APTRANSCO stated that they would
revert back on the issue. It was noted that non availability of reactor was not figuring in
Prolonged Outages.
8.3.6.2 In the Meeting, SR-I ,PGCIL and APTRANSCO were requested to update the status in this
regard.
8.4 Reactive Power Planning
8.4.1 In the 23rd SRPC meeting held on 26th October 2013, Utilities had agreed to furnish the
schemes relating to Reactive Power Planning including at distribution level within one month.
The time schedules for implementation would also be indicated.
8.4.2 In earlier Meetings the following had been noted:
APEPDCL had furnished the details of capacitor banks proposed under IPDs at 33/11 kV
level as below:

APSPDCL had furnished the programme of erection of 11 kV 2 MVAR capacitor banks in
the first three months of 2015-16.

June 2015 : 16 x2 MVAR
TSSPDCL had informed that 249 x2 MVAR Capacitors and 179 x5 MVAR Capacitors had
been planned at 11 kV and 33 kV levels respectively. TSSPDCL also informed that LOA
had been issued for the 221 x 2 MVAR capacitors at 11 kV level on 29.04.2015 with
supply schedule of 4 month and for 179 x 5 MVAR capacitor additions at 11 & 33 kV
level, tendering was under way. TSNPDCL had informed that they had also firmed up the
requirements and they would furnish the details within 10 days.
KPTCL vide letter dated 08.05.2015 had furnished zone wise bifurcation of the Capacitor
Banks of total of 1544 MVAR which were planned to be implemented newly and the
tendering was under progress.

TANTRANSCO had informed that for 2014-15, they had planned installing 34 units (2.4
MVAR) capacitor banks at 11 kV level and 16 units (2.4 MVAR) capacitor bank at 22 kV
level. Time schedule for completion of installation of these capacitor banks was six
months. 7 Nos. of 24 MVAR capacitor banks at 110 kV level in Coimbatore area had
been planned and approval from their Board had been received. 755 MVAR of capacitors
at distribution level had been commissioned out of 1,005 MVAR capacitors planned.
All the states were requested to finalize the schemes at distribution level and submit to
CEA/SRPC.
8.4.3 EE, TANTRANSCO informed that 2.4 MVAR capacitors at Somalapauram had been
commissioned on 30.06.2015 and installation of capacitor banks was in progress and the latest
schedule would be furnished to SRPC.

8.4.4 ADE, TSTRANSCO informed that there was no progress in capacitor installation due to lack of
staff. TSTRANSCO vide letter dated 27.06.2015 (Annexure- 8C) had taken up the issue with
their DISCOMs.
8.4.5 SRPC requested all the utilities to furnish schemes relating to Reactive Power Planning
including at distribution level. It was noted that the same was a NPC agenda and utilities
needed to be ready with the schemes.
9. Network Protection/Security issues
9.1 U/F & df/dt Relays Schemes 9.1.1 Implementation of SRPC recommended quantum
9.1.1.1 Implementation of SRPC recommended quantum by considering average feeder flows was
pending by APTRANSCO, TSTRANSCO & TANTRANSCO. The status of implementation is
as below:
AP & TS had furnished the revised set of feeders along with additional identified feeders
and the implementation was under progress. AP& TS confirmed to complete scheme
would in place by 22nd July 2015 as decided in the special meeting at Hyderabad.
TANTRANSCO had communicated they had identified 568 MW of additional loads for
AUFR &df/dt schemes and segregation of feeders under various stages was under
progress.
9.1.1.2 APTRANSCO and TSTRANSCO confirmed that they would implement the complete scheme
by 22.07.2015 as agreed earlier.ADE, TSTRANSCO informed the status of implementation as
below:
All the AUFR feeders except Aswaraopet feeder had been connected.
4 feeders had been connected out of 7 additional feeders in df/dt St-I.
6 feeders had been connected out of 9 additional feeders in df/dt St-II.
9.1.1.3 EE, TANTRANSCO informed that 130 MW of feeder loads were yet to be connected out of
568 MW of feeder loads identified additionally.
9.1.2 SCADA mapping of feeders of AUFR &df/dt schemes:
9.1.2.1 KPTCL and Puducherry had implemented 100% SCADA mapping whereas for
APTRANSCO, TSTRANSCO, KSEB & TANTRANSCO, implementation of 100% SCADA
mapping was still pending.
9.1.2.2 EE, KSEB informed that new RTUs had been installed but there were communication issues to RTUs
which would be resolved soon. APTRANSCO, TSTRANSCO & TANTRANSCO were requested to
complete 100% SCADA mapping to SRLDC at the earliest.

9.1.2.3 SRPC vide letter dated 01.07.2015 (Annexure-9A) enclosing copy of letters dated 26.06.2015
received from SRLDC furnishing the observations (SCADA visibility/Relief) for the period
01.06.2015 to 20.06.2015 had forwarded to all the concerned utilities. It had been requested that
the matter may kindly be arranged to be examined urgently and remedial action arranged so that
the available relief is in line with the declared relief.
9.1.2.4 AUFR and df/dt inspection was carried out at 230/110 kV Pasumalai SS, Madurai & Sempatty
SS, Dindigul of TANTRANSCO on 26th / 27th June 2015 by SRPC Secretariat. The observations
had been communicated to TANTRANSCO vide SRPC letter dated 30.06.2015 (Annexure-9B).
AUFR &df/dt inspection was also carried out at 110 kV Paripally, 220 kV Kundara, 110 kV
Punalur and 110 kV Chavara substations during 26th June to 30th June 2015 by SRPC
Secretariat. Observations had been communicated to KSEB vide SRPC letter dated 02.07.2015
(Annexure-9C ).
9.1.2.5 TSTRANSCO vide letter dated 24.06.2015 had furnished tripping details on 24.05.2015 at 1920
hrs. (Annexure-9D). TANTRANSCO vide letter dated 16.06.2015 (Annexure-9E) had
communicated regarding the load relief obtained on 24.05.2015 at 1919 hrs due to the operation
of AUFR &df/dt relays. KSEB vide letter dated 29.06.2015 (Annexure-9F) had communicated
regarding the revised load relief obtained on 24.05.2015 at 1919 hrs due to the operation of UFR
and df/dt relays.
9.1.3 Operation of AUFR St-I (49.2 Hz) and df/dt St-I (<49.5 Hz & 0.2Hz fall of freq.) was reported on
24.05.2015 19:19 hrs. Minimum frequency was observed on 24.05.2015 was 49.19 Hz. The
quantum of relief obtained by operation of AUFR &df/dt scheme on 24.05.2015 as furnished by

9.1.4 It was noted that the relief obtained through AUFR St-I (49.2 Hz) in Telangana &
Karnataka systems was low. SRPC vide letter dated 17.06.2015had communicated the

observations regarding the operation of AUFR+df/dt relays on the incident 24.05.2015
and requested all states to furnish the reasons for non-operation of AUFR and df/dt
relays.TSTRANSCO and KSEB had furnished the feeder wise AUFR & df/dt operation
and reasons thereof. KPTCL and TANTRANSCO were requested to furnish the feeder
wise tripping details along with the reasons for non operation.
9.1.5 EE, KSEB informed that investigation report for non operation of few relays was awaited
and action would be initiated after the report.
9.1.6 SRLDC/SRPC expressed concern that there had been no progress in the improvement in
terms of visibility. Time limit specified by Hon’ble CERC for implementing and mapping
the feeders to respective SCADA of SLDC were already over. Sustained efforts to
complete the pending works were required.
9.1.7 In accordance with clause 9 (2) of CEA (Grid Standards) Regulations, 2010, all
constituents shall submit a detailed report of operation of AUFR at different frequencies to
SRLDC and SRPC on daily basis. It was noted that only KSEB and PED were submitting
the daily report regarding operation of relays.
9.2 Special protection Systems
9.2.1 Sharing of SPS relief by Telangana
9.2.1.1 It was noted that TSTRANSCO had agreed 539 MW of relief. PGCIL/CTU had been requested
to extend the signal to be identified SPS loads. It was noted that in 26th TCC/ 27th SRPC
Meeting PGCIL had agreed to extend the DTPC signal to Veltoor, 400/220 kV Gajwel S/S, 220
kV Budidampadu S/S and 220 kV RSS S/S of TSTRANSCO for the provision of relief under
various SPS signals.
9.2.1.2 In 108th OCC meeting, SR I, PGCIL had informed that the extension of DTPC signal to the
locations in Telangana would require 6 months’ time. SR I, Powergrid vide letter dated
17.06.2015 had informed that DTPC was being installed and would be taken up for
procurement as per tendering procedures.
9.2.1.3 In the meeting, Chief Manager, SR I, PGCIL informed that one set of DTPC was sufficient to
extend for 4 locations where as for more than 4 locations hardware was required to be
upgraded. TSTRANSCO was requested to identify loads for KKNPP U2 SPS and inform to
SR-I, PGCIL at the earliest. SR-I was requested to cover this additional requirement in this
proposal only.
9.2.1.4Chief Manger, SR I, PGCIL requested that the cost of DTPCs for extension of signal in
Telangana system be allowed to cover in the expenditure of ongoing project Vijayawada-

Nellore 3 & 4. OCC agreed for the same.
9.2.2 Implementation of SPS trip signal -5 (for KKNPP Unit-2)
9.2.2.1 The following relief was agreed in the 107th OCCM:
9.2.2.2 It was suggested that Tamil Nadu and Kerala could identify the loads in or around Tirunelveli
area and Karnataka could identify the loads at downstream of Hiriyur- Nelmangala.It was noted
that AP was not required to add loads further since existing loads being used for other SPS
signals could be utilized for Trip signal-5.
9.2.2.3 SRPC enquired about the implementation of trip signal-5 and requested the constituents to
implement and test the SPS before September 2015as the loads were to be used for other
SPS. EE, KSEB informed that they had identified that the loads and it had been put up for
Management approval. He added that 2 Nos of additional DTPCs were required for extension
of the signals KPTCL and TANTRANSCO informed that they would revert back with the details.
9.2.2.6 All states were requested to work out the identification of feeders and to submit the feeders list
to SRLDC/SRPC/PGCIL by end of July 2015. SR-II, PGCIL was requested to assess the
hardware requirement for KKNPP U2 SPS and initiate action in this regard. OCC agreed that
cost could be appropriately booked in any ongoing project.
9.2.3 Modification in SPS of Talcher-Kolar
9.2.3.1In the Special Meeting held on 07.07.2015, the following modifications were agreed to
recommended to NLDC as given below:

9.2.3.2 It was noted that in the meeting held on 30.06.2015 with HVDC Kolar, it had been agreed that
the loads identified for Raichur-Sholapur SPS(SPS-1& 3) would be mapped to KKNPP Unit-2
loads(TS-5) dissociating it with Talcher-Kolar TS-3 as had been recommended by NLDC.The
modifications would be carried out only after the KKNPP Unit-2 SPS (TS-5) loads are
connected and tested.
9.2.4. SPS operations
9.2.4.1 KPTCL had furnished the Load Relief obtained on receipt of SPS Signal 3 on 09.04.2015 at
1204 hrs. The letter regarding this is at Annexure- 9G .
9.2.4.2 TANTRANSCO vide letter dated 12.06.2015 (Annexure- 9H) had communicated regarding the
load relief obtained on 11.06.2015 at 1900 hrs due to the operation of Kudankulam Trip Signal.
TANTRANSCO vide letter dated 26.06.2015 (Annexure- 9I) had communicated regarding the
load relief obtained on 26.06.2015 at 1317 hrs due to the operation of Talcher-Kolar Trip
Signal.
9.3 Automatic Demand Side Management Scheme (Petition No. 250/MP/2012) & GSES (Petition No. 265/MP/2012)
9.3.1 Automatic Demand Management Scheme in line with clause 5.4.2 (d) of the IEGC was to be
provided by all the constituents by 01.01.2011. It was noted that Hon’ble CERC had issued
show cause notice under Section 142 to many constituents (all the SLDCs of SR) in its ROP in
Suomoto Petition No. 005/SM/2014.
9.3.2 The following had been noted in the earlier Meetings:
APTRANSCO had informed that works were in progress and would be completed along
with the new SCADA. By end of May 2015, three feeders would be implemented in
ADMS.
TSTRANSCO had informed that the logic for ADMS had been given to M/s Alstom and
would be implemented along with new SCADA which was expected by July 2015.
TANTRANSCO had informed that parallel operation of new SCADA (M/s Alstom) had

commenced and their P & C wing was taking up this work. The scheme was scheduled to
be completed by July 2015. Most of the feeders in the state had been utilized under
various schemes i.e AUFR+df/dt, SPS, Islanding, ADMS etc. and overlapping of feeders
was inevitable.
PED, Puducherry had informed that there was no provision to feed any delayed logic and
instantaneous trippings were only possible. But they were insisting M/s Alstom to come
up with the logic. M/s Alstom was pointing out that separate application software was to
be designed and incorporated in the present SCADA which was beyond the present
contract.
It was noted that overlapping among different protection schemes was becoming
inevitable and simultaneous operation of different schemes would be rare but overlapping
of feeders in the same scheme should be avoided. However as per IEGC overlapping
was to be avoided.
It was noted that AP, TS, TN &Puduchery would implement the ADMS by July 2015.
9.3.3 APTRANSCO & TSTRANSCO informed that shifting works to new SCADA were under
progress and ADMS would be implemented after migration to new SCADA which was expected
by end of July 2015.
9.3.4 EE, TANTRANSCO informed that ADMS would be implemented by July 2015.
9.3.5 EE, PED informed that they had implemented ADMS. He added they had divided the loads in 3
stages, 1st stage was consist 30 MW loads, 2nd& 3rd stage would consist 25 MW each. On a
query from ED, SRLDC, he informed that time delay for ADM scheme had been given as 5
minutes. PED letter dated 03.07.2015 in this regard is at Annexure-9J
9.3.6 SRPC/SRLDC pointed out that the timelines given had exceeded and the present status could
be reported to Hon’ble CERC. AP, TS &TN were requested to furnish status report on ADMS.
9.4 Grouping of loads (IEGC clause 5.4.2 (e))
9.4.1 As per IEGC, to maintain the frequency within stipulated band and also to ensure network
security, the interruptible loads were to be arranged in four groups of loads, This was for the
purpose of scheduled power cuts/load shedding, loads for unscheduled load shedding, loads to
be shed through UF relays, df/dt relays and loads to be shed under any SPS scheme. These
loads are to be grouped in such a manner that there is no overlapping between different
groups of loads.
9.4.2 The issue was noted for compliance by the concerned utilities. SRLDC requested all the states
to kindly furnish the updated details in this regard.

9.5 Tripping Details/Reports
In various forums SRLDC had raised concern that it was not getting tripping information/data
within 24 hrs as per IEGC/CEA regulations and sometimes the information from both the ends
was not being received. Also at times, line details only were being received without DR & EL
details. SRLDC was unable to analyze events on account of non-receipt of details of tripping in
a timely manner. SRLDC had stated that all tripping details should be uploaded on the SRLDC
web portal. Para 29 of Hon’ble CERC Order dated 20.02.2014 in respect of Petition No.
146/MP/2013 was brought to attention of the OCC. Non furnishing of timely tripping details
would be treated as non-compliance. Procedure for timely furnishing information was needed
to be streamlined by the utilities. It was noted that tripping information details were to be
uploaded within the stipulated time frames.
9.6 Declaration of availability and healthiness of various protection / defense mechanism 9.6.1 SRLDC stated that the healthiness certification was not being received in timely manner from
all the constituents.
9.6.2 SRPC noted that healthiness certificates and other reports were being sought as per directives
of higher bodies. Validated certificates needed to be communicated in a timely manner.
9.7 Contingency plan for loss of wind generation & LVRT Implementation by TN (CERC Petition No. 120/2011) & Karnataka.
9.7.1 As per the CERC order dated 22nd February 2014 (Petition No. 120/2011) TANTRANSCO had
been directed to take necessary steps to implement ADMS to deal with the emergency
situations such as sudden variation of wind generation or forced outages etc. and submit the
monthly progress report to SRLDC and SRPC in this regard.
9.7.2 All the wind generators being commissioned after 15th April 2014 should come up with LVRT
feature. LVRT characteristics to be adopted are available in CEA connectivity Regulations.
Necessary system needed to be in place to ensure compliance.Issue was also discussed in the
Special Meetings held on 16th January 2015 (with respect to Karnataka) and 22nd January 2015
(with respect to AP & TS) and 24th February 2015 (w.r.t Tamil Nadu)(Minutes of the Meeting at
SRPC website). It was agreed by TANGEDCO that they would verify whether generators
connected after 15.04.2014 were equipped with LVRT feature as mandated under CEA
regulations and would take appropriate action in this regard. It was also agreed that
TANGEDCO would revert back on possibility of LVRT features for existing machines also.
9.7.3 In earlier OCC meetings,
SRLDC had pointed out that SLDCs were responsible for ensuring that machines are

equipped with LVRT and other technical requirements in integrated grid operation.
Analysis should be carried out by SLDCs during grid incidents. It was noted that as per
the recent CERC orders w.r.t NTPC Solar, LVRT (Wind & Solar) / HVRT (Solar) feature
was to be ensured. All the wind generators being commissioned after 15th April 2014
should come up with LVRT feature. Existing generators were also not exempted from
providing the LVRT feature. It was also noted that in one of the petitions, CERC had
included the Wind Generators’ Associations as respondents.
TANTRANSCO had informed that Contingency plan for sudden loss of wind generation
was being implemented in ADM scheme with additional logic. Provision of LVRT feature
for new wind generators was being taken care by the RES wing.
KPTCL informed that a circular had been placed for mandatory implementation of the
LVRT in the upcoming wind generators.
APTRANSCO informed that their power system was taking up with wind and solar
farms and the letters were addressed to wind and solar farms regarding implementation
of the LVRT & HVRT features.
9.7.4 EE, TANTRANSCO informed that the NCES wing had held few meetings with wind developers.
He also informed that LVRTs had been connected for 78 machines out of 149 machines
connected 15.04.2014 onwards.
9.7.5 EE, KPTCL informed that LVRTs were equipped for 300 MW of wind generators which were
commissioned after 15.04.2014.
9.8 Formulation of plan for procurement and Placement of Emergency Restoration System (ERS) in the country
9.8.1 As per ERS requirement outlined inMoP letter dated 05.12.2014status update on ERS is given
below:
APTRANSCO informed that LoA had been issued to M/s PCI for 2 Nos of ERS and they
were pursuing for third one.
TSTRANSCO informed that they were procuring 1 No. of ERS and would take 2-3
months.
KPTCL were having 2 no of ERS
KSEBL informed that procurement for 1 No. was being taken up by their transmission
wing and was put up for Budgetary approval.
TANTRANSCO informed that the requirement was referred to transmission wing and it
was at finalization of Technical Specifications stage.

SR-I & SR-II, PGCIL informed that procurement of one additional ERS for each SR I &
SR II were at NIT stage. PGCIL informed that they were planning to keep the additional
ERS at Sriperambudur&Vizag.
9.9 Status review of Implementation of Protection Audit/PCC recommendations as mentioned in Phase I and Phase II by 01.05.2014 & 01.09.2014 respectively as per CERC Order No.. 146/MP/2013
9.9.1 It was noted that as per CERC order on Petition No. 146/MP/2013 with I.A 36/2013, Phase-I
activities were to be completed by 01.05.2014 while Phase-II activities were to be completed by
01.09.2014.Time schedule and status was to be communicated to SRPC/SRLDC on bimonthly
basis.
9.9.2 It was noted in ROP of Hon’ble CERC (date of Hearing 15.01.2015) with regard to TN petition
No. 374/ MP/2014, TN & other SR constituents had been directed to submit implementation of
protection audit recommendations in their respective states by 31st March 2015.
9.9.3 SRLDC/SRPC stated that all the concerned utilities needed to finish the status on balance
works of Phase-I and Phase-II on priority as had been noted in the recent CERC hearing. Non
completion of the work would be viewed seriously by the Hon’ble Commission. As noted
earlier it should not be linked with the PSDF funding.
9.9.4 It was noted that as per the RoP of CERC petition 95/MP/2015, AP was given extension up to
31.12.2015 and as per CERC order for petition No. 83/MP/2015, TS was also given extension
upto 31.10.2015 for phase-I activities and upto 31.08.2016 for phase-II activities. It was also
noted that as per RoP, Protection Sub Committee would monitor monthly progress of all the
states in this regard. Periodic Protection Audit was to be carried out and bimonthly report was
to be sent to Hon’ble Commission. In compliance of MoP Order dated 16.07.2014, the process
of appointment of two consultants to conduct the study/analysis to ensure secure and reliable
operation of National Grid was underway. A Grid Study Committee under Chairmanship of
Member (GO&D), CEA had been formed. 25 stations identified for SR are available at SRPC
website along-with earlier Protection Audit Report.
9.9.5 SRPC stated that Phase-I & Phase –II activities of all the utilities were to be completed on
priority and progress needed to be monitored in PCSC meeting.
10. SCADA & COMMUNICATION ISSUES
10.1 In earlier OCC meetings, the following had been deliberated:
It was noted that Talcher-II data was to be integrated in SRLDC new SCADA system.

SCADA inputs were necessary from Renewable sources.
Daily SCADA validation with all SLDCs and ISG stations between 1000-1200 hrs was
continuing.
It had been noted that Hon’ble CERC vide Order dated 25.04.2012 on Suomoto Petition
no. SM/007/14 had issued show cause notice under section 142 to many constituents
(KPTCL in SR) for non-compliance of Commissions direction dated 26.09.2012 in Petition
No. 168/MP/2012.
SRLDC had requested PGCIL to complete the DCPCs related works and to implement the
main and redundant channels in two different paths.
Constituents had raised that font and colour in the new SCADA for different voltage levels
were not discernible. SRLDC had stated that they would communicate the feedback to M/s
Alstom and requested that all the SLDCs should actively interact with M/s Alstom for the
requirements.
10.2 A Special Meeting with PGCIL on the issues of data channels was conducted on 13.02.2015,
17.03.2015, 29.05.2015 & 04.06.2015 (with constituents) at SRPC, Bangalore. The Minutes of
the Meeting are available at http://www.srpc.kar.nic.in.
10.3 ADE, APTRANSCO informed that hotline facility was made available from APSLDC to SRLDC.
10.4 Telangana informed that the data was not stable in the new SCADA implemented by M/s
Alstom which was leading to real time operational issues. Other constituents also endorsed the
views of TSTRANSCO.
10.5 Compiled Telemetry status – Utility wise- as directed by Hon’ble Commission
10.5.1 Hon’ble Commission vide order dated 19.12.2013 on Suo-moto petition No. 56/5M/2013 had
directed all the utilities to provide the required telemetry within six months of this order.
10.5.2 It was requested that UPCL, MAPS, KGS & KKNPP may please furnish the compliance status
of pending SCADA inputs the earliest. Details in this regard were available on SRLDC web site.
10.5.3 In 108th OCC Meeting, KGS had informed that they had completed all the pending SCADA
inputs except for status of tap position. KGS was requested to provide the status point of tap
position by alternate means as being done by KKNPP.
11. PHYSICAL AND CYBER SECURITY/CRISIS MANAGEMENT PLAN/BLACK START PROCEDURE
11.1 Physical and Cyber Security
11.1.1 Status update on Crisis Management Plan(C&DMP) of Power Sector is to be furnished every
quarter. Information regarding Cyber Security was to be furnished to Chief Engineer, DPD,

CEA, Sewa Bhavan, and New Delhi-110066. Report on Physical Security, other Mock Drills for
CMP, Mock Drill for Black Start Restoration was to be furnished Chief Engineer, DMLF, CEA,
SewaBhavan, New Delhi-110066. A copy of the reports was to be sent to SRPC Secretariat
([email protected] and [email protected]). Information required by CEA (vide letter
dated 26.11.2013) regarding Security of power installations was to be furnished to CEA.
11.1.2 In the Meeting, SRPC informed that APTRANSCO, TANTRANSCO, TANGEDCO, KSEB,
NPCIL, KPCL, NTECL, NLC, SRLDC, KPTCL, TSTRANSCO & TGGENCO had submitted the
CISO Nominations. Others utilities were requested to kindly furnish the same at the earliest.
11.2 Black Start Procedure
11.2.1 In the earlier Meetings, SRLDC had expressed concern that all the states/constituents were not
following point to point exercise as given in the standard format communicated for Disaster
Management with clear observations and recommendations. SRLDC requested all the utilities
to furnish reports in the format of Disaster Management. Few utilities like Kerala were only
furnishing reports in the circulated format. SRLDC had requested for the thorough involvement
of SLDCs during black start mock exercises.
11.2.2 It was noted that mock exercises would be done for remotely controlled sub stations also and
requested PGCIL to finalize and furnish the procedures to SRLDC.SR I & SR II, PGCIL
informed that corporate approval for the black start procedure for remotely controlled stations
was still awaited.
11.2.3 SRPC requested all the constituents to furnish the Mock drill schedule July – December 2015.
11.2.4 The details of Mock Drill carried out during June 2015 is at Annexure-11A
11.3 Priority for Railways/Metros in the matter of Restoration of Supply
11.3.1 In the earlier OCC meeting, KPTCL informed that hotline to SLDC from metro control centre
and railways were still pending.
11.3.2 It was noted that Railways/Metros/ SLDCs needed to establish the hot links between TPC and
SLDC wherever pending.
11.3.3 It was noted that a meeting with Chennai Metro Rail Ltd(CMRL) and TN SLDC regarding CMP
was held on 03.07.2015. The copy of the minutes is available at
http://www.srpc.kar.nic.in/website/2015/meetings/special/rn-cmrl-03-07-14.pdf. TANTRANSCO
was requested to follow up the recommendations finalized in the meeting.
11.3.4 It was noted that likely date of commencement of Hyderabad Metro was March 2016 and Kochi

Metro by second half of 2016.
12. RGMO
12.1 RGMO response had been deliberated in the Meetings held on 29.06.2013, 25.07.2013,
21.08.2013(Special TCC), 30.09.2013, 29.01.2014, 23.06.2014& 27.08.2014. Issue had been
further highlighted in the 26th TCC/ 27th SRPC Meetings held on 11th/12th May 2015 at
Hyderabad. Inadequate response was an area of serious concern and there was no noticeable
improvement.
12.2 In earlier OCC Meetings, the following had been noted:
All new generating stations were to ensure RGMO before COD as per new Terms and
Conditions of Tariff Regulations.
SRLDC had requested all the ISG generators to extend the RGMO status point to
SRLDC and all the state generators to extend it to SLDC and further to SRLDC.
In case RGMO is taken out of service for any reason, generating station must intimate
SRLDC with the reasons.
SRLDC/SRPC had pointed out that all SLDCs were to ensure all the new units have
RGMO, communication links, Main & Standby data channel and SCADA facility in place
before declaration of COD.
SRLDC had expressed concern regarding the RGMO response of the generators in the
region which was in the range of only about 20-40 % of the expected relief of the
capacity on bars.
TANTRANSCO had informed that RGMO feature would be implemented for MTPS St-III
unit by June 2015.
SRLDC informed that NLDC had appreciated FGMO/RGMO performance of hydro
generators in the Southern Region at hearing by Hon’ble CERC in Petition No.
84/MP/2015.
Regarding the extension of RGMO status point to SLDC :
APTRANSCO informed that they had extended the RGMO status point of all the
generators to SLDC except Upper Sileru & Machkund stations for which action
was being initiated.
TANTRANSCO informed that RGMO status point had been provided in TTPS &
NCTPS units but for MTPS it was pending since the units were old.
KPCL informed that they were taking up with the management and they would
extend the status point of all thermal units except Unit 4 of RTPS as it was under

Japanese OEM. Status points of all hydro units to SLDC would be made
available soon.
NLC informed that regarding the RGMO status point, NLC was ready but there
were issues at SRLDC end.
12.3EE, TANTRANSCO informed that RGMO for MTPS St-III would be implemented within 2 months.
12.4 ADE, APTRANSCO informed that Unit 1 of Krishnapatnam JV was having RGMO feature. AP
was suggested to implement the RGMO feature before declaring CoD of Unit 2 and RGMO
performance in respect of Unit 1 was to be furnished after analysis for the posted incidents.
12.5 SRPC enquired about the implementation of RGMO feature in the units of NLC TS II
expansion. NLC informed that RGMO facility was available but fine tuning was required to be
done.
12.6 CM, NTPL informed that RGMO feature had been implemented in both the units but
communication was to be ensured by PGCIL for RGMO status point to SRLDC. PGCIL & NTPL
were requested to coordinate.
12.6 SRPC requested SLDCs to analyze the RGMO instances posted by SRLDC for the generators
in their control area and take up action as per 84/MP/2015. Inadequate Response to be taken
up with SERC (Petition No.302/MP/2013). Action on recommendations finalized in the Special
Meetings needed to be taken by generators/states. All generators were kindly requested to
take all steps to ensure intended RGMO/FGMO response.
13. TRANSMISSION NETWORK ISSUES AND SYSTEM OPERATION ISSUES
13.1 High Loading of 400kV Kolar-Hosur, 400kV Udumalpet-Palakad & 765kV Raichur-Sholapur Lines
13.1.1 All constituents were requested to maintain their LGBR and restrict over drawal/under drawal
and adhere to SRLDC instructions. Spatial Load Generation Balance was also critical.
13.1.2 In the Meeting for formation of control areas held on 07.07.2015, it had been agreed that 1200
MW would be monitored on 400 kV Hiriyur – Nelamangala lines and caution/violation
messages would be accordingly issued to KPTCL to maintain upstream generation and
downstream loads.It was also agreed that 980 MW would be monitored on 400 kV Udumalpet-
Palakkad lines and caution/violation messages would be accordingly issued to KSEB to control
its downstream loads.
13.2 Prolonged Outages
13.2.1 Status review of prolonged outage of grid elements in SR & Realistic Action plan for revival of
the prolonged outage was awaited from some of the constituents. Monthly reports are required

to be submitted to Hon’ble CERC in this regard. (CERC Order on petition no 146/MP/2013).
13.2.2 SRPC requested that all the utilities should revert back with action plan for Prolonged Outages
as mandated.
13.3 Closing of 220 kV Upper Sileru- Balimela line
13.3.1 Upper Sileru - Balimela line had been idle charged from 8th January 2015 from Upper Sileru
end. AP had informed that the line could be closed from 2230 hrs to 0500 hrs.
13.3.2 It was noted that a Meeting had been conducted in MoP regarding Upper-Sileru –Balimela line.
13.4 Over Loading of 230 kV Hosur - Shoolagiri line
13.4.1 In earlier Meetings, KPTCL had informed that they were planning alternate arrangements for
Yerrandahalli which was likely to be in place by July 2015. 400 kV Mylasandra SS had been
planned as part of alternate arrangement. Contract had also been awarded however there
were some disputes in land acquisition. Another 66 kV line had also been planned. With
commissioning of Mylasandra S/S, loading on Somanahalli - Hosur would get reduced. 66 kV
cable laying works between Velankeni- Naganathapuram were under progress. Works on 66
kV Nagnathpuram - Electronic city (OH line) D/C, Sarjapura-Atibele, Sarjapur -
Chandapura&Sarjapur - Bommasandra were also under progress.TANTRANSCO had
informed that approval had been accorded for 2nd circuit of Hosur-Shoolagiri and Uddanapalli
S/S (near Hosur) .Contract and civil works had been awarded for Gurubarapalli S/S near
Shoolagiri.
13.4.2 KPTCL was requested to expedite alternate arrangements for supply to Yerrandahally.
13.5 Preparation of High Wind and Monsoon season- Action Plan to deal with heavy line loading expected in Thirunelveli-Kayathar, Udumalpet and Hiriyur areas
TANTRANSCO & KPTCL were requested to control the line loadings during high wind season
and were suggested to be ready with action plan.
13.6 Reconciliation of Schedule within same shift by Regional Entity.
SRLDC informed that they had circulated the draft procedure but no comments had been
received so far.
13.7 Strict Compliance of IEGC 6.5.33
In case of any discrepancy detected in the final implemented schedule issued for the previous
day, it must be informed to SRLDC within 5 days by all the Regional Entities/Traders for timely
verification & re-conciliation. SRLDC had informed that in case of any discrepancy detected in

400 kV Kaiga - Guttur SRLDC/SRPC expressed concern for non-implementation of A/R scheme since long time even though A/R was implemented in other nuclear stations in India.
In 26th TCC meeting held on 11.05.2015, NPCIL had agreed to implement the scheme. KGS was requested to implement the scheme at the earliest.SRPC vide letter dated 16.06.201 had communicated to KGS in this regard.
It was noted that NPCIL corporate had agreed for implementation of A/R scheme for 400 kV Kiaga-Guttur line.
In the Meeting, KGS informed that high voltages were persisting on Guttur lines and implementation of A/R scheme would be studied.
13.9.1 SRLDCrequested that A/R should be enabled for all the Inter-Regional/Inter-State lines/ 220kV/
400 kV feeders.
14. LGBR & OUTAGE PLANNING
14.1 Status Review on development of load forecasting tools by SLDCs as per IEGC Clause 5.4.2
14.1.1 The issue was noted for compliance by the states/SLDCs.
14.1.2 The following was noted from the Order dated 19.12.2013 on Petition No.
249/250/251/MP/2012
“We direct all STUs/SLDCs of the Northern Region, Southern Region and Eastern Region to
forecast their demand and make adequate arrangements to avoid dependence on
Unscheduled Interchange for meeting their demand or for injecting short term surplus power,
irrespective of the frequency”
14.1.3 There was need for further involvement of DISCOMs for their 96 block load forecast and by
state generators of their 96 block generation forecast. SLDCs needed to play more proactive
role in this regard.
14.2 Outage deviation report for the period April –June 2015 in respect of Generating
Units/Transmission Elements of Southern Region
SE (O), SRPC requested all the constituents to furnish the reasons for outage deviation w.r.t.
the planned outage as it needs to be communicated to Hon’ble CERC.
14.3 LGBR for July 2015- March 2016
Constituents were requested to furnish the details sought.

15. OTHER ISSUES
15.1 ATC/TTC calculation by SLDCs
SRLDC pointed out that ATC / TTC computations needed to be furnished by State utilities.
LGBR for the next five months was also needed to be furnished by all the constituents before
5th of every month for the purpose of ATC computations. If the constituents furnish the LGBR
details in the specified format in specified format or submission of network data in PSSE format
(.raw file) on day ahead basis, ATC computation could be done by SRLDC with better accuracy
on day ahead basis.
15.2 Collection of data regarding Power Supply to Rural Areas
15.2.1 CEA vide letter dated 09.04.2014 had informed that in the Meeting held at MoP on 09.04.2014
it had been decided to collect the data invariably from DISCOMs in a simplified format. SRPC
vide letter dated 11.04.2014 enclosing CEA letter dated 09.04.2014 had requested that the
data in this regard in the requisite format may please be arranged to be communicated to
SRPC Secretariat at the following E-mail addresses:
15.2.2 SRPC requested all concerned to kindly ensure that data in respect of previous month is
communicated by first week of the month.
15.3 Implementation of RRF Mechanism
In the 91st OCC Meeting provisions of CERC Order dated 07.01.2014 in respect of Petition No.
356/SM/2013 were noted. Forecasting and scheduling of Wind Generation was to be continued
and the data needed to be preserved.
It was noted that Proposed Framework on “ Forecasting, Scheduling & Imbalance Handling for
Renewable Energy (RE) Generating Stations based on wind and solar at Inter-State Level” and
comments were to be furnished by 30.04.2015.
15.4 Reporting the Status of implementation of the recommendations of the Enquiry Committee
15.4.1 All RPCs had been requested to update and forward the status of implementation of
recommendations of the Enquiry Committee on Grid Disturbances on 30th and 31st July 2012 to
CEA in the prescribed format on fortnightly basis regularly i.e. the status as on last day of the
month to be forwarded by the 3rd day of the following month and that as on 15th of the month to

be forwarded by 17th of the month. All members agreed to submit the above information on
fortnightly basis through RPCs.
15.4.2 SRPC requested all the constituents to kindly update and forward the status in a timely
manner.
15.5 Energy Generation data Management from Renewable Energy Sources
15.5.1 SRPC said that Monthly generation data in respect of Renewable Energy Sources was to be
submitted to CEA with a copy to SRPC. Action taken w.r.t to Minutes of the meeting held on 8th
November 2013 was awaited (Minutes annexed with 90th OCC minutes).
15.5.2 In the Special Meeting held on 24.02.2015 it was agreed that implementation schedule of
SEMs with AMR facility would be furnished by TANGEDCO to SRPC/SRLDC. TANTRANSCO
had agreed to furnish the scheme wise details (as per 36th SCPSPSR Minutes) for wind
evacuation updates to SRPC before next OCC.
15.5.3 TANTRANSCO vide letter dated 27.02.2015 had communicated that a Meeting had been held
with IWPA and wind promoters on 24.02.2015.
15.6 Data/ Information requirements of SRLDC
15.6.1 SRLDC requested timely reporting of the following:
Loss of generation due to coal shortage / technical problems needs to be furnished for
onward transmission to NLDC by 1000 hrs on a daily basis.
Providing split-up of details of Non-Conventional Energy Sources generation for Solar,
Biomass, Wind, Bio-gases& Small Hydels in monthly data.
Load Forecasting Day wise Block wise
Power Supply Position Report: Hourly Load Shedding & Daily L.S in MU to be submitted
before 03:00 hrs for previous day for calculating correct shortage.
15.6.2 As discussed in previous OCC Meetings, SRLDC requested all constituents to furnish hourly
load shedding details (both scheduled & unscheduled) by next day as the same is required by
various agencies. AP & KAR were not submitting the details. Other constituents are submitting
data occasionally.
15.7 Wind Generation
SRLDC presented the day-wise Wind Generation pattern in Karnataka & Tamil Nadu during the

period 1st June 2015 to 30th June 2015. Wind generation in Tamil Nadu had varied between
9.36 MU (04.06.2015) to 61.04 MU (26.06.2015). Wind generation in Karnataka had varied
between 3.65 MU (05.06.2015) to 37.79 MU (25.06.2015).
15.8 Coal Stock Position
15.8.1 It was noted that as per CEA norms, coal stock position is termed as critical (< 7 days) or super
critical (< 4 days) of coal stock. It was noted that the coal stock position in the following
thermal stations was less than that for 7 days generation as on 07.07.2015:
North Chennai TPS 5 days Vallur TPP 4 days
15.8.2 Generators were requested to take steps to improve the coal stock position.
15.9 Commercial Issues raised by SRLDC
