Call to order A regular meeting of the Board of Directors of South Suburban Park and Recreation District was called to order at 5:38 pm, Wednesday, December 10, 2014 at the Goodson Recreation Center, 6315 South University Boulevard, Centennial, Colorado. Chair John Ostermiller presided.

Study Session After the call to order, Mr. Ostermiller convened the Study Session, and the group discussed several of the items on the posted agenda. (See continued discussions during public meeting. /ds)

Members discussed a date for a budget retreat (special study session), mainly to address the new 2-mill funds available to the District following the passage of the November 4 ballot issue. Staff will prepare a list of proposed projects. It is anticipated the day-long retreat will occur on February 25, start time 8 am, at the Lone Tree Clubhouse (with proper posting to be accomplished).

Mr. Collins referred the Board to his confidential, monthly legal report in the packet tonight. Boardmembers had no questions at this time.

The Board paused at 7:11 pm and continued into public meeting at 7:20 pm.

Special announcements: Skot Latona, NAI Manager of the Year Mr. Priddy announced Skot Latona, South Platte Park Supervisor was awarded Manager of the Year by the National Association of Interpretation (NAI) at its national annual conference in Denver this fall. Skot has spent 16 years with the District; Mr. Priddy reported that Skot has been the most proficient and productive Park Supervisor he’s worked with, and he does an excellent job day in and out. Most recently, Skot has been working on the Platte River improvements. Skot has an excellent professional reputation in the metro area.

Mr. Latona stated he was pleased that the award event at the conference was shared with his staff and he had the opportunity to thank them for their hard work. He also thanked South Suburban management and staff. Mr. Lorenz added, this is a well recognized national award. Mr. Latona provides professional training to interpreters every year during a week-long conference. Mr. Ostermiller noted the excellent rating that South Platte Park received in the recent Littleton residents’ survey (December 2014).

New employees introductions Mrs. Heyn introduced Mindy Albert, who has transferred from Athletics to Administration recently. Members welcomed her.

Mr. Ostermiller greeted Kathy Turley, Centennial Councilmember for District 1.

Minutes approval Board members had no corrections, additions, or changes. Therefore, with no objections, the minutes of meeting no. 829, November 12, 2014 stood approved as presented.

Citizens’ comments No public came forward to speak tonight.

Consent Agenda items Mr. Ostermiller explained that Consent Agenda items are provided for study in the Board’s study packets and introduced in Study Session for the Board’s review. They can be adopted by a single motion. All resolutions and proposed actions must be read by title prior to a vote on the motion. Any consent agenda item may be removed at the request of a Director and either tabled or heard separately.

Staff will present additional data and the final costs of the election to share at a future session. Boardmembers expressed interest in receiving the turnout figures by precinct. Mrs. Rosser asked if results could be correlated to voters’ proximity to major recreation centers.

Mrs. Eller reported on a conversation with a gentleman who is involved in local campaigns. He congratulated the District on the passage of the 2-mill question, in a rather questionable environment; he thought it was a well run campaign, and the pro- citizens’ committee developed an excellent flyer. She asked senior staff to pass on the compliments to the citizens’ leadership and other staff.

Boardmembers thanked District staff for their hard work. Mr. Ostermiller added, it was an election of several “firsts,” including the state-wide mail ballot election. After the Board reviews the costs by county, they may want to consider having the counties run all District elections in the future.

MRS. ELLER MOVED TO ACCEPT THE FINAL RESULTS OF THE NOVEMBER 4, 2014 REGULAR ELECTION, FOR TABOR QUESTION # 4C, WHICH PASSED BY A MARGIN OF 6.02%. Mrs. Rosser seconded the motion. There was no further discussion, and the motion passed unanimously (5-0). (Copies of the three counties’ final results (Board of Canvassers’ reports) are attached hereto and made part of the permanent record.)

Mill levies certification Linda Addison asked for the Board’s approval of the three counties’ certifications. District Finance staff has received final results. The final assessed valuation is slightly down from preliminary assessed valuations. She reviewed the current breakdown and estimated tax revenue in 2015:

Operating 4.417 mills, generating $10,142,006 Open Space and Trails 1.000 mills, generating $2,296,130 New 2 Mills 1.976 mills, generating $4,537,153 Refunds and Abatements 0.053 mills generating $121,695 Debt Service 1.362 mills, generating $3,700,550,

for a total of 8.808 mills. The total estimated receivable, less estimated abatements and other adjustments, is $20, 797,534.

MR. ANDERSON MOVED TO APPROVE THE RESOLUTION TO SET MILL LEVIES AND CERTIFICATION OF TAX LEVIES. Mr. LaBrash seconded the motion. There were no questions, and the motion was approved unanimously (5-0). (Copies of the Arapahoe, Douglas, and Jefferson county resolutions are attached hereto and made part of the permanent record.)

Mary Carter Greenway sign design/sign standards discussion Brett Collins introduced Kristin Cypher, president and owner of C+B Design LLC. Brett asked Boardmembers to provide comments to incorporate into the final plan and give staff directions for moving forward. The next step following this presentation will be to develop an implementation plan, initially considering funds available for 2015 signage improvements.

Brett briefly reviewed the history of the project and the development process, which included several events with the public and staff-to-staff meetings. The District has been working with the City for several months. C+B Design LLC was engaged by the City of Littleton to consult on and design a new signage system for the City, including the Mary Carter Greenway and Littles Creek trailways within the City. The City has paid the

C+B’s costs in full. The Littleton City Council is supportive of the plan and process to go forward. The City’s goal is to get people off the trail and into local businesses.

The District has $37,500 allocated in the 2015 budget for sign upgrades. The City is planning to provide $112,500 specifically for this project. The South Platte Working Group may match 50% with Arapahoe County Open Spaces funds, for a possible total budget of $225K in 2015, about one-third the total estimated cost for the pilot project. The cost for this sign system will be substantially more than what has been spent in the past; however, the project can be phased, and the staff and consulting group can set priorities and decide in future years whether they want to extend the system to local parks, or even District-wide. This is the right time to make the upgrade, as there is considerable redevelopment in adjacent corridors with more new residents, and it may be possible for the developers to pay some of the costs.

She is proposing the initial installation will be between C-470 and Belleview, by South Platte Park. The Greenway to Hampden is a multi-jurisdictional recreation resource; so now they are talking to Arapahoe County and the cities of Englewood and Sheridan about the sign system; they hope that the system will be extended throughout the area. Her final product for her consultation will be designs and guidelines for the system. The District would have the option of using the design in other locations throughout the District.

Mrs. Cypher provided an extensive presentation on the need for the change and the details of the sign system. She explained the trail users’ difficulty in figuring out where they are on the trailway system, figuring out what services and connections are available near the trailway, and overall how they can make best use of the trail system. Her goal has been to bring awareness to the trail system and to understand its resources for the larger community. She explained that many of the public are moving from areas in the country without such a trail system, and they are unfamiliar with trail etiquette.

The goal will be to provide the right message at the right time for the trail user and to create a hierarchy with the signage. One of her main focuses has been on the on-trail maps on the signage, which is hard to read. She is proposing a combination of simple signage and distance markers along with icons, color, and a signage hierarchy to help the public negotiate the trailways, to support the recreational experience by minimizing confusion and frustration. Rules & regulations and other detailed text signage will be available by the trailway, but not immediately on it, potentially to avoid users stopping on the trailway. Also, as Santa Fe Drive is a barrier to travel from east to west on foot or bicycle, it’s necessary to be aggressive to make sure the public can find the several crossings. She reported there is too much signage now: For the pilot area, she is proposing to reduce signage from 214 to 113 signs.

Mrs. Rosser expressed some confusion about the distance markers, which use kilometers, as how the route map looks like a topography map. Mrs. Cypher explained how to read the signage, and stated the design resonated with users polled.

Mrs. Cypher described the materials to be used, mainly a core tin steel product, and assured the Board that the effect would be in the rural character of the trailway. She is also proposing a different bench for installation on the trailway, which Littleton representatives liked; she added, many of the public want more resting locations.

For the pilot installation by a contractor (to be determined), Mrs. Cypher is estimating a cost of $653,637. She assured the Board that in the future, South Suburban sign shop staff would be able to switch out signs and make updates as needed. She acknowledged that the proposed per-sign cost is more than the District currently spends.

Mrs. Eller stated she didn’t see anything identifying ownership or management of the trail on the signage. Mrs. Cypher pointed out the logos in the design. She added, if the District is considering a logo change, it would be less expensive to move forward and incorporate the new logo in the trail system now, rather than changing it out later.

Mrs. Rosser expressed concern that the District would have to use the new signage system all over the District. Mrs. Cypher suggested the system could be phased in when and where it is appropriate.

To Mr. Anderson’s question, Brett Collins affirmed that the cities of Sheridan and Englewood haven’t “bought into” the new system; but the local cities are being approached about spending some money next year. He stated again, the $225K that staff believes will be available next year is about one-third of the total pilot cost. Staff doesn’t see the change-out happening all at once; possibly, they would focus on the immediate area around South Platte Park to begin with; after they collect bids from sign companies for the “nuts & bolts” construction, they may be able to reduce the budget somewhat.

To Mr. Ostermiller’s question, Brett assured him that the current budget includes Littleton’s contribution. He suggested that remaining District funds after some upcoming capital projects could be used to supplement the 2015 sign budget. Possibly some local businesses will provide some funding; and they are talking to the Riverside Downs developer at this time. Brett believes the project is viewed positively by the South Platte Working Group.

Mr. Anderson asked if the new signage system would provide sufficient information about rules & regulations to protect the District from a potential liability situation. Mr. Lorenz stated these are to national standards and pretty well accepted. Mrs. Cypher added, they are using international trail symbols that the public may be familiar with, and the rules & regulations will be available in kiosk areas. On discussion with District rangers, she found that there are less than 10 messages that need to be presented consistently, and the messages will fit on the proposed pole signage. The messages will address both rules & regs and basic trail etiquette; and by using international, standardized trail symbols, there will be very little ambiguity in the messages.

Mrs. Rosser asked if they are working with the City and County of Denver. Mrs. Cypher stated the contacts will be made by Arapahoe County.

In summary, Mrs. Cypher stressed that this is an opportunity to tell the story about the local features. She talked about getting lost on Front Range trails; the issue is, what are the barriers? She proposed that the District should make sure that a new user’s first experience on the trails is a positive one.

Mr. Lorenz asked about the next steps. Staff and consultant anticipate working on the map and final locations. She will work on locations for the major signage and then develop the maps, then they will think about phasing the implementation.

Mr. Lorenz explained that redesign began with an idea to talk about improving the entrances to South Platte Park. He asked if those entrances would have significant signage, and Mrs. Cypher stated that they would. She also explained the need for better signage by Mineral Avenue. Mr. Lorenz asked when she would be back to talk with the Board about the next steps. Mrs. Cypher explained the schedule will be at substantial completion in January 2015, and possibly the project will be wrapped up at the end of January or by mid-February.

Mr. Ostermiller asked if there are any funds specifically in the South Platte Park operations budget for signage, and Mr. Lorenz reported there aren’t with the current allocations. He concluded, the District would work with the funds available now, and the Board could decide to allocate more funds later; possibly Arapahoe County Open Spaces will double the available funds. He noted again the current budget doesn’t include any contribution from the cities of Sheridan and Englewood.

Mrs. Cypher again noted the need to identify the opportunities (access points) to travel east to west. Mr. Lorenz added, there are other opportunities in the area that need to be identified. Mrs. Cypher talked about the flood story and noted her guidelines would help the future designers explain the story in signage.

Mr. Ostermiller asked if Hudson Gardens would have a major monument sign. Mrs. Cypher explained that it’s slated for a smaller kiosk. If the Gardens has a larger sign, then trail users probably would use the Gardens parking lot as a trailhead. Brett suggested the signage could report on the new River development at Hudson Gardens; the Gardens management can decide about the parking; this will come with the overall master plan development.

Mr. Lorenz asked for the Board’s direction at this time.

Mrs. Rosser stated that, while she agrees the signage needs to be redesigned to be better and more effective, this will change the look of the Mary Carter Greenway; in particularly, she noted the color palette on the design samples, which were primary reds and blues. She asked about the square footage of a sign. Mrs. Cypher acknowledged that there will be 10-foot-tall signs; the scale is readable from a distance, without the user’s having to stop on the trailway. She suggested the group look at the sign system in Vail, which is quite tall. Mrs. Rosser reiterated her concern about changes to the look and feel of the trailway.

Mr. LaBrash asked if the coloring would be used on the legend only, or on the map signs as well. Mrs. Cypher explained that the City of Littleton wants to use a solid red as its trail color. The color palette for the District signs will be adjusted to match the colors identified by the recent branding effort (more in the range of pastels and natural colors); and District sign shop staff must be able to replicate them. Therefore the sign colors for the presentation aren’t the final choices. To Mr. LaBrash’s question, Ms. Cope assured him that the design firm is working with Burns Marketing, the District’s branding consultant and within Burns’ current recommendations to the District.

To Boardmembers’ questions, Mr. Latona reported, he likes the idea of developing an identity for the trailway and the consultant’s efforts to reduce user confusion. He really likes the leaf pattern being utilized in the signage backgrounds. He likes the proposed core-tin material, which matches what’s out there now; he doesn’t believe the new system would modernize the look of the trail. Overall, the redesign will help get the message across clearly and succinctly.

Mr. Lorenz noted there are 750,000 visits to the trail each year. He now feels that the Mary Carter Greenway is so special that it could have a special sign system which doesn’t have to be duplicated across the District. His current concerns are the implementation costs and how the proposed trail project fits in with the District’s other capital priorities. Leading up the recent election, he told voters that the 2 mills would be used to improve parks and facilities. The Board needs to focus on the cost. He concluded, this signage design would be attractive for the Mary Carter Greenway. He’d like to talk about a similar system for the High Line Canal, which also traverses many municipalities.

Mr. LaBrash agreed that a standard sign is needed. His concerns are money and how quickly it will be implemented, and would the other cities follow suit; it would be a shame to change the signage for a short stretch of trail and then the new concept doesn’t go forward. Mr. Lorenz reported that during meetings with the other cities, they were very much in favor; however, they have not approached the city councils yet. He overviewed the next steps and noted the work with Riverside Downs’ developer.

Mr. Ostermiller proposed that a section of the trailway be completed. The District should not mix new and old signs. He believes the City of Littleton and South Suburban agree that South Platte Park needs the improvement, so that’s the place to start. Mr. Lorenz noted an upcoming meeting and further discussion. Mrs. Cypher stated the City wants to improve Littles Creek initially, with its access to the downtown area. As a side note, Mr. Lorenz reported the District doesn’t maintain Littles Creek Trail behind EchoStar; the City does.

Mr. Anderson wants to move forward. He believes the critical step will be to get funding from Arapahoe County; it won’t be possible to fund the $500K difference without it. Arapahoe County can bring in the City of Centennial to the project. They are getting a feel whether this standard can be applied more globally. He doesn’t think the

partnership with Littleton is a sufficient funding source. Mrs. Cypher suggested there are grant funds available; she noted her recent experience consulting with the City of Lamar, which has applied to Great Outdoors Colorado for a grant. She agreed the District should “look beyond yourselves;” she assured the Board that this project is very fundable because it enhances usability and creates a more attractive recreation opportunity.

Mrs. Eller concluded, it’s possible to talk about the new sign standards for trails only (i.e., exclusive of other District properties and facilities). South Platte Park is the perfect place to start. She suggested once the pilot project is in place and looks so good, then “a line will form” and the other agencies will be eager to implement it in their sections of the trailway.

Mrs. Rosser asked if Arapahoe County would talk to the City and County of Denver before it commits funds. Brett Collins noted that City & County and South Suburban use different signage systems now. Mrs. Cypher added, the change in signage creates some confusion with the trail users now, who think they’ve exited onto a different trail.

Mr. Ostermiller would like to start at the south end of the pilot project and work north, and therefore essentially South Platte Park will be the first phase.

At this time, staff stated they had adequate Board direction to move forward, with plans to fund the pilot project and future phases of work over a period of time (as funding is identified). Board and staff returned to topics not covered during Study Session tonight.

Monthly department reports Planning: Brett Collins updated the Board on some additional potential grant applications in 2015. Staff will set up meetings and talk. Probably, the initial grant project estimates (project scopes) will change. To Mr. LaBrash’s question, Brett reported that District planning staff isn’t sure they are proposing a complete improvement of Writer’s Vista Park in 2015.

To Mr. Ostermiller’s question, Brett explained that the Arapahoe County Open Spaces grant program has gone to spring and fall cycles in 2015, as opposed to a spring cycle through 2014, and there will be additional funds available to apply for.

Boardmembers had reviewed the park playground inventories. They noted that the deterioration of existing play equipment didn’t necessarily dovetail with equipment’s age or playground’s level of use. Brett Collins reported, District planning staff has found some playground equipment manufacturers provide better products than others, and they’ve phased out installation of those products which haven’t lasted.

Hospitality: To Mr. Ostermiller’s question, Mr. Dikeman affirmed the current per-person cost for Tantalizing Tastes ($36) includes tax and tip. Mr. Dikeman added, the Tastes dinners is a public relations opportunity rather than a profit-making event at this point; however, the standard price is covering costs.

Parks: Messrs. Ostermiller and Priddy directed their attention to the article in Zone 4 Magazine about the District’s horticulture staff and the War Memorial Rose Gardens. Mr. Priddy also noted his report about the topsoil that Parks staff is generating each year, which is saving the District money. The top soil is of the same quality as the bagged soil from the garden shops.

Recreation: To Mrs. Eller’s question, Ms. Gould reported the new wellness challenge is intended for the public and staff, and all encouraged to join in.

To Boardmembers’ questions, Ms. Gould explained the giant bungee toy, currently installed at the Family Sports Center, is the property of the contractor, and he will be removing it at the end of the winter to use at

various warm-weather events, which are quite profitable for him. At Boardmembers’ suggestion, she will see if there’s an opportunity to use the bungee feature elsewhere in the District in 2015.

IT: Mrs. Eller reported she likes the new online tee sheet (reservation system).

Mr. LaBrash asked about the District’s plans to update its credit card handling hardware. Mr. MacLennan explained that, given the low number of chargebacks the District handles each year (in the range of $2,000), that he feels comfortable taking some time in 2015 to install the hardware upgrades. Mr. LaBrash reported, it’s believed thieves attempting credit card fraud will target vendors which don’t upgrade equipment sooner; and the District will may have more liability as of October 1, 2015. Mr. MacLennan again referred to the District’s low level of chargebacks and that the new hardware will cost $50K. There are 65 District point-of-sale terminals, and staff is also talking about mobile transaction capabilities. Mr. LaBrash suggested that if a current vendor doesn’t offer a good deal on the terminals, that IT staff should shop the competition. Mr. MacLennan agreed; he will be talking to Wells Fargo in the first quarter of 2015. Mr. MacLennan assured the Board that IT staff could accelerate the changeover to the new handling system if the need exists. To Mr. LaBrash’s question, Mr. MacLennan reported that the District handles just a few credit transactions over the phone at this time, and they do accept card numbers over the website.

Communications: Mr. LaBrash asked about the current working relationship with branding consultant Burns Marketing, and Ms. Cope assured him it is going pretty smoothly. Burns has proposed that the District refresh (update) their logo; the suggestion initially came from the Gold Medal Citizens Committee. Burns has suggested that the timing is right to move forward. Ms. Cope and Mr. MacLennan reported, there is an issue with the current logo typeface; the original designer is no longer in business, and the proprietary typeface is not available; District staff has struggled to enlarge the logo for some uses. Copies of the logo on file are at a low resolution. Ms. Cope added, the logo that C+B has suggested to the District uses the new technology.

Mr. LaBrash asked what the next steps would be. Ms. Cope doesn’t know at this time how much a logo refresh would cost, and this project is out of scope of the approved Burns Marketing branding project. Mr. Lorenz added, he plans to have District staff present an update to the Board during the January 28 study session. Staff affirmed that the current branding project is almost complete, and available funding is depleted, though Ms. Cope added, there’s been a discussion about entering into a new contract to develop a new District video.

Directors reports Mrs. Rosser praised staff for the Centennial Link Trail dedication event. Following the dedication, she walked the trail with City Councilmember Keith Gardner, and there were a lot of users on the trail already. The Georgetown Village residents love it and feel their property values have increased with the new trailway.

The most recent Lone Tree Subcommittee meeting included discussions about the proposed bridge over Lincoln and Entertainment District park development. The District will contribute $1 million to the bridge construction, paid in two increments over two years. She assured the Lone Tree representatives that the Entertainment District park is one of the District’s top priorities. To her questions, Brett Collins explained that Planning staff assignments for the new park are yet to be determined, but planning has begun.

The Fairways park improvement project is going slower than the City wants, but she expressed confidence that it will get done.

They also discussed the Willow Creek Trail over Lincoln. She noted the City hasn’t purchased land on the north side of the bridge proposed at this time. (Staff didn’t have any reasons or details to contribute.) Planning for the bridge is moving forward.

City representatives also reported on the services of a different branding expert which they are acquainted with.

District representatives provided an update on the local homeless situation.

The City is planning to purchase the old library building from the Douglas County Libraries at a cost of $800K, and the building will be dedicated to a community use; potential uses discussed have included a senior center and a teenagers’ meeting place.

She reported that the most recent Tantalizing Tastes event was great!

Mrs. Eller attended the City of Sheridan’s holiday event for residents aged 55+. She reported that Sheridan Recreation Center Supervisor Eddie Kanoza did a great job. They’ve changed the format of the event. About 70 public attended, the largest group ever. There were levels of donations to the event, and South Suburban was a sponsor. Staffmembers from the school district and police and the high school students helped make the event special.

The annual Colorado Gives Day was on December 9. The South Suburban Park Foundation received 55 donations totaling $6,000.

There’s a posting on the Columbine Valley website that the second potential developer for the Wild Plum property (Tuck family property) has pulled out. The problem seems to be that a big chunk of the property is in floodplain and therefore cannot be developed at this time, but there are also issues with restrictions to lower residential densities and property access issues. The family still owns the property. Mrs. Eller added, several years ago, the City formed a subcommittee and made a proposal, which the family rejected; she wonders if perhaps the proposal will be revisited; it includes a conservation easement to create some permanent open space on the east side.

Mr. Anderson added to the report about the Lone Tree Subcommittee. City representatives shared positive commitments about District staff’s abilities and expertise, and the City’s interface with them. The City is comfortable moving forward with the park design and the Willow Creek project. He thanked Brett Collins and staff for their personal efforts.

Mr. Ostermiller reported on the planning meeting for the City of Littleton’s 125th anniversary (March 2015). There was a question whether the Littleton Community Trail dedication event will go forward; this will be resolved during the next staff-to-staff meeting. The Buck Center will be used for events on one day.

Mr. Ostermiller sent the Boardmembers and staff a copy of the new Littleton residents survey (completed December 2014). Soft copy is available on the City’s website. The District did quite well in the survey, and in fact, better than the City overall. He concluded, South Suburban has a very positive role in the City residents’ lives.

Mr. Ostermiller reported that the Hudson Holidays event is great this year!, and he encouraged the group to spend an evening at the Gardens. Rich Meredith and his staff deserve the credit. The event attracting about a thousand attendees a night.

Announcements and emergency items As reported on the special posting and current agenda announcement, the regular sessions for December 24 have been cancelled.

There was no executive session this evening.

Adjournment There being no further business to come before the Board, the group adjourned for the evening at 9:35 pm.

A RESOLUTION LEVYING GENERAL PROPERTY TAXES FOR THE YEAR 2014, TO HELP DEFRAY THE COSTS OF GOVERNMENT FOR THE SOUTH SUBURBAN PARK AND RECREATION DISTRICT, COLORADO, FOR THE 2015 BUDGET YEAR. WHEREAS, the Board of Directors of the South Suburban Park and Recreation District has adopted the annual budget in accordance with the Local Government Budget Law, on November 12, 2014; and WHEREAS, the budget has been prepared to comply with all terms, limitations and exemptions, including, but not limited to, reserve transfers and expenditure exemptions, under Article X, Section 20 of the Colorado Constitution and other laws or obligations which are applicable to or binding upon the District; and WHEREAS, for District Code 4650, the mills necessary to balance the budget for general operating expenses are 6.393 mills, plus 0.053 refund and abatement mills; and WHEREAS, for District Code 4650, the mills necessary to balance the budget for the Parks, Open Space, and Trails Tax expenses, as approved by voters, are 1.000 mills; WHEREAS, for District Codes 4650, 4648 (CHV), and 4647 (GWV), the mills necessary to balance the budget for debt retirement expenses are 1.362 mills; and NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE SOUTH SUBURBAN PARK AND RECREATION DISTRICT, COLORADO: Section 1. That for the purpose of meeting all general operating expenses of the South Suburban Park and Recreation District during the 2015 budget year for District Code 4650, there is hereby levied a tax of 6.393 mills, plus 0.053 refund or abatement mills, upon each dollar of the total valuation for assessment of all taxable property within the District for the year 2014. Section 2.
