Todd Prophet 1965 - 2017

Dear Friends and Families of Harley Marine Services:

On Friday, July 21, we lost our CFO Todd Prophet to a hard fought battle with lung cancer. For 20 years, Todd was a constant at Harley Marine. He was loyal and brilliant and a major part of our rapid and successful growth.

When Todd joined us we operated about 15 vessels out of Seattle and Portland. Today, we operate 135 vessels all throughout the United States. With his breadth of finance knowledge and sophisticated funding strategies, Todd helped facilitate my vision for expansion. While I focused on the strategic plan, operations and marketing, Todd worked on improving all of our systems. He knew that mechanized communications between the office and the field, regulated maintenance logs, and platforms to assess that progress was vital to a growing business.

He identified the brilliance of our current COO, Matt Godden, whose background was in computer engineering, as the person who could take our systems and operation to the next level. Todd was ahead of his time, and as the company grew, his job and dedication grew in scope. Todd always took pressure in stride and juggled it with a cool head. His understanding of tug and barge operations and maintenance gave him perspective that few others could comprehend. This included lenders. He had an ability to break down the business to our financial partners in a way that brought them comfort in their risk.

Early this spring it gave me great joy to see Todd’s skills and value publicly recognized when the Puget Sound Business Journal named him CFO of the year. While we aware of his worth and importance, it was wonderful to see him get the kudos he so deserved. He was experienced, trust worthy, hardworking, diligent and patient. He could also be extremely stubborn, but it was his stubbornness and resilience that kept him in the game here at Harley Marine, and that same resolve that helped him battle his cancer.

He loved his wife and five children above all else and made sure that their needs were attended to no matter what else was going on at work or with his health. His family was his priority and in turn, he was theirs. The love, attention, respect and dedication shown to Todd by his wife Carrie and their children Casey, Katlyn, Elizabeth, Joey and Ethan since his cancer diagnosis, was admirable, inspirational, and an example for all of us to be a loving partner, son, daughter as well as a great friend. In his last moments, he was surrounded by his mother, wife, children and his closest friends.

I was thankful for my friend, Todd Prophet, AKA “The Prophet Center” as I fondly referred to him, the guy I shared a birthday with, my loyal lieutenant, my fellow Husky. I will miss him every day.

Q FACTOR

ISO 9001:2008 and ISO 14001: 2004 have now been upgraded to the 2015 standard. There are some significant revisions and changes in the latest evolution. One area of focus is ‘Risk Based Thinking’. Risk Based Thinking is something we do on a daily bases. We constantly evaluate hazards we face and make judgments based on those hazards.

When merging onto a freeway, do you accelerate in front of oncoming traffic or do you wait for a gap between vehicles and smoothly transition in? Or do you avoid the freeways altogether? These three examples are risk based decisions that you make frequently. If you are late to a client meeting, how will that factor impact your driving?

To be certified as an ISO 9001:2015 and ISO 14001:2015 Company, Harley Marine will need to demonstrate Risk Based Thinking. Now Risk Based Thinking is infused throughout both ISO standards. Risk Based Thinking can also be used to identify opportunities. Risk identification can also lead to more efficient operations and new business prospects. The driving force behind the changes to the ISO standards is the desire to build customer confidence and to enhance customer satisfaction.

One Quality Management process which will demonstrate a commitment to Risk Based Thinking, is Management of

Change (MOC). In the MOC process, the ‘Change’ is analyzed and evaluated before the change takes place. If necessary, a formal risk assessment will be completed to address higher risk changes. Changes with acceptable risk level will flow through the process more quickly.

ISO 9001 and ISO 14001 are the industry standard for customer satisfaction and environmental protection. Infusing the standards with Risk Based Thinking will cause certified companies to become more proactive in addressing hazards and responsive to customer needs.

OHSAS 18001 is being converted to ISO 45001. To combat significant occupational injuries and diseases, ISO is developing the new standard Occupational health and safety management systems – Requirements, that will help reduce this burden by providing a framework to improve employee safety, further reduce workplace risks and create better, safer working conditions worldwide.

HMS is implementing the changes being made to all three of the standards. They will be reflective in our programs, revisions, and MOCs as we strive for Continual Improvement. Thank you for your efforts to keep our management systems thriving!

On Monday, July 24th, the tug MILLENNIUM STAR was called out to rescue one of the three fish farms on Cypress Island. The fish pen had 10 million dollars worth of farm-raised salmon in it at the time, and thankfully none of the salmon escaped.

If it weren’t for the efforts of the MILLENNIUM STAR crew (Captain Neal Maresca, Jr. Captain Luke Olson, Engineer Rick Melbourn, and AB Stefan Thompson), as well as staff members of the fish farm, the fish pen would have been lost, and the environmental damage of the farm-raised salmon in the bay would have been a disaster.

GOING GREEN

HMNY Accelerates Green InitiativesBy Erika Stetson, Operations Specialist

Kermit wasn’t wrong when he said “it’s not easy being green,” but with consistent effort over time, it’s possible to make steady inroads in greening the supply chain of an HMS division – and without breaking the bank.

Green products now staples at the division include Prelube 19, a VGP/EAL lubricant used successfully on tow wires; Skyrex degreaser, a locally-sourced biodegradable degreaser procured at a lower cost than previous options; and Enviro X-433, an Environmental Assessment Level (EAL) version of a wire rope lubricant that’s also available in non-EAL form. Dishwashing detergent and other common janitorial and hygiene items, such as Dawn for example, also are biodegradable. Efforts continue locally to source multiple additional products that meet standards for biodegradability, composability, or other categories in line with Harley Marine’s environmental goals.

Coupled with this is an effort at HMNY to collect and understand the standards behind EAL and the “biodegradable” label. Now available through the Green Team, for example, is a spreadsheet of the American Section of International Association of Testing Materials

(ASTM) sustainability standards, including ASTM D6400, a specification for compostable plastics. Knowing such standards allows purchasing agents to search for products meeting these specific criteria, avoids the pitfall of purchasing based on potentially deceptive labeling, and helps ensure that the environmental victories the company claims are verifiable. In keeping with the latter principle, HMNY also maintains a binder of vendor VGP, EAL and biodegradability declarations.

Where reasonable and where purchasing agreements permit, HMNY also makes an effort to source products locally, avoiding the carbon footprint (and costs) associated with long-haul transportation. Approaching vendors and letting them know we are actively seeking to green our supply chain while keeping prices level or lower has yielded positive results and useful product recommendations as well.

Armed with sustainability standards, a willingness to engage vendors, and consistent commitment to environmental goals, it’s possible for any division to reduce its environmental impact.

SAFETY CORNER

Man OverboardBy Harry Lee, Intern

On my second day as a Harley Marine intern, I was given the unique opportunity of observing a “man overboard” drill with the Safety Department. “That’s Oscar…He’s the dummy they use for the drills. He’s been through a lot…he’s been here longer than I have,” said Safety Specialist Mindy Buxton. I was glad to know that I wasn’t going in the water, but as we boarded the MILLENNIUM STAR I tightened my life jacket nervously--- you know, just in case.

During “man overboard” drills, crews simulate the scenario of a member falling overboard and practice their responses. Drills like this require a lot of coordination and communication between departments and usually a dummy named Oscar.

Today, the crew was attempting to simulate the near impossible situation of only two members onboard in a “man overboard” situation. In the simulation, one man is on deck and one is in the wheelhouse, steering. In the two-man scenario, Oscar is tossed into the water below where his life rests in the captain’s hands. The captain is then tasked with running down from the top of the vessel, and pulling over 200 pounds of dead weight onboard in a safe and timely manner.

No one on board was very optimistic about the outcome of the two-man simulation. Nevertheless, the team took a moment to discuss rescue options before beginning the drill. Marine Safety Advisor, Ernie Ramos explained the complexity and importance of the drill to me before we began, “right now we are going through some big regulatory changes in the tug boat industry. Soon the Coast Guard will mandate that we have a certain amount of people on board, so we need to be ready for any situation.”

Satisfying Coast Guard requirements, crews need to prove that they are prepared to handle any kind of emergency situation that might occur, and a two-man simulation is the worst case scenario. Captain Neal Maresca of the MILLENNIUM STAR explained, “We need a way to pull someone on board, something we can attach to them. You can’t just pull them on board if they’re unconscious, you’ll hurt ‘em---you can’t grab them by the head.”

In a quick motion, Oscar was cast overboard and the drill began. The team looked on as one of them tossed a sort of lasso over the side and attempted to wrangle it over the dummy’s head and shoulders. As Oscar’s lifeless weight proved too much to be pulled back on board, a steel ladder was brought from the other side of the tug. In an attempt to use it as a lever, the crewmember slid one end underneath Oscar to lift him out of the water by pushing down on the other end.

Eventually the crew hoisted Oscar up and the drill was over. Unable to succeed in saving Oscar with a single crew member, it was still a learning experience for all. I spoke once more with Ernie to get his thoughts on the experience. “In good conscience, we can’t recommend two people, so we are going back to square one to discuss the next course of action,” said Ernie. The crew now has to figure out what went wrong and how to fix the issues. They told me they are going to try some different engineering changes and possibly use different equipment.

Ernie strongly believes that all of the regulation changes are for the best, as they promote safety. He envisions the future of marine transportation to be much more sophisticated and safe. By the end of the drill, it was very clear to me that each crew member cares deeply about the safety and efficiency of their operations onboard, and running safety drills is an essential step to improving the quality of their day to day procedures. The industry is changing rapidly, but the crews of Harley Marine are adapting just as quickly.

TRAINING

This summer, Harley Marine is hosting cadets to teach them the trade of the maritime industry. During their time with the company, these cadets will be aboard an assigned vessel and will be taught basic deckhand skills, given the opportunity to observe in the wheelhouse, and shadow the vessel engineer and tankerman.

They are able to see what tug boat life is like and if they would like to pursue it as a career. All of the cadets are enrolled in a maritime academy or maritime training school and have already decided they want a career in the maritime industry.

I started my deckhand training at Harley Marine Gulf on May 19th. I had the pleasure of riding on the tug BUTTERCUP, and meeting the crewmembers onboard: Captain Timothy Picou, Joshua McClane, Joseph Day, and John Kelly.

My daily duties consisted of 12-hour days, from 6:00 am to 6:00 pm. I got up at 5:30 am for breakfast, then started my duties: cleaning the galley, taking out the trash, and washing the dishes. Afterwards, I would meet with the Captain to see what orders he had for me.

Since starting with the company, I have learned the importance of caring for a vessel like chipping and painting, and I’ve also learned the correct terms and parts of a vessel like: bow, stern, port, and starboard. I was also shown how to start and stop engines, swap auxiliary engines, where all the safety equipment was kept, what a station bill was, and my duties in the event of an emergency.

When I wasn’t working on a vessel, I had the privilege of learning how to throw lines, and how to tie off a barge. I learned how to tie off to ships we bunker, and docks that we berth at.

I was also taught how to load and discharge a barge and the various steps it takes to get jobs started, and most importantly, I was taught that safety is HMG’s top priority.

Although the days were long and hard, my experience at HMG was very exciting and memorable, as well as helpful in learning the trades of the marine industry. I am thankful for everything I’ve learned because it will help in advancing my career.

My experience at Harley Marine Gulf this summer has been amazing. I started working on the tug STARDUST with no prior inland experience and was fortunate enough to be placed with a great crew that took me aboard and showed me the ropes.

The crew trained me day and night and immediately made me feel part of the family. Overall, my summer experience with HMG has been great and I hope to return again next summer,and learn even more.

Jake SeibertEarlier this summer I started working at Harley Marine Gulf aboard the GULF VENTURE. The crew has done a great job of teaching me deck skills like line-handling, vessel vocabulary and terms, how to throw a heaving line, and mooring operations, along with anchoring operations.

I was introduced to the barge cargo operations, and I learned the particulars of a barge, valve line up for loads and discharges, how to use and read an MMC gauging tape and how to establish a measure of cargo rates loading and discharging.

I have been involved in routine maintenance, and the ever-present sanitary duties.

Being unfamiliar with the tugboat side of the industry, I have been taught a great deal of information in this short amount of time onboard the vessel, which I will use to further my career in the maritime industry. Thank you, Harley Marine Gulf, and the crewmembers of the GULF VENTURE!

Cadet Nick Gardner has been a pleasure to work with. In his time with Starlight Marine Services he has demonstrated an eagerness to learn, thoroughness in his work, and a great attitude. Nick is always asking questions and trying to learn new things. He actively seeks out information on our vessel from knowledgeable people and inquires about ship activities and procedures from those that have the experience.

The Captains gave Nick many tasks starting small and growing more complex as time goes on. He finishes these projects in a timely matter with great attention to detail. He has also taken it upon himself to begin, implement, and complete new projects on the vessel.

Nick has learned to throw lines, navigate the vessel, chip and paint, and has become an asset to our team. He is learning good seamanship skills such as splicing different lines, line and deck safety, and even some engineering. Nick has taken part in fuel transfers, oil changes, crane operations, and has done so with a positive attitude.

Overall, Nick Gardner has been and will be an asset to any maritime outfit. The skills that he has learned at Starlight Marine Services will serve as a great base for expanding his knowledge and experience in the years to come.

Nick Gardner Tim was the first ever cadet at HMNY in its history of being in New York Harbor, and has set the bar for cadets very high. Cadet Hamill joined HMNY on May 1 and spent a total of 62 days onboard the tug Dr Milton Waner. During his stay at HMNY Tim was trained on the dynamics of light tug handling, making up to barges, deck plate seamanship, and gaining experience in working in one of America’s most challenging and crowded waterways, New York Harbor.

One of the first tasks assigned to Tim was the preparation for the name change ceremony and boat prep for the tug Dr Milton Waner. Without his assistance in this project The tug would not have been as prepared for the ceremony. There was not a single time where the crew witnessed Tim not giving 100% effort. Each and every Captain and crew had nothing but outstanding comments on Tim’s work ethic as well as his willingness to learn.

While working at HMNY Tim was given the nickname “Turbo” which everyone found very appropriate. Bearing witness to Tim’s positive personality and his ability to always be a team player, there is never a doubt that the crew would welcome Tim to sail with them again. Upon graduation for New York State Maritime Academy the crew believes that Tim would be a welcomed asset as crewmember on any HMS vessel. HMNY wishes him the best of luck in completing his schooling and passing his USCG license exam!

Starlight Marine Services nominated the ROYAL MELBOURNE and BERNIE BRIERE crew for the following reasons:

Mentoring has had a great impact in the crew and their success stories. Captain Max Jahn recently retired and Captain Jack Hutchins has mentored the crew from the deck up.

This giving of knowledge has helped a lot of younger crew members to become mates, then captains; just like tankermen have mentored younger deckhands to become tankerman. This is also the same with the engineering department.

They enjoy the work they do and they do it well. Most of the crew came here with no maritime background and have moved up the chain through mentoring and self-development. It has been a pleasure to watch the crew change and grow.

Construction of the new Channelview Facility is substantially complete and the Harley Marine Gulf team will move into their new office and shop during the first week in August. While the contractor will have a few remaining items to complete in August, including punch list items, the facilities are ready for occupancy. For the next issue of Soundings pictures of the facilities in use will be provided.

PURCHASING

Have you ever requested a new vendor to be set up to make payment for the purchase of a service, item, or event? Have you wondered why the company’s purchasing or accounting department requires additional “red-tape” or paperwork for what seems like a simple task?

Vendor Onboarding Process

“Vendor onboarding is the process of gathering documents and data needed to set up a company as an approved vendor or supplier and to enable an organization to efficiently conduct business, purchase goods and services, and make payments to that company.” (Source: ICG Consulting)

In today’s ever changing economy, many companies are focusing on initiatives to become more agile and gain a competitive advantage, to secure the next lucrative contract and continually improve. The focus doesn’t just include increasing bottom line revenue, but it also entails vendor management relationships.

Recent studies (see figure 1) have shown that over the past three (3) years a growing trend in vendor management relationship initiatives has increased among companies. The trend is to capitalize on processes, technology, and most importantly business relationships with vendors to create better communication and collaboration. This

ultimately will contribute to a company’s bottom line and productivity (seller and buyer).

The trend is no different from a sales department making the customer #1. The seller will always put its best effort forth for the buyer/customer to create a positive business relationship. Weather that effort comes in the form of conducting annual customer service surveys, being proactive to meet customer demands, or frequent visits, etc.

Furthermore, now let’s apply the same sales or marketing department concept and combine it with the role and skills of a purchasing/procurement department and make the vendor #1 and create and win-win situation. The same principles used to market a company or ink the next sales contract, can be applied when onboarding a vendor to provide the best products/services. Supports Company Objective(s) – i.e. purchasing from ISO certified vendors when possible or purchasing “green” environmentally friendly products/services. This year Harley Marine Services will take delivery of 11 new vessels as we expand our fleet and successfully grow our business to fully serve the needs of our customers. So far we have taken delivery of four vessels this year.

Late summer and early fall will be a busy time at Harley Marine. Between August and October we expect to take delivery of seven new vessels. Each vessel delivery takes a team effort by many departments including Engineering, Operations, Quality, Safety, Finance, Legal and others as the vessels are inspected, accepted, outfitted, and all regulatory requirements are satisfied and certifications received and verified. Once these requirements are met and ownership is transferred the vessel is crewed up and begins service in our fleet.

Do You Know Seizure First Aid?According to the U.S. Centers for Disease Control and Prevention (CDC), 1 in 10 people may have a seizure in their lifetime. A seizure is a change in the brain’s electrical activity that can cause a variety of symptoms, including violent shaking, falling and losing bodily control. However, because there are different types of seizures, symptoms can vary.

Knowing proper seizure first aid is important so that you can help keep a person who is having a seizure safe and prevent further injury. General seizure first aid includes the following:

• Clear the area immediately to prevent possible injury.

• If the person is standing, gently guide them to the floor. Roll them on their side and cushion their head.

• Time the seizure. If the person has epilepsy and the seizure lasts longer than three minutes, call 911.

• Call 911 if any of the following apply:

o The person is pregnant.

o The person has never had a seizure before.

o The person does not regain consciousness after the seizure.

o The seizure lasts longer than five minutes.

• Do not attempt to hold the person down or put anything in their mouth while they are seizing. Doing so could cause injury.

Grilling Safety Reminders for Your Summer BBQThough grilling is an extremely popular way to prepare food in the summer, it can also be dangerous. According to the U.S. Fire Administration, gas and charcoal grills account for an average of 10 deaths and 100 injuries annually. Additionally, the National Fire Protection Association reports that an average of 8,900 home fires are caused by grilling each year.

This year, keep the following safety suggestions in mind when you go to fire up your grill:

• Make sure your grill is at least 3 feet away from other objects including your house, trees and outdoor seating.

• Remember that starter fluid should only be used with charcoal grills and never with gas grills.

• If you suspect that your gas grill is leaking, turn off the gas and get the unit fixed before lighting.

• Do not bring your grill into an unventilated or enclosed space such as the garage or inside of your home.

• Do not let children and pets play near the grilling area when cooking until the grill is completely cool.

Turkey Burgers 1 pound ground turkey (85 percent lean, 15 percent fat)

2 medium onions

3 Tbsp. lemon juice

¼ tsp. Worcestershire sauce

¼ tsp. parsley

PREPARATIONS 1. Chop onions.

2. Combine onions, turkey, lemon juice, Worcestershire sauce and parsley in a bowl. Mix well.

3. Shape mixture into four patties.

4. Cook in a frying pan over medium heat or grill until internal temperature reaches 165 F.

EMPLOYEE OF THE MONTHHarley Marine Gulf would like to recognize Darris “DJ” Jefferson as the July Employee of the Month. DJ is a valuable member at HMG and always remains positive and is willing to train and help other employees remain positive as well. This achievement is the result of hard work and dedication; DJ serves as a role model for others and is an asset to our company, and the Gulf is proud to name him our Employee of the Month. Olympic Tug & Barge would like to recognize Dan Johnson as the July Employee of the Month. From the first day on the job, Dan showed an eagerness to learn. It did not take him long to become a qualified PIC. Spending the first few years on a Tesoro contract, Dan’s quality of work stood out. Dan then moved up to work on the barge PETRO MARINER. The PETRO MARINER has many complicated systems and tight timelines, it didn’t take long for him to fully qualify on that barge either. Most recently, Dan has taken a leadership role on the latest clean product barge in Alaska. As with any new contract there are challenges. Dan has had a tremendous impact on the quality and timeliness of the fuel deliveries.

Starlight Marine Services would like to recognize Victor Gonzalez as the July Employee of the Month. Victor has shown his dedication to Starlight Marine Services and the maritime industry on many occasions. Recently he upgraded his license and become a mate on the ROYAL MELBOURNE. In his new leadership role, he has excelled by going above and beyond his normal duties. One of the many examples is Vic taking new hire employees under his wing, training them on the company policies, procedures, and safe practices as well as teaching them all about the tank barge BERNIE BRIERE. Victor Gonzalez exemplifies a team member that will bring SMS to the next level. Thank you, Vic for all your hard work!

Westoil Marine Services would like to recognize Sean Humphreys as the July Employee of the Month. He was hired on almost two years ago and joined our tug fleet as an engineer. Sean’s always been willing to come in and cover extra work on his off time to get experience behind the sticks. He has recently completed his training and will be transferring over to MMI to join the captains that help service the ports of Long Beach and Los Angeles, proving that hard work and dedication pay off. Part time, temporary, seasonal, and contract employees are not eligible for holiday pay.

In order to qualify for holiday pay, employees must be in paid status immediately before and after the holiday. Only excused absences will be considered exceptions to this policy. Full time regular employees will receive pay for eight hours.

Paid holiday hours do not count as hours worked for purposes of overtime calculations. If a holiday occurs during a scheduled vacation, employees are eligible for holiday pay. Crewmembers and tankermen must work the holiday to qualify for holiday pay.
