approach)• Construction of infrastructures for flood control consistent with the integrated water resource management (IWRM) principles and through a river basin approach• Nationwide Flood Risk Assessment Study 2008 screened rivers based on natural and socio-economic conditions and listed priority river basins• MP and FS of prioritized major and principal river basins are being undertaken (12 river basins completed; 8 river basins for procurement of consultants; 5 river basins/areas undertaken thru in-house staff/consultants)• MP/FS for 6 cities/areas for drainage projects

•MP/FS in coordination with other agencies (DENR, OCD, DOST-PAGASA, LGUs, etc)•MP/FS for a target safety level (e.g., 25 yr flood)• Consideration of potential climate change impacts (projection of rainfall intensity, discharge, sea level rise)• Integration of non-structural measures like land use regulation, hazard mapping, forecasting and warning system, solid waste management, etc.

Water Convergence

• Strategy to coordinate and synchronize implementation of flood control, small water impounding projects (SWIPs) and watershed protection/management projects for more effective use of resources and for flood management

• Collaboration with DENR, DA-NIA/BSWM, DAR

• Started in 2011; flood control projects and SWIPs in prioritized areas funded and on-going

• 2012 list being coordinated with the DA and DENR

Implementation Guidelines:

• DA and DENR submit priority areas for projects• DPWH identifies flood control and small water impounding projects in the above priority areas• In case of small water impounding projects, detailed survey and detailed engineering is coordinated by DPWH with the DA-BSWM/NIA and LGUs• DPWH prepares program of works• DPWH secures budget for project implementation• DPWH procures civil works contractor and supervises/monitors construction
