An air quality management system is a collection of air pollution strategies designed to identify problems and provide a solution to difficult municipal, national, and international air quality problems, to achieve cleaner air.
• Proven and often already in use, hence does not require significant technical
innovation
• Little cost or no net cost, although initial capital investment may be needed, many
will achieve cost savings over time
• Could also contribute to carbon dioxide mitigation

- Low emission zone for trucks.: Maximum age of 12 years for trucks that want to circulate in Santiago.
- Permanent ban on 20% of cars during weekdays: With exemption on 2012 or newer.
- Off road emissions control: Government contracts will mandate particulate filters installed.

Taking Action to Reduce Air Pollution in Greater Manchester

Outdoor air pollution is linked to the deaths of at
least 40,000 people across the UK annually
(estimated to be 2000 in GM)

Air Quality Management Area (AQMA)
Low Emissions Strategy – an integrated approach
• Greater Manchester and TfGM have produced integrated climate change and Air Quality strategies
• The Low-Emission Strategy gives a framework for policies and measures to:
reduce air pollution as a contributor to ill-health in Greater Manchester;
support the UK Government in meeting EU air quality thresholds;
help reduce Greater Manchester’s carbon footprint; and
encourage a low-emission culture.
Air Quality Action Plan
• Given the need to meet EU limits for NO2 as soon as possible, the short-term focus will need to be on NO2
• Key Performance Indicators (KPIs) have been set to help track and measure actions:
Reduce traffic: for example, by encouraging travellers to switch from cars to use public transport, cycle and walk more;
Increase efficiency: improving traffic flow by reducing congestion and stop-start travel to decrease air pollution peaks and to lower emissions overall; and
Improve fleet: by encouraging the replacement of older, more polluting vehicles with newer, smaller, cleaner, lower-emission vehicles

The role of Low Emission Vehicles (LEV) and Ultra Low Emission Vehicles (ULEV)
• ULEV numbers in GM are currently low
• Price of vehicles and infrastructure are key to expansion

• Leasing schemes for businesses to trial EVs

• GM has largest number of hybrid buses outside London
• All electric buses
• TfGM have introduced a voluntary bus operator’s code of conduct

Air pollution cases in High Court
• ClientEarth won a High Court case against the government over its failure to tackle illegal air pollution across the UK
• The case is the second the government has lost due to its failure to clean up air pollution in two years
• The revised Air Quality Plan was released on the 5th May 2017, and publish a final plan by 31 July 2017
• The previous plan mandated five cities to implement Clean Air Zones – Greater Manchester was NOT included
