Explanatory Note

This section of the 1997 SOCRATES Compendium contains projects supported during 1997 throughSOCRATES, Open and Distance Learning (ODL).

The projects are listed by coordinating country and project number in ascending order.

For each project the Compendium contains the following information:

TITLE: GABRIEL - Global Access by Bridging Resource Centres for Interactive Educationand Learning

DESCRIPTION: Gabriel proposes to disseminate the EuroPACE 2000 model of European Ph.Dprogrammes (post-graduate level), based on advanced but sustainable telematics,focusing on video-conferencing and computer-based telematics media. This will bedone by means of a handbook which will describe all the stages required to implementthe model, from conception to evaluation of the course, and will include the role ateach level of the actors involved. The objective of Gabriel is thus to support theresearch of Ph.D. students by providing a model by which research communication andaccess to expertise is improved on a trans-European scale. The outcomes of the projectwill include - a handbook in 5 European languages which describes the EuroPACE2000 model of European Virtual Ph.d. Seminars, guidelines which describe goodpractice and suggestions and recommendations on the integrated use of video andcomputer conferencing. A template for setting up, developing, promoting andevaluating courses of this nature will also be produced.

TITLE: MEDIATRAINER: Training of trainers in the use of digital media by the use of ODLTechniques

DESCRIPTION: One of the most important challenges linked to the rapid evolution of ODL and newdigital media is to integrate them in the daily educational practice of teaching staff,especially for teaching staff who are not directly involved with new digital media viatheir subject discipline. For this reason Media Trainer aims at developing a trainingpackage which is interdisciplinary, and which can be consulted and followed by users ina flexible and self managed way. The objectives are to improve the synergy andnetworking between institutions in the area of ODL, by exchanges of experience, know-how and methodologies to develop guaranteed quality, and quality assurance systemsto ensure the validity of the products resulting from the project and to cooperage withthe ODL institutions in the consortium to encourage the academic recognition of ODLtraining. The proposed outcomes are a CD-Rom which will contain practice materials inthe form of files and applications, simulation programmes, product demonstrations andeasily applicable examples. A handbook of guidelines for the self-study activities,accompanying the CD-Rom and training modules will also be produced

TITLE: HUMANITIES II - Historic Universities Multimedia A Network for InnovaTIon inEducation Systems

DESCRIPTION: Humanities is a European Project which aims to introduce and develop a structure ofvirtual mobility, using telematics-based distance learning, for students in human sciencefaculties. Humanities is not concerned with the question of access so much as thebenefits and improvements available to traditional universities through the use of multi-media and ODL. The objectives are to introduce ODL in top level EuropeanUniversities in order to enhance the way ODL is viewed and to explore the benefitsrelated to the internationalisation of curricula and of international study experiences.The project aims to prove that virtual mobility can work effectively on a European scaleand will create a usable model for a “Virtual Classroom”. In addition, it aims to introduceHumanities in an academic area which in the past has been reluctant to use newtechnologies and ODL or has experienced problems with the employment of its studentsand would benefit from curricular innovation with a European direction. The proposedobjectives are a handbook for traditional universities on the implementation of ODL andvirtual mobility, available in English, French, German, Spanish and Italian, a teachers,tutors and learners guides and the development of common technology forconfigurations.

TITLE: SocraTESS Odl Network

DESCRIPTION: The objective of this project is to promote European cooperation that is centred on in-service teacher training for special education needs in primary and secondary schoolsettings. The intention is to use ODL activities and information and communicationstechnology as a tool to provide access to the most up to date knowledge in the field ofreading pedagogy in the different partner countries and, as a result, to developinnovative methods and materials for the benefit of teaching pupils with specialeducation needs. The short term results will be the development of methods andmaterials for teaching using ODL and new technology. The long term effect is intendedto be to incorporate the in-service training concept into an on-line service and ODLactivities for the benefit of pupils with educational specieal needs in European schools.

TITLE: CULA - HYPER MEDIA PROJECT

DESCRIPTION: Schools and colleges need to develop good educational software which enablesstudents to test and use ODL approaches. The general objective of CULA is to promotethe use of new methods to improve the flexibility of learning in terms of space, time andchoice of content. This will be achieved through the integration of multi-media vehiclesand methods into more traditional patterns of education together with information fromthe Internet and electronic mail. The project will use the theme of living and workingconditions in the age of industrialisation as a focus for an interdisciplinary project withinwhich such technologies and new pedagogical approaches can be designed andrenewed. The objectives are to develop collaborative working links between Collegesand Heritage Service providers on the use of ODL techniques, to use ODL as a meansof facilitating communication between the participating schools (Internet/E-mail), todevelop new skills in Hypermedia production techniques for staff, students and serviceproviders, to develop knowledge of multi-media and design issues and to review,assess and formulate new pedagogical approaches, to examine the role changesrequired of teachers and students when using new information and communicationtechnologies and with ODL approaches in general and to develop a European modulein multi-media skills in two Community languages (English/German). The proposedoutcomes are an electronic book on the theme of Living and Working Conditions in theAge of Industrialisation: Common European and Regional Perspective and a report onhow to provide multi-media software as well as how to use the Internet and E-mailaccess to support ODL.

TITLE: Telematics for Autonomous and Intercultural Tandem Learning

DESCRIPTION: This project aims to develop tandem learning, especially synchronous tandemlearning,i.e. that which uses virtual reality and video-conferencing. The purpose is todevelop an existing International E-Mail Tandem Network by creating a database formaterials and by introducing both new partners and new language tandems. A pilotexperience should test the possibilities to introduce virtual reality and to integrate thequalification into local curricula. The objectives are to develop the International E-MailTandem Network, to create a database of learning materials and reports and tointegrate tandem learning into local curricula. The proposed outputs are a database onInternet of learning materials and reports on tandem learning, an experience of theintegration of tandem learning in local curricula and an integration of virtual realitythrough video-conferencing.

TITLE: EDUVINET - EDUcation VIa NETworks

DESCRIPTION: The Purpose of the EDUVINET project is to raise awareness of the use of newinformation technology (IT) and electronic networks among teachers in Europeanschools and to improve the concrete use of IT and electronic networks in classrooms forteaching and learning purposes. Furthermore EDUVINET wants to stimulate thediscussion and exchange of experiences and ideas with regard to the use of IT andelectronic networks in schools throughout Europe. The objectives are to develop ITtraining methods and guidelines for teachers at the European level which emphasisethe educational rather than technological issues teachers need to understand, toestablish an IT-information service for teachers and students on the Internet and to runa pilot demonstration project. The proposed outcomes are a EDUVINET Service on theInternet (WWW), a handbook which will include the IT training methods and guidelinesdeveloped by the partners and a network of experts and advisory teachers.

TITLE: EVA Europäische Virtuelle Arbeitsschule

DESCRIPTION: The project aims to develop the use of multi-media ODL for socially disadvantagedyoung people by creating a European virtual classroom corresponding to the needs,possibilities and willingness to learn of the target group. It will, in addition, seek toenhance transnational and multicultural co-operative group work. The objectives are todesign a learning environment oriented towards groupwork based on resource basedlearning process (RBL) and a software design by learners (SDL), to develop apedagogical methodology for use in the virtual classroom, to experiment and evaluatethree transnational teaching projects which include cultural and linguistic perspectivesas well as content ones and to incorporate a pedagogy that enables the target group touse self learning media and to design media of their own. The proposed outcomes are apractice-oriented handbook on training concepts for trainers and teachers all overEurope which introduces and familiarises them with the Software-design approach andResource based learning approach, a collection of exemplifying teaching units andproject proposals for the integration of ODL into various phases of vocational training ofdisadvantaged young people (school, job preparation, vocational training), a handbookand technical support (hotline) for the set-up, operation and maintenance of thetechnical components (Multi-media studio-project year 1, WAN-project year 2), interimand final reports in the form of publications also directed to experts in the field of thesupport and education of the disadvantaged.

TITLE: SE-ULDEE - Socio-Economics of University Level Distance Education in Europe

DESCRIPTION: This observatory project aims to provide a comprehesnive picture of the socio-economic aspects of teriary university level open and distance education in Europe.The socio-economic issues to be adressed include the cost effectiveness of ODLrelative to traditional tertiary education, the (new) markets and their structures whichcan be serviced by ODL under various conditions, redressing disadvantage throughODL, approaches to the delivery of ODL programmes, policy-oriented issues (mission,target groups, organisational issues, ...) of ODL and the socio-economic effects of newtechnologies in ODL.The resulting publication, also available on www, will be of interestto policy makers, ODL practitioners and institutions contemplating introducing ODLmethods.

TITLE: CEFES Creating a European Forum in European Studies

DESCRIPTION: The objective of this proposal is to develop a virtual seminar and European forum for acourse on European Studies. The partnership also intends to collaboratively developODL materials based on an existing course platform ("What is Europe ?"), through theuse of computer mediated conferencing and other multimedia components. The flexibleuse of these elements will facilitate cross-cultural exchanges and promote the transferand acquisition of knowledge in "virtual" learning environments. The project will focuson the methods for generating a real and ongoing exchange of knowledge at theEuropean level and at the organisational level on the approach for offering collaborative(centrally) developed Europeon courses. An evaluation study will examine the efficacyand effectiveness of the various approaches adopted

TITLE: IMEL- Intercultural Microworld courseware for Exploratory Learning

DESCRIPTION: The proposed project aims to develop computational tools and computer-based learningenvironments which involves collaborative project-based team work for pupils and aconsultation-pedagogical role for the teacher. The content areas of the educationalsoftware will be mathematics, geography and music at primary school level. Theobjectives are to create ODL-literate school communities where both teachers andstudents are effective users of computer tools and practices, to improve the quality ofexisting learning environments, to develop new tools for the construction ofmathematics, geography and music computerised micro-worlds, to apply the use of newtechnologies in the curriculum and to evaluate the learning/teaching processesemerging from the application of these learning environments. The proposed outcomesare specific micro-worlds (that is, educational applications encompassing tools andmaterials designed under specific pedagogical objectives), micro-world designguidelines concerning the subject of mathematics, geography and music, new softwaretools that will utilise state-of-the-art technologies and methods and will be used for theconstruction of micro-worlds, teacher-education material and guidelines concerning theuse of the specific technologies for learning/teaching purposes.

TITLE: ARCHIMEDIA NETWORK: Ekpaideftiko diktio ilektronikou arhiou evropaikiarhitektonikis. (Educational Network of European Architecture Electronic Archive)

DESCRIPTION: The intention of this project is to promote the use of ODL in the field of Architecture bythe introduction of ODL technologies into the educational curriculum of students at theparticipating institutions. The promoters claim that this will improve the quality ofeducation for architectural students and better prepare them for working in suchenvironments in their professional lives. The students at each institution will take partin weekly lessons on the Internet and will be involved in projects where they willexamine significant european buildings of the last 20 years from an architecturalperspective. The outcomes of the projects will form the basis of a database of ODLdidactical materials for use in Architectual education. DESCRIPTION: e-Hermes aims at the development of a pedagogical framework for implementation ofODL in secondary education. The basic outcome will be a handbook that will: i)summarise current experience with ODL programmes ii) analytically describe a specificmethodology for implementation in secondary education and its evaluation. Thepartnership will carry out a distance learning project in the field of environmentaleducation. An electronic tool in the form of an interactive web site with capacity for realtime data analysis will be designed. The electronic tool will contain material from thepresent curriculum of the participating countries and a data collection form in whichstudents from 13 contributing schools will enter environmental data which will beprocessed in real time. The results will be presented in comparative graphicalrepresentations that will provide students with a basis for transnational discussion andcollaboration. A tool for this collaboration will be the Electronic Students EnvironmentalMagazine.

TITLE: Young Reporters for the Environment

DESCRIPTION: “Jeunes reporters pour l’environnement” aims at developing the use of new IT at schoollevel. TITLE: TeleLearn - Remote Learning and Development using Telematics

DESCRIPTION: The TeleLearn project proposes to enhance the opportunities for remote schools toshare experiences and educational activities through the use of new technologies. Theproject will involve the development of a multimedia computer programme onEnvironmental and Drugs Awareness which will be developed jointly by the two schoolsand the vocational training centre who are involved in the Partnership with the supportof the technical and educational Partners.. The Programme will be developed as a jointactivity between the two schools and the training centre, one in each of the participatingcountries (Ireland, France, Germany) and will be prepared in the languages of the threecountries. The interaction between the students will be accommodated through ODLtechniques using P.C. based video conferencing technology which will allow real timevideo and audio interaction between the schools. In this way all the students canparticipate in a significant way in the transnational activities which will be central to theproject implementation. The TeleLearn project will evaluate the use of ODL techniquesthrough the implementation of an actual transnational project between schools. Thework will involve the students and teachers in all activities in the development of themultimedia Programme. TITLE: PEGASUS - Development of new learning technologies and of commonexamination and accreditation methodologies in traditional universities

DESCRIPTION: Pegasus is a project aimed at the introduction of well established methods andtechnologies of Open and Distance Learning (ODL) as part of traditional graduationcourses and the development and adoption of models for their academic recognitionbetween participating institutions in the 15 EU countries. TITLE: InterPriSE - INTERnet for Primary Schools in Europe

TITLE: APPLAUD - A Programme for People to Learn At University-level at a Distance

DESCRIPTION: The consortium wants to establish both a virtual and physical centre of excellence in thefield of ODL techniques and teacher education which will make availablemethodological data and a knowledge base of methods and teaching approaches. TITLE: VMF- Virtual Multimedia Factory

DESCRIPTION: The project is part of a larger project entitled The Development of Dispersed MultimediaProduction and Distribution in Training Education - An Approach to a virtual MultimediaFactory. TITLE: DEMETER: Distance Education Methods in Teacher Education and Research

DESCRIPTION: DEMETER will address two main issues for European partnership in ODL in TeacherEducation: models of collaboration and exchanges between institutions in highereducation; the pedagogy, structure, distribution and development of course modulesand learning material for ODL. TITLE: OBSERVE - Observation in the Behavioural Sciences : A European Research &Valuation Exercise

DESCRIPTION: The project aims to improve the quality of training in behavioural observation in highereducation in psychology, behavioural biology and related disciplines. TITLE: VSM (Virtual Student Mobility) project.

DESCRIPTION: The VSM project aims to provide full-time and part-time students registered at the sixpartner institutions (Arhus, Athens, Lancaster, Rome, Lyon, Porto) with the opportunityto become virtually mobile. This will be achieved by the design of six modules, one ateach institution, which will be offered to students abroad via computer conferencing(Lotus Notes) by local teaching staff in their own language and in English. TITLE: SHARP - Shareable representations of practice : pedagogy for asynchronousmultimedia conferencing

DESCRIPTION: The main purpose of this project is to identify and disseminate pedagogical andorganisational guidelines for the use of Asynchronous Multimedia Conferencing (AMC)in situations where learners are trying to acquire complex skills. TITLE: Do ODL - Dissemination of Open and Distance Learning

TITLE: MECPOL - Models for European Collaboration and Pedagogy in Open Learning

DESCRIPTION: MECPOL is a European Partnership project, aiming at mutual co-operation andexchange between all participating organisation. The intention is to carry out ananalysis and evaluation of models of collaboration and pedagogy used for IT basedopen learning. The major activities of the project should lead to recommendations ofpedagogic and collaborative models of ODL. TITLE: The Use of ODL in Pre-School Teacher Training

DESCRIPTION: The project proposes to evaluate the comparative advantages of an ODL basedapproach with more traditional teaching methods for the professional development ofpre-school teachers in rural and peripheral areas of the EU, and to disseminate theresults via a variety of methods, including the use of WWW pages. The projectintends to collaborate closely with local and regional authorities in order to open accessto groups in more remote areas, or to groups that for other reasons have difficulites intaken part in established university courses. This collaboration will include practicalmodels for covering the costs of establishing proper infrastructure for ODL basedstudies

TITLE: EUROLITERATURE - Europeannetwork for Literary Studies in a MultimediaEnvironment in Higher Education

DESCRIPTION: Euroliterature intends to carry on and extend successful cooperation and developdeeper and more integrated ODL approaches between partnerships already initiatedwithin the Humanities I and II, Virtue and Transcult projects within the field of literarystudies and to expicitly target a group of committed end users agreeing to cooperate.Euroliterature objective is to capitalize on practical experiences acquired during thisproject and integrate further Open and Distance Learning activities and virtual mobilitiesaspects into the day to day practice of students, tutors and teachers at undergraduateand PhD level. The partners will initiate, coordinate , monitor and evaluatetranseuropean literature workshops offered to students and teachers from memberuniversities using state-of the- art information technology and telematics. Euroliteratuewill seek to anchor in a more robust way previous initiatives within departments,faculties and centers and develop permanent insitutional links encompassing curriculumdevelopment , credit recognition and exchange of teaching resources.
