FIPSE: The Problem
It is well documented on the national level that many working adults and displaced workers who enter community college programs designed to increase their employability in high-growth jobs do not complete certificates or degrees. Why?........adults returning to school tend to
be more isolated, have many more pressures and responsibilities than “traditional” students
FIPSE: The Proposal
Purpose-built educational strategies that provide compressed instructional programming coupled with intensive student support and social networking leading to the achievement of the following goals: 1) Increased persistence among working adults
and displaced workers in compressed programs; 2) Increased attainment of certificates and
degrees among working adults and displaced workers in compressed programs; and
3) Increased job placement rate into high-growth jobs among working adults and dislocated workers in compressed programs.
FIPSE: Program Goals by Year 3 Goal 1: Increase persistence among
working adults and displaced workers in compressed programs. Summative Objective- By the end of year
three at least 162 (75 percent) of the 216 working adults and displaced workers served in compressed programs will have demonstrated educational persistence by having completed one or more classes and obtained college credits as documented in student transcripts.
FIPSE: Program Goals by Year 3 Goal 2: Increase attainment of
certificates and degrees among working adults and displaced workers in compressed programs. Summative Objective- By the end of year
three, at least 151 (70 percent) of the 216 working adults and displace workers served will have attained at least one certificate of completion from a compressed program(s) of study as documented in student transcripts.
FIPSE: Program Goals by Year 3 Goal 3: Increase job placement rate
into high-growth jobs among working adults and dislocated workers in compressed programs. Summative Objective- By the end of year three,
at least 121 (80 percent) of the 151 working adults and displaced workers who obtain a certificate(s) or degree will have maintained or entered training-related employment as documented in administrative records and the public workforce investment system database.
FIPSE: Program Goals by Year 3 Goal 4: All aspects of the project will
be disseminated to other programs and institutions. Summative Objective- By the end of year three,
project materials will have been developed for dissemination and made available nationally through the partners’ individual websites, through their industry associations, through Washington State boards and departments as indicated, and to the United States Department of Education as documented in correspondence, in press releases, and on websites.
FIPSE: Program Goals by Year 3 Goal 5: All aspects of the project will be
replicated by other programs and institutions. Summative Objective- By the end of year three,
project replication technical assistance and training will have been provided to at least three additional two-year institutions and at least three additional local workforce investment boards nationally, and implementation of some or all aspects of Compressed education and intensive support for adult learners will be continued by the partners and underway in at least one additional two-year institution and at least one additional local workforce investment board as document in survey results.

FIPSE: WDC/WorkSource/WIA Partnership
WDC provides the PN whom has an office at EVCC and is scheduled onsite one day a week
The PN works closely in coordination with the dean, faculty, project director, program staff, career services and students
The PN also serves as the main link between EVCC the WorkSource Centers and the WIA program
The PN coordinates cross agency enrollments, funding planning and career oriented activities between partners
FIPSE: Outcomes
Sustainable Office Certificate Enrollment: 36 (2 cohorts to date) Persistence: 32 or 88% completed 1 or more classes Certificates: 29 or 80% completed the program and
earned certificates Employment: 5 of 11 from cohort 1 or 45% have
entered employment. Still working on cohort 2 employment data.
Replication: Has provided technical assistance, training and replicated aspects of this model in three additional programs: Property Works, Basic Electronics and T.I.G welding.
