Point no.(ii): The committee noted that the instant proposal is for expansion of Mining Project of China Clay from 5000 TPA(ROM) to 17, 58,163 TPA (ROM) i.e 350 times and Quartz from 2000 TPA(ROM) to 10829 TPA (ROM) i.e 5.4 times. The PP has earlier mined out very less quantity from the mines. In view of the above, the Committee is of the view that PP needs to submit the justification w.r.t. huge enhancement of the production capacity of China clay, PP may submit the revised application for reasonable expansion project.

Reply: Earlier the mine operation was semi-mechanized and maximum production of China Clay was 4940TPA (2014-2015 year).

Now we have proposed to enhance the production of China Clay from 5000 TPA(ROM) to 12,00,000 TPA (ROM) because existing China Clay mines in the District of Chittorgarh, Bhilwara have been discontinued /banned due to legal action taken by Rajasthan Govt. / Mining department. Due to closure of mines the scarcity of China Clay in the market and in present scenario the huge demand of China Clay from the Ceramic tiles, Sanitary ware, Pottery, and Electrical Insulation, Rubber, Paint, Medicine, Insecticides manufacturing Industries. We have surveyed/mapped the market and got very good response/assurance from the users of China Clay Industries for supply the China Clay used as raw material for their products. The details of Letter of Indent /purchase orders are given below as:

Sr.No Name of Industry Qty.(TPA)

1 Siyaram Mineral Suppliers 1,80,000

2 Sita Ram Mineral Supplier 1,80,000

6 White Gold International 1,80,000

7 Soha Mineral Udhyog 1,44,000

Total 15,24,000

Above Purchase orders& LOI copies are attached as Annexure-A1 .

The modified mining scheme was approved by Superintendent Mining Engineer of mining department Kota circle Rajasthan vide memo no SME/KOTA/CC/2017/5235

It is evident from the approved modified mining scheme that adequate geological and minable reserve is available and the highest level of annual production is approved for china clay is 1758163(ROM) tons in the year of 2019-2020 and the highest annual production is approved for quartz is 10829 (ROM) tons in 2017-2018 year. Now we are proposing the enhancement of production of china clay from 5000 TPA (ROM) to 12,00,000 (ROM) TPA and quartz from 2000 TPA (ROM) to 10829 TPA (ROM).
