TWO OF THE MOST IMPORTANT TRENDS AFFECTING THE FUTURE OF COUNTRIES AND THEIR GOVERNMENTS are the new economy and new ways of delivering services. The convergence of these trends have set the stage for structural changes in the role governments played in meeting the needs of communities, be they employees and employers or of individual workers and enterprises whatever the relationship. The fundamental underlying premise of the new economy is that services make the difference. Capital, infrastructure, technology, and even knowledge are all necessary but not sufficient.

It is even the case that Countries and their Governments tend to represent the same basic curve of latent capability from community to community. The education, training, attitudes, and connectivity of Countries and their Governments have become the competitive advantage of their communities. New ways of national economic networking represent the increased value placed on the effective use of time. Thus allowing communities to select from a range of services options based not on tradition bound hierarchical constructs but rather on individual choices determined by effectiveness.

The ability for Countries and their Governments to leverage their capabilities determines their winning and losing. In the new country, services are the primary resource for the country and for the communities overall. Land, labour, and capital, the traditional factors of Countries and their Governments for their administration do not disappear but they become secondary. They can be obtained and obtained easily, provided there are specialized services.

At the same time however, specialized services by themselves produce nothing. They only become productive only when they are structured into convergent tasks. And that is why the knowledge based National Government is also a Country of Organizations; the purpose and function of every Administrative organization, business and non-business alike is the integration of specialized services into convergent tasks.

The Countries and their Governments are undergoing a fundamental transformation from the information age to the knowledge age. This is an international phenomenon with very significant regional implications. All employees of their Countries and Governments, communities and markets are affected although not at the same pace or to the same degree. Those who realign their practices most effectively to the knowledge age standards stand to reap substantial benefits.

The challenge for Countries and their Governments is to transform their national structures and services without an interruption in quality, with available fiscal resources and while maintaining collaboration among disparate and often competing departments. Within each department there are multiple areas of interest. It is important for Countries and their Governments to know and understand how the various global countries of interest relate to one another and to the country’s position in the overall Global Economy where they have long sought to promote their economic opportunities.

Traditional partnerships between the private, public and institutional sectors of the country drive visions and action for Infrastructure development and redevelopment, large-scale capital projects, major promotional initiatives and general business development. None of these tools or alliances is new or unexplored but the fundamental changes in business enterprise and processes, together with rapid and often unpredictable evolution of the services networks that support them make it necessary to renew organizing principles and develop new tools and organizational relationships.

Major changes affecting the underpinnings of a Country and its Government's business health and vitality pose new challenges to the already complex mission of business development executives. The new economy affects how Countries and their Governments go about their business, the value of "service" for the Administration and elasticity of geography for work processes.

The pervasive need for SMART CONVERGENT NETWORKS to support service and processes, the growing importance of this infrastructure to the country and the business opportunities it creates along with the relationships between new and traditional players who are important to corporate business development. While Countries and their Governments rearrange their work processes and free some employees from work within traditional office arrangements, moving them to satellite offices, or the virtual workplace, this "freeing" of parts of the work force from place and the character and quality of different sectors of metropolitan regions cast the comparative attractiveness of downtown, suburban and exurban locations into a new balance. These shifts occur over large geographies. The geography within which Countries and their Governments obtain finance, learned, operate and add value to their services has become more elastic.

Countries and their Governments have integrated operations around on a global basis while redistributing work activities to the Administrators and Management best suited and most cost effective for a particular services function. The physical offices of management service have begun to serve more as the platform for geographically distributed activities in the value chain than as a singular place of business activity.

While this multiple sense of place in the value chain has always existed, it is pushed toward ever-elastic boundaries by the forces of the economy and the permissiveness given to disperse community by information technology. Technology supports synchronous work through the virtual co-location of professionals dispersed around the world.

The engines of economic growth, job creation and competitive advantage have remained specialized clusters of productions competencies and complementary assets. A critical mass of core businesses, suppliers, bankers, distributors and support services have made it easier to do certain types of business in one place.

Digital technologies and networks provide the infrastructure underlying the new economy. Satellites, millions of miles of twisted copper wire and fiber optic cables, computers, digital and analogue telephone systems, ATMs, the Internet, video-conferencing systems, and hundreds of thousands of software programs do everything. They run complex manufacturing cells to providing just in time training on the factory floor, these are some of the elements of the pervasive information networks that underpin all national economic development enterprise.

In the knowledge age into which we are entering, there is more rapid convergence between operations. Traditional boundaries between operative sectors are eroding as new convergent processes are being established. The most obvious example is the convergence between real estate, computing, communications, entertainment, media, education, banking, retailing, food, health services, and increased emphasis on value addition.

Such convergence forces have been forcing Countries and their Governments to redefine their markets, core products and services, and hence strategic intents. The ability to sustain the community largesse is a key issue. This stress has been eroding the long-term productivity and viability of Countries and their Governments.

In these rapidly changing times, communities have new rights and new opportunities. No longer are they bound by limited choice or at the mercy of limited services. Instead, individual customized services have become the name of the game. Countries and their Governments are adapting to this new focus on the community and the value of community service is rising steadily. The information infrastructure has been enabling this shift of power towards the individual community. They are increasingly able to specify precisely what they want and how they want it.

A paradox of national government services is that it can be both the source of national damage and the best hope for repairing damage in the present and avoiding it in the future. There is an increasing challenge to make services an integral part of economic and business decision-making by transferring their principles to corporate economic systems.

The mainstreaming of services considerations in design and administration systems by Countries and their Governments as well as public sector organizations is a relatively new phenomenon. Smart design of services, processes, systems, organizations and the implementation of smart administration strategies that effectively harness technology and ideas to avoid national administrative problems before they arise constitute an emerging 'SMART NATIONAL ECONOMIC CONVERGENCE GAME'.

The rules of this game recognize that the entire system of services and adoption determine National Government Corporate quality. Corporate impacts are a function of the way services are provided and the way they are structured, delivered, used and enhanced. This emerging convergence game challenges the system of traditional corporate regulations. The globalization of national corporate operations means that one has to interact with the national services system as a whole yet previous national policies have neglected this area.

The new marketplace is coming into place. The value that Countries and their Governments create by using these SMART CONVERGENT SERVICE NETWORKS is enormous. Beyond these immediate and very significant economic impacts, Governments and businesses understand how the cyberspace created by all these systems, what some observers called the "MARKETSPACE" – is itself a "new place" for creating value. The technology and the systems it creates, then, goes beyond being permissive instruments to help both Government and Private enterprises better do what they would otherwise do: they became formative -

making things, doing transactions and creating values that would not otherwise exist or occur. MARKETSPACE is becoming an important new frontier for business with fortunes being made, invested and lost.

SMART NATIONAL ECONOMIC DEVELOPMENT is about creating jobs, investments and tax revenues to improve the quality of life within a geographically defined community. The difficult task of national economic development involves many groups, namely, Countries and their Government, real estate developers, builders of the infrastructure, public utilities and educational and cultural institutions, bankers and investors. Traditionally, these players have a base in the area. Associations, commissions, and committees provide arenas in which they work toward shared ends but even the traditional relationships among local players are changing.

Deregulation is freeing banks and utilities to operate over larger areas and their local community is no longer their only or even most significant market. The real value of the NEW NATIONAL ECONOMY is created when all of these systems come together within the country, between and among enterprises, and bridging the private enterprise with the public realm sometimes on a global scale. This NATIONAL NETWORK OF NETWORKS (NNN) creates a new technical and economic basis in the competition for markets, resources and employment opportunities. The NEW NATIONAL ECONOMY that is both knowledge-intensive and globally supported by a myriad of electronic networks imposes new partners and new paradigms for achieving economic development within a nation and its communities. Nations and their Communities with unique value-added competencies and complementary assets that can stay ahead of business trends are in high demand.

Local leadership is necessary to recognize the qualities that make a place special and how that relates to a global economy system to develop the economic foundations of a National and/or Regional Economy in a rapidly changing environment. Communities in most nations have come to recognize that information technologies, communications networks and information services are not only dynamic growth sectors in themselves, but have also enabled development and economic growth throughout the national economy. The location, facilities and investment decisions made are influenced by a location’s capacity for knowledge-intensive production, its links to the world and the quality, price and reliability of it information infrastructure.

The competitiveness of national enterprises is linked to some degree to their ability to use information technology to NOT JUST TO AUTOMATE BUT TRANSFORM THEIR BUSINESS. In the knowledge-intensive national economy, education is becoming one of the most important determinants of national, regional and community wealth, job opportunities and quality of life. In the industrial age, economic clusters often emerged around some natural endowments such as a mineral deposit or a waterway. In the new economy, some of the most successful clusters emerged near sources of knowledge and innovation. National, Regional and Personal Intellectual Property Rights (IPR), either cultural or traditional are of great value and hold tremendous significance.

This raises the question regarding the success of these models in capturing the basic dynamics of the precipitate process in the tropics.

Accurate and long-range forecast of rainfall patterns continue to be a major challenge and preoccupation for the scientific community. In view of the tremendous impact of rainfall patterns in areas like agricultural planning, accurate and long range forecast of rainfall certainly requires persistent effort and a multi-pronged strategy using different techniques and methodologies. One such promising forecasting tool is NEURAL NETWORK (NN) 2, 3, 4, 5, 6, that has been under exploration and development. In particular, a generalized neural network, termed COGNITIVE NETWORK (CN) was developed and tested for hind cast skill in long range forecast of all-India summer monsoon rainfall (ISMR) 7.
