What are the drivers for meter change?

Requirements for energy saving

A goal without feedback is useless.

Requirements for energy efficiency

To use electricity efficient primarily means to use it at the right time!

Lord Kelvin: “If you can not measure it, you can not improve it!”

Requirements for a greater proportion of energy from renewable sources

Integration of distributed energy resources also into the low voltage grid!

New technologies, for examples:

• electric cars.

(Quater)hourly-based time-stamped measurements are needed!

Power flow tracing and power quality monitoring at the low voltage grid will be

necessary!

Implementation of Demand Side Management / Demand Response is a must!

At least, billing on the basis of actual consumption shall be performed frequently

enough.

Regulatory requirements for the deployment of advanced metering

• DIRECTIVE 2009/72/EC concerning common rules for the internal market in

electricity:

Where an economic assessment of the long-term costs and benefits has been made,

at least 80% of those consumers who have been assessed positively, have to be

equipped with intelligent metering systems for electricity by 2020.

Distribution System OperatorsDSO is responsible for metering.

• 11.500 industrial customers (P > 41 kW):

• All have already been equipped with AMR meters.

• Legislation binds DSOs to collect daily load profiles.

• 900.000 residential and small bussines customers:

• 80 % Ferraris meters, 6 % AMI and 14% other electronic meters (AMR,...).

• Legislation binds DSOs to do meter reading just once a year.

Some highlights regarding the technology

• Communication technology:

• Smart meters to data concentrator: the combination of PLC and

GPRS will be used (95% PLC, 5% GPRS)

• Data concentrators to MDMS: GPRS or other networks – like

WiMAX, Ethernet, etc. – od course, if available in TS.

• Performance requirements call for an appropriate quality of services for

the mobile operators networks and for an appropriate power quality on

low voltage grid (PLC).

• Cyber security, data safety, data handling and data protection must be

considered very carefully.

• Equipment interoperability between at least two vendors is required !

• Life expectancy of the system sholud be at least 15 years.

AMI pilot projects

Various pilot projects have been carried out for several years. The biggest, for

example, are:

• Domžale region (Elektro Ljubljana): 17.000 MP, 370 TS

• Žiri region (Elektro Ljubljana): 6.000 MP, 246 TS

• Some highlights of the projects include:

• monthly billing on the basis of actual consumption,

•15-minute load profiles for all customers,

• customers can track their consumption with a WEB portal,

• measurements of losses - fraud and theft detection,

• multi-utility (gas metering),

• performance test were carried out (PLC and GPRS communications).

All DSOs have already operational MDM systems.

Smart Meters Rollouts

Elektro Gorenjska is preparing for a full scale rollout (80.000 metering points).

• Deployment of the system will take 5 years.

• Equipment interoperability between two vendors is required.

• Iskraemeco an Landis+Gyr were contracted to deploy the system.

• The project is in the Site Acceptance Test phase,

• interoperability tests are also performed.

Other DSOs should follow since there is not much time left till 2020!

• The total investment costs, evenly distributed over perriod of 5

years, were assessed at 207 million €.

• Global costs per metering point: 230 €/MP

• Cost benefit analysis shows that the investment into the AMI system

is justified:
