AMRITSAR
Parks and Open Spaces within the neighborhood constitute an effective and healthy built
environment in the City. Their operation and maintenance by the active community within
the neighborhood evokes a sense of belonging and preventing them from vandalism, anti –
social elements and positive usage. One of the themes in India Smart City Mission being
preservation of green spaces, transforming them into attractive public space and
recreational areas.
Existing Open Spaces and Parks in Walled City
Redevelopment of Parks & Open Spaces:
Total 65 Parks and Open Spaces are identified within the walled city, few of the parks
are functional and maintained and are in active use by the community, few of them
are functional but not maintained but still in active use by the community
Some of them are considerable open spaces in between substation or tube well or
overhead water tank which are either encroached by hawkers – vendors or used as a
garbage dumb either by the community or the shop keepers.
Most of the parks have built structure to accommodate tube wells of area around 12-
15 sq.mt
Most of these parks and open spaces have electrical substation installed at either
ground level or elevated with hanging loose wires which can prove fatal to the
children and public.
Some of these parks and open spaces are located in dense neighborhoods and are only
spaces with ample light and congregation space for the community.
Benefits of maintaining parks and open spaces
Active community participation in these neighborhoods and the community assures to
maintain the garden if developed in future.
Parks if developed or refurbished will act as a spill over to these public institutions
like schools, colleges, temples, community halls and hospitals which at present does
not have an open playground for children and will be actively used by the people.
Some small underutilized spaces which were created because of the laying of
infrastructure like tube wells or electrical substations can be developed with minimal
intervention for the adjoined community.
Open Spaces can be used to conduct weekend activity workshops, library, play zone,
etc. with minimal structural alterations and retrofication
The development of Parks and Open Spaces will definitely have a positive impact on
the community around and will hereby contribute to their health and well-being in
future.
The overall approach and methodology for the development of design of parks and open
spaces will be contextual, need based, thematic and in consent to the neighborhood
community. Not all the parks are required to be redeveloped and redesigned from the base
as most of them are already functional and need a refurbishment and up-gradation in
existing infrastructure. The design intervention will also depend upon the scale of parks
and open spaces. The parks near the public institutions like schools, colleges, banks and
post offices will be designed and developed considering the foot fall of the public and
children. The theme and design will be accordingly responding to this context. The parks
near the temples and gurudwaras will be designed and developed acting as a spill over
spaces during festivals and occasions.
Some of the existing physical structures built for abandoned tube wells of considerable
size can be adaptive reused for the neighborhood community All the electrical substations
will be shifted in a corner with proper fencing to avoid reach of children. The hanging
high voltage wires to be either channelized above the human reach or removed if
abandoned.
Amritsar is famous for pilgrimage visit at Golden Temple all around the Year. The area
inside walled city is continuously evolving through history with distinctive mixed use
establishments inside. Due to this there is enormous gap of sufficient infrastructure &
public amenities and parking facility for Inbound Visitors and Tourists in the precinct
which further creates lot of chaos at present.
Development of MLCPs:
Under Smart city mission the area of walled city is selected as the ABD area and many
initiatives towards overall upliftment and rejuvenation of the whole precinct are conceived
as one of the prime focus of the Amritsar Smart City Limited and make it a memorable
experience for all.
In Present scenario all the roads and streets are mostly occupied by unorganized parking of
two wheeler & ample four wheeler at the cost of safety of pedestrians, Tourists, and
vigilance of the area leaving a horrible experience and memory for a visitor as well as
residents thus a resident needs as well as visitors experience can't be neglected and
sufficient balance of amenities and parking solution have to be provided along with
commercial enhancement of property line.
CONSTRAINTS:
The site falls in the sensitive walled city Zone with hardly any open spaces, no
setbacks etc. no dedicated Car parking
The neighboring area is being used for “Mixed Land use” and is bounded all around
by 60-80 shops (retail & Commercials).
The site is very narrow without sufficient width of roads to explore more options.
The dropping and Get off zone is hardly available on roads.
Since the areas is very heavily influenced by Commercial activities throughout the
day any disturbance or work should be carefully planned in advance for least
disturbance.
OPPURTUNITIES:
As the ROW inside walled city is very narrow four wheelers can be provided a
dedicated parking space at one place. Freeing up space clutterness from mixed on
street Parking.
On-street two wheeler and allocated car parking zone will be separated.
Visual links can be reclaimed by removing all on-street parked Heavy Vehicles.
Residents within 200mtrs in zone A will have alternate parking site within 200mtrs.
The propose parking will enhance the current capacity of site from 70 ECS to above
400 ECS with additional dedicated 40-50 2W parking.
The Proposed Facility will be able to cater to 1200 Users daily on an average along
with provision of Visitor facilitation center, Public Toilets.
Since the intervention area falls on one of the Primary Access from Hall gate side to
Town hall it will capture all Vehicular footfall in this zone.
The area is a mixed land use thus a resident needs as well as visitors experience can't be
neglected and sufficient balance of amenities and parking solution have to be provided
along with commercial enhancement of property line.
APPROACH:
In Today's time due to space constraint Multi-level Parking systems usually have provided
relief due to several advantages over Surface Parking like - optimal utilization of space,
lower maintenance & operational cost, lower construction cost (owing to the
refabricating), secure and environment-friendly nature, comforts for the drivers etc.
Moreover to it ASCL is working on Initiatives which requires less manual labor and
Maintenance.
This problem is overcome with the help of Automation of parking system. That is one of
the reason ASCL is looking forward to the automated vehicle parking system that indicates
directly the availability of vacant parking slots in any area at the entrance only.
DESIGN PROPOSAL:
There are different kinds of MLCP technology available viz. Automated, Semi-automatic
& Manual. ASCL is envisioned the best in class technology which offers faster retrieval of
parked vehicle and maximum Capacity w.r.t to Floor space/Area. This is based on
assessment of technology available & efficiency in management of automatic or semi-
automatic MLCP. The Proposed MLCP project will
Easily accommodate 414 Cars and min 40 two wheelers at one point of time.
The intervention will provide uniform and hassle free Circulation of movement in the
vicinity.
Will have amenities like Visitors Lounge cum Facilitation Centre, Public toilets,
Water ATM etc.
The MLCP facility will cater to around 1200 users in the area.
Provision of 50% E-Charging bays for electric vehicle in night.
Provision of monthly and hour basis nominal parking Fees.
Solar roof top to generate 50 Kw power
Vertical Green walls provision to increase green cover in areas.
Fully mechanized self-ticketing & parking assistance through RFID cards and Mobile
APP etc.
Safe and secure Dust & pollution free Parking area.
Integrated Command & Control Centre (ICCC) center shall be setup which will not only
manage safety and surveillance of the city from Police/Traffic Police perspective, but shall
also host Smart Solutions for city's Municipal Corporation.

"SMART ROAD" has two major components which can be classified into Urban
Development and Information-Communication Technology (ICT).
The concept of Smart Road is to work towards enriching the user experience which is
aimed towards his/her safety and promotion of sustainability. Key elements of urban
development will include:
Better space management
Smooth & safe traffic flow
Safety for pedestrians
Better user information (parking, locations, traffic information etc.)
Smart Roads
Creation of new sustainable public spaces
Better utility of available public spaces
Higher green cover
Regularized formal and informal market
Increased revenue generation for city administration
Smart Road can be improvised by using the ICT technology. These technologies are used
for efficient management of existing road networks and improving performance for the
end-user/citizen.
Benefits of Smart Roads:
Serve as a loop connecting shopping sites, tourist attractions & residential areas
To connect a network of North-South roads
To connect traffic from outside Amritsar to Area Based Development (ABD)
Better user information (parking availability, locations, traffic information etc.)
This SMART Road will be fully assisted and have Smart road interventions and could be
possibly one of the first few Smart Roads in the nation.
The space under elevated loop at Bhandari Bridge is one such case in the city of Amritsar
which has immense potential to develop as an active public space. Located in the heart of the
city thriving commercial activity zone on the both sides, the space can act as spill over for the
active public.
Development of physical infrastructure sometimes leads to left over and underutilized
spaces in the cities. One such infrastructure is the vacant space beneath flyover, these
spaces are either abandoned or underutilized with parking for vehicles and at times act as a
dump yard.
The space under elevated loop at Bhandari Bridge is one such case in the city of Amritsar
which has immense potential to develop as an active public space. Located in the heart of
the city thriving commercial activity zone on the both sides, the space can act as a spill
over for public.
Development of Space Under Flyover
Reinventing attractive public spaces by transforming them into recreational areas is one of
the focus themes under India Smart City Mission. This will thus ensure providing more
meaningful places to the youth in forms of parks and libraries.
These spaces have a great potential to develop as an active public spaces parks or
gardens, children's play zone, open library, etc.
Located in the heart of the city thriving commercial activity zone on the both sides,
the space can act as spill over for the active public.
The retrofication and refurbishment of such spaces will contribute to the image of
Amritsar.
Reinventing attractive public spaces by transforming them into recreational areas is one of
the themes under India Smart City Mission.
There are various interventions possible for the development of such spaces but
considering the context of the place at present, a minimum intervention would however
have a major impact. Ideas of illumination and ornamental plantation recently adopted by
many countries which makes the spaces look vibrant and interactive.
Theme based graffiti at certain spaces on social measure is way of creating awareness
amongst the people.
Dense ornamental plantations will hereby contribute to the ecology and environment
and acts as a buffer to reduce air pollution as well contribute to the aesthetics of the
street in the day time.
Illumination at night will completely transform the appearance of the street at night.
Amritsar is the cultural and spiritual center of Sikh religion and is a home to Harmandir
Sahib, also known as Golden Temple; which is the holiest Gurudwara and one of the most
important pilgrimage site of Sikh religion.

The evolution of city over the ages and its association with some of the greatest events in
the history has offered the town a particular, ‘sacred and social political geography’; which
is exemplified by buildings, sites, routes and processional paths. Keeping aside Golden
Temple and Indo-Pak border popularly known as Wagah border there are quite a few other
places which has immense potential to attract tourists.

The city is located at a strategic point of India Pakistan Border and popular for its border
closing ceremony in the evening known as beating retreat ceremony. This attracts large
number of tourist, both national and international throughout the year. Amritsar is also
being one of the closest gateways to the hills of Himachal Pradesh and Jammu and
Kashmir is considered within tourist circuit.
The current pattern of international as well national tourist movement in the city is mainly
focused at Golden Temple with Jallianwalla Bagh; Indo Pak border for Beating retreat
ceremony at Wagah border. One of the major reasons for this limited movement is lack of
information about other places of interest.
- The present information is provided to the tourist either at their respective hotels or
informally by taxis or tempos outside Golden Temple which includes mainly Golden
Temple and Indo Pak Border.
- A Ho-Ho (Hop in – Hop Off) Bus Service for the tourist is on service by Punjab Tourism
which includes destinations other than Golden Temple and Indo Pak Border. Also a guided
heritage walk within the walled city is conducted by ‘Amritsar Heritage Walks', an
independent entity.
- It also includes tourism packages of two- three days of excursion within and outside
Amritsar.
However these services although worth to opt for by the tourists are however in isolation,
disintegrated and uninformed unless explored on web services.
One of the important themes of India Smart City Mission for Amritsar is to strengthen
Amritsar's position as a world class tourism destination by promoting cultural, historical
and religious destinations. Increase in the tourist arrival and increase in the average day of
stay is one of the major objectives to promote tourism.
It was realized that one point of information for the tourist in the form of “Tourist
Information Centre.”
The immediate need for tourist information Centre considering the maximum tourist influx
points is Heritage Walk near Golden Temple. Tourist Information Center TIC, as one day
people would prefer to name it, would facilitate the tourist an ease of access to the places
and provide information about other places of interest in Amritsar and assurance of safety
and security for the foreign nationals. The immediate need for tourist information center
considering the maximum tourist influx points is Heritage Walk near Golden Temple. The
ideal locations identified for centers are at:
Partition museum at Maharaja Ranjit Singh Statue or Fawarra Chowk
Golden Temple Entrance Plaza
These centers would be located in a way that they are visually accessible and interactive at
the point of their immediate arrival. These centers would act as a single point of
information for tourism and would include tourism packages – day excursions, heritage
walks, ticketing for hop in – hop off services, air and railway ticketing facility for Indian
nationals as well as foreign nationals. This will be one point for all tourist services for they
do not have to wander pillar to post searching for the best the city has to offer.
It's Benefits:
Facilitate the tourist an ease of access to the places, provide information about other
places of interest in Amritsar.
Assurance of safety and security for the foreign nationals.
These centers would act as a single point of information for tourism and would
include tourism packages – day excursions, heritage walks, ticketing for hop in – hop

nationals.

hence promote local tourism.

A pilot project of around 2.2 kms is identified under smart city for the natural cleaning of
drain as well beautification of the edge condition. Hence the proposal consists of two parts –
Water Cleaning Project as proposed by NEERI Technology as well as landscape
beautification of the edge under the scope of ASCL.
Water is life. Our existence is dependent on water and one could say that our entire
civilization is built on the use of water. Water systems in the form of lakes, rivers, tanks,
canals are created for the ease and benefit of human. These systems are exploited and
misused to an extent that impurity level of the water in these systems is a threat to human
survival in the long run.
A similar case has been identified in the city of Amritsar named Tung Dhab Nallah. The
nallah once irrigation canal to supply water to the agricultural fields, is now a drain which
consists of only industrial and sewerage waste. The odor of the water is intolerable
especially in summers which have led to awful condition of the community around to
sustain.
Rejuvention & Beautifcation of Tung Dhab Drain
One of the themes in India Smart City Mission is the preservation of green spaces,
transforming them into attractive public space and recreational areas. A pilot project of
around 2.2 km is identified under the smart city for the natural cleaning of drain as well
beautification of the edge condition. Hence the proposal consists of two parts:

Landscape beautification of the edge under the scope of ASCL.
The NEERI technology will hereby clean the water through natural systems as well
remove the odor. The landscape and beautification of the edge of the nallah will be in
integration with NEERI technology and also respond to the needs of the community. The
entire stretch of around 2.2 kms will consists of a one continuous walking trail cum
jogging track. Other activities include open air theater, Sculpture Park, children's play
zone, flower garden, plaza etc. These series of activities will hereby make the edge
interesting and create an experiential quality of spaces while walking and jogging.
This intervention will hereby attract people towards water and create awareness for its
importance, sense of belonging and its upkeep.
