“Smart” comes in many shapes and sizes

Institutional capacity to be counterparty is essential

Lack of “ownership” of the externalities makes some initiatives difficult

Articulating objectives and developing RFPs for many initiatives remains a challenge

Industry’s capacity to innovate around solutions and technology to fill expressed needs is high

Physical and technical infrastructure gaps should not be forgotten
