Preface

The State and Metropolitan Area Data Book (SMADB), published intermittently since 1979, is a local area supplement to the Statistical Abstract of the United States. This 1997-98 edition is the fth; the book was also published in 1979, 1982, 1986, and 1991. The SMADB is a convenient summary of statistics on the social, political, and economic organization of the states and metropolitan areas (MAs) of the United States. It is designed to serve as a statistical reference and guide to other statistical publications and sources. The latter function is served by the source citations appearing below each table and in Appendix A, Source Notes and Explanations. This volume includes a selection of data from many statistical publications and electronic sources, both government and private. Publications cited as sources usually contain additional detail and more comprehensive discussions of denitions and concepts than can be presented here. Data not available in publications issued by the contributing agency but obtained from unpublished records are identied in the source notes as unpublished data. More information on the subjects covered in the tables so noted may generally be obtained from the source. Except as indicated, gures are for the states and metropolitan areas of the United States as presently constituted. Although emphasis in this Data Book is primarily given to state and metropolitan area (MA) data, Table A includes U.S. totals and Tables B and C present data for the component counties and central cities of MAs, respectively. As an aid in locating data for counties and cities, Appendixes D and E present listings of these areas in alphabetic order by state with relevant MA code; these codes appear on Tables B-1, C-1, and D. Changes in this edition. The order of tables has been changed in this volume. The state tables appear rst as Tables A-1 through A-56 instead of as Table E in the previous edition. Metropolitan area data are covered in three tables in this edition: Metro areas, metro counties, and central cities. Selected state and metro area rankings can be found in Tables A and B; additional rankings may be found on the Census Bureaus Internet site. We have changed the presentation of state data to an alphabetic one. The presentation of the various MA tables has been changed such that one data table for all MAs is shown before the next data table; earlier editions presented all the data tables for a specic group of MAs before STATE AND METROPOLITAN AREA DATA BOOK

being repeated for the next group of MAs. This change has enabled us to include metropolitan area references in the index for ease in locating these data. Source notes now appear at the bottom of each table page, as well as in the source notes and explanations appendix. Some citations provide Internet addresses either as the sole citation or as a supplement to the printed or electronic source. In addition, we now include a Telephone Contact List which provides a guide to federal agencies with major statistical programs, their mailing address, phone number, and Internet address. Statistics in this edition. Data are generally shown for the most recent year or period available by fall 1997; some later data are included. States. Data are presented for the United States, the 50 states, and the District of Columbia. 869 data items are presented for these areas in 56 tables, A-1 through A-56. The states and the District of Columbia are presented in alphabetic order under the U.S. total. Metropolitan areas. Data for metropolitan areas (MAs) are for those areas dened by the Office of Management and Budget (OMB) as of June 30, 1996. The MAs presented in table sets B and C of this publication include 245 metropolitan statistical areas (MSAs), 17 consolidated metropolitan statistical areas (CMSAs) and their 58 primary metropolitan statistical areas (PMSAs) located outside New England; as well as 12 New England county metropolitan areas (NECMAs). These MAs are also presented in Table D but exclude the 58 PMSAs and the NECMA used as a substitute for the 5 PMSAs in the Connecticut portion of the New York-Northern New Jersey-Long Island, NY-NJCT-PA CMSA. For this reason, this CMSA is listed as CMSA/NECMA in this publication to alert users to this substitution. No data are presented for the 10 MSAs, 1 CMSA, and 15 PMSAs in New England. The guidelines for establishing metropolitan areas are presented in Appendix B, Geographic Concepts and Codes.

Table B. Metro areas. 159 data items are presented for all metro areas in 10 Tables, B-1 through B-10. The MSAs, CMSAs, and NECMAs are presented in alphabetic order, with PMSAs presented under the related CMSA. For an alphabetic listing of PMSAs along with their CMSA, see Appendix C.PREFACE iii

All data from either censuses and surveys or from administrative records are subject to error arising from a number of factors: sampling variability (for statistics based on samples), reporting errors in the data for individual units, incomplete coverage, nonresponse, imputations, and processing errors. The Bureau of the Census cannot accept the responsibility for the accuracy or limitations of the data presented here, other than those for which it collects. The responsibility for selection of the material and for proper presentation, however, rests with the Bureau. Maps. Appendixes. Appendix A presents a discussion of source notes and explanations for the data items in Tables A through D. Appendix B presents a discussion of the geographic concepts and codes relevant to this volume, as well as the official standards for establishing metropolitan areas. Appendix C is an alphabetic listing of PMSAs showing the CMSA of which they are a part. Appendix D presents an alphabetic listing of component counties of MAs by state, with codes for the MSA, CMSA, or NECMA in which the county is located. Appendix E is an alphabetic listing of central cities of MAs, with codes for the MSA, CMSA, or NECMA in which the central city is located. For additional information on data presented. A per capita gure represents a specic type of rate computed for every person in a specied group (or population). It is derived by taking the total for a data item (such as income, taxes, or retail sales) and dividing it by the number of persons in the specied population. Ranks. Various data items in Table A, States and Table B, Metro Areas of this publication are ranked from highest to lowest with a rank of 1 representing the highest rank. In both tables, when areas share the same rank, the next lower rank is omitted. In Table A, only the 50 states are ranked; the District of Columbia is not included in the state rankings. In Table B, only 245 metropolitan statistical areas (MSAs), 17 consolidated MSAs (CMSAs), and 11 of the 12 New England county metropolitan areas (NECMAs) are ranked. Not ranked are the 58 primary MSAs (PMSAs), which make up the 17 CMSAs, and the one NECMA used as a PMSA substitute for the Connecticut portion of the New YorkNorthern New Jersey-Long Island, NY-NJ-CT-PA CMSA. Areas not ranked are indicated by an X in the data cell. Index numbers. An index number is a measure of difference or change, usually expressed as a percent, relating one quantity (the variable) of a specied kind to another quantity of the same kind. Index numbers are widely used to express changes in prices over periods of time but may also be used to express differences between related subjects for a single point in time. To compute a price index, a base year or period is selected. The base year price (of the commodity or service) is then designated as the base or reference price to which the prices for other years or periods are related. Many price indexes use the year 1987 as the base year; in tables, this is shown as 1987=100. A method of expressing the price relationship is: The price of a set of one or more items for a related year (e.g., 1990) divided by the price of the same set of items for the base year (e.g., 1987). The result multiplied by 100 provides the index number. When 100 is subtracted from the index number, the result equals the percent change in price from the base year. Current and constant dollars. Statistics in some tables are expressed in both current and constant dollars (see, for example, Table A-23). Current dollar gures reect actual prices or costs prevailing during the specied year(s). Constant dollar gures are estimates representing an effort to remove the effects of price changes from statistical series reported in dollar terms. In general, constant dollar series are derived by dividing current dollar estimates by the appropriate price index for the appropriate period (for example, the Consumer Price Index). The result is a series as it would presumably exist if prices were the same throughout, as in the base year; in other words, as if the dollar had constant purchasing power. Any changes in this constant dollar series would reect only changes in real volume of output, income, expenditures, or other measure.

The following terms are also used throughout this publication: Averages. An average is a single number or value that is often used to represent the typical value of a group of numbers. It is regarded as a measure of location or central tendency of a group of numbers. The arithmetic mean is the type of average used most frequently. It is derived by summing the individual item values of a particular group and dividing the total by the number of items. The arithmetic mean is often referred to simply as the mean or average. The median of a group of numbers is the middle number or value when each item in the group is arranged according to size (lowest to highest or visa versa); it generally has the same number of items above it as well as below it. If there is an even number if items in the group, the median is taken to be the average of the two middle numbers. Rates. A rate is a quantity or amount of an item measured in relation to a specied number of units of another item. For example, unemployment rate is the number of unemployed persons per 100 persons in the civilian labor force. Examples of other rates found in this publication include birth rate, which is the number of births per 1,000 population; infant death rate, the number of infant deaths per 1,000 live births; and crime rate, which is the number of serious offenses per 100,000 population.
