1. INLEIDING

United Manganese of Kalahari (Edms) Bpk (UMK) beoog om aansoek te doen vir die wysiging van die omgewingsbestuursprogram (OBP) op die plaas Botha 313, die restant (RE) van die plaas Smartt 314, en porsie 1 en RE van die plaas Rissik 330. UMK is ‘n oopgroef mangaan myn geleë suid van die dorp Hotazel in die Noord Kaap Provinsie, en lê direk aangrensend en aan die westelike kant van die R380 provinsiale pad (Figuur 1 en Figuur 2). Die bestaande omgewingsimpakevaluering en omgewingsbestuursprogram verslag (OIE/OBP) vir UMK is goedgekeur in 2007 (NC 30/5/1/2/3/2/1 (113) MR) deur die Noord Kaap Departement van Minerale Hulpbronne (DMH) in terme van die Wet op die Ontwikkeling van Minerale en Petroleum Hulpbronne, 2002 (MPRDA, Wet 28 van 2002), en die Departement van Omgewing en Natuurbewaring (NC/KGA/HOT7/15/2006) in terme van die Nasionale Wet op Omgewingsbestuur, 1998 (NEMA, Wet 107 van 1998). Op 19 April 2015 is ‘n watergebruikslisensie (10/D4/BEGJ/2814) toegestaan aan UMK deur die Departement van Water en Sanitasie in terme van die Nasionale Wet op Water, 1998 (NWA, Wet 36 van 1998), wat ook gewysig sal word. Tydens die konstruksie fase het die posisie en ontwerp van sekere infrastruktuur komponente verander teenoor dit wat oorspronklik goedgekeur is in die OIE/OBP om sodoende doeltreffendheid te steun tydens die myn bedrywighede. Verder beoog UMK om die mynpit en afvalhope uit te brei.

2. KENNISGEWING VAN OMGEWINGSAANSOEKE

Kennis geskied hiermee van die voorneme om aansoeke om verwante omgewingsmagtigings in te dien soos in die onderstaande tabel. Die tersaaklike wetgewing en gepaardgaande aktiwiteite sluit onder andere die volgende in:

Neem asseblief kennis dat die gelysde aktiwiteite en watergebruike bevestig sal word gedurende die omgewingsimpakevalueringsproses. SLR Consulting (Africa) (Edms) Bpk (SLR Africa) is as die onafhanklike omgewingsevalueringspraktisyn aangestel wat verwandwoordelik is om die nodige omgewingsevaluerings te onderneem en om die openbare deelnameproses vir die projek uit te voer. Aangesien nuwe gelysde aktiwiteite geaktiveer word deur die projek, sal die omgewingsevaluering beide ‘n bestekopname- en ‘n omgewingsimpakevalueringsfase ingevolge die Regulasies op Omgewingsimpakevaluerings (Staatskennisgewing Regulasies 982 tot 986, 4 Desember 2014) insluit. Die projek is tans aan die begin van die bestekopnamefase, waarvan die doel is om potensiële omgewingsimpakte (fisies, biologies, sosiaal en ekonomies) wat met die beoogde projek gepaard gaan, te identifiseer.

3. GELEENTHEDE VIR OPENBARE OORLEGPLEGING EN DEELNAME

’n Openbare deelnameproses sal as ’n integrale deel van die proses uitgevoer word. U, as ’n potensiële belangstellende en/of geaffekteerde party, is genooi om deel te neem. ‘n Openbare bestekopnamevergadering is as deel van die openbare deelnameproses gereël. Die doel van die vergadering sal wees om inligting oor die projek en die potensiële omgewingsimpakte voor te hou en om belangstellende en geaffekteerde partye se insette oor enige verwante kwessies, knelpunte en vrae te win. Die besonderhede van die opbenbare bestekopnamevergadering verskyn in die tabel hieronder:

NOTICE OF APPLICATION FOR AMENDMENT OF THE ENVIRONMENTAL MANAGEMENT PROGRAMME AND RELATED ENVIRONMENTAL AUTHORISATIONS - UNITED MANGANESE OF KALAHARI

1. INTRODUCTION

United Manganese of Kalahari (Pty) Ltd (UMK) is proposing to apply for an amendment of its environmental management programme (EMP) on farm Botha 313, the remaining extent (RE) of the farm Smartt 314, and portion 1 and RE of the farm Rissik 330. UMK is an opencast manganese mine located to the south of the town of Hotazel in the Northern Cape Province and lies directly adjacent and to the west of the R380 provincial road (See Figure 1 and Figure 2). The existing environmental impact assessment and environmental management programme report (EIA/EMP) for UMK was authorised in 2007 (NC 30/5/1/2/3/2/1(113) MR) by the Northern Cape Department of Mineral Resources (DMR) in terms of the Mineral and Petroleum Resources Development Act, 2002 (MPRDA, No. 28 of 2002), and the Department of Environment and Nature Conservation (DENC) (NC/KGA/HOT7/15/2006) in terms of the National Environmental Management Act, 1998 (NEMA, No. 107 of 1998). On 19 April 2015 a water use license (10/D41K/ABEGJ/2814) was issued for UMK by the Department of Water and Sanitation in terms of the National Water Act, 1998 (NWA, No. 36 of 1998), which will also be amended. During the construction phase of the mine, the location and design of certain infrastructure components changed from what was approved in the EIA/EMP to support efficiency within the operations. Further to this, UMK proposes the expansion of the mine pit and waste rock dumps.

2. INTRODUCTION

SLR Consulting (Africa) (Pty) Ltd has been appointed as the independent environmental assessment practitioner responsible for undertaking the necessary environmental assessment and public participation process for the project. Given that the project triggers new listed activities, the environmental assessment will include both a scoping and environmental impact assessment phase in terms of the Environmental Impact Assessment Regulations (Government Notice 982 to 986, 4 December 2014). The project is currently at the beginning of the scoping phase, the purpose of which is to identify potential environmental impacts (physical, biological, social and economic) associated with the proposed project.

3. OPPORTUNITIES FOR PUBLIC CONSULTATION AND PARTICIPATION

A public participation process will be conducted as an integral part of the process. As a potential interested and/or affected party, you are invited to participate. A public scoping meeting has been arranged as part of the scoping phase public participation process. The purpose of the meeting will be to present information on the project and the potential environmental impacts; and to obtain input from interested and affected parties on any related issues, concerns and questions. The details of the public scoping meeting are provided in the table below:

NORTHERN CAPE PROVINCE United Manganese of Kalahari (Pty) Ltd (UMK) is proposing to apply for an amendment of its environmental management programme (EMP) on farm Botha 313, the remaining extent (RE) of the farm Smartt 314, and portion 1 and RE of the farm Rissik 330. UMK is an opencast manganese mine located to the south of the town of Hotazel in the Northern Cape Province and lies directly adjacent and to the west of the R380 provincial road. The existing environmental impact assessment and environmental management programme report (EIA/EMP) for UMK was authorised in 2007 (NC 30/5/1/2/3/2/1(113) MR) by the Northern Cape Department of Mineral Resources (DMR) in terms of the Mineral and Petroleum Resources Development Act, 2002 (MPRDA, No. 28 of 2002), and the Department of

Environment and Nature Conservation (DENC) (NC/KGA/HOT7/15/2006) in terms of the National Environmental Management Act, 1998 (NEMA, No. 107 of 1998). On 19 April 2015 a water use license (10/D41K/ABEGJ/2814) was issued for UMK by the Department of Water and Sanitation in terms of the National Water Act, 1998 (NWA, No. 36 of 1998), which will also be amended. During the construction phase of the mine, the location and design of certain infrastructure components changed from what was approved in the EIA/EMP to support efficiency within the operations. Further to this, UMK proposes the expansion of the mine pit and waste rock dumps. Notice is hereby given of the intent to submit applications for related environmental authorisations as per the table below. Die Hoërskool Kalahari se o.15- en eerste krieketspanne het hul onderskeie seisoene goed voortgesit aan die begin van ’n nuwe skooljaar.

Die o.15’s het Dinsdag 17 Januarie kragte gemeet met die Hoërskool Postmasburg.

Die wedstryd, wat by Kalahari gespeel is, het Kalahari gemaklik met 70 lopies gewen. Kalahari het eerste gekolf en 137 in 25 beurte behaal. Casper du Plessis het uitgeblink met die kolf deur 57, nie uit nie, te slaan.

Hy het die volle 25 beurte deur gekolf.Met die bal het Ockie van Wyk vyf

paaltjies geneem om Postmasburg vir 67 uit te boul.

Op Vrydag (20/01) het die Kalahari Eagles(eerstespan) teen die Hoërskool Blinkklip gespeel. Blinkklip het die loot gewen en besluit om eerste te kolf.

Hulle is almal vir 67 lopies uitgeboul.

Casper het dié keer met die bal uitgeblink en vier paaltjies geneem.

Die Eagles het amper die wedstryd weggegooi met die kolf en ná ’n naelbyt-ein-de het hulle met net een paaltjie gewen.

Vicasio Abiel van Blinkklip het ses paaltjiesgeneem om amper die wedstryd vir Blinkklip te wen.

Saterdag (21/01) het die Eagles ’n weg-wedstryd teen Postmasburg-dorp gaan speel.

Hulle het Postmasburg uitgeboul vir 212 lopies. Jesse-Marc Rhode het 60 lopies aangeteken terwyl Divan Reyneke 5 paaltjies geneem het. Die Eagles het goed gekolf en baie naby aan ’n groot totaal teen uitsteken-de boulers te staan gekom, maar uiteindelik kon hulle net 185/9 in 45 beurte haal.

Louis du Plessis het goed vertoon en 61 bygedra.) Frits Hooghiemstra is ’n onderwyser en afrigter van die eerste krieketspan aan die Hoërskool Kalahari.

Die waatlemoenfees is ’n jaarlikse instelling by die Laerskool Seodin.

Dit vind altyd die dag voor die skool se kleure-sportbyeenkoms plaas.

Die kinders betaal toegangen kan dan heerlik aan waatlemoen smul. Sodra al die pitte uitgespoeg is en net die waatlemoenskille oorbly, begin die waatlemoengeveg.

Die kinders bevind hulle in’n afgesperde gedeelte en het die geleentheid om mekaar behoorlik met die waatle-

moensnysels en -skille te besmeer.

Dit is ’n taai gedoente, maar tog prettig. Ná die geveg is daar waterglyba-ne waarop die kinders kan baljaar en ook hul taai lywe kan afspoel. – Lynn-Mari Olivier

NOORD-KAAP PROVINSIE

United Manganese of Kalahari (Edms) Bpk (UMK) stel 'n aansoek vir die wysiging van die omgewingsbestuursplan (OBM) op plaas Botha 313, die restant (RE) van die plaas Smartt 314, en porsie 1 en RE van die plaas Rissik 330 voor. UMK is 'n oopgroef mangaan myn geleë suid van die dorp Hotazel in die Noord-Kaap Provinsie en lê direk aangrensend aan die R380 provinsiale pad.

Die bestaande omgewingsimpakstudie en die omgewingsbestuurplan (OIA/OBM) vir UMK was goedgekeur in 2007 (NC 30/5/1/2/3/2/1 (113) MR) deur die Noord-Kaap Departement van Minerale Hulpbronne (DMH) in terme van die Mineraal en Petroleum Hulpbron Ontwikkelingswet, 2002 (MPRDA, Wet 28 van 2002), en die Departement van Omgewing en Natuur Bewaring (DENC) (NC/KGA/HOT7/15/2006) in terme van die Nasionale Omgewingsbestuurswet, 1998 (NEMA, Wet 107 van 1998). Op 19 April 2015 was 'n watergebruikslisensie (10/D4/BEGJ/2814) toegestaan aan UMK deur die Departement van Water en Sanitasie in terme van die Nasionale Water Wet, 1998 (NWA, Wet 36 van 1998), wat ook gewysig sal word. Tydens die konstruksie fase het die posisie en ontwerp van sekere infrastruktuur komponente verander teenoor dit wat goedgekeur was in die OIS/OBM om sodoende doeltreffendheid te steun tydens die myn bedrywighede. Verder stel UMK die uitbreiding van die myn put en afvalhope voor.

Kennis word hiermee gegee van die bedoeling om aansoeke in te dien vir verwante omgewingsmagtiging soos in die onderstaande tabel. Die relefante wetgewing en geassosieerde aktiwiteite sluit in, maar is nie beperk tot die volgende nie:

'n skaap weggegee in 'n gelukkige trekking. Klante wat die afgelope tyd meer as R150 daar spandeer het, het in aan-merking gekom vir die trekking.

Daar is ses finaliste wat vrae oor die geskiedenis van die sentrum en Southern Grill korrek kon beantwoord en wat die gelukkige trekking moes bywoon om vir die groot prys te kwalifiseer: Cecilia van Dam, Marius Hattingh, Niel Erlank, Nata-sha Markram, Jan-Louis Bester en Johan Malan.

Die sentrum is 11 jaar gelede gebou. Die spasie waarin Southern Grill tans is,

was voorheen 'n naaldwerk besigheid, Die Speldekussing. Southern Grill is op 9 Maart 2016 daar geopen.

Hulle is almal met gratis worsbroodjies bederf, waarna die eienaar, Dolf Venter en bestuurderes, Michelle Chapman, die trekking behartig het. Johan Malan was die gelukkige persoon wat met 'n slagskaap huistoe is.

Wat Southern Grill uniek maak is dat hul slegs 100% beesvleis in hul burgers ge-bruik – geen soja of preserveermiddels nie. Hulle stel ook binnekort hul bio-afbreekbare wegneem houers bekend.
