PART 1 – GENERAL PROJECT INFORMATION

About the project The Susan Wakil Health Building is a 22,000m2 8-storey structure, comprising

laboratory facilities and work spaces.

Challenges include operating within a live university facility and being

adjacent to Royal Prince Alfred Hospital.

Laing O’Rourke is building a world class facility for health disciplines at the University of Sydney.

The Susan Wakil Health Building will bring together multiple health disciplines for the first time in a purpose-built facility to translate research into education and clinical services.

The 8 storey building will see state-of-the-art clinical simulation programs and a multi-service clinic combined with a 350 seat lecture theatre, a rehabilitation gym as well as office, teaching, research, clinical and support spaces.

The heart of the structure will be the Upper Wakil Garden on level 3 - designed to be a respite midway through the building. Outdoor commons will flow out onto the pathways that connect the building to the campus beyond.

The building will have an abundance of natural light due to a carve on the north side that draws daylight while terraces provide access to outdoor space and fresh air for lower classrooms, middle clinical and research spaces and upper offices

Site location

Bosch 1B, Blackburn Circuit, Camperdown 2006

Getting to site

There is no parking available on site.

Parking is very limited in the area, with the majority of streets being 2 hours parking only

You can pay to park in the Uni. Its $4 per hour or $24 per day.

Western Ave Carpark is only available for casual parking after 3pm Mon – Fri and all day Sat & Sun

The Uni parking inspectors are ruthless.

There is a Secure Parking Station in Hospital Rd that is $12 per day. Its approx. 10min walk to Site.

Motorbikes are free to park in designated parking area.

Working Hours Monday to Friday 7:00AM – 6:00PM

Saturday 7:30AM – 3:30PM

No work is permitted outside of these hours unless exceptions or further

approvals are granted.

Our working hours form part of our Conditions of Approval. Non-compliance

with these is a breach of our conditions and can result in significant penalties,

including a suspension of the project’s licence to operate.

If you believe your works may extend beyond these hours, please contact

David Gill, site manager.

Working in the UniversityOperating in a live environment, the project site is surrounded by sensitive

stakeholders. It is important to always be respectful and mindful of our

neighbours.

The following rules apply:

No smoking outside designated areas

No offensive language or conduct

No offensive printed material or unsavoury signage

No radios or other noise producing devices

No use of existing lifts, other than lifts designated for ‘builders’ use

No taking breaks to enter University grounds during working hours

When dealing with stakeholders, always be a good neighbour. If a member

of the public approaches you, help maintain good communication by

referring them to a Laing O’Rourke Team member.

If confronted, remain calm, secure the work area and report it. Do not

engage.

Site rules

Abide by LORAC’S site safety rules Find them at https://nextgearsms.com/

Comply and cooperate with all reasonable instructions, policies and procedures given to you by Laing O’Rourke.

Be familiar with and follow LORAC’s primary standards

Consumption of drugs or alcohol on the proect is strictly prohibited. The blood alcohol content limit is 0.00 and testing applies to all.

Mandatory PPE on site at all times (amenities, lunchroom and office excepted)

Important Safety information Safety Incident management

If a safety incident occurs,

1. Get First Aid

First aid facilities containing major first aid kits are

located at the site office

A list of first aiders can be found on the notice

boards

First Aid register must be completed.

No person is to leave the site for medical

treatment unless they are accompanied and

LOR is notified

2. Leave the incident scene undisturbed

Investigation will be carried out and suitable controls

implemented. The incident scene is to be not

disturbed until all the investigations have been

completed.

3. Report the incident

Your supervisor must be notified immediately of all

incidents, injuries, dangerous occurrences, near hits

and environmental incidents.

Safety Breach procedure

Safety breaches will be dealt with in accordance with the following

procedure:

First breach

Conversation with a LOR representative, worker and subcontractor supervisor regarding the breach. Meeting is recorded

Second Breach

Conversation with a LOR representative, worker and subcontractor supervisor. Written notification will also be given to the subcontractor that a re-occurrence will mean removal from site.

Third Breach

Written notification given to the subcontractor that the worker is to be removed from site.

Deliberate circumvention of safety systems, i.e. removal of penetration covers

with no permit, altering of scaffold or accessing an exclusion zone, will result

in written notification the person or persons will be removed from site.

Construction Hazards Hazards are managed according to the ‘Hierarchy of Controls’:

Work positioning & fall arrest systems are a last resort. Additional training requirements apply, including WAH permit

All plant and equipment must: Be organised prior to arrival to site & Plant Pre-

Mobilisation Checklist Be checked on arrival by LORAC Be inspected daily by the operator and Pre Start

completed Have maintenance records & OEM manual

All plant operators to hold required qualification and have competency verified (VOC).

Power tools & Leads Must be inspected and tagged Leads to be suspended above the ground Connected to an RCD Inspected before each use

A safety data sheet (SDS) must be made available for all substances brought onto site.

Chemicals must be stored in their original container and only decant for immediate use

Spill kits must be available

Hazardous Chemicals

Manual Handling Body stressors are the cause of 41% of all seirous worker compensation claims.

Look to eliminate the task, complete it by mechanical means or order materials in smaller quantities or packages. Team lifting is not the first control measure.

Environmental Incident Response Everybody has a duty of care to the environment. We must behave in an

environmentally responsible manner and preserve the environment for future

generations.

An environmental incident is an incident that resulted in, or could have resulted in an injury or illness to people, danger to health, and/or damage to property or the environment

e.g. Chemical, oil, fuel or pollutant

spills

Air pollution from faulty or

unmaintained plant

Excessive dust emissions

Injury or death to wildlife

Unapproved clearing/damage

to protected vegetation

Discharge of contaminated

water offsite

Damage to heritage listed

buildings/culturally significant

sites or objects

What to do

1. Stop work and assess the risk

2. If no risk to personal safety take action to stop, or minimize the effects of the incident (e.g. use of spill kits, fire extinguishers etc.)

3. Secure the area and ensure all personnel or public are out of harms way

4. Administer first aid if necessary

5. Notify site manager

6. Call emergency services if necessary

All incidents/non-compliances must be reported to the site manager and Project Leader immediately.

Emergency Plan In the event of an emergency,

3 blasts of an airhorn will be heard.

Make your way to the muster point using the safest route. Do not leave the

site, and ensure you are accounted for during roll call.

Follow the directions from the evacuation warden

Do not leave the muster point until direction has been given that it is safe to

Industrial Relations Codes of practice and associated guidelines On this project, Laing O’Rourke and subcontractors must comply with the Code for the Tendering and Performance of Building Work 2016 (2016 Code). This sets out the minimum standards Laing O’Rourke need to meet to be eligible for Government-funded building work.

Failure to comply with the Code and its associated Guidelines can have dramatic consequences for employees and our business. Compliance with these Codes and Guidelines is essential.

Freedom of Association Laing O’Rourke is committed to providing you with a harmonious workplace

On all projects the following applies:

Allowed Not allowed All persons are:

Free to become, or not become, members of industrial associations;

Free to be represented, or not represented, by industrial associations; and

Free to participate, or not participate, in lawful industrial activities.

The display of union logos and flags on site;

The display of ‘no ticket, no start’ signs or stickers;

The display of names of workers who are or who are not union members;

Allowing union officials to conduct inductions and training sessions;

‘Union delegate only’ eating areas; and

Comments like ‘Everyone is a union member on this site’.

Unlawful Industrial Action Industrial action is where an employee performs work in a manner different from normal work practices e.g. Go slows, Work to rule, Strikes. Unprotected industrial action is against the law and also in breach of the Building Codes and other state Codes.

Laing O’Rourke does not tolerate unlawful industrial action
