INDIAN CUSTOMS SINGLE WINDOW PROJECT
What is Single Window?
The ‘India Customs Single Window’ allows importers and exporters facilitating to lodge their clearance documents at a single point only. Required permissions, if any, from other regulatory agencies would be obtained online without the trader having to approach these agencies.
What are its’ benefits?
Reduce interface with Governmental agencies, dwell time and the cost of doing business.

Forty four (44) Departments/agencies are associated with clearances of import and export goods.
Out of these, 9 agencies issue clearances or NOC for live consignments i.e. post import. Remaining agencies are
involved in granting licenses, permits, certificates etc. prior to import, and the automation of grant of licenses
permits etc is not in the scope of the Single Window project.
SINGLE WINDOW PROJECT i.e. Single Window Interface for Facilitating Trade (SWIFT) covers 9 agencies, with 6
agencies involved in the vast majority of cases involving requirement of NOC.
These agencies are Food Safety (FSSAI), Drug Controller, Plant Quarantine, Animal Quarantine, Textile Committee
and Wild Life Crime Control Bureau.
SWIFT enables importers/exporters to file a common electronic ‘Integrated Declaration’ on the ICEGATE portal.
The Integrated Declaration compiles the information requirements of Customs, FSSAI, Plant Quarantine, Animal
Quarantine, Drug Controller, Wild Life Control Bureau and Textile Committee and it replaces nine separate forms
required by these 6 different agencies and Customs.

1. Integrated Declaration - Information required for import/export clearance by government agencies concerned will be electronically submitted by importers/exporters through an integrated declaration at a single entry point, i.e. the Customs Gateway (ICEGATE). Separate application forms required by different agencies would be dispensed with.
2. Automated routing: The Customs IT system automatically identify import/export goods that require clearance by the Participating Government Agency (PGAs).
3. Integrated Risk Assessment - Integrated Risk Management facility for PGAs will ensure that consignments are not selected by agencies routinely for examination and testing, but based on the principle of risk management.
4. Connectivity for Online clearance – Offices of other government agencies will be connected with the Customs System.

5. Paperless Processes: With the introduction of Single Window, it enables Exporters and importers to submit documents digitally. This process has progressively eliminate the dependence on paper.
In the first phase, digital signatures on submission of Customs documents has been implemented w.e.f. 01/01/2016 for all importers/exporters and carriers
In the second phase, it is proposed to provide a facility to Trade to submit digitally signed supporting documents. A prototype, has been developed. To implement this feature, additional infrastructure would be required.
Ports and central level Customs Clearance Facilitation Committees (CCFCs) have been established to simplify and streamline their interagency procedures and documentary requirements for import and export of cargo.
6. e-Payment of fees & charges: All fees and charges are paid by the importer/exporter for testing or for processing clearances by PGAs would be collected online in the same way as Customs duties are presently collected.

7. Indian Customs single Window Project – Online messasge exchange : The importers electronically lodge their Customs clearance documents at a single point only with the Customs.
The required permission, if any, from other regulatory agencies (such as Quarantine, Plant Quarantine, Drug Controller, Textile Committee, etc.) is obtained online without any exporter/importer having to separately approach these agencies.
Benefits include (a) Reduced cost of doing business; (b) enhances transparency (c) integration of regulatory requirements at one common platform reduces duplicity and cost of compliance; and (d) optimal utilization of manpower.
8. Adoption of Digital Signature: In order to encourage paper less working and dispense with the requirement of physical submission of documents ‘Digital Signature’ has been introduced for importers, exporters, airlines, shipping lines etc

INDIAN CUSTOMS ELECTRONIC COMMERCE/ELECTRONIC DATA INTERCHANGE (EC/EDI) ICEGATE – A SINGLE WINDOW PROJECT
ICEGATE is a portal that provides e-filing services to the trade and cargo carriers and other clients of Customs Department (collectively called Trading Partner).
At present, about 24000 users are registered with ICEGATE who are serving about 6.72 lacs importer/exporter.
ICEGATE links about 15 broad types partners with Customs EDI through message exchanges enabling faster Customs clearance and in turn facilitating EXIM Trade.
ICEGATE fulfils the department's EC/EDI and data communication requirements. It includes electronic filing of the Bill of Entry( import goods declaration), Shipping Bills (export goods declaration) and related electronic messages between Customs and the Trading Partners using communication facilities (E-mail, Web-upload & FTP) using the communication protocols commonly used on the internet.
Besides, data is also exchanged between Customs and the various regulatory and licensing agencies such as DGFT, RBI, Ministry of Steel and DGCIS through ICEGATE.

The National Import Database (NIDB) and Export Commodity Database (ECDB) for Directorate General of Valuation are also being serviced through ICEGATE. DGV is assisting CBEC in customs valuation, monitoring, etc.
All electronic documents/ messages being handled by the ICEGATE are processed at the Customs' end by the Indian Customs EDI System (ICES), which is running at 134 customs locations.
ICES envisages acceptance of Customs documents electronically and exchange of information electronically with other agencies involved in international trade.
Department has embarked upon Centralization of its infrastructure and all customs locations have been shifted to centralized infrastructure hosted at Data Centre by linking them through MPLS based WAN.
ICEGATE also provides host of other services like e-payment, on-line registration for IPR, Document Tracking status at Customs EDI, online verification of DEPB/DES/EPCG licenses, IE code status, PAN based CHA data and links to various other important websites/information pertaining to the Customs business.
The ICEGATE also provides 24X7 helpdesk facility for its trading partners. To ensure secure filing, it is proposed to use digital signatures on the Bill of Entry and other documents/ messages to be handled on the gateway.

INTEGRATED DECLARATION
Submission of data at one entry point
Information contained in Customs declarations will be re-used by PGAs.
Formats for import and export declarations will be updated with additional requirements.
NSW Data Set - data will be filed at a single point (ICEGATE) as an ‘integrated declaration’.
Trade does not have to approach different agencies and file different forms/ checklists. Separate applications will be dispensed with.
