Biography

Paul Simon was born on November 29, 1928 in Eugene, Oregon. His parents, Dr. Martin Paul and

Ruth (Troemel) S. Simon had served as medical missionaries in China before his birth. Because

his father was a minister of the Lutheran Church-Missouri Synod, the family moved frequently as

Dr. Simon served various churches throughout the Pacific Northwest and the Midwest. While the

family was in Oregon, Paul and his brother Arthur (who later became a New York City minister

and editor of the Inner City) picked cherries on a farm owned by Oregon Senator Wayne Morse.

Later the Simons moved to southern Illinois.

In 1937, Dr. Simon spearheaded the publication of Christian Parent magazine (1937-1961) and its

offspring My Chum (1950-1961). His son was also developing an interest in journalism. Following his

graduation from high school at the age of 16, Paul Simon enrolled as a journalism major at the

University of Oregon (1945-1946). While a student at the university, Simon worked in the sports

department of the Eugene Register-Guard. In 1946, Simon transferred to Dana College, Blair,

Nebraska. Simon never completed his degree requirements although he later was awarded numerous

honorary degrees. Instead in 1948, at the age of nineteen, Simon borrowed $3,600 underwritten by the

local Lions Club and purchased a defunct downstate weekly, the Troy Call. Simon changed the paper’s

name to the Tribune. He became the youngest editor-publisher in the country, but it was not Simon’s age

that gained the young editor national notice. Troy, Illinois was a haven for organized crime with its

accompanying gambling and prostitution interests, so Simon embarked on an editorial crusade to rid the

community of this influence. His efforts attracted the attention of Governor Adlai E. Stevenson, who

dispatched state troopers to shut down several establishments cited by Simon as being major offenders.

This action made Simon a minor national celebrity and led to his being summoned to testify before

Senator Estes Kefauver’s crime investigating committee in a televised hearing during 1951.

Simon prospered as a newspaper man and eventually acquired a chain of fourteen downstate

newspapers. He also enlisted for two years in the Army and served as a special agent for counter

intelligence (1951-1953) corps along the Iron Curtain in central Europe. While serving in the

military Simon decided to seek public office, so he ran for the 47th district seat in the Illinois

General Assembly. During this campaign, Simon estimated that he had shaken hands with 30,000

people, so when he won 29,993 votes in the November 1954 general election, he remarked that

only seven people he had shaken hands with had not voted for him. Simon was elected to the

General Assembly for an additional four terms and served from 1955 until 1963 in the State

House. During this time period he characterized his voting record as being “liberal about people

but conservative about money”. He advocated full disclosure of elected officials’ personal

finances and annually released statements on his own financial worth, which due to his success as

a newspaperman were no longer that of an impoverished editor.

When Harper’s published Simon’s article, “The Illinois Legislature: A Study in Corruption,” his

colleagues in the General Assembly were surprised at his criticism of the body. Nevertheless

Simon served on numerous House committees: Education (1957-1958), Executive (1961-1962),

Industry and Labor Relations (1955-1956, 1959-1960), Personnel and Pensions (1957-1958, 1961-

1962) and Public Aid, Health, Welfare and Safety (1955-1962). In 1962, Simon won the state

senate seat for the 47th district and served in that post until 1966. When his district was changed in

1966, he won re-election as the state senator for the 53rd district. During 1966, Simon also sold his

newspaper chain.

Biography

While in the state senate Simon served on the following committees: Agriculture (1967-1968),

Committee on Committees (1967-1968), Conservation (1965-1968). Education (1965-1966),

Public Welfare (1963-1964), and Revenue (1963-1964). He also served on the Legislative

Council (1963-1968), the Illinois Budgetary Commission (1967-1968) and was vice co-chairman

of the Local Government Commission (1967-1968). He sponsored legislation that required

governmental agencies at all levels to open their meetings to the public and the news media. In

1968, Simon was selected to run for lieutenant governor on the state Democratic slate headed by

Governor Samuel Shapiro.

Shapiro was defeated by Richard B. Ogilvie but Simon won the lieutenant governorship and in

1969 became the first Illinois lieutenant governor to serve with a governor not from his own

political party. [The Illinois Constitution of 1970 provides for election of the governor and

lieutenant governor as a team thus eliminating the possibility of this situation occurring again.]

While lieutenant governor, Simon served as an “ombudsman” aiding citizens with their individual

dealings with the state government. Besides his official duty of presiding over the state senate,

which due to the political make-up of that body frequently gave Simon the opportunity to be a tie-

breaker, the Lieutenant Governor also served on the Senate Chambers Maintenance Commission

(1969-1970) and the Space Needs Commission (1971-1972).

Following an unsuccessful bid for the Democratic gubernatorial nomination in 1972, Simon left

elective office briefly in 1973. He was appointed Professor of Public Affairs at Sangamon State

University in Springfield, Illinois [now University of Illinois Springfield]. Simon was also chosen

as a John F. Kennedy Institute of Politics Fellow and lectured at Harvard in 1973. Also in 1973,

Simon published his sixth book, The Politics of World Hunger, which he had co-authored with his

brother Arthur Simon. Previous works written by Simon included biographical profiles of Elijah

Lovejoy (Lovejoy: Martyr To Freedom, 1964) and Abraham Lincoln (Lincoln’s Preparation for

Greatness, 1966). With his wife Jeanne Hurley Simon, the state senator had authored A Hungry

World (1966) and Protestant-Catholic Marriages Can Succeed (1967). Besides the book length

You Want to Change the World? So Change It (1971), Simon also wrote articles that were

published in Harpers and Saturday Review as well as shorter historical sketches.

During the 1974 election, Simon returned to the political scene. He was elected to the U.S. House

of Representatives as the member from Illinois’ 24th District. Simon was re-elected to this seat in

1976, 1978 and 1980. In Washington, Simon served on the House Budget Committee (1977-

1983), the Education and Labor Committee (1975-1985), the Science and Technology Committee

(1983-1985) and the Post Office and Civil Service Committee (1975-1977). While serving in the

House Simon was chief sponsor of legislation creating The National Center for Missing and

Exploited Children.

Simon was elected to the U.S. Senate in the 1984 election defeating Republican incumbent

Charles Percy. While serving two terms in the U.S. Senate, Simon served on the Judiciary

Committee (1985-1997), the Labor and Human Resources Committee (1985-1997), the Rule

Committee (1985-1987), the Budget Committee (1987-1997), the Foreign Relations Committee

(1987-1995) and the Indian Affairs Committee (1991-1997). Throughout his congressional career

he supported efforts for education reform and a balanced budget.

Biography

Simon retired from the U.S. Senate in 1997 and founded the Public Policy Institute at Southern

Illinois University Carbondale. He taught political science courses at SIU and served as a speaker

at various events until his death in December 2003. He also continued to write books throughout

his career. Our Culture of Pandering was published in 2003 and Fifty Two Simple Ways to Make a

Difference was published posthumously in 2004.

While serving in the Illinois General Assembly, Simon met Jeanne Hurley, a state representative

from Wilmette. When the couple married on 21 April 1960, they became the only husband-wife

legislators in Illinois history. However, when the Simons moved to Troy, Jeanne chose to retire

from elective office to rear the couple’s two children, Sheila and Martin. Over the years she

supported her husband’s political career through the Democratic Wives club and other groups that

assisted Democrats with fundraising activities and promoting the party. The Simons spent most of

their married lives in and around Washington, D. C. and also maintained a home in the 24th

District. When Simon retired from political office in 1997 the couple returned to their home in

Makanda. Jeanne Hurley Simon died in 2000. In May 2001 Simon married Patricia Derge, the

widow of a former SIUC president David Derge.

In addition to his political career, Simon was actively involved in Lutheran charities such as the

executive board of the Lutheran Human Relations Association, and the Southern Illinois Walther

League, a Lutheran youth organization. Simon also served as secretary-treasurer of the Illinois

Democratic Editorial Association and was on the board of directors of both Dana and McKendree

Colleges. He also belonged to and served on several boards of various veterans and civic

organizations. He was a passionate advocate for environmental issues, poverty, and other issues

impacting human beings, both nationally, and globally.

Scope and Content

The Paul Simon Papers, 1948-1973, consist of 258 cubic feet of correspondence, clippings, reports and

pamphlets, book manuscripts, columns, book reviews, articles, financial and business records, fact

sheets and schedules, press releases, invitations, letters of regret, thank you notes, bill analyses and

speeches. This collection documents Simon’s career as publisher of the Troy Tribune, his service in

the Illinois General Assembly (1955-1969) and his term as lieutenant governor of Illinois (1969-1973).

In addition to Simon’s public life, the collection also contains some personal papers, mainly concerning

his activities in the Lutheran Church-Missouri Synod and his 1960 marriage to Jeanne Hurley.

Because material has arrived at the Library at various times, the collection has been consolidated and

arranged to reflect significant phases in Simon’s life. The arrangement consists of eight series:

General Assembly Files, 1953-1968; Lieutenant Governor Files, 1967-1973; Political Papers, 1949-

1972; Personal Papers, 1949-1973, Personal Papers, 1979-83, Financial Papers, 1979-85, Bill File and

Congressional Correspondence, 1979-85, and Closed Case Files, 1980-85.

Series I: The General Assembly Files, 1948-1971 (Boxes 1-23), are arranged into the following

sub-series: Correspondence, 1953-1968; Alphabetical File, 1948-1970; Subject File, 1950-1971;

and Clipping File, 1955-1956.

The Correspondence File, 1953-1968 (Boxes 1-14), is arranged chronologically and contains

correspondence, clippings, greeting cards and telegrams. These items deal principally with the

period during which Simon served in the Illinois General Assembly. Besides legislative matters

such as bingo and teachers’ pensions, the correspondence reflects Simon’s involvement in Illinois

politics. There are letters pertaining to the Democratic Federation of Illinois, which Simon helped

found with Daniel Walker and others, as well as correspondence from Steve Mitchell’s unsuccessful

campaign for the Democratic gubernatorial nomination in 1960. From the 1960 campaign, there is

also extensive correspondence relating to the Catholicism issue in the presidential race. Later

correspondence deals with Simon’s unsuccessful 1962 bid to be slated as the Democratic nominee to

oppose Everett Dirksen for the U.S. Senate seat. Other major topics include civil rights, (including a

September 1958 letter to Martin Luther King in Montgomery, Alabama, concerning the trouble in

Little Rock, Arkansas); the Lutheran Church-Missouri Synod and Walther League, a Lutheran

layman group for which Simon served on the national board. Significant correspondents include

Daniel Walker (Chicago executive and later governor of Illinois).

The Alphabetical File, 1948-1970 (Boxes 15-16), is arranged alphabetically and contains

correspondence, clippings and greeting cards. These folders discuss local and state politics, as

well as press access to and coverage of governmental affairs. In the folder of correspondence with

Governor Adlai E. Stevenson, there are letters discussing gambling in Madison County and the

state of Illinois. Besides Stevenson, other correspondents include Harry Truman, Jacob Arvey

(Chicago attorney), Richard Daley (Chicago mayor), Alan Dixon (state senator from Belleville),

U.S. Senator Paul Douglas, Stephen A. Mitchell (Democratic National Committee chairman and

1959 candidate for Democratic gubernatorial nomination) and Melvin Price (U.S. Congressman).

The Subject File, 1959-1971[1955-1968] (Boxes 17-22), is arranged alphabetically and contains

correspondence, clippings, reports, memos and other publications on subjects of legislative and

personal interest to Simon. The bulk of the material falls between1955-1968 when Simon served

in the Illinois legislature, although some materials predate his legislative service and other

documents overlap into his term as lieutenant governor. Major topics include agriculture, bingo,

The Subject File, 1959-1971[1955-1968]-cont. Democratic Party policy, horse racing, gambling,

labor newspapers, the Right to Know Act and taxes.

The Clippings and Research File, 1955-1966 (Boxes 22-23), is arranged alphabetically and contains

clippings, pamphlets and reports on topics of interest to Simon. Items in this file discuss foreign

affairs and federal policies rather than state political matters. There are also folders containing

Simon’s article and column ideas dealing primarily with foreign affairs and his world travels.

Series II: The Lieutenant Governor’s Files, 1967-1972 (Boxes 24-81), are arranged into eight

sub-series: Subject File, 1969-1972; Auxiliary File, 1969-1970; Legislative File, 1967-1972;

Alphabetical Correspondence File, 1969-1972; General Springfield Office File, 1969-1972; Troy

Office File, 1969-1972 and Chicago Office File, 1969-1972.

The Subject File, 1969-1972 (Boxes 24-50), is arranged alphabetically and consists of correspondence,

annual reports, newsletters, clippings, press releases, certificates, pamphlets, and telegrams. These are

files from Simon’s Springfield office during his term as lieutenant governor. Topics include

Augustana Hospital (on whose board Simon served); the racial unrest in Cairo, Illinois; education;

environmental issues, including materials used to prepare an anti-pollution handbook published by the

lieutenant governor’s office; highways; legislation; mental health; public aid; Southern Illinois

University and transportation. Significant correspondents include Gene Callahan, William Colson and

Richard Durbin, all of whom served as Simon aides, and Adlai E. Stevenson III, Alan Dixon, Cecil

Partee, Michael Bakalis, Edward M. Kennedy, Abner Mikva and Melvin Price.

The Auxiliary File, 1969-1970 (Boxes 51-52), is arranged alphabetically and contains clippings,

reports, memoranda, pamphlets and handbooks. Topics include acting governor’s duties, state

payrolls, highways and ombudsman work. These documents were used in developing projects for

the lieutenant governor’s office.

The Legislative File, 1967-1972 (Boxes 52-56), is arranged alphabetically and contains constituent

correspondence, bill drafts and analyses, clippings, publications, news releases pertaining to

Senate legislation while Simon presided over that body. Legislative topics include aid to non-

public schools, Cairo’s racial unrest, 1970 Illinois Constitutional Convention, East St. Louis’

problems, mental health, pollution, public aid, revenue and taxes.

The Alphabetical Correspondence File, 1969-1972 (Boxes 57-61), is arranged alphabetically and

consists of carbons of out-going letters. Most of these letters relate to Simon’s unofficial role as

state ombudsman, in which he served as a complaint officer who assisted individuals in their

dealings with governmental agencies. Simon’s office received between 100 and 130 ombudsman

requests daily on a wide range of subjects, including public aid, pensions, driver’s and automobile

licenses, immigration and highway problems.

The General Correspondence File, 1969-1972 (Boxes 61-64), is arranged chronologically and

consists of carbon copies of Simon’s outgoing mail. These letters are general office correspondence

and do not contain ombudsman or political correspondence. This sub-series also contains items that

had not been filed when Simon left the lieutenant governorship in December 1972.

Scope and Content

The General Springfield Office File, 1969-1972 (Boxes 64-74), is arranged alphabetically and

consists of dictation tape transcriptions, ombudsman worksheets, reimbursement forms, requests,

staff memos, fact sheets, invitations, press releases, press statements, regret letters, speeches, and

thank you notes. These items reflect the day-to-day operation of the lieutenant governor’s

Springfield office; particularly Simon’s scheduling of daily activities such as ombudsman work

and speaking engagements. Also included are press releases by Governor Richard B. Ogilvie as

well as a composite file of Simon’s own releases and statements. These releases cover such topics

as highways, revenue measures and the 1972 gubernatorial race. Simon’s reading copy of his

April 1969 address to the Sixth Illinois Constitutional Convention and his February 12, 1968

speech on Abraham Lincoln at Shawneetown are also contained in this file.

The Troy Office File, 1969-1972 (Boxes 77-78), is arranged alphabetically and consists of

correspondence sent from the lieutenant governor’s office in Troy. Correspondence sent from

Troy is of a more personal nature than documents handled by the Springfield and Chicago offices.

The Chicago Office File, 1969-1972 (Boxes 78-81), is arranged alphabetically and contains bills

and receipts, reports, clippings, correspondence, proofs, ward lists and Christmas cards. These

files are from Simon’s Chicago office and consist of the files of William Colson and James E.

Conley, administrative assistants to the lieutenant governor. Major topics include Simon’s ethnic

committees and plans for a reception for ethnic groups, as well as political analyses of issues and

voting potential of the Chicago area.

Series III: The Political Papers, 1949-1972 (Boxes 82-95), are arranged into eight sub-series:

1954 Campaign File, 1949-1955; 1956 Campaign File, 1955-1956; 1960 Campaign File, 1959-

1960; 1962 Campaign File, 1961-1962; 1964 Campaign File, 1964; 1966 Campaign File, 1966;

1968 Campaign File, 1967-1968; 1970 Campaign File, 1969-1970; and 1972 Campaign File,

1971-1972.

The 1954 Campaign File, 1949-1955 (Box 82), contains information on Madison County politics

that was used by Simon in his initial campaign for the General Assembly in 1954.

The 1956 Campaign File, 1955-1956 (Box 82), is arranged alphabetically and contains not only

contributions and campaign information for Simon’s own 1956 campaign but also clippings,

correspondence, and press releases form Richard Stengel’s bid for the governorship, but Stengel

was slated to oppose Everett Dirksen in the U.S. Senate race.

The 1960 Campaign File, 1959-1960 (Box 82), is arranged alphabetically and contains little

information on Simon’s own 1960 contest. The file reflects Simon’s involvement in Stephen

Mitchell’s unsuccessful bid for the Democratic gubernatorial nomination and his efforts in the

1960 presidential election. Simon was instrumental in the Illinois Democratic Party’s efforts to

counter the religion issue raised by the candidacy of John F. Kennedy.

The 1962 Campaign File, 1961-1962 (Box 82), is arranged alphabetically and contains committee

lists, correspondence, mailing lists, financial solicitation records and vote totals. Simon hoped to

win the Democratic nomination to oppose Everett Dirksen in the U.S. Senate race, but he was not

slated and chose to run for his district’s state senate seat.

The 1964 Campaign File, 1964 and the 1966 Campaign File, 1966 (Box 82), contain

correspondence relating to Simon’s 1964 and 1966 Senate campaigns.

The 1968 Campaign File, 1967-1968 (Boxes 82-83), is arranged alphabetically and contains

correspondence, press releases, extensive clipping file, mailing lists, contribution records, county

background sheets, contact files, speech material, vote totals and weekly files. Although Simon

once more hoped to try for Dirksen’s Senate seat, he became the Democratic Party’s nominee for

lieutenant governor. Items from Simon’s first statewide race include clippings on Republican

opponents Richard Ogilvie and William Stratton.

The 1972 Campaign File, 1971-1972 (Boxes 84-95), is arranged alphabetically and contains

correspondence, biographies, brochures, contribution and financial reports, clippings, county files,

form letters, endorsements, press releases, requests, research files, thank you notes, publications

and other items from Simon’s unsuccessful race for governor of Illinois in 1972. After losing his

1972 contest, Simon became George McGovern’s downstate campaign manager. Significant

correspondents include campaign aides William Colson, Gene Callahan, Craig Lovitt, Richard

Durbin, Douglas Kane and Ray Wehrle as well as Superintendent of Public Instruction Michael

Bakalis and Minority Whip Clyde Choate.

Series IV: The Personal Papers, 1949-1973 (Boxes 95-107), are arranged into four sub-series:

Sangamon State University and Harvard Files, 1972-1973; Publications, 1958-1973; Newspaper

File, 1956-1967; and Personal Papers, 1949-1973.

The Sangamon State University and Harvard Files, 1972-1973 (Boxes 95-97), are arranged

alphabetically and contain correspondence, book manuscripts and subject folders. These items

were used by Simon while teaching at Sangamon State University (now University of Illinois

Springfield) and the John F. Kennedy Institute for Political Studies at Harvard University in 1973.

Major topics include research for a book on taxes and the transition from governmental service to

academic life. Class lists, lecture ideas and course outlines are also included.

The Newspaper File, 1956-1967 (Boxes 97-98), is arranged alphabetically and contains financial

records, equipment information, employee and tax records, corporation filing reports and other

items pertaining to Simon’s publication of the Troy Tribune and other downstate newspapers.

Folders on various small newspapers appear for Abingdon, Alton, Bluffs, Bethalto, Cartersville,

Jerseyville, Venice and Winchester, Illinois.

The Publications File, 1958-1973 (Boxes 99-100), is arranged alphabetically and contains articles,

book and article ideas files, book reviews, columns, news releases on Simon’s publications,

correspondence with publishers and manuscripts and notes for books written by Simon. Most of

Simon’s works deal with political life and how to achieve better state government (i.e. his 1965

Harper’s article on corruption in the Illinois General Assembly), but he also frequently wrote on

religion and the application of religious values to political decisions, as well as researching the life

of Abraham Lincoln. Manuscripts for Simon’s Lovejoy: Martyr to Freedom (1964), Lincoln’s

Preparation for Greatness (1966), Protestant-Catholic Marriages Can Succeed (1967), a

pollution handbook, You Want to Change the World So Change It! (1971), and the Politics of

World Hunger (1973) also appear in this sub-series.

Scope and Content

The Personal Papers, 1949-1973 (Boxes 103-107), are arranged alphabetically and contain

personal correspondence, financial records, private campaign records, clippings, greeting and

sympathy cards, insurance records, Lutheran publications and agenda for church-related

organizations, memos, travel information and research files on topics of interest to Simon.

Principal correspondents include Jeanne Hurley (later Mrs. Simon) and Simon’s brother Art, a

New York City minister. Correspondence prior to the Hurley-Simon wedding illustrates the

problems they encountered in their engagements because of religious differences. These

experiences later prompted them to write Protestant-Catholic Marriages Can Succeed. Travel

information includes accounts of countries Simon visited in his world tours and contains

impressions of foreign leaders with whom he met. There are also several folders of letters and

sympathy cards received by Simon following his father’s death in 1969.

Series V: Personal Papers and Correspondence, 1979-83 (Boxes 108-161), contains personal

correspondence, various invitations to political events, appointments, courtesy calls, issue mail

from constituents, carbons, and office dictation related to work in the 24th District.

Series VI: Financial Papers, Expense Accounts, Receipts, Vouchers, Press Releases, 1976-83 (Boxes 161-165), Simon was an advocate of full financial disclosure for politicians. The contents

of this series contains expense account information, personal and office back account information,

correspondence, dictation, financial disclosure records, campaign receipts, various press releases,

newsletters, vouchers, and other expenses related to political office.

Series VII: Bill Files, Congressional Correspondence, Political Affairs, and Projects, 1976-83 (Boxes 166-185), contain house bill files file which provides examples of bills sponsored or

cosponsored by Paul Simon, congressional correspondence related to national and foreign

problems, district projects, and various petitions presented to Congressman Simon. Many of the

files contain issue mail related to constituent response to political decisions such as gun control,

unions, Medicare, veteran affairs, senior citizens, and other domestic concerns.

Series VIII: Close Case Files: Academy Appointments, Black Lung, IRS, FHA, Pensions,

Military, Social Security, Unemployment, Veterans, and Workforce Issues, 1980-85 (Boxes

186-258), contains personal case files of Simon’s District 124 constituents. These files are not

open for research. The individual case files include: Academy Selection, Black Lung,

Employment/Workforce, FHA Housing, IRS, Military, Miscellaneous, Pension, Prisons, Social

Security, and Veterans. These are private records of constituents with whom Simon assisted with

various economic, health, housing, retirement, veteran assistance, and work related claims.
