Proposition #3 Vehicle Purchase Reserve Fund RESOLVED, that the Board of Education (the “Board”) of the Silver Creek Central School District (the “District”) is hereby authorized to establish a capital reserve fund pursuant to Section 3651 of the Education Law of the State of New York (the “Fund”); that the Fund shall be known as the “Vehicle Purchase Reserve Fund” of the District; that the Fund shall be established for the purpose of purchasing vehicles to be used in the transportation program of the District; that the ultimate amount of such Fund shall be not greater than $850,000, plus interest earned thereon; that the probable term of the Fund shall be not longer than 15 years; and that the source of the monies for the Fund shall be the unappropriated fund balance of the District.     Dear Community,

    Our May edition of The Silverliner reviews the components of the 2013-2014 school budget. Over the past five months we have invested our time and energy into creating a school budget proposal which is both responsible and sustainable. The Silver Creek Central School District’s proposed tax levy increase of 2.7% maintains programs while remaining significantly below the tax levy limit.

    The proposed budget preserves almost all current educational opportunities and initiatives; fulfills state mandates; expands elective offerings at our high school after two years of significant reductions; and provides necessary Academic Intervention Services for our students.

    The budget we are presenting to our voters is $20,477,618, a 3.25% increase over the 2012-2013 budget. This proposed budget includes more than $520,000 in reductions from the initial budget presented in January. The result is an estimated true-value tax increase of $0.47 per $1,000 of assessed property value.

    The proposal to appropriate funds from the unappropriated fund balance to the revenue budget includes the use of reserve funds. In 2012-2013, $120,793 was allocated from the District's Capital Reserve for Vehicles and $100,000 from the Employee Benefit Accrued Liability Reserve (EBALR) for a total use of reserves of $220,793. In the 2013-2014 proposed budget, $118,978 is allocated from the Capital Reserve for Vehicles, $220,000 from the Retirement Contribution Reserve and $56,484 from the Employee Benefit Accrued Liability Reserve (EBALR) for a total use of reserves of $395,462. The District's use of EBALR in 2013-2014 is subject to certification from the NY Office of the State Comptroller. For a third year, NYS legislation authorizes the District's use of the EBALR reserve to offset the curtailment of aid reflected in the NYS Gap Elimination Adjustment (GEA). The proposed budget includes a tax levy of $5,661,824, an increase of 2.7%. This proposed levy is $218,377 or 3.97% below the Silver Creek Central School District's allowable tax levy limit. The allowable levy limit is $5,880,201 or a 6.67% increase.

  • Comments on Proposition 1 *The Towns of Hanover and Brant have historically had an equalization rate of 100%. The 2012-2013 equalization rate for the Town of Sheridan was 70%, and for 2013-2014 an estimated equalization rate of 70% was used in the estimation of the tax rates resulting from the proposed budget. Equalization rates may not be finalized by the state until August 2013. * The tax rate is based on $1,000 of assessed value. For example, a home assessed at $60,000 in Hanover and Brant would have a 2013-2014 school tax bill for $17.76 x 60 (60,000/1,000) = $1,065.60, resulting in a $28.20 increase from 2012-2013. A home assessed at $100,000 in Hanover and Brant would have a 2013-2014 school tax bill for $17.76 x 100 (100,000/1,000) = $1,776, resulting in an $47.00 increase from 2012-2013. Similarly, a home assessed at $60,000 in Sheridan would have a 2013-2014 school tax bill for $25.37 x 60 (60,000/1,000) = $1,522.20, resulting in a $40.80 increase from 2012-2013. A home assessed at $100,000 in Sheridan would have a 2013-2014 school tax bill for $25.37 x 100 (100,000/1,000) = $2,537, resulting in a $68.00 increase from 2012-2013. *In the District's estimation of the tax rates, a conservative assessment value increase of 0.0% was used in the Towns of Hanover, Sheridan and Brant. Actual assessment values will not be finalized by our towns until July 2013.

    Reserve Account Information

    What is a Reserve Fund?

    A reserve fund is a separate account established by a school district to finance the cost of specific purchases of the district. Reserve funds can be thought of as savings accounts for a specific purpose. Funds deposited into reserves may be used over a certain period of time in accordance with laws governing schools and municipalities.

    Why did the District establish these Reserve Funds?

    One of the District’s budget goals is to plan for our future by finding ways to stabilize the current and future tax rate increases for our community in the years ahead. In tough economic times, these reserves can help to offset NYS aid curtailment and some of the cost increases in certain areas.

    What Reserve funds are being used for the 2013-2014 Budget?

    For the third year in a row, New York legislation has authorized

    the Silver Creek Central School to utilize its Employee Benefit

    Accrued Liability Reserve (EBALR) to appropriate against the

    budget. In the proposed 2013-2014 revenue budget, the District

    has included in its appropriated fund balance $56,484 from the

    EBALR reserve and $220,000 from the Retirement Contribution

    Reserve to keep the estimated tax levy increase at 2.7%. The

    expenditures from these reserves can be approved by the Board

    of Education.

    Proposition #2

    Vehicle Purchase From The

    Capital Reserve For Vehicles

    In Proposition 2, we are asking voters to approve the use of $118,978 from our Capital Vehicle Reserve, to purchase a 66-passenger bus.

    This is intended to replace bus 86. All expenditures from this reserve require voter authorization. Bus 86 is currently eleven years old with mileage over 124,000 miles. The Transportation Department has determined that future repairs would be

    necessary and costly. These costs would outweigh the value of this bus.

    Proposition #3

    Vehicle Purchase Reserve Fund

    Proposition 3 – Authorization to establish an additional Capital Reserve for Vehicles in an amount not to exceed $850,000.

    In Proposition 3, we are asking voters to authorize the creation of a new Capital Reserve for future vehicle purchases.

    Why are we proposing the creation of an additional Capital Vehicle Reserve?

    The approval of Proposition 2 will exhaust the funding in our existing Capital Vehicle Reserve. New York State Regulations do not allow Districts to exceed the voter approved maximum dollar amount. The limit for our current Capital Vehicle Reserve was $400,000, which has been maximized since the establishment of the reserve in 2008.

    Would this lead to an increase in the tax levy?

    No. The funding for the Vehicle Reserve will come from our Employee Benefit Accrued Liability Reserve (EBALR) and Unappropriated Fund Balance. We plan on utilizing $350,000

    from EBALR and up to $500,000 from the Unappropriated Fund Balance. The authorization of this reserve would have zero impact on the local tax levy.

    The recent increase in State Aid has slightly improved our revenue picture. The proposed tax levy increase is $148,975, or 2.7%. Our true-value tax rate is estimated at $17.76 per $1,000 of assessed value, a 2.72% or $0.47 increase in comparison to the 2012-2013 tax rate.

    Our long-term planning includes a 5-year budget plan and a 10-year reserve usage plan, which will allow us to preserve our program in the fiscally challenging years to come. In total, we are appropriating $1,612,577 from our fund balance, which includes $395,462 from our reserves.

    Proposition Two seeks voter authorization to use $118,978 of our Capital Vehicle Reserve to purchase a 66-passenger bus for 2013-2014. Voters have already established the vehicle reserve fund, and the bus purchase will not require any additional funding. It is important for voters to remember that authorizing this bus purchase from the vehicle reserve will have zero impact on our local tax levy.

    Proposition Three seeks to establish a new Capital Vehicle Reserve. Creating this reserve will permit the Board of Education to allocate already existing funds for future bus purchases. Thus, establishing this Vehicle Reserve will have zero impact on the local tax levy.

    Update On Our Current Capital Project

    We are currently in year two of our three-year Capital Project. Over the next five months our school will undergo numerous upgrades which include the following:

    New parking lots and sidewalks near main entrances

    Masonry restoration and window updates

    Refurbishing of auditorium seats and stage

    New bleachers and wall padding in the gymnasium

    Shower and bathroom restoration

    Replacement of existing ceiling tile and refinishing of lockers

    Renovation of the baseball diamond

    Remember, the Capital Project work being done

    has zero impact on the local tax levy.

    Understanding the Tax Levy Limit

    The tax levy limit calculation is dictated by NYS law and the levy limit is not a uniform, across the board percentage. The Silver Creek Central School District’s proposed tax levy increase of 2.7% is considerably below the District’s levy limit of 6.7%. The levy limit includes the following:

    An allowance determined by NYS for new construction within the school district (both commercial and residential).

    A capital exclusion, which excludes local funds used to pay debt and capital construction projects.

    A pension exclusion, which excludes a small portion of the District’s pension contributions.

    Payments in lieu of taxes.

    How would a contingency budget

    affect our District?

    If voters reject the budget, the Board will have the option to place the same or revised budget before voters again in June. In the event that the second budget fails to pass, the levy limit law requires the District to adopt a budget with no increase in the tax levy from the prior year.

    A contingency budget would most likely lead to significant program and staff reductions.

    A contingency budget also cannot include the following expenditures:

    New equipment

    Free community use of school buildings and grounds

    Non-emergency capital improvements to District facilities

    There are two seats open on the Board of Education for the 2013-2014 school year: a five-year term commencing on May 22, 2013 and a one-year unexpired term commencing on May 22, 2013.

    I would like to ask the voters of the Silver Creek School District for their support in the School Board election for the following reasons:

    I believe in Silver Creek Schools: My wife, Judy, and I first moved to Silver Creek in 1984. We moved to Babcock Avenue in 1994. Both of our adult children are graduates of Silver Creek High School and our youngest child is in 9th grade at Silver Creek. I feel that Silver Creek Schools has given my children a solid foundation for success in life. The education received at Silver Creek enabled our two adult children to graduate from SUNY schools and pursue careers in the paralegal and education fields. Our youngest son continues to receive a solid and diverse educational program and we look forward to his future successes.

    I believe in the community: I have been active with Silver Creek Cub Scout Pack 252 and Boy Scout Troop 252 for many years. I served for two years as a Trustee on the Village Board and have served on the Anderson-Lee Library board for the past five years. As a member of the Dunkirk-Fredonia Lions Club I’ve had many opportunities to help provide assistance for hearing and vision services to area residents. I appreciate the benefits of living in a small village and I have worked to support and promote our community.

    I believe in the value of education: I earned a Bachelor’s Degree in Business Administration at Alfred University and a Master’s Degree in Business Education from Buffalo State College. I hold permanent New York State Certification in Business and Distributive Education, and permanent certification as a School District Administrator. I continue to pursue education because I believe in the value of being a life long learner.

    I believe in high quality instruction: As a professional educator I have had the pleasure of teaching thousands of students over the course of my 30 year career. As a Computer Technology instructor for E2CC BOCES, I have taught classes at all 4 BOCES centers and have taught students from all 29 of the component districts in the region. I have served as an Adjunct Professor of Computer Science at Jamestown Community College for 10 years and at Fredonia State for 6 years. I have consistently sought and continue to seek opportunities to improve my teaching practice because research indicates that the highest quality instruction provides the most benefit to the student.

    I believe in educational excellence: In 2007 I achieved the National Board for Professional Teaching Standards certification. National Board Certification is a rigorous, peer-reviewed process that ensures that Board-certified teachers have proven skills to advance student achievement. In 1997 I was recognized as the “Educator of the Year” by the Chautauqua County School and Business Alliance. In 2011 and 2012 I was honored as “Teacher of the Year” by the Fredonia State College Department of Computer Science. Just as I challenge my students at both the high school and college level to pursue their highest educational goals, I also strive toward excellence in my teaching practices. I believe that it is important to lead by example.

    My name is Stephen Boothe and I am seeking election to the Silver Creek Central School District Board of Education. I graduated from Jamestown Community College with an Associate in Science degree in Business Administration and from the State University of New York College at Fredonia with a Bachelor of Science degree in Accounting. I have been a resident of the Village of Silver Creek for over seventeen years and live with my wife Christina and our four children, all of whom currently attend Silver Creek Central School. I have been employed for nearly nineteen years by the New York State Department of Taxation and Finance in the Buffalo District Office.

    I am active in our community on several fronts. I am a member of Christ Chapel Wesleyan Church, serving as treasurer and on the local board of administration. I am also acting president of the Chautauqua Chapter of the Sons of the American Revolution. Currently, I serve on the Silver Creek Central School District Audit Committee as a community member. For several years, I have also been part of Hanover Little League as a coach, umpire and administrator.

    My association with these various organizations has taught me the importance of developing sportsmanship, character, and a sense of achievement in the young people of our community. Through election to the Board of Education, I would like to extend my service to our community to include the challenge of providing our children with the best possible education during these difficult financial times.

    MYTHS and FALLACIES: Each graduation and prom season,

    there are parents who give their teens permission to have a

    party, where parents, themselves, supply beer or other

    alcohol to the teen and their friends. The parents often say,

    “I take away the keys so they can’t get into trouble” (or)

    “I’d rather have them drink at our home than at a friend’s

    house where they will drive after. . . “

    The TRUTH: DWI is only one of a long list of alcohol-related

    problems that youth experience. In fact, of the three major

    causes of death for teenagers—homicide, suicide and accident

    fatalities (of all types), alcohol is a primary causative factor of

    death for each category. Parental approval of drinking is one

    of the most influential reasons why teens do drink. In truth, if

    you let them drink at home—you have just given them

    permission to drink elsewhere?

    Spanish IV Students Complete

    Annual Pinata Project

    Mr. VanDette’s Spanish IV students of Silver Creek Central School have completed their annual pinata project. This project is a tradition for those students who take this elective course.

    Knights On Tour

    The Spanish and French students have just returned from a nine day trip to Europe which included the cities of Madrid and Paris. Students visited the Prado museum, the royal palace, Segovia, Toledo and saw a Flamenco show while in Madrid.

    The next adventure was the overnight train to Paris where they visited the Louvre, the Eiffel Tower, the palace of King Louis XIV in Versailles and several statues and monuments along the way.

    For some, it was their first time on an airplane! The adventure was very educational and fun.

    New Character Education

    Initiatives In The Elementary School

    The new Character Education initiatives we have introduced are based on a program titled “Character Counts”. It is based on 6 Pillars of Character.

    The traits are: Trustworthiness, Respect, Responsibility, Fairness, Caring, and Citizenship.

    To continue the progress towards positive citizenship for our students, we are going to be issuing a “Knight’s Challenge”.

    The “Knight’s Challenge” is to encourage students to exhibit these traits in their daily life and behavior. Teachers have nominated students based on the traits that the student demonstrates. We have received nominations for Trustworthiness, Respect, and Responsibility.

    Parents are also able to nominate their child or another child based on what they have observed. Please write a letter to Mr. Rudnicki. The letter should include the trait that you are nominat-ing the student for and the specific reason why.

    The teachers and staff look forward to working with you and your child on these traits.

    American Red Cross Lifeguard Training May 6, 7, 8, 13, 14 5 class days

    This Red Cross course is designed to prepare

    participants for employment as lifeguards. Included are skills needed to prevent injuries and prepare for and respond appropriately to drowning, injury, breathing

    and cardiac emergencies. Prerequisite skills required include the ability to:

    1) complete 500 yards with 200 yards front crawl (8 lengths); 100 yards breaststroke (4 lengths) and 100 yard s(4 lengths) either front crawl or breaststroke; and

    2) swim 20 yards, dive to retrieve a 10-pound object from 7-10 feet and return 20 yards.

    Also included are first aid and CPR/AED. This course requires a current textbook: Lifeguarding Manual Stock #655731 and pocket mask. They may be purchased from the Red Cross or from instructors in class. Be

    prepared to write a check to the American Red

    Cross for one or all of the following: Manual-$49.00; pocket mask-$13.95 and Certificate-$35.00.

    CPR and AED Challenge Tuesday

    This class/challenge is for people who have already been trained in CPR and AED and who need to get re-certified. Students will take a written test and

    demonstrate skill. Please bring your own airway mask. Also bring a check made out to the American Red Cross for $19.00. This is your certification fee. Upon

    completion you will receive an American Red Cross CPR/AED certification-good for one year.

    Mommy/Daddy & Me Swim Wednesday

    Looking to get your child ready for the water this summer? This course, geared toward parents with children ages birth through and including preschool, will help you do that! You will be shown how to:

    Make your child feel comfortable in the water

    Properly supervise children and maintain safe behavior in and around the water

    Enter and exit the water with a child

    Establish – and strictly enforce - a rule that a child must get adult permission before entering the water

    Use holding and supporting techniques and when to use them

    Demonstrate your child’s readiness to try basic skills

    Proper submersion techniques

    Help children learn and practice skills appropriate for their age, level and ability

    Play and the importance of play as a way to learn

    Parent will be working with instructors with a one year old and a three year old and may choose to participate or not participate in any of the activities they and their

    child are comfortable with and ready to try. Child to parent ratio must be 1:1. Swim pants must be worn for infants and toddlers not yet potty trained.

    Point and Insurance Reduction Course Saturday

    Instructor: Susan Chiappone, certified by the National Traffic Safety Institute (NTSI) and owner of Lifetime Safety, a company that provides safety education courses on several topics.

    This course is approved by the New York State Department of Motor Vehicles (DMV). It will remove up to four points from your license and is often recommended by local courts for reduction of charges.

    This class ALSO offers a reduction in insurance for THREE years. Most insurance companies offer a minimum of 10 percent off automobile or motorcycle liability and collision premiums to drivers who successfully complete this program. The course will give students information about the new traffic laws in

    New York and provide great tips for safer driving and more economy while driving. Young drivers are encouraged to attend and learn safer driving practices. Drivers with more experience will find updates helpful and will benefit from reminders about safe driving

    practices.

    There will be a lunch break. Feel free to bring food and drink.

    Workbooks are provided for each participant.

    Please take a moment to review what you can expect when visiting our school campus during school hours. The changes have been implemented to help keep our children safe. The information below is being shared with you to communicate the importance of our policies and procedures, and to avoid any shock or surprise upon your arrival to our campus. We understand that this is a change in our culture and may take some time getting used to, but our children’s safety is our number one priority.

    What you should expect when visiting

    our school campus during school hours.

    All entry doors are locked during school hours.

    Utilizing an intercom system, a greeter will ask you to state your name and

    the purpose of your visit each time you come to the school.

    You may enter the building at either the Elementary Main Entrance or the

    High School Main Entrance.

    You will be asked to sign in and include the following:

    You will be asked to wear a visitor pass, which signifies you have permission

    to be on the school campus. You may be asked to produce identification in
