With soiuo men (and somo old women, too, no doubt), tho greed of placo obscures tho tost of the Constitution, which provides tho method in which alouo Ministers bo removed from oflico and thoro is actually considerable talk tho curb about tho present in- cumbents being "fired," and a now appointed. It is both idlo and dangerous to entertain such ideas at this time. Thero is no living per- son, or body of persons, outsido tho Hawaiian Legislature, competent to tnako a Ministerial removal. There- fore, if now appointments aro con- templated, thoy must bo predicated upon either tho voluntary resigna- tions or tho unconstitutional re- moval of tho present incumbents. Tho lattor act, or any attempt in that direction, would of courso bo revolutionary, and cannot bo thought by law-abidi- men. If tho pre- sent Ministers see lit to resign, well and good, so far as now appoint- ments aro concerned, though Icon-ten- d that tho presont is a most in- opportune timo for such resigna- tions. If I have correctly read tho lettor Secrotarv Gresham. and tho Messago of President Cleveland, tho purpose of the American Government is tho "restoration tho legitimate govornmeut Hawaii," and 1 am uuablo to see that tho "legitimate government" can mean anything elso than tho government as it existed on January 17, 18D3. Those who, whether with well or purpose, ad- vise any departure from constitu- tional methods at this time, will sow crop of dragon's teeth for our po- litical reaping. Thoro is but ono Cabinet, and to them tho Queen should look for counsel and support, in every case, and especially in this critical condition. Tho foolish and unconstitutional courso of nuisiug a "Kitchen Cabinet" is ono which Her Majesty, howover strongly ad- vised, or seriously disposed thereto, would do well to avoid. Sho will also do well lo rpnu'vnlvr that tho objects of tho Loyalists' light during tho last olovon months have bpon, first, tho restoration of our consti- tutional form of government, while tho personnel of tho Sovereign has been, and is, of secondary import- ance.
