1.0 Executive Summary This annual report describes recent activity undertaken by Puget Sound Energy (PSE) to implement settlement agreement article 110 (SA 110), “Shoreline Erosion,” and license article 409 (LA 409), “Shoreline Erosion Control Plan,” of the Baker River Hydroelectric Project license. The report covers the reporting period from January 1, 2014 through December 31, 2014, as outlined by the reporting schedule in SA 102. In 2014, principal efforts under SA 110 included continued the finalized design and construction of the shoreline large woody debris restoration erosion hazard reduction project to protect the USDA Forest Service Swift Creek Campground along Swift Creek and the shore of Baker Lake.

2.0 Introduction This annual report has been prepared for the Baker River Hydroelectric Project pursuant to the Order on Offer of Settlement, Issuing New License and Dismissing Amendment Application as Moot (the license) issued by the Federal Energy Regulatory Commission (FERC) on October 17, 2008. In appendix A of the license, settlement agreement article 110, “Shoreline Erosion,” and license article 409, “Shoreline Erosion Control Plan,” set forth the requirements for the Reservoir Shoreline Erosion Control Management Plan (RSECMP), which in turn sets forth the requirements of this annual report.

This report summarizes the activities conducted under SA 110 for the 2014 reporting period from January 1, 2014 to December 31, 2014. These include management activities, monitoring, design and planning, acquisition-related activities, consultation, documents prepared, modifications to or deviations from planned activities, issues and resolution, accounting, and proposed changes to the FERC-approved plan.

This report was reviewed by the Aquatic Resources Group (ARG). The list of ARG members who reviewed this report, along with a table of reviewer comments and PSE responses, is provided in the SA 102 Aquatic Resources 2014 Annual Report.

3.0 Activity Report 3.1 Principal Management Activities

Principal activities in 2014 included the following.

Swift Creek Shoreline Erosion Control Project Design and construction of the Swift Creek shoreline erosion control project was completed in 2014 in coordination with the USDA Forest Service. The goals of the Swift Creek project were to reduce/eliminate shoreline erosion affecting the Swift Creek Campground, to reduce/eliminate sediment deposition affecting water quality and nearshore habitat adjacent to the campground, and to address one of the most severe Baker River Hydroelectric Project erosion sites according to the 2003 Reservoir Shoreline Erosion and Deposition Study (Associated Earth Sciences, 2003). The project addressed two areas of erosion: the right bank at the mouth of Swift Creek where it

enters Baker Lake, and the shoreline in the vicinity of the swim beach. PSE has engaged in consultation with the USDA Forest Service throughout the design phase. Design was initiated in March 2012, and a 30-60-90 percent design process was completed in June 2014.

The project included construction of 16 flood fence structures along Swift Creek and adjacent to the Swift Creek Campground swim beach (see appendix A). Flood fence arrays consist of vertical logs embedded in the ground and protruding a certain height above the creek bed. The arrays are designed either to trap woody debris, thereby promoting sedimentation on the lee side of the trapped debris; or to increase local bed roughness and thereby promote local deposition around the structure. In both applications at the Swift Creek Campground project, the deposition of sediment is intended to protect the toe of eroding slopes by decreasing flow depth and velocity during high flow. Construction began in October 2014, and was completed in December 2014.

4.0 Accounting Puget Sound Energy, pursuant to settlement agreement articles 102, 201, 301, 501, and 602, is required to provide an annual summary of expenditures made during the preceding year, as well as an accounting of funding expenditures, any interest earned, disbursements made as required by any article, and adjustments for inflation. This section provides an accounting of all expenditures made during the reporting period, including pre-license expenditures such as costs incurred for early land acquisition efforts.

All disbursement adjustments and relevant calculations were determined using the guidelines provided in settlement agreement article 602.

TEMPORARY EROSION AND SEDIMENT CONTROL NOTES

1. WORK ON THE PROJECT SHALL NOT BEGIN UNTIL THE LAKE LEVEL DROPS SUFFICIENTLY, PER CONSTRUCTION SEQUENCING ON SHEET 2.

2. THE IMPLEMENTAllON OF THESE TESC PLANS AND THE CONSTRUCllON, MAINTENANCE, REPLACEMENT, AND UPGRADING OF THESE TESC FACILITIES SHALL BE SUPERVISED BY AN INDIVIDUAL WITH EXPERIENCE IN IMPLEMENllNG TESC PLANS.

3. BOUNDARIES OF CLEARING LIMITS IN RIPARIAN VEGETAllON AREAS SHALL BE CLEARLY FLAGGED BY SURVEY TAPE PRIOR TO CONSTRUCTION; DURING CONSTRUCTION PERIOD, NO DISTURBANCE BEYOND THE CLEARING LIMITS SHALL BE PERMITTED.

9. WHERE NECESSARY, IN ADDITION TO STRAW BALES, SILT FENCE MAY BE USED FOLLOWING THESE SPECIFICAllONS: FABRIC SHALL BE EQUAL TO "MIRAFLI" WITH 100 LB GRAB TENSILE STRENGTH, 200 PSI BURST STRENGTH, AND 70-200 SIEVE # APPARENT OPENING. SEE DETAIL 4 THIS SHEET.

10. ALL CONSTRUCTION MATERIALS, WASTE MATERIALS, AND DEMOLITION DEBRIS SHALL BE HANDLED AND DISPOSED OF IN A MANNER SO AS TO PREVENT CONTAMINATION OF STORMWATER RUNOFF AND ADJACENT WATERWAYS. CONTRACTOR TO OBSERVE ALL WASHINGTON DEPARTMENT OF FISH AND WILDLIFE HPA REQUIREMENTS FOR EQUIPMENT FLUIDS AND HANDLING.

11. MAINTENANCE AND FUELING OF CONSTRUCTION EQUIPMENT SHALL BE PERFORMED IN SUCH A MANNER TO MINIMIZE THE POTENTIAL CONTAMINATION OF STORMWATER RUNOFF AND ADJACENT WATERWAYS. 13. ALL CONSTRUCTION EQUIPMENT ACCESS SHALL BE ALONG THE GENERAL ROUTES INDICATED ON SHEETS 1 AND 2.

WATER HANDLING:

1. AS LAKE LEVEL DROPS, FLOW AT THE SITE IS TYPICALLY LOW DURING THE FALL SEASON SUCH THAT WORK WILL BE CONDUCTED PRIOR TO HEAVY FALL RAINS. ALL FLOOD FENCES WILL BE CONSTRUCTED ON EXPOSED LAKE/RIVER BED, AWAY FROM THE WETTED CHANNEL EDGE. NO WATER DIVERSION OR COFFERDAMS ARE NEEDED. IN MOST CASES, THE TRENCH MAY BE EXCAVATED, LOG BOLES INSERTED, AND THE TRENCH REFILLED WITH STANDING WATER IN THE TRENCH AND WITHOUT RUNOFF TO STREAM. IF NECESSARY, CREATE A TEMPORARY PUSH-UP BERM USING LOCAL EXPOSED LAKE AND RIVER BED MATERIAL TO PREVENT RUNOFF OF MUDDY WATER INTO STREAM. IF WATER HANDLING IS REQUIRED BECAUSE OF EXCESSIVE CAVING OF TRENCH SIDEWALLS (TYPICALLY ASSOCIATED WITH FINER SUBSTRATES), A PUMP AND INFILTRATION FACILITY SHALL BE EMPLOYED AS DEPICTED ON THIS SHEET.
