HISTORY OF COOLGARDIE

“Mother of the Western Australian Goldfields” The name Coolgardie is said to be derived from the aboriginal word “Coolcaby,” which is in reference to the area’s mulga vegetation and gnamma waterholes. Over the years, Coolgardie was known by various names such as Bayley's Find, Fly Flat, The Old Camp and The Old Diggings. The Coolgardie area was first explored by H.M. Lefroy in 1863 and then by C.C. Hunt in 1864. As a result of Hunt’s efforts, the area became accessible to Europeans. But Coolgardie owes its existence to the discovery of gold at nearby Fly Flat, 120 miles to the east of Southern Cross, back in 1892. According to all accounts, gold was discovered in the area by Arthur Bayley and William Ford on the 17 September 1892. Bayley hastily reported the discovery of 554 ounces of gold to J.M. Finnerty, then the resident mining warden at Southern Cross. At the time 554 ounces of gold was worth 2200 pounds ($4,400) and in accordance with Western Australian mining regulations, Bailey was offered a reward claim covering 20 acres of land at Fly Flat. Bayley’s reward claim proved to be very profitable, and during the 70 years of existence, this mining claim recovered over 500,000 ounces of gold. From an historical perspective, the Coolgardie gold find proved to be one of immense national significance. During the 1890’s, Eastern Australia experienced a severe depression and people flocked to the areas around Coolgardie in the hope of a better life. However, while some found gold, many only found hardship, sickness and death caused by inadequate housing, lack of fresh water and food, insufficient medical attention and supplies. Despite early hardships, within the short space of ten years, Coolgardie’s population had grown to a staggering 16,000. By 1896, the railway had arrived and by 1898, Coolgardie was the third largest town in Western Australia (after Perth and Fremantle). Two stock exchanges, three breweries, six newspapers, 60 stores, 26 hotels and many churches were evident during this time. The town was named in 1893 and became a municipality the following year. The Post Office opened in 1895 and the following year electricity and a swimming pool enhanced the hard life of the miners. By 1897, the level of enthusiasm about the potential of the region was such that over 700 mining companies had been floated in London. The water pipeline arrived in 1903 and a year earlier the town had seen the construction of the State Battery. As the surface gold ran out, many prospectors left the fields disillusioned and penniless. Others headed to Kalgoorlie (East Coolgardie as it was known then) and later worked for mining companies for as little as $6.00 per week.

Shouting For A Camel

It was over at Coolgardie that a mining speculator,

Who was going down the township just to make a bit o' chink, Went off to hire a camel from a camel propagator,

And the Afghan said he'd lend it if he'd stand the beast a drink. Yes, the only price he asked him was to stand the beast a drink.

He was cheap, very cheap, as the dromedaries go. So the mining speculator made the bargain, proudly thinking

He had bested old Mahomet, he had done him in the eye. Then he clambered on the camel, and the while the beast was drinking

He explained with satisfaction to the miners standing by That 'twas cheap, very cheap, as the dromedaries go.

But the camel kept on drinking and he filled his hold with water,

And the more he had inside him yet the more he seemed to need; For he drank it by the gallon, and his girths grew taut and tauter,

And the miners muttered softly, "Yes he's very dry indeed! But he's cheap, very cheap, as dromedaries go."

So he drank up twenty buckets -- it was weird to watch him suck it,

(And the market price for water was per bucket half-a-crown) Till the speculator stopped him, saying, "Not another bucket --

If I give him any more there'll be a famine in the town. Take him back to old Mahomet, and I'll tramp it through the town."

He was cheap, very cheap, as the speculators go.

There's a moral to this story -- in your hat you ought to paste it -- Be careful whom you shout for when a camel is about,

And there's plenty human camels who, before they'll see you waste it, Will drink up all you pay for if you're fool enough to shout;

If you chance to strike a camel when you're fool enough to shout, You'll be cheap, very cheap, as the speculators go.

HISTORY OF KAMBALDA

Our knowledge of the history of Kambalda before the arrival of Europeans is lost to us. The original people have gone from the area and their past is not known. However, story has it that Kambalda was named after an Aboriginal girl who died on Lake Lefroy and that the area was shunned by her people because of it. In reality the meaning of the name is not known, but it is not too difficult to believe when the lake is shimmering and glistening in the summer sunlight that people can die out there. That the area was shunned by Aborigines is hard to imagine when there is an abundant food supply, many seasonal creeks and a fresh water lagoon at Hogans. We do know our early settlers wanted land and the Government wanted to know what this Colony of Western Australia was all about. Exploration and the search for good land have been responsible for some of the greatest journeys of discovery in European history. We tend to forget or ignore the severity of our climate and country and cannot conceive the suffering of Bourke and Wills, Sturt, Edward John Eyre and the Forrest brothers, Roe, CC Hunt and the Gregory brothers and very little credit is ever given to the discoveries of H M Lefroy, Gilles McPherson and all the prospectors who blazed the trails for others but never made maps or kept diaries. It’s a harsh country and if your skills were not good enough you died. Europeans came and survived and settled. C C Hunt made three journeys from York right through this area in the 1860’s setting up water supplies for others to follow and use. Forrest and Lefroy were also in this area in the 1860’s, Lefroy searching for land. These people travelled under the most exhausting conditions and yet two brothers named Dunn casually walked into one of Hunt’s night camps, north east of Kambalda. They had come from Ravensthorpe searching for good land. It is inconceivable that others whose names will never be known were not doing the same thing. Hunt’s string of dams, tanks and wells roughly along the line of the present Perth to Coolgardie railway line made it possible for others to follow in his tracks. A company called Hampton Land and Railway Syndicate formed with the intention of farming land around the Kambalda area shipping by rail to Esperance and out from there by sea was formed in 1880. It sent surveyors and others out along Hunt’s Track to take up good grazing land. Hunt’s Track with its water supply (not totally reliable of course) and the camps of the employees of Hampton Land Syndicate made everything so much more bearable for the gold hungry prospectors who were to follow. Even in the 1860’s rumours of “Gold” were circulating. The Government employed Edward Hargraves of Bathurst fame to look for gold. He only travelled as far as Emu Hill near present day Narembeen and reported that the country would not be gold bearing. By the late 1800’s prospectors were out in force. How many and who they were is lost to us except a few names - one of the greatest of all time Gilles McPherson. He was certainly in this region in 1888 and again in 1889 and we have named a children’s playground after him in Kambalda West. The Gold was found in Enuin 1887, Southern Cross 1889, Coolgardie 1892, Kalgoorlie 1893, Menzies, Kanowna, Norseman, and Leonora. Men came from everywhere in the world. Within four years of the first discovery of gold the limits of the gold bearing country had been defined by prospectors moving across the country on foot, camel, horse, bicycle, by whatever means possible and then in December

1896, Percy Larkin prospecting around the edge of Lake Lefroy in gullies leading off Red Hill found payable gold. He took 106 ounces of gold to Coolgardie in January 1897 and the Red Hill Rush was on. The first prospectors lived in and around Red Hill but a town was surveyed and gazetted in December 1897. The streets in Kambalda will give you the names of some of the leaseholders and Progress Association members of the first year. The town street names of course do not give a good picture of the numbers of people who were here. Before there was a town in March or April 1897 a meeting was called by banging a tin lid “a Roll Up” for the purpose of forming a Progress Association. According to James Balzano 300 people were at that meeting. When William Wenzel died on 1 June 1897 (he had been sick for several weeks and was not a young man), over 40 people attended his funeral. Wenzel had a shop in Widgiemooltha Gully and had previously been at Widgiemooltha and Coolgardie and has been remembered in one of our parks. Sarah Jane Wilson came from Widgiemooltha with her husband, two sons and two daughters, their husbands and five grandchildren. What a woman she must have been keeping her family together and moving as she did from Coolgardie to Widgiemooltha to Kambalda. She was a nurse and looked after Wenzel till he died. She also is remembered in one of our parks. Kambalda like so many of our early gold towns lived and died in a fairly short time. By the end of 1907 it was all over except for fossickers and addicted prospectors. Addiction or fever call it what you will, but George Cowcill suffered from it and brought in the new age - the age of Nickel. The story of the discovery and early exploration for Nickel over the summer of 1964-65 is well documented in “Kambalda, History of a Mining Town” by J J Gresham and is well worth borrowing from your local library. The first diamond drilling was done in January 1966. The first hole KD1 is marked with a stone plaque just below the Silver Lake Shaft. Access to this historic site is now only available through the security gate on Durkin Road. Progress was immediate and very rapid. Silver Lake Shaft infrastructure, concentrator, powerhouse, all the necessities mushroomed and a town grew up on the site of the first Kambalda. On the site but not in the same format as Western Mining Corporation built a town without crossroads and a sixty year time difference needed a different approach, but a pretty, well designed friendly town appeared out of nowhere. The original street names were re-used, some with the addition of the word “new” and four other “people” names were added, George Cowcill, Gordon Adams and Beresford, the last two being Surveyors. After those names were used the company established and has maintained a policy of naming streets after local Australian flora. And of course it didn’t stop there, exploration went non-stop and it was soon found that Kambalda was sited over a nickel field. More housing was necessary and a new town site was set up a few kilometres west and became Kambalda West. The same policy as regards to street design and naming stayed in place and another attractive town has grown up. Gold is again an important part of life in Kambalda with a huge complex of mines and mill at St Ives south of Lake Lefroy. Time and life do not remain static. Life in mining towns is not always easy, fluctuating world prices cause down turns, changes in technology, industrial troubles have all had their affects on the town but still it continues to survive and no-one can see that changing.

BOOKINGS All bookings for Recreational Centres, Halls and Reserves are made by contacting the Shire Office, hirers are reminded that it is council Policy that all facilities must be left clean and free from litter. The Shire is currently responsible for the following facilities: BUILDING CONTROL The Building Surveyor has the responsibility of issuing Building Licenses, after ensuring that structures comply with the Building Code of Australia, Planning Scheme and Regulations. Licenses are also required for signs and hoardings, radio masts and towers and can be obtained on application. A Building License and Water Corp form are necessary before work commences on any building including garages, carports, patios, tool and garden sheds and alterations or additions to existing buildings. Two copies of detailed plans and specifications are required with the application for a Building License. Assistance with applications is readily available from the Manager Development Services. DOGS The Dog Act requires registration of all dogs three months and over. The registration period is from the 1 November to the 31 October each year. Annual Registration: 1 Year 3 Years Lifetime Registration now available: Further information regarding the Dog Act is available from the Shire Office. Council Dog Pounds are located at: Coolgardie Works Yard, Woodward Street, Coolgardie Kambalda Works Depot, Santalum Street, Kambalda West Impounded dogs may be collected after payment of pound fees at the Shire Office. All complaints regarding dogs should be lodged in writing on the forms provided at the Shire Office. CATS – Under the West Australian Cat Act 2011 all cats must now be sterilized, micro chipped and registered. FIREBREAK All owners or occupiers of land in the Shire of Coolgardie are required on or before the 31 October each year to clear firebreaks and remove flammable materials from the land owned or occupied by them and to maintain the land in this order up to and including the 30 April of the following year. Where the area of land is 2000 metres or less, all flammable material shall be removed from the whole of the land. Where the area of the land exceeds 2000 square metres, firebreaks at least three metres in width shall be cleared of all flammable material immediately inside and along the boundaries of the land. Where there are buildings on the land additional firebreaks three metres in width shall be cleared immediately surrounding each building. PRIVATE SWIMMING POOLS Ratepayers need to submit plans and obtain a Building License before construction of private swimming pools can proceed. The Building Regulations 1989 require private pools to have isolation fences. Gates providing access to the pool need to be self-closing and self-latching. RATES INFORMATION Your rate notice allows 35 days in which to choose a payment option. Should there be any problems with account; a written submission should be made to the Chief Executive Officer. PENSIONERS’ RATES SCHEME (Rebates and Deferments) An entitled pensioner who owns and occupies land may claim up to 50% rebate of Council rates. To claim a rebate a pensioner must: - 1. Register with the Local Authority or within 35 days of rates notice issuing. 2. Must be the owner/occupier of the property as at 1 July of the year for which the rebate is being claimed. 3. The applicant must hold relevant pensioner cards as at 1 July of the year for which the rebate is being claimed (i.e.) Pensioner Health Benefit Card and Commonwealth Concession Card, and or State Concession Card. As this is only a brief outline of the Scheme, Pensioners are encouraged to contact the Shire Office to determine their eligibility for the rebate and register if they qualify. The site is open seven days a week, Monday and Tuesday from 11am to 4pm, and Wednesday to Sunday open 9am to 5pm. Council maintains the site and it would be appreciated if all waste matter could be dumped correctly. Council’s local laws prohibit the removal of any material from the Rubbish Tips without prior Council authorisation. The Kambalda Waste Receival Site is located at the end of Dump Road Kambalda off Emu Rocks Road. The Site is open 7 days a week, Friday to Tuesday 9am to 5pm, and Wednesday and Thursday 11am to 4pm. Ratepayers who have a 240 litre bin service paid for with the yearly rates receive a book of 10 $5.00 vouchers for waste facility tipping with their annual rates. Waste tipping is charged.
