BriefBiographyofKalonNgodupTsering:Mr.NgodupTseringwasbornon1July1953.He is an alumnus of Punjab University,ChandigarhwithadegreeinBachelorofArts.HewasalsoaformermemberoftheTibetanParliament-in-Exile, formerly known as theTibetanPeople’sDeputies from1979-1982.HejoinedtheCentralTibetanAdministrationin1983,onthepostofDeputySecretary.Hewas initially posted at the Department ofEducation.In1987,hewastransferredtotheDepartmentofHomeonthesamepost.From1991-1995,heservedastheDirectorofthe Tibetan Institute of Performing Arts(TIPA).HewasalsotherecipientoftheBestStaffamonggazetteof�icersin1995,awardedbyaSwissbasedTibetanAssociation.In 1996, he was promoted to the post ofSecretaryandappointedasthenewSecretaryoftheDepartmentofEducation.In1999,hewastransferredtotheDepartmentofHomeoftheCentralTibetanAdministrationasthe
homesecretary.From2001-2008,heservedasthepresidentand the Director of various Tibetanassociations in the United States. He wasappointedasthesecretaryoftheDepartmentofEducationagainin2012,andthenasKaloninSeptember2014underthe14thKashagledbyPresidentDr.LobsangSangay.
LEADERSHIPFORCLASSXthSTUDENTSAsevendayprogramonleadershipforclassXstudents was organised by department ofeducation at lower TCV, Dharamsala. Theprogram commenced on 27th December,2017andconcludedon3rdJanuary,2018.Atotal of 257 students accompanied by 27teachers from all over India and Nepalattended the leadership workshop. Theprogram comprised various topics forleadership developmentwhich is crucial incontemporary times and especially vital tolargerTibetancommunityinexile.Alongwithleadership topics there were other co-curricular activities such as talent show,extempore speech, educational video andbasketball ball match scheduled for thestudents. The workshop is designed atbuilding an overall understanding onLeadership Ski l ls and Qual i t ies anddevelopment of Leaders for future Tibetancommunity.

responsibility to studywith greaterdetermination thantherest.“Youarenotstudyingsimplyforacareer,butforacause,”hesaid.PresidentDr. Sangay also congratulated outgoingKalonNgodupTseringforhissuccessfulroleasEducationKalonandwishedhimluckforhisnextroleasRepresentativeofOOT,Washington,DC.KalonNgodupTseringsaidthe‘aimof the annual Leadership workshop is to nurture andpreparetheyouthtobecomeacon�identandresponsibleleaderoftheTibetancause.’He congratulated all the students and inspired them tomakebestuseofopportunitiestofurthertheireducationandcareer.Heconcludedbysaying,“AsTibetans,therearethreemusts toalwayskeep inourheartsandmind:WemustalwayscarryoursenseofidentityasTibetans;Wemust rememberHisHoliness the Dalai Lama’s blessingandhistirelesseffortstowardsthehappinessofTibetanpeopleandlast,asweforgeaheadtowardsafuture,wemust see the importance of the Central TibetanAdministration especially for unity and freedom of theTibetanpeople”.

EducationCouncilDirectoronof�icialvisits toDelhiandBylakuppeDharamsala:TseringSamdup,Directorof theEducationCouncil,DepartmentofEducation,attendedthemeetingofthe TCV school heads on 11 November at Delhi YouthHostel. He gave talk on three topics including BasicEducationPolicyforTibetansinexile,implementationoftheEducationCouncil’s2017resolutionsandabout theearlygradereadingprogramme.

He is currently in Bylakuppe to make preliminarydiscussion and arrangements for the forthcomingworkshoponSecularEthicsinBylakuppeinDecember.HewasrecentlyinvitedasthechiefguesttotheChildren’sDayfunctionoftheSeraJeSchool,wherehegaveabrieftalk.Thereafterhegaveprizestothebestreaderandthemostexemplarystudentsoftheschool.

SecularEthicsWorkshopforSchoolTeachersatSarah,DharamsalaTheDepartmentofEducation,CTAincollaborationwithEmory University and Library of Tibetan Works andArchivesorganizedafour-dayworkshoponSecularethicsfor Tibetan school teachers in Sarah, Dharamsala. SecularEthicsWorkshopatBylakuppeA two day talk cum workshop on Secular Ethics wasorganized by Department of Education in collaborationwithSeraJeSecondarySchool,Bylakuppe.Theworkshopcommencedon22ndDecember2017andconcludedon23rdDecember2017.

Onthe�irstdayHisHolinesstheDalaiLamagaveaspecialtalkonsecularethicstoover439participantscomprisingof in-service teachers, retired teachersandmonks frommonastery.SikyongLobsangSangayalsopresidedoverthe
gathering and gave a speech to the audience. This wasfollowedbytwodays'workshoponSecularEthics.ForthetwodayworkshoponSecularEthics therewerearound245teachersfromvariousTibetanschools.The resource person for Secular EthicsworkshopwereTrisurSamdhongRinpoche,GesheLobsangTenzin fromEmory University USA, Library of Tibetan Works andArchives' Director Geshe Lhakdor and Geshe YeshiGyaltsen (Faculty at Dalai Lama Institute of HigherEducation).The closing ceremony was presided over by Sera JeKhenyen Drasang's Khenpo Rinpoche, Mr. Mr. KarmaSingey, Secretary of Department of Education and Mr.Tsering Samdup, Head of Education council. ThisworkshopwasfundedbyGyutoTantricMonastery.

TheDepartmentofEducationispleasedtoannouncetheparticipation of two Tibetan schools namely TibetanHomesSchoolMussoorieandSOSBylakuppeinthe44rdJawaharlal Nehru National Science, Mathematics andEnvironment Exhibition being organized by NCERT atRCVP Noronha Academy of Administration andManagement,Bhopalfrom10thto16thNovember2017.TheJNNSMEEactuallyisaconductingseriesofactivityandexhibitions at zonal, district, regional, state level and�inallyselectingconvincingprojectstobepresentedattheNationalLevelExhibition.The Department of Education after a continuous effortcouldseekapprovalfromNCERTfordirectparticipationofTibetan schools in theNational Level Exhibition as oneentitytitledCentralTibetanAdministration,CTASchool.Out of various exhibition held at Tibetan school levelscienceexhibit,twomodelswereselectedforpresentationatthe44thJNNSMEENationalLevelExhibitionatBhopal.Two students named Tenzin Yarphel accompanied bymentor Mr. Tenzin Nuden from THF Mussoorie andThindupGurungmentoredbyMs.DickeyandMr.NyimaDamdulfromSOSBylakupperepresentedtheCTAteamatthe National Level Exhibition with models on PedalingwashingmachineandComparativestudyontheeffectoforganic and chemical fertilizer on Earthworm. primaryobjectiveoftheexhibitionistoprovideforumforchildren to pursue their natural curiosity, creativity,innovationand inventivenessandsensitivity to localaswellasglobalproblems.Itisalsotoencouragestudentstoaspire forscienti�icstudy in futurecourseof time.ThisprogramisfundedbyUSAIDthroughTheTibetFund.
EntrepreneurshipAwarenessProgramatSouthZoneSchoolsOne day program on Entrepreneurship awarenesswasheld at 5 Tibetan Schools in the South Indian TibetanSettlements namely, the Central School for Tibetans inGurupura, Bylakuppe, Kollegal, Mundgod and the SOSTibetanChildren'sVillageSchoolinBylakuppe.Atotalof629studentsattendedtheawarenessprogramincludingalltheschools.AspartofDOEinitiativeTEDawarenessprogramhasbeensuccessfullyimplementedinallsouthzoneschools.Entrepreneurship Awareness and EntrepreneurshipEducation are the foundations for a developingcommunity and the Tibetan community in particularshouldmakeEntrepreneurshipitsbuildingblocksforitsfuture towards sustainable development. It is also toencourage the s tudents in fu ture to pursueentrepreneurshipasprofessionapartfromconventionalprofessions.

The resource person for the program was Norsang laProgram Of�icer, TED initiative of the Department ofFinance. The Entrepreneurship Awareness Program(EAP)wascarriedforwardincollaborationwiththeTEDinitiative of the Department of Finance, CTA and theprogramwasfundedbySOIR-IM.
TraditionalSectionEducationDepartmentHoldsTalkSeriesonSecularEthicsDharamsala: Geshe Yeshi Gyaltsen, lecturer on SecularEthics of the Bangalore-based Dalai Lama Institute forHigherEducationgaveseriesoftalkonSecularEthicsinandaroundDharamsalafrom17to24October2017.Eleven trainees and teachers of the DoE’s MontessoriTrainingatSherabGatselLoblingwereespeciallygiventwohalf-daytalksonSecularethicson17and18October.
The talks were even attended by Ngodup Tenpa,EducationOf�icerfromtheEducationDepartment.Duringthe talks, Geshe Yeshi Gyaltsen rationally informed thetraineeswithreallifeexamplesabouttheimportanceofvaluesandcompassionateheart,aswellas thewaystocultivatethesevalues.Fortheholisticdevelopmentofthechildren, he even encouraged the trainees,who are allfemales, to be more compassionate and empathetictowardschildrenasquali�iedteachersaswellasmothersin near future, so that the children grow up healthyphysically,mentallyandemotionally.

Thentheanothertalkwasgiventoaround250studentsandstaffincludingtheprincipalattheCollegeforHigherTibetanStudies,Sarahon19Octoberandto25studentsand�ivestaffincludingtheprincipalattheNorbulingkaInstituteon20October.Duringthesetalks,GesheYeshiGyaltsen talked about the ethics related speci�ically tostudentsaswellastoallthehumanbeingsingeneral.The last talk in Dharamsala was given to 240 nuns ofDolmaLingNunneryandInstituteon24October.Thetalkwas also joined by other 25 nuns from seven differentnunnerieswithinIndiaandfromNepal,astheyareheretoparticipateintheJangPhilosophicaldebatecongregation.(འཇང་ད�ན་ཆོས།)
All the talks series were concluded with question andanswer sessions, during which several doubts of thestudents were cleared with detailed answers. Asoverwhelming response received from the students inMangaloreandBangalorelastmonth,thestudentshereinDharamsala have also shown and expressed deepappreciation about the programme.Discussionsduringand after the talk clearly showed their interest indevelopingsuchinnervaluesthemselves.
PrePrimaryTeacherWorkshopThe Department of Education has organized AMI Pre-primaryAssistant course forPrePrimaryTraineesandTeachers at Sherab Gatsel Lobling School, Dharamsalafrom4thDecember2017to15thDecember2017.Atotalnumberof29participants(28female&1male)attendedthe workshop.
