    Definitionsandabbreviations

    Non Works Application Application for sewer and water supply conditions generally relating to asubdivision in areas with existing infrastructure and may include New Customer

    Contributions fees and minor works. Non works applications are generally madewhen no construction is to take place within the development.

    New CustomerContributions

    New Customer Contributions are payable where a new property can be or isseparately metered, or is separately titled. New Customer Contributions arecharged for connection to sewer, potable water and Class A recycled water(where available). New customer contributions are applied as a contributiontowards servicing urban growth and redevelopment.

    Plumbing Application Industrial /Commercial /Units /Private Water/Single ResidentialHouses

    Application for the connection of Industrial and Commercial property as wellas Units and Private Water to South East Waters water supply, sewerage and/orrecycled water asset(s), when internal plumbing is required. This may also includeSingle Residential Houses where addition fees are required.

    Works Application Application for the conditions to construct water supply, sewerage and / orrecycled water asset(s) to a subdivision, development and/or individual propertyand may include New Customer Contribution fees.

    Property ConnectionPoint (PCB)

    A short section of pipe owned and maintained by South East Water which,generally terminates within the property to be serviced. It connects the customersprivate sewer service to South East Waters reticulated sewerage system. SouthEast Waters responsibility / ownership terminates at the inspection opening(26a/27a).

    Plumbing IndustryCommission (PIC)number

    South East Water issues a PIC number for each plumbing case where the plumberis required to connect below ground sanitary drains. The number is issued whenconsent to connect is granted and all necessary Financial and Servicing Conditionshave been meet. This may include New Customer Contribution fees. Connection to

    South East Waters assets is not permitted without the PIC number any workconnected without consent is deemed to be illegal plumbing.

    Abut Fronted by aSouth East Water Asset

    The property has direct frontage / access to a South East Water sewer main.

    UPVC Unplasticised Polyvinyl Chloride (pipe material).VC Vitrified Clay (pipe material)

    Property Sewerage Plan A property sewerage plan details as laid property sewerage drains.The plan is drawn by the plumber who was engaged to carry out the work on theproperty. It details all new, altered and replaced below ground sanitary drain, aswell as all fixtures and fittings.

    Encroaching Drains A section of private sewer drain serving one or more adjoining properties thatencroaches onto a neighbours property but it does not serve the property it is

    located on.Combined PropertySewerage Drains

    A section of private property sewer drains, where more than one propertydischarges into a single property connection point. The properties are separatelytitled and not covered by an owners corporation schedule or 12(2) easements.

    Reflux Valve A valve located on the private property sewer drain which prevents sewage backflow into the property fixtures from South East Waters reticulated sewer.

    Gravity Control The sewer is deep enough to enable sewerage to be discharged under gravity flow.

    Easement An easement gives rights to a specified party to use another persons land withoutpossessing it. An easement can be expressed and visible on the title plan or it canbe implied 12(2).

    12(1) Easement A specified easement which is shown over a defined parcel of land in favour of aparticular party. It is visible on the Title Plan.

    Dependent LivingResidential Units (DPU /Granny Flat)

    A self-contained building erected on the land of the property owner, and is used orintended to be used as a separate residence from the main residence. Thedwelling will generally contain a kitchen, bathroom and sanitary facilities.

    The person/s residing or intending to reside in the dwelling is/are in fact a

    dependant relative for it to be so classified.

    Maintenance Hole Allows personnel and equipment access to the sewer system.

    Maintenance Shaft Allows equipment access only to the sewer system.

    Inspection Shaft Is a terminal structure which provides limited access to the sewer system.

    Land Development Policies and Pricing Manual.

    Purpose

    The purpose of these guidelines is to document the necessary sewer servicing conditions required bySouth East Water for new developments or alterations to existing developments.The guidelines refer to standard development projects and apply to approximately 90 percent ofdevelopment projects. Where these guidelines are inappropriate for a particular development, SouthEast Water will determine the requirements for that development on a case by case basis

    For detailed technical information refer to ASNZS 3500.2.2003 National Plumbing and Drainage Codeand the Melbourne Retail Water Agency (MRWA) edition of the Water Services Association of Australia(WSAA) Codes. Wherever possible, conditions have been standardised to assist the industry/customers.

    These guidelines are to be read in conjunction with South East Waters Notice of Agreement andConditions of Consent issued pursuant to Section 63 of the Water Industry Act 1994.

    Easementrequirementsfor2lotsubdivisions

    Section12(1)easements(SubdividedundertheSubdivisionAct1988)The minimum size Section 12(1) easements to be created over South East Water potable water,recycled water and sewerage assets are outlined in South East Waters Land Development PolicyManual - Section 5.0 Land Tenure Guidelines.

    Note:

    If access is required through the adjoining lot within the subdivision to connect to sewer and/or

    water then a 1.2m 12(1) easement will be required.

    Owners Corporation subdivisions generally do not require specific 12(1) easements for internalservices however for three or more lot subdivisions with no common land the easement may be

    required.

    Owners Corporations where all units are not being developed at the same time may require 12(1)easements for internal services to ensure access to water/sewer services.

    Section12(2)easementsSection 12 (2) easements may only be utilised for 2 lot subdivisions that wont be further subdivided.These apply where one of the lots does not abut a South East Water asset. If a 12 (2) easement is

    detailed in a Plan of Subdivision, developers may have a joint private service for which they areresponsible.

    Section 12 (2) easements can only apply to developments where connections to South East Watersassets have been completed or permission for connection is not required.

    Further subdivisions of 2-lot residential developments will require a separate connection point or an

    extension of the reticulation to service all lots in the subdivision.

    ComplaintresolutionSouth East Water endeavours to treat all customers in a fair and reasonable manner. If you have anyqueries or are concerned about any of the Financial and Servicing Conditions in a Notice of Agreement(Plumbing or non Works), please contact the assessing Property Development Officer or a Manager todiscuss.

    If you are unsatisfied with the Financial and resolution cannot be achieved, you may apply in writing to

    Manager Property Development, for a review under Section 30 of the Water Industry Act 1994.

    ConnectionsIt is a legal requirement that anyone wishing to connect or discharge into South East Waters assetsmust obtain formal approval prior to works commencing. This also applies to anyone wishing to alter,remove fixtures or any section of Property Service Drains.

    South East Water issues a PIC number for each plumbing case where the plumber is required toconnect below ground sanitary drains. The number is issued when consent to connect is granted and allnecessary Financial and Servicing Conditions have been meet. This may include New Customer

    Contribution fees. Connection to South East Waters sewer assets is not permitted wi thout the PICnumber any work connected without consent is deemed to be illegal plumbing.

    IllegalconnectionsAny illegal connections detected will result in action being taken against the offending person. It mayalso result in the property being disconnected from South East Waters asset. The cost of any repair orreplacement of assets due to illegal construction activity will be borne by the Contractor / Developer /Owner.

    ResponsibilityThe property owner is responsible for maintaining all plumbing and fixtures up to South East Watersproperty connection point, which is usually inside the property boundary. South East Watersresponsibility terminates at the 27a (fitting for a 100mm property connection point) or 26a (fitting for a

    150mm property connection point), unless otherwise noted / advised in your Notice of Agreement or onthe Property Sewerage Plan.

    AssetprotectionIf works are to be constructed over an easement or within 1.0 metre of a South East Water asset(including maintenance holes and property connection points), prior approval must be obtained fromSouth East Water before work can commence. This is a legislated requirement under the provisions ofthe Water Industry Act 1994 section 66.

    Its important to note that works adjacent to sewer mains greater than 225mm diameter require 1.0mhorizontal clearance from the outside edge of the sewer main, or to be outside of the easement(whichever is greater).

    When planning any works, it is essential to consider the location of all South East Waters

    assets and our Buildover requirements before undertaking the design.

    It is recommended that you obtain a copy of South East Waters Customer Guidelines for ProposedStructures/ Works Over or Adjacent to Critical Assets. This guide can also be found on South EastWaters web site. You can also purchase Asset Information or Size, Depth and Offset informationwhich, will indicate the approximate location of our sewer assets.

    Please note that Asset information and Size, Depth, and Offset details are only intended to provide a guide to the

    location of assets and the actual location should be proven on site by hand prior to finalising design plans.

    This enables the developer / owner to make informed decisions regarding the viability of a project.

    Demolitionofresidential,commercialand

    industrialdevelopments

    DefinitionAny existing residential, commercial or industrial structure connected to a property connection point thatwill be demolished.

    ServicingThe existing property sewerage drains are required to be cut and sealed by a licensed plumber toensure there is no infiltration into the South East Waters reticulated sewer main. The cut and seal is to

    occur prior to the structure being demolished.An appl ication w il l be required to be lodged wi th

    South East Water to obtain consent for the relevant works. On completion of the works the cut and

    seal is required to be offered for inspection in the manner specified by the Plumbing Industry

    Commission.

    In the event that the property connection point is required to be sealed to meet South East WatersAsset Protection Guidelines, an application will be required to be lodged along with a detail plansshowing which asset/s are to be sealed. Plumbers are not authorised to cut and seal propertyconnection point, this work will be carried out by an accredited South East Water sewer

    contractor at the owners cost and detailed in the Notice of Agreement.

    Singledwellingresidentialdevelopments

    DefinitionA Single Dwelling Residential Development applies to a:

    House.

    Terrace house.

    Strata unit where there is no common land and all units are to be serviced via separate propertyconnection point and water tapping.

    Servicing Single houses are to be connected to the sewerage system via a single property connection point.

    In most cases these connections have been provided as part of the original subdivision and willcontrol the entire lot.

    Where a single lot has been provided with two property connection points, both connections may beutilised to service the property. (If only one of the connection points is utilised the other can remain,however if the proposed structure is within 1m of the property connection point, South East Watermay require the connection point to be sealed at the main by an approved South East Watercontractor prior to consent being issued.)

    Where existing properties do not have a property connection point, the customer will be required tobear the cost for the construction of a new property connection point (and sewer main extension ifrequired) and payment of New Customer Contribution fees.

    ExistingresidenceonacombineddrainDefinitionExisting residences currently serviced via a combined sewer drain. All residences have separate titles,

    with no Owners Corporation Schedule.

    On occasion customers request South East Waters permission to relieve a combined sewer drainservice (connect to the sewer main independently of each other).

    ServicingWhere it is possible South East Water will allow a combined sewer drain to be relieved with the followingin mind:

    There is adequate fall to achieve a gravity connection to the lot / existing fixtures.

    The property service drains are to be cut and sealed at the adjoining boundary of lot 1 and 2 (seeexample), and re-directed to the new property connection point by the owners private licensedplumber.

    A new property connection point must be constructed by either South East Water or whereapplicable, designed and constructed by a qualified consultant (if the work does not meet our minorsewer criteria, refer to section 27).

    The customer must have direct access to the sewer main (abutting the sewer).

    The new property connection point will be constructed by South East Water and the cost of theworks (including re-diversion of the Property Service Drains) will be borne by the owner seeking therelief of the combined drain.

    Note: Where customers request a separate property connection point to South East Waters seweragesystem and it is found that the properties are also jointly connected to South East Waters reticulated

    water system, separate water connections will also be required.

    Dependentlivingresidentialunits(DPU/granny

    flat)

    DefinitionThis section applies to a self contained building erected on the land of the property owner, which is usedor intended to be used as a separate residence from the main residence. The dwelling must contain a

    kitchen, bathroom and sanitary facilities. The occupier of the dwelling has the right to exclusive use, but

    does not need to have paid or contributed to the purchase price of the dwelling.

    Evidence is required that the person/s residing or intending to reside in the dwelling is /are in

    fact a dependent relative for it to be classified as such.

    DefernewcustomercontributionsFor South East Water to consider deferring the charge of New Customer Contributions, the propertymust not be proceeding to subdivision. The customer must provide a building permit and letter from theowner detailing that the person living within the DPU is a dependent relative of the person residingwithin the dwelling. The property owner must then sign a declaration form. To obtain a copy of thedeclaration form, please contact South East Water on 9552 3770.

    If the property is subdivided at a later date or a request is made for separate water meters, NewCustomer Contribution fees will be payable and will be assessed using rates current at that time.

    ServicingSouth East Water will allow the existing residence and the DPU to connect to a single propertyconnection point. Refer to examples 1 and 2 for further details. (Refer to the Water Servicing Guidelinesfor requirements for water at southeastwater.com.au/property).

    Note: Where developments cannot provide evidence that the person/s residing or intending to reside inthe dwelling is /are in fact a dependent relative, the development will be treated as a Dual Occupancy.If the proposed unit is fronting a sewer main then a separate property connection point may be required.See section 14 New Dual Dwelling Residential Developments - Where both dwellings have directaccess to the sewer main (abutting).

    In Example 1 and Example 2 below, the DPU can utilise the same Property Connection Point as thehouse, even where the DPU has direct access to South East Waters sewer main.

    Multiunits(3to10unitsonanOwners

    CorporationSchedule)

    DefinitionA multi unit of between 3 to 10 lots/units that will be covered by an Owners Corporation Schedule, canutilise a single property connection point and includes the following:

    Flats.

    Apartments.

    Units.

    Mixed developments.

    A single property connection point will be required.

    The existing property connection point must have capacity. If not, upsizing will be required.

    The development will include all lots on an Owners Corporation Schedule.

    In accordance with South East Waters Land Development Policy and Pricing Manual, customersalso have the choice of constructing reticulated assets to provide individual connections to eachlot/unit subject to compliance with conditions detailed in Section 20 and at the owner/developerscost.

    Note: Reticulated Assets refer to a South East Water reticulated asset designed and constructed underthe Land Development Quality Assurance process. The reticulated assets are owned and maintained bythe Water Authority, where as Property Sewerage Drains are maintained and owned by the customer.

    OwnerCorporationDevelopmentswithnoCommonLandIn cases where an Owner Corporation Development is proposed to have greater than two allotmentsand no common land exists internally for the carriage of water and sewer services; South East Watermay require a specified easement through each allotment to provide for internal services or where an

    alternative exists, reticulated assets to be extended to the boundary of each allotment. This will beassessed on a case by case basis.

    Multiunits(1119unitsonanOwners

    CorporationSchedule)

    DefinitionA multi unit development of between 11 to 19 lots/units will be covered by an Owners CorporationSchedule and include the following:

    Flats.

    Apartments.

    Units.

    Mixed developments.

    New multiple dwellings/lots above 10 units connecting to the sewermain will be required to dischargethrough a maintenance hole via a suitably sized property connection point to service thedevelopment. This is due to the number of customers that can be impacted in the event of a sewerblockage. It provides South East Water the ability to clear a blockage within the sewer connection pointwith minimal impact to customers.

    Where the existing property connection point has adequate capacity, consideration will be given toretaining the point.

    Where there are multiple existing sewer point servicing a development, consideration will be given toretaining and utilising the sewer connection points subject to :-

    The proposed fixture / unit loading must be evenly split over the property connection points.

    The property connection points must have adequate capacity.

    If only one of the sewer points is utilised, then the other can remain, however any potential buildover issues (building within the sewerage easement or within 1m of South East Waters assets) inrelation to the development must be assessed prior to consent being issued).

    Note: Where existing property connection point/s do not have adequate capacity to service thedevelopment and works are required, construction of a suitably sized property connection pointdischarging to the reticulated sewer system via a maintenance hole will be required.

    In accordance with South East Waters Land Development Policy and Pricing Manual, customers also

    have the choice of constructing reticulated assets to provide individual connections to each lot/unit.

    Example 1 shows a vacant block of land with a single property connection point.Example 2 shows 11 units connected to a property connection point and maintenance hole.Example 3 shows an apartment complex connected to a property connection point and maintenancehole.

    ServicingIt is South East Waters requirement that these types of developments are serviced by South EastWater reticulated assets designed and constructed under the Land Development Quality Assuranceprocess. In addition these projects must comply with the following criteria:

    Mandatory pre construction meeting to resolve any possible issues. Reticulated South East Water assets to be located within the common areas of the development

    (preferred to be located in nature strips/ garden areas where possible).

    Reticulated South East Water assets are not to be located in the rear of units (where this isimpracticable, prior approval of the design is to be sought from South East Water).

    Maintenance holes are to be located within common access areas.

    Minimum roadway width to be 5.5 metres to provide ready access to maintenance vehicles andequipment (South East Water, fire authority etc)

    Minimum 2 metre building offsets to be provided from road verge (this is to ensure that assets arereadily accessible without having to dig close to buildings).

    A minimum of 1.5m clearance is to be provided between water mains and foundations of anybuilding.

    Private electricity and telecommunications services are not to be located within the same trench asSouth East Water assets. Gas mains with appropriate separation are acceptable.

    Intensive audit of asset installation to be provided to ensure other services crossing South EastWater assets have the appropriate clearances and cross at 90 degrees to the asset.

    A survey plan indicating the location of all internal assets crossing the South East Waters assets isto be provided prior to the Acceptance of Works Audit.

    Appropriate width easements are to be created over all assets in accordance with South EastWaters Land Tenure Guidelines.

    All clearances between other services as per Melbourne Retail Water Agency (MRWA) edition ofthe Water Services Association of Australia (WSAA) are to be maintained. To ensure thatclearances are maintained, prior to Acceptance of Works being issued the following is to occur atthe developers cost:

    - A minimum of three holes nominated by South East Water are to be excavated to expose theservices to confirm that all minimum vertical and horizontal clearances are maintained.

    - For every failure an additional two holes are to be excavated.

    - A developer bond equal to 15% of the cost of internal assets or $10,000 minimum refundableon practicable completion of the project. This is in addition to the current works warranty bond.

    - Internal sewer mains to be designed at minimum depth to control the floor levels of each unit.

    - Type 2 Property Connection Points (property connection points) to be utilised to minimiseexcavation requirements for connection of units. Type 2A property connection points will not bepermitted.

    Multistoryresidentialdevelopments

    DefinitionMultiple dwellings on a single title or Owners Corporation:

    Flats.

    Apartments.

    Units.

    Servicing The size of the property connection point is based on capacity i.e.

    fixture units or discharge rate in litres per second.

    New multiple dwellings/lots above 10 units connecting to the sewermain will be required to discharge through a maintenance hole via asuitably sized property connection point to service the development.

    Developments with 10 or more units will require a maintenance hole to service the developmentregardless of capacity.

    Owners Corporation Schedule will be required where the development proceeds to subdivision.

    The development must consider the location of all South East Water assets and meet buildover requirements. (Refer to South East Waters Customer Guide to Proposed Structures /

    Works Over or Adjacent to Critical Assets)

    Where there are multiple existing property connection points, they may be utilised to split the fixtureload evenly based on the capacity of the property connection point (If only one of the connectionpoints is utilised the other can remain however any potential build over in relation to thedevelopment must be assessed prior to consent being issued).

    Nonresidentialdevelopments

    DefinitionParcels of land or developments where all the occupancies location on the parcel of land are for nonresidential purposes:

    Factories.

    Warehouses.

    Childcare Centres.

    Nursing Homes.

    Council Buildings.

    Servicing Connection size will generally be no less than 150mm.

    Depending on the quality and quantity of flows discharged, South East Water may require amaintenance hole to service the development. Consideration may also be given to the capacity of

    the existing property connection point. An Owners Corporation Schedule will be required where the development proceeds to subdivision.

    Lowpressureseweragepumpingunit

    requirements

    Where the property is located within a pressure sewer designated area, the property will need to beserviced by a pressure sewer pump unit located on your property.When the sewer system is made available for you to connect, South East Water will notify you andprovide you with documentation to assist your application to connect. After you make an application toconnect, South East Water staff will consult with you regarding the location of the pump unit, controlbox and connecting pipe work.

    As part of the installation phase of the project, we will arrange for an electrical audit of your existingswitchboard to assess its capability to accommodate the extra circuit. Some minor upgrades may berequired and South East Water will meet the cost of these. If there is major work required thendiscussions with the property owner would be undertaken prior to any work being commenced.

    South East Water will be responsible for the installation of the pump unit, including the electrical

    connection and connecting pressure pipe work to the pressure sewer network. However, eachproperty owner will be responsible for their own connecting plumbing works (from the house) tothe pressure sewer unit, as is the case with a gravity system.

    This site meeting should ideally be conducted during the design phase of your propertydevelopment and certainly prior to the commencement of any construc tion .

    SingleresidentialpropertiesA single low pressure pumping unit will be required. Generally Swimming Pools are not permitted to

    connect to Low Pressure Sewerage Pumping Units.

    Multiunit

    development

    Generally a single or duplex (double) multi pump low pressure pumping unit may be required toserve the entire development or individual unit, however several factors must be considered as part ofthe analysis process in determining that the correct system is employed for your specific development.The number, size and type of pressure pumping units will be determined based on the following:

    The topography.

    Number of units to be served.

    Preferred location of the unit (must be located in common access areas within the development).

    Distance to power supply (must be an independent supply from the units within the development.

    Maximum depth of the property sewerage drains at the connection point (1 metre based on thetype of unit utilised).

    Accessibility for maintenance.

    Note: depths in excess of 1 metre can be accommodated by utilising a purpose built tank,

    however costs are significantly increased as a result, the costs of this are borne by the

    owner/developer.

    Commercial(singleoccupancy)A duplex (double) low pressure pumping unit will be required to service the property, however the sizeof the unit will be determined by the anticipated discharge rate on a case by case basis. All commercialproperties will need to have 3 phase power supply to the pumping unit.

    Commercial(multitenancy)Generally a duplex (double) or a triplex (triple) multi pump low pressure pumping unit may be required toserve the entire development, however several factors must be considered as part of the analysisprocess in determining that the correct system is employed for your specific development. Allcommercial properties will need to have 3 phase power supply to the pumping unit.

    Privatesewerrisingmains

    DefinitionPrivate Sewer Rising Mains are constructed by the property owner at their cost where a reticulatedsewer main cannot be extended or it is impracticable to do so to: Houses. Farms. Factories.

    Businesses.

    Applications to connect via a private rising main to a sewer main will be treated on a case by casebasis. South East Water owned and operated low pressure sewers may be considered in some cases.

    ServicingThe application must be accompanied by the following information.

    Details are to be provided regarding Council/ other authorities approval in relation to the following:- Relevant Environmental / Cultural Assessment has been carried out.- Council / Other Relevant Authority approval must be given for the private sewer rising main,

    and a copy of the approval must be provided to South East Water as part of the applicationcriteria.

    A design plan and computations of the proposed private sewer rising main will need to be submittedfor South East Waters approval. The plan must indicate depths and offsets of the private main. Theplan must show:

    - The type of material the rising main is to be constructed in, such as pipe type (Polyethylene,UPVC and PN16), size, depth, and offsets. The pipe must also be water marked. Blue linedPolyethylene pressure pipe must not be used (this is to ensure that people mistake the pipe for

    a water supply pipe). Where the private rising sewer main discharges within a South East Waterfacility, an isolating valve is to be installed at, and external to, the South East Water propertyboundary.

    - The customer is also to provide a copy of the pump design and discharge rate.

    A single entity will be recorded as being the point of contact for matters in relation to the privatesewerage rising main (generally the property owner).

    A letter from the owner must be provided acknowledging that any additional connections to theprivate main will be subject to South East Water approval.

    Private sewerage mains are to be contained within road reserves. South East Water will not allowprivate rising mains to traverse land belonging to neighbouring properties.

    All work to be in accordance with Melbourne Retail Water Agencies Edition Sewerage Code ofAustralia (WSA02 - 2002).

    The private sewer rising main requires detectable marker tape in accordance with Water ServicesAssociation of Australia WSA07-2007 and WSAPS-318 marking tape detectable specifications. Thetape message shall read CAUTION SEWER BURIED BELOW (Product Specification-WSAPS - 318Marking Tape, Detectable).

    TRANSFER OF OWNERSHIP OF PROPERTY - The owner shall advise any future purchaser ofthe property of the terms and conditions to South East Water's sewerage supply that apply to theproperty. All rights, title, interest and liabilities with respect to the private sewer rising main supplyworks will transfer to the purchaser on sale of the property pursuant to section 63(9) of the WaterIndustry Act.

    PERMANENT WORKS - In the event South East Water constructs permanent sewerage supplyworks which pass the property, the owner agrees to disconnect the private sewer rising main and toreconnect the property to South East Water's permanent sewer supply works at the cost of theowner. This agreement for the private sewer rising main works shall not excuse the owner of theproperty from the requirement to connect to South East Water's permanent service when permanent

    water supply works are constructed. OWNERSHIP AND MAINTENANCE The private sewer rising main belongs to the owner of the

    property supplied with sewerage facilities. The owner is responsible for the maintenance, repairs,replacement and associated costs of the private sewer rising main. Failure to adequately maintainor repair or replace the private sewerage main may result in disconnection of the works from theexisting South East Water assets by South East Water. Evidence of odour and corrosion analysis toindicate whether any contribution is required for the protection of downstream South East WaterAssets.

    Private sewerage mains are to be contained within road reserves. South East Water will not

    allow private rising mains to traverse land belonging to neighbouring properties

    Encroachingdrains

    DefinitionAn encroaching drain is that portion of a property sewerage drain from one or more property, which islocated through an adjoining property to a property connection point. No fixtures from the property thatthe drain encroaches onto are connected to this drain.

    In this example 1, the residence on lot 2 is not fronted by sewer. The property sewerage drains of theresidence on lot 2 are encroaching on the land of the residence on lot 1. They do not share a propertyconnection point.

    Any existing encroaching property service drain will required to be cut and sealed if either lot/s re-develops. A reticulated sewer main extension will be required to be constructed at the developers costto service the lot which does not have sewer contained within its boundary. The developer/ owner willalso be responsible for any reconnection works (see Example 2).

    Combinedsewerdrains

    DefinitionIt is that portion of a sewerage service to a number of properties in combination, that is normally locatedin the ground, which conveys the discharge from all fixtures to the one sewerage connection point ratherthan the authority extend their sewer with a separate sewerage connection point for each property

    ServicingWhere a development is to be constructed other than the replacement of a single dwelling on anexisting combined sewer drain (property sewerage drain), South East Water requires the developer toestablish a separate property connection point directly to a South East Water asset and to separatelyconnect each party.

    This may require an extension of a South East Water reticulated asset or a separate propertyconnection point, and the disconnection and subsequent reconnection of properties previously affected

    by the combined service. The cost of this work will be borne by the developer, in some instances wherea number of properties are relieved from the combined sewer drain South East Water may considercontributing to the cost. This is reviewed on a case by case basis.

    Constructionofsewerassets/minorsewerage

    alterations

    All Minor Sewer alterations are to be coordinated by South East Water. There will be occasions whenSouth East Water deems the work to be outside the scope of minor works. This may be due to anumber of factors including:

    - traffic management issues;- depth of the sewer main;- Other authorities assets in conflict; or- if the development commenced work prior to minor sewer works being completed. .

    Where minor works cannot be undertaken the customer will be notified that the work is not consideredMinor and they will need to engage an appropriately qualified consultant to design and manage theworks under Quality Assurance (Development Deed Application).

    Generally the cost of the Minor Sewerage work does not include the cost of any re-connection. Thecustomer is to engage a licensed plumber to re-connect existing drains and show on an updatedProperty Sewer Plan the re-connection.

    Where a contractor will need to access land external to the development to construct or cut and seal aproperty connection point, it is the customers responsibility to arrange and provide Permission forAccess and Works letter from the owner of the land.

    Propertyconnectionpointcutback

    In order to meet asset protection requirements, some property connection points may be required to becut back or shortened at the developers cost. Generally property connection points can be cut back tothe following lengths 100mm property connection point = minimum length 600mm for UPVC and VC.

    150mm property connection point = minimum length 800mm for UPVC, or minimum length 1000mmfor VC.

    225mm property connection point= minimum length 1200mm.

    Where the property connection point has been constructed and a Jump Up (JU) has been incorporatedthe option of shortening the connection may be limited. This will be assessed by South East Water uponapplication.

    SpurpropertyconnectionpointsExisting

    Existing Spur Connection Points can be utilised, however the total number of existing and proposedfixtures to discharge through the spur connection should be calculated from both the new developmentand the adjoining property to ensure it does not exceed the fixture loading for the size of the connection.

    Note: The total number of residences discharging to a spur connection should not exceed 10 (morethan 10 residences will require a maintenance hole to be constructed or the spur connection to berelieved). It is more favourable to relieve the spur connection, however in some cases a maintenancehole may be an alternative.

    You can calculate the number of fixtures on the adjoining property by reviewing the property sewerageplan for that property.

    New

    New Sewer Spur connection points can be constructed where the cost to bring the property connection

    point across the road would be too high. Fixture loading will be taken into consideration when assessingthe construction of a new Spur Property connection point.

    MaintenanceholesMaintenance holes are generally required where a development comprises 10 or more units, factories,apartments etc. This is to ensure minimal disruption to customers impacted in the event of a sewerblockage. Maintenance holes provide easier access to sewers in order to clear blockages.

    Under South East Waters Minor Sewer process, maintenance holes can generally be constructed onsewer mains less than 225mm in diameter, and no greater than 4m deep.

    The construction of maintenance holes or property connection point/s outside of this criteria is required

    to be constructed via a Development Deed Application and by an approved Accredited Consultant.

    Important Note: Maintenance structures provide the water authority with a point of access forsewerage, maintenance and operational activities. The sewerage system is a hazardous environmentand any access to the system must only be opened by authorised personnel with the appropriatetraining and certification and with authorisation from the water authority.

    Examples of maintenance holes you may see in the field:

    FunctionsMaintenance hole: Allows personnel and equipment access to the sewer system.Maintenance shaft: Allows equipment access only to the sewer system.Inspection shaft: Is a terminal structure which provides limited access to the sewer system.

    TradewasteDefinitionCommercial trade waste is primarily treated liquid waste discharged to sewer from industrialdevelopments. The waste is generated from the activities of the business.

    WhydoIneedcommercialtradewasteconsentwithSouthEastWater?South East Water is responsible for managing waste in the sewer system - particularly the treatment ofthat waste. Therefore, we need to know what is going into the system to prevent:

    Sewer blockages and spills of sewage to the environment (commercial trade waste contains largeamounts of oil and grease, which can solidify in sewers and cause blockages).

    Damage to the sewerage infrastructure. Life threatening health hazards to sewer workers.

    Disruption of sewage treatment processes.

    Threats to the environment.

    Any business located in South East Waters area and discharging commercial trade waste will need aCommercial Trade Waste Consent.

    Servicing Obtain a Trade Waste Application form.

    Complete the Trade Waste Application form. Attach a site plan showing the location of the greaseinterceptor(s) (there is a guide to assist in this process).

    Note: If it is intended to carry out any plumbing and drainage work, an application for the plumbing willalso be required. This is available from plumbing stores and South East Water.

    Servicestraversingsewermains

    Services are to traverse the sewer main at a 90 degree angle.

    Services traversing the sewer main must maintain a minimum 150mm vertical clearance (additionalclearances maybe required for pipes larger than a 150mm.

    No additional load is to be placed on the sewer main by the service.

    Alternatively the customer may request a new property connection point to service the units on theother (currently un-serviced) side of the sewer main. This may depend on fall to the existing sewerpoint.

    Boundarytraps(BT)/inspectionshafts

    A boundary trap is a plumbing fixture that is installed on the property sewerage drain, after theconnection to South East Waters property connection point, which creates a water seal to prevent any

    noxious or odorous gases within the sewer system back venting into the customers internal plumbing. Itconsists of a U bend which is permanently full of water thus preventing any gases entering the internalplumbing.

    Boundary traps are to be installed on property sewerage drains when connection is being made

    directly to:

    Sewers greater that 375mm diameter.

    Sewers 375mm diameter or less that are carrying industrial flows.

    Sewers 375mm diameter or less connecting to a 450mm diameter sewer or larger that are notprotected by a gas check maintenance hole (or water seal).

    Sewers 375mm diameter or less accepting discharge from a sewerage pumping station that are notprotected by a gas check maintenance hole (or water seal).

    Sewers that have known existing gas/odour issues.

    Inspection Shafts are a shaft constructed in line of a sanitary drain for the purpose of inspection andfuture access for locating and clearing the drain as defined by AS/NZS 3500.

    To locate a property connection point, purchase an Asset Location plan from South East Water. Youcan also obtain basic information over the phone. The plan will show the location of the reticulated

    sewer main and the propertys property connection point.

    Using the information you can determine the location of the property connection point:

    TIE the offset from the title boundary to the property connection point.

    OFFSET- the distance from the title boundary to the centre of the sewer main or other assets.

    EP (End of Pipe) the length of the property connection point from the reticulated sewer main tothe end of the property connection point.

    NSL (Natural Surface Level) the level of the ground surface at the time of survey.

    I.L (Invert Level) the level to the bottom of the connection. If you subtract the I.L from the N.S.L

    that will give you the depth of the property connection point. BCH (Branch Chainage/ Property connection point Chainage) the distance from the

    downstream maintenance hole to the connection. This is useful if no tie is shown.

    TestpriorsIn certain circumstances South East Water will issue a Test Prior notification to the applicant enablingbelow ground sewerage drainage work to be undertaken on site prior to issuing a PIC number (consentnumber) requests will only be considered on a case by case basis.

    As a general rule cases where a test prior is applicable are restricted to applications of a non complexnature not involving building in close proximity to South East Waters assets or requiring anextension/alteration of our assets to accommodate the development.

    Below ground sewerage drainage work is to be offered for inspection in the manner specified by thePlumbing Industry Commission as per the requirements of Part 12A of the Building Act 1993. As no PICnumber has been issued the drain booking cannot be made via the Plumbing Industry Commissions E-toolbox or the automated IVR system and must be manually booked via the PICs Inspection contractor.It is critical that the installing plumber/drainer is aware of the restrictions placed on the extent of belowground drainage work able to be carried out under test prior conditions.

    Note: Connection of the property sewerage drain to South East Waters point is prohibited under testprior conditions and any illegal connection detected will result in action being taken against the offendingplumbing/draining contractor.

    DialBeforeYouDig

    Dial before You Dig is an information service provided by utilities and others to assist in reducingaccidental damage to their pipelines and cables and reduce the risk of injury to people working nearthese pipes and cables. (Note: Dial before you dig is a predominantly free service)

    When planning an excavation either internal or external of the property boundary, it is vital to make DialBefore You Dig part of the process.

    To obtain the basic location of South East Waters sewer and water mains along with other servicessuch as gas, telephone and electricity, call 1100 well in advance of any actual excavation work.     SewerblockagesWhatshouldyoudowhenyouhaveasewerblockage? Obtain a sewer point location by telephone or purchase a Property Sewerage Plan.

    The plan will provide details of the propertys property connection point, internal sewer drains andinformation such as BT (Boundary Trap) location, IS (Inspection Shaft) and IOs (InspectionOpenings) if applicable.

    A plumber must be engaged to determine if the blockage is within South East Waters asset or theproperty internal property sewerage drains. If the blockage is within South East Waters seweragepoint the plumber must contact South East Water on 132 812.

    If the blockage is within the customer internal drains they must engage a licensed plumber to clearthe blockage or rectify/repair the existing drains.

    If any repair work is required on the internal property sewerage drains below ground, such as a

    damaged pipe, an Urgent Repair application will be required to be lodged. There is no feeapplicable for this application providing you have previously purchased a property sewerage plan.

    After lodging the Urgent Repair Application you will receive a Plumbing Industry Commission (PIC)number and the work will need to be offered for inspection through the Plumbing IndustryCommission.

    Note: The plumber must contact South East Water in the event of a problem arising such as tree roots,or a blockage downstream of the connection point. Property connection point/s and reticulated sewersare the responsibility of South East Water.

    Theimportanceofoverflowreliefgullies

    We tend not to think about the impact a sewer blockage might have on our home. In fact, the sewersystem is subject to occasional blockages, resulting from invading tree roots and/or waste that has been

    inappropriately disposed of down the kitchen sink or toilet.

    It is the householders responsibility to make sure their home is f itted with a properly designedand operational overflow relief gully.

    An overflow relief gully is a drain-like fitting located outside the home, designed to assist in releasing anysewage overflow away from the interior of your home and outside to the garden in the event of a sewerblockage when the required separation is maintained to the internal fixtures.

    Howdoesitwork?If installed correctly, an overflow relief gully works because it is fitted at a depth that is lower than any

    other waste outlet in the home, particularly the shower base and/or toilet (where an internal sewer spill ismost likely to occur). If a sewer blockage occurs, the overflow relief gully fitting should pop off to releasethe pressure and direct sewage away from your home. As it is located outside, the interior of your homeis more likely to be protected from a sewer spill.

    Makesureyouroverflowreliefgullyisnot: Covered by landscaping and/or garden beds.

    Covered by any object, such as a pot plant.

    Unable to pop off because it is corroded, filled with silt or concreted in.

    A model which needs to be manually twisted in order to pop out.

    It is also important that you consider the drainage path of the overflow relief gully. Any spill from anoverflow relief gully should be able to drain away quickly without causing damage and not build uparound the overflow relief gully itself.

    SewerventsSewer vents are required to introduce fresh air and release gases from the sewerage system. Due tothe nature of these gases there is a potential for odour issues for adjoining property occupiers.

    Sewer vents must vent into clear air at least 3 metre above the eaves of any adjacent building (unlessthere is an attic in the roof in which case the vent must be at least 3m above the attic window). Open airroof top entertainment areas, patios and balconies should also be taken into consideration.

    If the vent does not extend 3m above the eaves, South East Water may carry out an Odour analysis to

    assess ifthe vent needs to be raised or relocated. The cost of relocating the sewer vent will be borne bythe property owner or developer in case of development or re development.
