North Peace Housing Foundation
Councillor Dallyn noted that he was concerned regarding the decision to
defeat second reading ofthe lending Bylaw for the North Peace Housing
Foundation from the June 12 regular Council meeting.
Reeve Tomlinson noted that the discussion from the last Council meetingwas that the County should not be in competition with private industry.He noted that the County is in support of the project
Shell Rotary House Project
Council had a discussion regarding the NSC/TPRIntermunicipal JointCapital Cost Sharing Meeting held on June 28, 2016 about the Shell Rotary
House Project. The Reeve noted the options that Council now has are to
have a meeting with all parties to clarify the funding and operationaldetails ofthe project or make a motion to support or reject the County'sparticipation in the funding of the project.
MOVED by Councillor Dyckthat Council approve the financial request from thePeace River Rotary Club for the Shell Rotary House project from the NorthernSunrise County/Town of Peace River intermunicipal joint capital account in theamount of $963,416;AND THAT if any funds are donated to the Rotary House project from othermunicipalities that those funds be transferred back to the joint capital account.
Discussion took place and the following motion was made by Councillor Duval.
MOVED by Councillor Duval that Council defer the motion to approve thefinancial request from the Rotary Club for the Shell Rotary House project in theamount of $963,416 until a meeting with all parties is scheduled.

The Reeve called for the vote on Motion 476/O6/28/16.That motion wasCARRIED.

Joni Aylward with the Peace Region Economic Development Association, andAshley Tompkins joined the meeting at 1:04 p.m.
Joni Aylward provided Council with a presentation on abandoned oil and gaswells in the County. She noted that in the County, there are 44 suspended wellsin the white zone, and one orphaned well in the green zone.

0 The current signed bylaws that govern the level of service we arerequired to provide within Northern Sunrise County;
0 All Policies that pertain to the Firefighters, paid or Volunteer;o All SOG's (Standard Operating Guidelines) that are in force, including
the SOG for Firefighters equipment and PPE, as well as the minimumrequirements for training;
- A copy of all MGA Legislation and Regulations that apply to Firefighters;0 Policies and duties of Council towards Firefighters and documents
showing chain of command. Also documents showing chain ofcommand for volunteer Firefighters;
0 A copy ofthe current signed bylaw as well as all policies andprocedures for suspending volunteer firefighters and procedures on re-instatement of those volunteers. Also, any documentation pertainingto an appeal process for firefighters and access to the HR department;
0 Bylaws, policies, and procedures for paying volunteer firefighters, withthe amounts they are paid, how they are paid (ex. per diem), when andwhat they are paid for;
I The signed contracts for the Director of Protective Services and the fulltime employee Deputy Fire Chief and both job descriptions;

0 Minutes from the meeting on the interviews held since the last Councilmeeting with the Harmon Valley firefighters pertaining to this dispute;
0 Policies and procedures on exit interviews;0 A copy of all signed documents, policies and procedures for training
level requirements for volunteer firefighters as well as paid firefighters.Also, the copy ofthe scheduled training agreements with eachFirefighter. How often are volunteers sent out for training and how arethey paid for this;
0 A copy of the minutes from all meetings held with the Harmon ValleyFire hall and the Director of Protective Services;
0 A signed copy of the detailed documents stating why the AED, laptop,axes, shovels, gen-set, etc were removed from this hall and when or ifthey were given back. If not returned exactly where is this equipmentnow located? MOTION DEFEATED

MOVED by Councillor Dallyn that Council receive the letter from the Peace
Regional Waste Management Company dated June 24, 2016 regarding theLittle Buffalo/CadotteLake Transfer Stations Hours of Operation forinformation. CARRIED
MOVED by Deputy Reeve Kolebaba that Councillor Kolebaba meet with theconcerned Harmon Valley residents and volunteer fire department to
determine how to solve the concerns of the Harmon Valley Fire Fightersand bring the information back to the July 12 Council meeting;
AND THAT if the concerns ofthe residents and volunteer fire departmentare not resolved byluly 12, 2016 that an independent objective opinion on
the operation of the Protective Services department be conducted.CARRIED
