If you’re eligible to vote in the upcoming municipal elections, we encourage you to watch for the notices and news items that the Office of the Chief Returning Officer will publish in L'Envol, on the Val-des-Monts website (www.val-des-monts.net) and on our Facebook page (https://www.facebook.com/valdesmonts/). It’s the best way to keep track of the important dates surrounding the elections slated for November 5, 2017.

Advance polls: Sunday, October 29, 2017, from noon until 8 p.m.

Election Day: Sunday, November 5, 2017, from 10 a.m. to 8 p.m.

The electoral list (voters list) arrives at our offices on October 6 and will be reviewed at that time. After, it will be available for consultation, and requests to be added (Val-des-Monts residents only) or removed, as well as requests for corrections, must be submitted to the Board of revisors (1 du Carrefour, Val-des-Monts, J8N 4E9). The Board sits on:

• Monday, October 16, between o 10 a.m. and 1 p.m. o 2:30 p.m. and 5:30 p.m. o 7 p.m. and 10 p.m.

• Tuesday, October 17, between o 10 a.m. and 1 p.m. o 2:30 p.m. and 5:30 p.m.

Becoming a candidate You can run for only one position on a municipal council.

Eligibility criteriaTo be able to run for office during general elections, you must be entitled to have your name on the electoral list of your municipality and you must have been residing in the municipality (continuously or otherwise) for at least 12 months as of September 1 of the calendar year during which the election is scheduled.

Forms requiredYou can get your nomination papers at the Office of the Chief Returning Officer in Val-des-Monts.

Submission period for nomination papers The period during which you can file your nomination paper and other required documents at the Office of the Chief Returning Officer begins on the 44th day (September 22, 2017) and ends at 4:30 p.m. on the 30th day (October 6, 2017) before the official date of the election. To check the business hours of the Office, watch for the notices that will be posted online and in print (see above).

Rapide-O-Web des CollinesHigh-speed Internet services

The Corporation du Rapide-O-Web des Collines (CROWC) is a not-for-profit organization created jointly by the municipalities of Val-des-Monts and La Pêche in an effort to help residents increase their high-speed Internet access thanks to the introduction of wireless network infrastructure.

Following a call for tenders in 2012, CROWC’s board of directors retained Digicom Internet sans fil to build its wireless communications network and to provide high-speed Internet services.

If you’d like to sign up for CROWC’s high-speed Internet, contact client services at Digicom Internet sans fil at 1-877-534-0666.

If Digicom tells you that your sector isn’t part of the Rapide-O-Web des Collines project, we invite you to submit a request to your municipality so that CROWC’s board of can determine if integration into the project is possible. Here are the options for submitting your request:

How we did during''Val-des-Monts, une communauté écoresponsable'' campaign

Municipality of Val-des-Monts thanks everyone who took part in the household hazardous-waste collection days organized as part of the ''Val-des-Monts, une communauté écoresponsable'' campaign.

This year once again, you, our residents, demonstrated your respect for the environment by making every effort to dispose of your hazardous waste safely and responsibly.

Here’s the breakdown of what we collected on each drop-off day this spring:

Saturday May 27, 2017, at City Hall:

Over the summer, Public Works responded to close to 200 requests from citizens. We’ve also completed the following maintenance work and upgrades:

• Swept 86 km of paved municipal roadways; marked stop

lines and centre dividing lines

• Spread dust suppressant on more than 180 km of municipal gravel roads

• Applied granular overlay on roughly 18 km of municipal roads

• Repaired road shoulders and cracks in roadways

• Repaired five speed bumps on rue Mitchell

• Built a new intersection on montée Paiement to accommodate the entrance to the new elementary school

The following projects are slated to begin over the next few months:

• Rock blasting to allow for the realignment of chemin du Lac-Bataille

• Upgrades to montée Paiement between Létourneau and Robineau

• Guardrail repairs in 10 locations

How many of you can say you actually don’t know Mélanie Renaud, who was the Fédération des lacs de Val-des-Monts’ coordinator until April 2017? You might recognize her here because she was truly the face of the Fédération. If you attended our meetings, she certainly bid you a hearty welcome, and you saw her do the same for the representatives of the Fédération’s member associations. To your surprise, she knew every single one of them, and so you had a first-hand look at how vivacious and gregarious she is with one and all.

At Federation gatherings, you’ve no doubt heard her present work plans and the long list of activities she managed to conduct throughout the year. You also heard her share detailed insights, as well as answer questions clearly and concisely, a testament to her in-depth knowledge and her ability to make complex information accessible.

Even if you haven’t attended Fédération meetings, you most likely saw Mélanie at one of your association’s meetings, where she was regularly invited to explain the role and benefits of the Fédération and to talk about things like water samples, delivering handy tips and recommendations on how to keep your lake water clean, among other water-management issues. Again, you were surprised, because she knew your lake like someone who lived right on it, and that in turn won her your respect and confidence.

Those of you who don’t go to meetings may have instead visited the Fédération’s website (http://www.federationdeslacs.ca) and taken stock of the incredible amount of work each tab reveals when clicked on. Indeed, virtually all of the material there is Mélanie’s writing handiwork. If you’re curious and want to see the true extent of her efforts, click on Projects and read Rapport de caractérisation de la bande riveraine; the massive document is a shoreline “characterization” report for 35 lakes in the western portion of the Blanche River watershed.

It provides a quick snapshot of the overall condition of the lakes in question, and it truly is worth a read. Mélanie wrote the entire study, which highlights the environmental challenges in the area and will form the basis of the future water-management master plan (WMP).

According to the mayor of Val-des-Monts, the Fédération stands as both an example and a leader for other para-governmental organizations that will also have to design a WMP in the near future. That reputation and the achievements underlying it would not have been possible without the steady contributions and talented leadership of Mélanie Renaud. Once you’ve read her report, you’ll be convinced that Mélanie was a tireless worker fiercely dedicated to the region’s lakes and to the health of their environments.

Finally, those of us who’ve worked or collaborated with Mélanie as either current or former members of the Fédération’s board of directors have marvelled at her tremendous skill set, her exceptional efficiency and her boundless energy first hand, and we know that she’s played a pivotal role in the Fédération’s effective day-to-day operations. For everyone on the board, she was a guide, an advisor and an encyclopedic source of information whose availability never wavered.

After six years of dedicated service with the Fédération, Mélanie advised us in April that she would be leaving her position and moving on to other challenges, specifically in the fields of organic agriculture and herbal studies. Without a shadow of a doubt, we’ll miss her tremendously.Still, we have to take solace in the knowledge that what Mélanie brought to the Fédération will now benefit other groups and organizations. Given her drive, her knowledge and her entrepreneurial spirit, the new projects she undertakes will most certainly be huge successes—at least that’s what all of your friends and colleagues here hope is in store for you, Mélanie!

Stéphanie Milot, our new consultant

I’m pleased to announce that the Fédération des lacs de Val-des-Monts has hired a new consultant to replace Mélanie Renaud, who left her position recently after six years of faithful and productive service.

Our new consultant is Stéphanie Milot, and we feel privileged to have been able to recruit someone of her exceptional calibre to take over this important position! Ms. Milot holds a bachelor’s degree in business administration, has completed university studies in biology and also has a master’s degree in environmental management from the Université de Sherbrooke.

As part of her master’s studies, Ms. Milot took part in an exchange program with the Institut des sciences de l’Environnement in Geneva, Switzerland; she was also involved in intensive water-science internships, a key asset given her consultative mandate with our lake federation.

Her most recent professional experience was with the Comité du bassin versant de la rivière du Lièvre (COBALI), where she worked as education officer and project lead for the Caravane de l’environnement.

We know that Ms. Milot will make a critical contribution to the Fédération, to our member associations and to our collaborative work with the Municipality, including the Comité ad hoc de gestion par bassin versant (ad hoc watershed-management committee) and the special committee responsible for crafting Val-des-Monts’ water master plan.

Responsible shoreline habits include building more eco-friendly docks and

boat shelters

Any type of structure on the water, be it a dock or a boat shelter, can both deplete water quality and harm aquatic fauna and flora.

In fact, the nearshore, that is, the shallow water between the deeper lake and the shoreline, is teeming with biodiversity but is also highly sensitive to disruptions. That’s why it’s so important to minimize the impact of the structures we build in these zones.

Docks, for instance, can impede water flow, promote shoreline erosion, block much-needed sunlight and upset the habitat of fish and other aquatic species in these shallow waters.

When you determine where to build a dock or a boat shelter, be sure to consider the characteristics of your shoreline in an effort to minimize the impact on aquatic ecosystems:

• A slope in your lot (if applicable)• Water depth• Exposure to wind and waves• Soil type (rocky or sandy) • Aquatic plant beds (if applicable)

To increase the lifespan of your structure, you also need to use the recommended materials. Wood is most commonly used because it’s easy to handle and reasonably priced. Untreated wood like cedar, hemlock and tamarack is recommended; these species resist decomposition and contain natural preservatives.

Using paint or stain to preserve the wood on docks and boat hangers is unsuitable. These finishes ultimately begin to fade and peel, causing water infiltration and mold growth in the wood. Paint and stain particles released in the process can also harm fauna and flora, so do leave the wood in its natural state! Finally, plastic and aluminum are good choices as well for dock decking and floats.

Avoid the following materials, however: • Pressure-treated wood, because it contains

substances that are harmful to both humans and the aquatic ecosystem.

• Concrete and polystyrene materials, because they don’t stand up well to the area’s harsh winters and to the action of the waves.

• Used tires, as well as metal and recycled-plastic barrels, because they can contain pollutants.

Also consider different types of dock, as each one has pros and cons.

Avoid crib docks, all-concrete docks and concrete-pillar docks. Boat shelters, as docks, must be either floating, on stilts or on piles, be made of wood or metal, and must not have lateral (side) walls. Boat hangars are no longer allowed along shorelines.

Finally, it’s always best to store the removable parts of your dock on your lot, beyond the shoreline buffer zone. Also, when it’s time to maintain or repair your structure, take every possible step to prevent contaminants from spilling into the aquatic environment.

Before you start any kind of work on a waterfront, make sure you acquaint yourself with applicable regulations and by-laws, as well as Val-des-Monts’ permit requirements.

Did you know that Val-des-Monts is constantly modernizing its tools and resources to answer the many, many service requests it receives? For instance, we’re now on Facebook, we’ve added a new software component for online business permits, permit applications, complaints and other types of requests, and we’ve even given our website a makeover.

By subscribing to our Facebook page or to our website newsletter, you’ll receive a full slate of information, including updates, reminders, event notices and other news.

To consolidate our new business-permit program, which now allows for annual renewals, the Val-des-Monts website has been equipped with a business-specific software module thanks to which we can manage requests and applications directly.

Since 2016, you’ve been able to apply online for more than 45 types of permit, meaning you can complete the required forms at whatever time suits you most and without having to come down to our offices.

Through our online request/complaint service, you can get information about everything from septic-system permit applications to building a storage shed or raising or boarding horses on your property. Upon receiving your request or complaint, the Environment and Urban Planning Service conducts a thorough fact search for you and passes along the answer to your inquiry as quickly as possible.

We’re always eager to serve you, so do call on us.

Did you know that …

• temporary construction-site signs or billboards identifying the project and the professionals involved in it, as well as signs announcing the sale of a lot or a housing unit, must be placed on the exact lot they refer to?

• signs and billboards can’t be posted on trees, utility poles or the right-of-way of roads?

• since 2016, directional signs for housing projects are regulated and limited to three per project?

In an effort to preserve the natural beauty and health of our environment, we’ve undertaken a clean-up operation over the past few months to have illegal/non-compliant signs and billboards removed.

Val-des-Monts and its Environment and Urban Planning Service want to remind you about the risk of contamination in your well water and about the importance of p r o p e r l y m a i n t a i n i n g y o u r w a t e r - d i s t r i b u t i o n system.

Contamination can strike your well water at any moment, and especially during downpours and snow melts. We recommend that you have your water tested at least once and even twice a year. The test should check at least for bacteria, turbidity (cloudiness), as well as nitrites and nitrates. If your water has never been tested, its initial analysis should include heavy metals and other substances that are usually odourless and colourless.

Tests for new wells must always cover bacteria (including total coliforms, E. coli [Escherichia], and enterococcus bacteria), arsenic, barium, chloride species, fluoride, manganese, nitrites and nitrates, sodium, sulfates, and hardness due to calcium and magnesium concentrations.

To get your water tested, you must go through a lab that’s accredited by the government of Quebec. For the list of these accredited facilities, click on this link:

If your results indicate the presence of coliforms or excessive bacteria concentrations, we recommend that you add chlorine bleach to your well, and then allow your tap water to run until you can detect the chlorine odour in the house; next, wait a few hours and flush the water outside but not into your septic system, as that will hinder wastewater treatment. Recurring bacteria in your well may be a sign of surface-water infiltration or of a nearby source of contamination.

If other parameters exceed allowable limits, installing an ultraviolet-light filtration or treatment system can help eliminate the risk of bacterial contamination. In addition, remember that you need a municipal permit before you can dig a new well, collect and store surface water or change existing facilities.

Fire-Prevention Week takes place from October 8 to 14, 2017. The Fire Safety and Civil Protection Service will select two students from each of Val-des-Monts’ three elementary schools to act as “firefighters for a day” with the firefighting squad.

During this special week, the Fire Department also encourages home-based daycare services to invite firefighters to spend a few hours with the children to raise their awareness about fire safety and prevention.

Book Launch:''À AUTEUR D’ENFANT''

On June 8, the launch of Val-des-Monts’ inaugural edition of À auteur d’enfant took place at École l’Équipage, with close to 250 people

attending. The high-quality book contains stories written by 88 children and illustrated

spontaneously by artists during a day of creative fun on April 29, 2017.

The Municipality of Val-des-Monts thanks the ministère de la Culture et des Communications du Québec and MRC des Collines-de-l’Outaouais for their financial support through the Plan d’action sur le livre i nitiative, as well as the many sponsors and participants at Val-des-Monts’ annual golf tournament, from which part of the proceeds helped fund this wonderful collective project. The activity was also made possible thanks to the cooperation of two schools, de la Colline and l’Équipage.

And of course, we salute the 88 young authors and 15 illustrators whose enthusiastic participatio n produced a beautiful literary work showcasing the creativity of our community’s youth.
