Advertisement and Invitation for Bids
The City of Paris will receive bids for the construction of single-family homes within the City limits. One (1) to (30) homes may be constructed under a HOME Program grant received from the Texas Department of Housing and Community Affairs (TDHCA) under RSP Contract #2019-0013. Bids will be received until 2:00 p.m. on Thursday, October 15, 2020, at 150 S. E. 1st Street, Paris, Texas 75460. The bids will be publicly opened and read aloud at 2:05 p.m. on Thursday, October 15, 2020, at 150 SE 1st Street, Paris, Texas 75460.
Bid Documents are on file at Resource Management & Consulting Co., 3729 Lamar Avenue, Paris, TX, 75460, and the City En-gineer’s office at 150 S. E. 1st Street., Paris, Texas, at which, specifications can be ob-tained.
Bid Documents as needed for bidding on this project may be obtained free of charge by download from http://www.civcastusa.com/ starting September 21, 2020 and electron-ically from Resource Management & Con-sulting Co. by contacting (903) 784-6439 or at 3729 Lamar Avenue, Paris, Texas, 75460.
Bids shall be delivered to the City of Paris Engineer’s office, Attn: Carla Easton, at 150 S. E. 1st Street, Paris, Texas, 75460. All bids must be labeled “Paris TDHCA HOME Pro-gram Bid”, sealed and submitted by the bid-der to the City of Paris on or before 2:00 p.m.. on the 15th day of October 2020. In addition, the successful bidder must ensure that em-ployees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. Section 3 of HUD Act of 1968 (12 U.S.C.1701u) as amended, and implementing regulations at 24 CFR Part 135 is applicable to this project.
The City of Paris reserves the right to reject any and/or to waive any informalities in the bidding. Bids may be held by the City for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifi-cations prior to the contract award.
