Bid No. PW 2020-60-82Southwest Water Improvements Phases II and III
Notice is hereby given that the City of Copperas Cove will receive sealed bids for the below referenced item. Bids will be received on behalf of the City Public Works Department, Attn. Cynthia Taylor, at the City of Copperas Cove Public Works Department, located at 1601 North 1st Street, Copperas Cove, TX 76522, until 2:00 P.M. on Wednesday, October 14, 2020. Bid opening will be held in the Technology Center at 508 South 2nd Street, Copperas Cove, TX 76522. Bids will be opened publicly and read aloud at 2:30 P.M. Due to COVID-19, social distancing will be practiced and wearing of face masks will be required.
The project generally consists of but is not limited to the following: 12-inch and 16-inch transmission waterline; 0.25 MG prestressed concrete ground storage tank; 0.15 MG composite elevated storage tank; pump station, electrical, and gas chlorination building; horizontal split case pumps; altitude valve assembly; all related yard piping; excavation and backfilling; trench and excavation safety protection; electrical, instrumentation, and controls; con-crete access driveways; sidewalks; fencing; civil site improvements; and all appurtenances necessary for completion of the proposed project.
Digital copies of the Bid Package, including Plans and Specifications, can be obtained at no cost beginning Tuesday, September 22, 2020 from CIVCAST (civcastusa.com). Reference bid number PW 2020-60-82.
A non-mandatory pre-bid conference is scheduled for Thursday, October 1, 2020 at 10:00 A.M. held at the project site. This pre-bid conference and site visit is a non-mandatory prerequisite to bid submission. Please RSVP if you are attending to:

Any questions or requests for clarification must be submitted via CIVCAST prior to 12:00 P.M., Wednesday, October 7, 2020.
All employees directly employed on the work shall be paid not less than the established prevailing wage scale for work of a similar character in this locality. A prevailing wage determination for the work has been included with the contract associated with this project and is incorporated therein for all purposes. The Contractor shall pay not less than the general prevailing wag-es as established by the U.S. Department of Labor and shall keep accurate wage records accessible in accordance with Chapter 2258, Texas Govern-ment Code.
The City reserves the right to award the bid to either the lowest responsible bidder or to the bidder who provides goods or services at the best value for the City, in accordance with the Texas Local Government Code.
Further information may be obtained from the Public Works Department by calling 2545470751. All bids submitted must be plainly marked on the out-side indicating the bid number, opening time and date. Award will be made at a later date. Any Bid received after closing time will be returned unopened. The City of Copperas Cove reserves the right to reject any or all bids.

September 21, and work is expected to last through Wednesday, September 23, barring inclement weather. During this time Intermoun-tain Slurry Seal, Inc. will be slurry sealing seven streets throughout the city. The spe-cific streets include: Mon-day, Sept. 21, Wolf Road; Golf Course Road, from Wolf Road to Texas Street/Hawk Trail; Tuesday, Sept. 22, Northern Dove Lane; Colorado Drive from Tay-lor Creek Road to Skyline Drive; Wednesday, Septem-ber 23, Halter Drive; Sorrell Drive; Colorado Drive from Big Divide Road to Taylor Creek Road. A notice has been distributed to all af-fected residents prior to the start date, requesting that all vehicles, trailers and similar obstructions are removed from the street during this scheduled project period from 7 a.m. to 7 p.m. Solid
Waste collections will con-tinue as scheduled, however residents along these various streets are asked to keep all items out of the street and on top of the curb until work is completed. All motorists are encouraged to follow post-ed road construction signs for the safety of themselves and work crews. The Copperas Cove Chamber of Commerce & Visitors Bureau will host a Virtual Candidate Forum on Monday, October 5, from 6–8 p.m. To maintain social distancing requirements due to COVID-19, the Copper-as Cove Chamber of Com-
merce will broadcast the Candidate Forum through the Chamber’s Facebook at https://www.facebook.com/CopperasCoveChamber/ and YouTube channel at https://www.youtube.com/channel/UCX41sVKhKgOBabt_Es-uWf8w for the public to view. Free COVID-19 oral testing
There will be a one-day COVID-19 testing event on Thursday, September 24, starting at noon and going until 8 p.m. at the Gatesville Civic Center, 301 Veteran’s Memorial Dr. Gatesville. Tests are free, non-invasive
(oral swab), walk-in and re-sults are averaging about 24 hours. It is open for all but bring a form of identifica-tion. Testing times are ideal for teachers, school staff and church congregations.
COVID-19 testing
Cove House Emergen-cy Homeless Shelter offers free COVID-19 testing every Tuesday between 10 a.m. and 2 p.m. Preregistration is required and can be done by calling 254-298-9865 for an appointment. There is also testing on Tuesday, Sept. 22 from noon until 8 p.m. at the Copperas Cove Central Fire Station, located at 415 S. Main Street. Preregistration will open for that testing site approximately 48 hours prior to the event and can be done https://texascurativeinc.com/welcome.
