Greetings Fellow Lions, As my District Governor term of 2011‐2012 begins, I am very excited to work with my Cabinet; Global Membership Team (GMT); Global Leadership Team (GLT); and Committee Chairs during this term. Everyone cared enough to give of their time and energy to serve. I thank all the Cabinet Officers and the Region, Zone, and Committee Chairs for accepting their positions to serve. Their support means a great deal to me. I believe in the training of Club Officers. We have already had three Club Officers’ training sessions. The most recent one was hosted by the Washoe Region at Union Mine High School on August 28, 2011 during the first District 4‐C5 Cabinet Meeting. For those who missed the first THREE training sessions, there will be an added FOURTH session of Club Officers’ training at Higgins Diggins Lions Club on Saturday, October 22, 2011 from 9 a.m.–11 a.m. Higgins Diggins Lions Club will provide lunch at $6.00 a person. The training address is Higgins Lions Community Center, 22490 E. Hacienda Drive, Grass Valley, CA. August 2011 has been a busy month. Besides my visitation schedule, I have just returned from attending District 4‐C4’s Installation of Officers and Dinner Event in San Francisco for District Governor Esther Lee. International President (IP) Dr. Wing‐Kun Tam was the keynote speaker and installing officer. IP Dr. Tam presented his uplift‐ing program in Lions Leadership during the event. He delivered and shared information in a variety of Lions and non‐Lions topics guaranteed to increase leadership skills and motivate Lions to BELIEVE one person can make a difference in the community.
I have started my Club Visitation Schedule al‐ready. I am looking for‐ward to seeing all of you on my visitations to your clubs. The first District 4‐C5 Cabinet Meeting was held at Union Mine High School and hosted by Washoe Region Chair Maryellen Ware and her team. It was a great turn out with the theme of “Gold Rush.” I was so pleased at how the committee prepared for the first cabinet meet‐ing; with countless hours setting up the program and forums. It was uplifting to see how every‐one got together and worked as a team under the charge of Region Chair Maryellen Ware to make this first cabinet meeting successful. Even more impressive was the access so generously given to us by Union Mine High School for the use of their facility. The Continental Breakfast was provided by Mather and Diamond K Zones. The lunch choices of BBQ beef sandwiches and vegetarian lasagna were provided and prepared by Mother Lode Lions Club. The ice cream and cookie desserts were provided by Pioneer Lions Club. Fun and fellowship was had by all. At the international level, there is much going on in the Leadership arena from Lions Clubs Interna‐tional (LCI). With the new Global Leadership Team (GLT) program going into effect, there is the expectation that we will have the training and implementation at the District level. There are a number of leadership and training programs available to anyone who wants to take advantage of them and wants to learn. The USA/Canada Forum in Anchorage, Alaska is right around the corner. If you have not signed up yet, this is the last minute. Another opportunity will take

place on Saturday, November 6, 2011 at the Maritime Academy in Vallejo. District 4–C6 is putting on a District Forum aimed at teaching and inspiring Lions at the club level. Another leadership training venue is MD‐4 Leadership Institute at Harris Ranch on January 14–16, 2012. We have to get the word out to everyone in the District. A couple of the districts who are under 1,250 in membership, unfortunately, have not sent many people to training in the last couple of years. Therefore, it is imperative that Lions need to attend training … it is a good place to start training for new leaders. One of the major improvements from LCI is the on‐line training programs. We now have classes offered on‐line in a number of areas geared towards the level of a local Lion all the way to becoming District Governor. Please look at the Lions Learning Center for classes in Leadership, Management, and Public Speaking. All of these are classes a Lion could use both in Lions and in their business and professional lives. As I continue with my visitation schedule for the month of September 2011, I look forward to meeting the Presidents and Lions of the Clubs in District 4‐C5. With my motto, “Service to Society Through Lionism,” Lions serve communities locally, as well as, globally. Let us continue doing the good work through leadership and service because Lions truly care. BELIEVE that changing a life – or the world – starts with each one of us. District 4‐C5 7th International Food Fair and “A World of Talent”
District 4‐C5 celebrated their 7th International Food Fair and “A world of Talent” on August 21, 2011 at the Folsom Community Center. Lion Bernie Milmoe opened the event by welcoming all the guests and introducing the visiting dignitaries. Also in attendance were the visiting Youth Exchange Students from Japan who performed one song for the audience. The objective and goals of this Food Fair is to promote Lions fellowship, inspire club visitations, and encourage future leadership development through the district matching grants program. It also promotes local youth musical talent to help further their education by conducting a musical Lions Scholarship Award Program”. Continued on pages 6‐8

Nine Lions Scholarships of $500 were awarded. Proceeds of the event will benefit District 4‐C5 Centen‐nial Celebration Fund. Thanks to all the Lions and Leo Clubs for providing the great food and drinks; 2nd Vice District Governor Andy Anderson and committee members for selling raffle tickets; Lions Tony and Jill Santos for donating four gift certificates for the boys and girls; Betty Bell, event chair and her committee members for organizing and working so hard to make this event a success. A special thanks to all the Lions that sponsored a youth musical talent that participated in the contest. There are three age brackets for music talent: Ages 8‐12; 13‐17; and 18‐20. Lincoln Hills Lions Club Celebrates 1st Anniversary

The Lincoln Hills Lions Club had their 1st Anniversary Charter Night celebration at the home of PCC Sue and PDG Bob Olin in Lincoln, CA. Our guest included District Governor (DG) James and Lion Josephine Fong and 1st Vice District Governor Derek Ledda. Second Vice District Governor Andy Anderson had another commitment. We had 45 members and guests in attendance.
DG James congratulated the club on their first year of serving their community. It was an evening enjoyed by all on the exact day of our charter July 28th.

We lost a truly great Lion, and for many of us, a very special friend with the passing on August 13, 2011 of Elk Grove Lion Past District Governor (PDG) Mel Oneto. He was a man of few words, but whose actions and accomplishments spoke volumes about his passion for and dedication to helping others. I believe that there are few among us who have acquired the level of respect that PDG Mel received from his fellow Lions, maybe in part because he was always so respectful of others and genuinely supportive of anyone with a sincere commitment to serving the community. Although I did not personally know them, I also mourn the loss this month of two other Lions in our District, Newcastle Golden Spike Lion and Charter Member Chuck “Red” Skelton and Lion Al Pratti, who was a living legend in Downieville, CA. Lion Chuck passed away just shy of 80 years old and Lion Al at the age of 94, after devoting decades of service to their communities. We, their families, friends, and the communities they served, will miss them very much. Their passing is also a poignant reminder that time is no friend to our aging organization. We must work hard to recruit new members, especially younger members, to ensure that Lions will always be here to continue to meet the ever expanding and increasingly more critical needs in our local communities and around the world. Although our District ended last year on a high note with a positive growth of about 23 members, those gains quickly evaporated with the start of the new Lion year. With your help, our plan for ending membership this year on another positive note is simple and doable. However, it means every Lion making the commitment to having net growth in his or her club of at least 1 member and for clubs with less than 20 members to work hard to build their memberships back up to 20. If our plan
for increasing club mem‐bership is only half suc‐cessful, it will mean a net increase in our District of about 75 new Lions help‐ing to make life better for the many people who desperately need our help. All it takes is for each of you to have the courage to ask even one person to join the most amazing service organi‐zation in the world. The other key to growing our membership is for us to try to establish at least two new clubs a year, which we successfully did last year with the chartering of the Lincoln Hills Lions Club at the beginning of the year and the chartering of the Sacramento Metropolitan Lions Club at the very end of the year. Their combined member‐ship accounted for about 70 new Lions in our District. With your help, we can do it again. As hard as we have to work to recruit new mem‐bers we have to work even harder to keep them. On Sunday, September 11, 2011 the Maharlika Lions Club will be holding the Charter Night and Banquet to help get the new Sacramento Metropolitan Lions Club off to a great start. I invite you to join us at the Asian Pearl Restaurant to celebrate the formation of the new club and to welcome the new members into our Lions’ family. Lions Youth Exchange Program District 4‐C5, California, USA
The tremendous growth of the Youth Exchange Program throughout Lion Clubs International (LCI) has received increased recognition for its positive contri‐butions toward a better world understanding and lasting friendships attesting to its value as a great force for strengthening Lionism. “Develop friendships and promote international understanding and good will throughout the world of Lionism” is the goal for the Youth Exchange Program. The Lions International Youth Exchange Program was launched to provide today’s youth, the leaders of tomorrow, an opportunity to learn about people and countries other than their own in an effort to pro‐mote world peace. Young people are given the op‐portunity of living with a family or families in a foreign country for a few weeks to experience first‐hand a new culture, history, and a different way of life. The ultimate goal is to have each participant, upon return‐ing home, share his or her experiences in promoting international understanding. The MD‐4 Youth Exchange has been exchanging Youths with other countries since 1962 and through‐out the 49 years thousands of Youth have traveled abroad. MD‐4 YEP, as well, will host students from those participating countries and they, too, will ex‐perience our culture, history, and a different way of life. Participants of the Lions International Youth Exchange Program must: * be between the ages of 16 and 21; * be sponsored by a Lions club; * have a basic knowledge of the language of the host country; * suitable to represent their community, Lions Club, and country; and * be willing to accept the customs of another culture.
District 4‐C5 has been very involved in forming the MD‐4 Youth Exchange Program since the beginning, starting with exchanging students from Japan. This fueled the fire of what is now one of the most sought after destination by students internationally. Among those who have contributed to the success of the program are our own Lion Joe Saito, Past District Governor (PDG) Lenn Robb, and Lion Les Saalman, who were honored by naming each a Fellowship plaque to raise funds for the MD‐4 Youth Exchange Program Foundation.
District 4‐C5 has just completed hosting the Japanese students and all returned home on August 27, 2011. The hosting families were: Maharlika Lions Club—Lions Bing and Lynn Ven‐tura; Lions Bien and Linda de Jesus; Lions Carle and Sarah Enloe along with Lion Myrna Agbunag; Lions Steve and Maryrose Barnhurst; PDG Bert and PinS Julie Melliza; and Senator Lions Club ‐ Lions Gary and Jennie Allen. The same as in the past, students and host families shared their good‐byes with an overflowing of tears for they have not only learned from each other within the past two weeks but bonded as family members. This bond will last a lifetime.

2nd Vice District Governor Update
Hello everyone and welcome to the fast track of Global Leadership Training (GLT). I am honored to be teamed up with Past District Governor (PDG) Bob Olin to be your Global Leadership Team for 2011 ‐ 2012. Our job is very simple, to find ways to help each member of our District to receive the training they need to be the best leaders of tomorrow. We have already held three training sessions for President, Secretary, and Treasurer training. We have trained approximately 85 to 90 percent of our current club officers in the District. During my forum at our Cabinet Meeting, I gave the dates of upcoming leadership training that is being provided by our District, Multiple District 4 (MD‐4), and Lions Club International (LCI). Now, I would like to go a little more in‐depth on three of these leadership training opportunities. First, we have the USA/Canada Forum coming up in Anchorage, Alaska on September 22–24, 2011. The purpose of this training is to promote the principles and objectives of LCI; to train, educate, and motivate district and club officers; and provide for exchange of information and discussion of service activities, including oppor‐tunities for cooperative service projects; and advancing the interest of LCI. This is one of the best training sessions you will ever have a chance to attend. Second, we have Multiple District 4’s (MD4) own version of the USA/Canada Forum being held on November 5, 2011 and hosted by District 4‐C6 at the California Maritime Academy in Vallejo, CA. The total cost of the training is $70. It is for all Lions in MD4. The day will consist of two general plenary sessions and 28 educational workshop sessions.
Last, we have the 2012 MD4 Leadership Insti‐tute being held on January 14–16, 2012 at Harris Ranch located just off Interstate 5 in Coalinga, CA. The cost is $250 per Lion. The pur‐pose of this training institute is to focus on building the skills of Lion leaders to prepare them for leadership responsibilities at the club, zone, region, and district levels. There is a focus on applying many of the leadership skills long recognized in business and government to work‐ing with volunteers and the community. Some of the areas that are emphasized during this training are change leadership; presentation skills; conflict resolution; communications and technology; and more. If you are interested in going and taking part in any of these training opportunities, please let PDG Bob Olin or I know. We will get the infor‐mation to DG James for his approval. The current members of our district are our future Leaders of tomorrow. As a Scout is always prepared to take on whatever they are about to do, so do we as Lions, need to prepare ourselves for tomorrow so that we can Aim High and Serve. Vision Is Possible (VIP) – In August 2011, one cataract surgery was approved through the SPIRT program. The referring club for the cataract surgery was Embarcadero Lions Club. Vision Screening Unit – In August 2011 there was one (01) outing scheduled for the Vision Screening Unit (VSU). On August 28, 2011, the Capital Lions Club used it at the Chinatown Culture Fair If you are interested in reserving the Sight Van, mail the reservation form and check to NCLSA Vision Screening Unit, C/O Lion Sarah Enloe, 6716 Caprezzo Way, Elk Grove, CA 95757. Please send check and reservation form together. Please do not hesitate in reserving the van. The calendar is getting full. VIP clubs may reserve the unit 12 months in advance.
Currently, NCLSA is seeking additional QUALIFIED DRIV‐ERS for the Vision Screening Unit. These drivers need to have experiences driving large recreational vehicles; school buses; and/or tractor‐trailer type trucks. The tradition of roasting the District Governor happened last August 23, 2011 hosted by Roseville Host and Folsom Lake Lions Club at Roseville Host Clubhouse in Roseville, CA. As evidenced by these photos everyone had a grand time roasting CC/IPDG Rich and definitely put the spin on him!

Children were fed a rice porridge, after it was prepared by the women of the settlement. Ingredients are provided, but the food is prepared by them to ensure that they have a part in their own feeding process.
Children were lined up to receive gifts of candy and small amounts of money.
We distributed bags of food to children. We also gave away dental hygiene products.
The members of the Naga City Peñafrancia Lions and Leo Clubs.
During my visit we provided medical attention to children at the settlement. This one in particular had a fever.
Another feeding took place during the visit from a local Leo Club.
