The Climate & Environment Headquarters of the Seoul Metropolitan Government works on a variety of initiatives in response to climate change—the world’s most challenging issue at the moment—to make Seoul the global capital of climate and environment, develop a healthy and pleasant living environment andpursuelong-termsustainableurbandevelopment.

We strive to make Seoul a safe and healthy city through implementing an energy policy that can ensure a sustainable future for new generations; a city where the air is as clean as that of Jeju Island—the most renowned clean area of Korea—, a clean cityfreeofbothnoiseandnoxiousodors,andalow-resource-consumption city where resources are recycled and circulated.

Specifically,wefocusonaholisticapproachtoenvironmentalpolicy involving energy, waste management, building management and construction, transportation and other urban environmental issues. Citizen participation produces energy

In order to allow the citizenry to initiate, conduct, and expand uponthisenergy-savingmovement,thecitygovernmentstrivesto make the “One Less Nuclear Power Plant” campaign integral within the daily lives of citizens.

Eco-Mileageisasignatureenergy-savingprogramofSeoulCity, powered by the voluntary participation of its citizens. Seoul citizens can receive monthly monitoring reports on their energy consumption and if one saves certain percentages of electricity, water, LNG gas and district heating in one’s residence orcommercialbuilding,theEco-Miles―convertibleintogreenproductsorpublictransportationcoupons―areprovidedasincentives. This program won the UN Public Service Award in 2013.

The Energy Guardian Angels, composed of 20,000 elementary, middle, high school students and university students as their mentors,worktodevelopenergy-savinghabitsamongthenext-generation leaders at home and schools early on.

On the 22nd of every month, the city government conducts a“HappyLight-offHour”eventforonehourintheeveninginordertoexpandlow-energyculture.Thecityalsotrains150 “Seoul Energy Designers” to analyze building energy consumptionpatternstoraiseefficiencyaswellas275“EnergyConsultants”toaudithomeenergyconsumptionandgiveenergy-saving tips. They produce not only tangible results in reducing consumptionbutalsoactualeconomicbenefits.

Seoulalsocreatesresident-ledenergy-independentcommunitiesthroughout the city, where new and renewable energy is produced onsite.Effortsaremadetosaveenergyandraiseefficiency,andexternal energy supply is kept to the minimum level.

Theenergy-independentcommunitiesworkfroma3-stepapproach—step 1: save as much energy as possible; step 2: minimizeleakageandraiseefficiency;step3:adoptsolarpanels and renewable resources. Diverse characteristics of each communityarealsoreflectedintheproject.

The “One Less Nuclear Power Plant” initiative illustrates the aim of Seoul

Metropolitan Government to leave a healthier and safer city for future

generations by enhancing energy self-supply from new and renewable

resources like solar power, taking on the challenge of saving energy in a

city with high energy consumption, and cutting greenhouse gas emissions

which are the main culprit of global warming.

In order to address the potential power crisis due to the continued rise of

electricity demand, the city government partners with the private sector to

produce more energy from new and renewable sources while encouraging

civic associations, companies, religious groups, schools and all other parts

of civil society to save energy in their daily lives. In this way, we aim to

spare the capacity of one nuclear unit.

Buildings become more energy-efficient and

eco-friendly LED lights make Seoul brighter.

By2014,Seoulwillhaveretrofittedsome12,200buildingsincludinghigh-energy-consumingbuildings,mid-to-large-sizedbuildings,individualhouses,officebuildings,publicrental houses, municipal welfare facilities and schools. ThroughtheBuildingRetrofitProgram(BRP),wewillbeabletopreventenergyleakageandsignificantlyimproveenergyefficiency.

Toallowmorecitizenstoretrofittheirhomesandbuildings,the city will loan up to 10 million KRW without collateral for home owners and up to 1 billion KRW for large building owners.

By 2014, a total of 650,000 lights in the 243 subway stationsofSeoul(linenumbers1through8)willbereplacedwitheco-friendly,highlyefficientLEDstomakesubwaystationsgreenerandmoreefficient.430,000lightsin the platforms and hallways will be upgraded by 2013 and theremaining220,000lights,includingin-carlights,willbeupgraded by 2014.

The city of Seoul signed a memorandum of understanding(MOU)withaLEDAssociationinorderto deliver LED at a price 40% lower than the market pricewhilealsoincludingafive-yearwarranty.Theassociationtakesan“investfirstandrecovercostslater”approach:theassociationinstallstheLEDlightsfirstandthen recovers the invested costs from saved electricity fees over the course of 3.5 years. This will allow citizens to opt for LED lights without being burdened by costs. Also,thecitygovernmentorganizeson-demandLEDlight markets to encourage citizens to adopt LED.

By producing more energy from new and renewable sources,

Seoul becomes a city powered by sunlight and safe from large-scale blackouts.

Photovoltaic power stations, with a total capacity of 320 MW, will be installed everywhere in Seoul—rooftops of some 10,000 public, residential, school and commercial buildings—to produce cleanenergyinfinitely.

In the Seoul Solar Map developed by the city government, all of the buildings and houses with the capacity for PV plant installations are clearly marked. Hence, Seoul’s PV power generation status can now be seen at a glance.

In order to ensure that core public facilities of the city are not paralyzed and buildings are able to maintaintheirminimumdailyoperationsevenifasuddenlarge-scaleblackoutdoesinfactoccur,Seoul will build hydrogen fuel cell stations of 230 MW on 13 sites including sewage treatment facilities, parks and subway car depots by 2014. These stations will be utilized as a distributed power and heat production system.

The city also strives to develop new energy resources available to Seoul and its citizens. For example,wehavedesignedanewmodelofasmall-scalewaterturbine,fromwhichelectricitycanbe generated with an effective head as low as 2 m, in order to utilize unused water resources. Five small-scalehydropowerstationswillbebuiltatstreamsandwatersupplyfacilitieswith2morhigher effective head by 2014.

Seoul’sairpollutionalertsystemprovidesreal-timeinformationontheconcentrationofairpollutantsdirectlylinkedtothepublichealth(e.g.ozone,finedust)via1,028display boards and direct communication with some 190,000 schools and senior care centers.

Effortstoreducefinedustareconductedindiversewayswhichareadaptedtoeachsourceoftheemissions:deliveryofstreetvacuum-cleaningvehiclesforyear-rounduse, control over fugitive dust with consideration of the particular seasons and the emission site’s size, etc.

Ultra-finedust(PM-2.5),whichisveryharmfultorespiratoryorgans,andNO2, which takes time for emission reduction, are the priority pollutants to address. To this end, the city has been working on a pilot project to reduce NOx emissions from diesel cars and constructionequipment,whileadoptinglow-NOxboilersforhomesaswellaslargebuildings.

The city government also works on maintaining clean indoor air quality. The city has establishedasystemtocontrolindoorairofmulti-usefacilitiesandkindergartens,certifywell-managedsitesandprovidemonitoringandconsultancyservicesforfacilitiesfrequentlyusedbyhealth-sensitivecitizens.

As of late, Seoul’s annual average fine dust concentration

has dropped significantly below the national environmental

standard of 50 ㎍/㎥, from 76 ㎍/㎥ in 2002 to 41 ㎍/㎥ in

2012. Building upon this improvement, the city government

continues striving to break passed the 40 ㎍/㎥ barrier.

The air quality factors under municipal control have

expanded to include PM-2.5 and NO2 in order to better

protect citizens’ health. To improve air quality, which directly

affects the public health, the city works on a variety of

initiatives from water-spraying on the street to delivery of

low-pollution vehicles and eco-friendly boilers.

In addition, the city government will host the “Northeast

Asian International Seminar on Air Quality Improvement”

to forge cooperation with neighboring cities while seeking

further partnership with global city partners and international

organizations such as ICLEI-Local Governments for

Sustainability, World Mayors Council on Climate Change and

C40 Cities Climate Leadership Group, with an ultimate aim to

share best practices and find common solutions.

in order to produce less air pollution.

To lay the groundwork for delivering green cars, the city government works to reduce prices and diversify the consumer’s choice in vehicles.

Ownersofhybridcars(with35%lessCO2 emissions than conventional gasolinecars)andlow-pollutionvehicles(withlowerornoemissionofairpollutants)canenjoyavarietyofbenefits,fromacongestionchargediscount to a public parking lot discount.

Theelectricvehicle(EV)sharingprojectkillsmanybirdswithonestone: paradigm shift in how individuals think about cars—from a piece of property to be owned to a shared asset; energy saving in the transportationsector;trafficrelief;improvementindowntownairquality, etc.

To reduce air pollutants like NOx, the city assists in the installation ofPM-NOxreducersforlargedieselvehiclesandthree-waycatalyticconverters for taxis while also expanding the use of compressed natural gas(CNG)vehicles.

To reduce energy consumption and GHG emissions from the transportationsector(whichaccountsfor30%ofthecity’stotalenergyconsumption)SeoulhasdevelopedanEco-Driving(ecologicallyfriendlyandeconomicallydriving)educationprogramtotrain13,700publicbusdriversby2014torefrainfrom sudden departure, acceleration and braking.

The city is also working to reduce energy consumption, exhaust gas emission, and noise pollution from idling—keeping the engine running without motion—by expanding theidling-restrictedzonetothewholecityandcrackingdownduringnighttime(18:00-22:00)andearlymorning(05:00-09:00)whenidlingisfrequent.

Seoul works in partnership with global cities

to address climate change.

Seoul works to forge cooperation with other member cities of ICLEI and C40. InclosepartnershipwiththeICLEIEastAsiaSecretariatandKoreaOffice,thecity organizes seminars and mayoral summits to identify common challenges and commit to solutions for the region’s cities.

In addition, on October 2013 the city government will host “Northeast Asian International Seminar on Air Quality Improvement” to forge cooperation with neighboring cities while partnering with international organizations working on improving air quality and reducing greenhouse gas emissions.

ThecityalsopromotesSeoul’sbestpracticesliketheEco-MileageSystemandtheOne Less Nuclear Power Plant campaign to the global arena while also learning from the best practices of other cities and international organizations.

become even more prevalent in Seoul.

TheWeeklyNo-DrivingDayisagreentransportationmovement, under which citizens pick freely one weekday to leave their car at home and take public transportation. The participants’ vehicles are registered and acknowledged by an electronic tag attached to their window.

DuringtheSeoulCar-FreeWeek,citizensareencouraged to commute on bicycles, public transportation, or on foot. Every year, the participants of Hi Seoul Bike Festival organized by the city can enjoy cycling across the city center from Gwanghwamun Square to Hangangdaegyo Bridge and underneath seven bridges along the waterfront expressway of Hangang.

The Seoul Recycling Master Plan leads Seoul to become the

best recycling city in the entire world.

In order to make Seoul the world’s best recycling city, together with citizens the city strives to improve source separation and collection processes as well as identify more recyclable resources.

We establish “Waste Stations” to collect more recyclable products, and pilottheapartment-basedsourceseparationsysteminneighborhoodscomposed of individual houses. We also pilot a scheme to assist elderlyassociationsandlow-incomeseniorcitizenstocollectandsellrecyclables.

Free collection of large waste appliances

In the past, citizens had to buy disposal tags to attach

to the large appliances they intend on throwing away

and then transport the appliances to the designated

disposal point on their own. For citizens’ convenience,

the city government has adopted a free collection

service scheme. Now all one must do is to make a

reservation on the website (www.edtd.co.kr) or by

phone (1599-0903) to have his/her waste appliances

transported. After introducing this system, the rate of

original form retaining of collected refrigerators jumped

from 20% to 90%, greatly reducing the pollution

caused by refrigerant released when the refrigerators

had been improperly destroyed.

Resource Recovery Facilities kill three birds with one stone:

Treat domestic waste, provide welfare for residents and

produce clean energy.

Resource recovery facilities are responsible for incineration before landfillingtheresultantash.Thewasteiscombustedataveryhightemperature(between850℃~1100℃)andthewasteheat(over400℃)produced during this process is used to generate electric power. The remaininghighly-compressedsteamiscooleddowntoaround120℃ and is provided to neighborhoods for district heating. In short, resource recovery facilities help recover energy from waste and create a clean and pleasant living environment.

Throughout the process from waste input, incineration, waste heat boiler operation, heat delivery to pollutant removal, the pollutants from the resource recovery facilities are controlled in order to maintain a much lower level than legally allowed. Seoul seeks to improve the source separation

process with the goal of increasing the recycling/

reuse rate from 43.5% in 2011 to 46% in 2013 and

onward to 66% (equivalent to the level of Freiburg,

the world-renowned best city of recycling) by 2030.

Seoul also works to expand the culture of reuse and

recycling among citizens by promoting secondhand

markets in Gwanghwamun Square at the very

center of Seoul, and to recover and recycle more

resources by enhancing incineration capacity of the

four Resource Recovery Facilities inside the city.

Seoul Reuse Plaza will become

the hub of the recycling industry.

The Seoul Reuse Plaza is currently under construction on the idling areaoftheJungnangSewageTreatmentCenter(Yongdap-dong,Seongdong-gu)andscheduledforcompletionby2015.Itiscomposedof 2 underground and 5 overground stories, with the gross area reaching 15,000 ㎡.

The Plaza will adopt recycled construction materials and design conceptstogivea“recycling-friendly”impressionfromitsappearance.Itwillbealow-energygreenbuildingequippedwithLEDlights,solarandgeothermalrenewableenergysources,power-savingsystems,etc.

TheSeoulReusePlazawillbecomeaworld-renownedtouristattractionwhere the whole process of resource recirculation can be seen and understoodfirst-hand,withthecountry’sfirst“MaterialBank(800㎡)”tocollect,treatandsellwastematerial,recyclingateliersandwork-stations as well as a recycling art museum.

Secondhand markets in Gwanghwamun and

Ttukseom areas are fostered to expand reusing habits.

Secondhandmarketsarecertainlyhere-to-stayinSeoulwhereonecanexperiencethejoy of selling items he/she doesn’t use any more to make some money, making voluntary donations, buying things one needs at a more than reasonable price, examining a variety of goods and negotiating with one’s neighbors.

Gwanghwamun Secondhand Market opens at the Gwanghwamun Square, the very center of the city, with different monthly and seasonal themes. Here people bring reusable clothes, books and other items to sell to those who need and donate a portion of their sales. This market kills many birds with one stone: recycling, thriftiness and resource conservation, environmental protection and the cultivation of a culture of sharing.

TtukseomSecondhandmarkethasbeenvisitedby3.67millionpeoplebetweenwhenitfirstopenedin2004untilthepresentday(June2013).Here,7.38millionsecondhanditemshavebeensold,effectivelyreducing1,4005-tontrucksofdomesticwaste.Themarkethasalso recorded 300 million KRW of accumulated sales donations, contributing greatly to the culture of reusing and sharing.

Seoul works to reduce food waste from the

source with the Pay-as-You-Throw scheme.

The city aims to reduce the domestic food waste generationby40%by2018.Tothisend,thecityimplementsafull-fledgedcampaigntoimproveeatinghabitsaswellasanexpandedschemeof“Pay-as-You-Throw”.

All apartment complexes as well as individual houses in Seoularenowmovingfromthefixed-tarifffoodwastecollectionschemetoaPay-as-You-Throwscheme,underwhich the food waste is measured by designated pot, bag or RFID tags, and charged based on its volume or weight.

The city works to recycle as much food waste as possible to produce fertilizer, animal feed or biogas. Waste generated before cooking is also composted. As such, the cityworksonamulti-facetedapproachtowardscitizens’convenience and a cleaner living environment.

The city also works with civil society to improve the eating habits of its citizens. For example, by encouraging restaurants to serve both “full portion” and “half portion” meals, guests may choose the portion they wish to consume and reduce leftovers and waste.

In order to reduce food waste generation from the source, the city takes a variety

of actions: expansion of a Pay-as-You-Throw scheme, distribution of food waste

reducers, campaigns to improve eating habits, etc. With the food waste Pay-as-You-

Throw scheme, implemented fully in June 2013, and campaigns and civil movements

to reduce food waste, the city aims to reduce food waste by up to 40% by 2018.

To create a happier city in which to reside, the city establishes a thorough noise

control system and applies bad odor control standards that are higher than the

national ones. Citizens volunteer to help clean every small alleyway within the city of

Seoul that has otherwise proven difficult for immediate administrative action.

Voluntaryparticipationofresidentsisnecessarytocleantheso-called grey zones: certain areas out of the reach of administrative control. Moving forward from the past when the public sector led the neighborhood cleaning process, the city encourages residents to “adopt and care for” those areas in order to make every small alley of Seoul cleaner.

residential noise significantly.

Thecityhassetaminimumstandardofsound-proofwallmaterialtoapplyintheconstructionpre-reportingandapprovalprocess,madeitmandatorytoutilizelow-noisemachines, and enforced the construction noise measurement process in order to prevent complaints of noise pollution. Thecitygovernmentworkstogetherwithdistrictofficesandresidentstoidentifynoisesourcesandfindsolutionsinaparticipatory and collaborative process.

Constructionsitesareencouragedtoadoptairtightdouble-panesoundproofwallswhenusingnoise-proneequipment,whileareal-timemonitoringsystemisbeingpilotedonsome410largeconstructionsites(over10,000㎡)andthenoisecontrolprocessforthe899smallersites(1,000㎡~10,000 ㎡)is also being reinforced.

The city aims to develop an integrated noise control system tocoverbothroadandrailtrafficnoisesaswellasnoisesbetweenfloorsinbuildingsinordertomakeabetterlivingenvironment for citizens.

Seoulapplieshigher-than-nationalstandardstocontrolbadodor from 49 public facilities. The city also strives to reduce bad odor in industrial and residential areas by reinforcing the monitoring & crackdown processes for 1,250 private painting and printing businesses, adopting a permanent monitoring system for priority control target sites and conducting efforts to reduce odor emission from small industrial sites which are not subject to the Odor Control Act.

Education programs for the future generation help individuals

develop green habits early on in life.

The city of Seoul has published an environmental education textbook “With Hwan and Gyeong,” which contains many case studies and exercise directions for children. It is distributed to elementary schools in Seoul in order to teach children green habits and environmental awareness via the regular curriculum.

TheSeoulEnergyDreamCenteristhefirstpublicenergy-passivebuildinginthenation, which produces renewable energy from solar and geothermal sources. It is locatedintheWorldCupPark,aformerlandfillsite.ThecenteroffersanEco-Tourprogram that begins at the Dream Center, itself, and continues around the resource recovery facility and sewage treatment center.

Citizens’ Commission for Green Seoul:

Governance to address climate change

The city of Seoul has formed and operates the Citizens’ Commission for Green Seoul, a governance organization composed of some 100 representatives from civil society, companies and research institutions in order to act boldly and decisively on the issue of accelerating climate change.

Thefirstofitskindinthenation,theCommissionwasestablished in 1995 and has offered valuable policy advice and workedonavarietyofprivate-levelactionsinmanyfieldsfromenvironmental conservation to climate change mitigation. It also launchesmanyawareness-raisingcampaignsonenvironmentalissues’presenceinourdailylives:energy-saving,recycling,green space in residential areas, healthy food, etc.

Seoul, therefore, the global climate & environment capital

To make the lives of Seoul citizens greener

and happier, the city operates the “Citizens’

Commission for Green Seoul” which

participates in policy discussions and advisory

processes that attempt to move Seoul towards

a more sustainable future.

The city develops hands-on environmental

education programs and distributes an

environmental education textbook “With Hwan

and Gyeong” in order to teach green habits to

kindergarten and elementary school children.

The Seoul Energy Dream Center, a renewable

energy landmark built in the World Cup

Park—a former landfill site—, offers an

Eco-Tour program so that visitors can learn

why energy is so important.

Our city of Seoul is home to citizens with a long history and vivid cultural tradition, an extraordinary location found where the mountains and the river are in harmony, and the very heart of the country that advances the Republic of Korea’s place on the world’s stage.

Here we have fought the ordeals of history wisely, created the Miracle on the Han River, hosted the Olympic games—a tradition that contributes to the concord of humanity—and achieved democratization.

However, today’s Seoul suffers from diverse urban problems due to rapid and excessive population growth: deterioration of our ecosystems and living environment owing to economic activities more heavily oriented toward quantitative growth, rapid advancement of societytowardsamoreexpedientlifestyle,andever-decreasingqualityoflifeasaresult.

Against this backdrop, and given our pride in being beautiful and warmhearted citizens of thisfinecity,wearecommittedtotakingresponsibilityforfuturegenerationsofcitizensbysafeguarding our brilliant cultural heritage as well as conserving and creating an environment in harmony with nature.

Reaffirmingthattheselong-termcommitmentsstemfromtheidealthatanenvironmentallysound and sustainable Seoul is a wise consideration for the future of the global community, we hereby state the basic directions of our action as follows:

Seoul Environmental Charter

1. We set as our highest priority the increase in the quality of citizens’ lives and creating a

pleasant living environment.

2. We lead proactive measures to prevent or deter the generation of environmental problems.

3. We consider the environment paramount in further development and management of

the city, and continue to ensure that citizens participate in the process of planning and

implementing urban development and management.

4. We, with respect to the polluter-pay principle, strive to encourage eco-friendly production

and consumption activities and establish a society of recirculation.

5. We boldly pursue cooperative and collaborative efforts from both home and abroad to

address environmental issues.
