Constable Rosen sited statistics confirming both the significant drop in crime over the past year and that our neighborhood is exceptionally safe. Your participation in the Constable program helps ensure our safety and increases our property values. Thank you for being a member. Mr. Perkins and Constable Rosen said they read the Sentinel and find it full of helpful information. Quite a few of our neighbors contribute to making the Sentinel what it is, an example of a strong and caring neighborhood communicating effectively. Thank you contributors, past, present, and future! Neighborhood Appearance Esplanades targeted for improvement along North Braeswood, South Braeswood, Buffalo Speedway south of the Bayou, and a few on Stella Link have been planted over the past month. While it will take some time for the new plants to take root and fill-in, the finished product will meet our goals of enhancing appearance, requiring little to no irrigation, and remaining low enough not to block vehicle sight lines. The results should help improve property values, and this is how you can help: We have a new program where residents “adopt” a neighborhood esplanade. Adoption entails providing monthly visits to weed, trim, and check on plant health. We will provide maintenance directions. This makes for a great community service project. Letter Writing Campaign Brays Bayou Bridges Last month we asked you to write letters in support of safety enhancements to the Buffalo Speedway and Stella Link bridges. It is working! Harris County Flood Control District and the City of Houston have both expressed support and are working to add the left turn lanes and wider sidewalks on the new Buffalo Speedway Bridge. Let’s not assume this will happen, keep sending the letters. The elected officials listen to our large and influential organization; the more letters we send, the more likely this will happen. The Stella Link Bridge will likely not be modified for wider pedestrian passage though there is a chance a separate pedestrian bridge will be built. Let’s not allow this rare opportunity to escape. We had the pleasure of hearing directly from four of our local officials including Gary Zika of the Harris County Flood Control District, Mayor Pro-tem Ellen Cohen, Donald Perkins of District K Councilmember Larry Green’s office, and Precinct 1 Constable Alan Rosen. The safety we enjoy here doesn’t happen by accident — it comes at a cost

But at only 81 cents a day, it is a small cost when shared by 2,200 homes. In the next month or so, you will receive your invitation to join our BPHA Constable Patrol Program. Actually, the majority of us will be “re-joining” because we know this amazing program is the most effective tool we have to prevent crime and keep predators away. And it works incredibly well. Our crime rate is among the absolute lowest in the city, and it is the direct result of neighbors who see the value of having a staff of full-time, armed, licensed law enforcement officers with the power to stop, ques-tion, detain and arrest suspicious persons who have no legitimate busi-ness in our neighborhood. Time after time, our deputies have made our homes and our families safer and arrested criminals before they acted. We do not hire security guards or amateurs patrolling with a cell phone like some neighborhoods. We are covered around the clock by 5 of the county’s best-trained deputies who know, understand and care for the residents of Braeswood Place. As a member, you receive:

Last month, one of our dues-paying neighbors needed to drop off his truck at Joe’s Auto on Stella Link. It was almost 2 am, and he put his bicycle in the bed of the truck so he could ride home after leaving the truck with Joe. Just two blocks into the neighborhood, the night-shift deputy hit the lights and pulled him over. Wearing several layers of clothing, displaying no lights on his bike and carrying no ID, he looked completely suspicious. The deputy heard his explanation, confirmed his identification and address, and after a few minutes of friendly conversation, sent him on his way. Our deputies’ practice of watching everything that moves at night pays off with far fewer nighttime thefts and auto burglaries than we have seen in years.

PROJECT BRAYS & POOR FARM DITCH by Billy Pilgrim

Current Contract: The current contract from Bertner in the TMC to 2,200 feet west of Buffalo Speedway is 68%+ complete as of April 3. It is on schedule to be 100% complete by August of this year. Next Contract: The second to last contract from 2,200 feet west of Buffalo Speedway to 2,900 feet upstream of South Rice is in final design. Scheduled start is late second quarter of this year with completion by August, 2018. Final survey(s) and soil core borings are complete. Final contract detail drawings are in progress. The District is working with Center Point on two utility gas line channel crossings. Buffalo Speedway Bridge Replacement: Harris County Flood Control District and the City of Houston have both expressed support and are working to add the left turn lanes and wider sidewalks on the new Buffalo Speedway Bridge. Construction is scheduled to begin in the second quarter of 2018 with completion by August, 2019. Replacement will require a total shutdown of the Buffalo Speedway crossing for one year and includes major reconstruction of the North and South Braeswood intersections. Thanks to everyone who participated in the letter writing campaign for your help in achieving this once in a lifetime opportunity. Poor Farm Ditch Project: Preliminary engineering study was scheduled for completion by the end of April. The Harris County Flood Control District attended the City of Southside Place (CSP) council meeting on April 11 to provide a general project update. The project will increase capacity somewhat from a 10-year storm event to a 50-year storm event. The tentative start date of construction is March, 2018. Estimated length of construction is two years. The project will not increase water into Braeswood Place because the current outfalls at Brays Bayou will not be replaced/increased. That is in keeping with HCFCD’s position of not allowing any more water into the Bayou than PFD currently does. There are still some issues to be resolved with property owners along the PFD channel as well as relevant discussions/agreements between HCFCD, West University Place and the City of Southside Place. Thanks to Jack Stopnicki for attending the CSP council meeting and providing the information for this update.

BPHA MOSQUITO CONTROL

Warmer weather has arrived and this is the time for us to experience the unpleasant Mosquito problems again! We have experienced near normal rainfall and a mild winter so far this year and this may result in more mosquitos but it is difficult to predict. Harris County Mosquito Control (HCMC) will monitor our area and will take proper action if any outbreak is found. Report any dead birds or animals to HCMC at 713-440-4800 for removal. DO NOT handle the animals yourself! We will again use Cypress Pest Control as our fogging vendor. They are well qualified and utilize the approved EPA synthetic Pyrethrum insecticide Scourge. The fogging is done at night when mosquitos are more numerous and most people are inside their homes. We can all help combat misquotes by eliminating any water holding devices such as old tires, bottles, tin cans and any device that can hold water and afford them breeding places. Please check around your home area and remove any water holding items. If necessary to be outdoors, especially at night, the best protection is mosquito repellent containing DEET and following the directions on the container. Wear proper clothing such as long sleeve shirts and pants when outdoors, especially at night. You may obtain more mosquito information by going to the Harris County Mosquito Control website at www.harriscountyhealth.com. BPHA wishes you all a very pleasant and safe summer season!

REMEMBER WHEN? – MAIN STREET AIRPORT by Germaine Welch

One of our neighbors called to tell us there was an old Main Street Airport in the area just south of Braeswood Place. Google Earth has an aerial photo from 1943 that shows the airport nestled between Main Street to the east, what are now Linkwood Drive to the south and Buffalo Speedway to the west. The earliest photo I found was from 1937, the airport having two dirt runways, an east/west strip, a north/south strip and one building in the southeast corner of the 108 acre field. By 1943, a photo shows several buildings and by 1945 the airport was reported to have three hangers and three runways. A 1946 ad from Rice University’s newspaper, The Thresher, offered travel at reduced rates with the Bill Nierth Aero Services and the Rice Flying Club. (Abandoned & Little-Known Airports: Texas by Paul Freeman on Google). This was the first I had heard of the Main Street Airport and while looking for maps I ran into a clear 1943 aerial photo of the much rumored racetrack with a current street overlay. The south end was just north of Durness Way, the north end south of Bellefontaine Street, east of Stella Link and west of Sewanee covering the area now held by Pershing Middle School and more.

by Kristin Horn, President Spring has sprung and that means summer is just around the corner. Shell and I are excited about the summer and all the fun events planned for our kiddos to keep them busy. Of course, we will also make time for some special Moms Nights Out and even a Summer Couples Event. So be on the lookout for those signups. LAST MONTH: Thank you Cricket DeWalch and Meagan Gomez for hosting the Easter Egg Hunt on April 15 in Karl Young Park. The kids always enjoy hunting for eggs, jumping in the bounce houses and eating lots of treats. MARK TWAIN ELEMENTARY SCHOOL by Mandy Loper

The annual International Festival was held on Saturday, April 29 in our school cafeteria. Twain Families and neighbors were invited to celebrate our culturally diverse community while sampling delicious foods, listening to music and languages, watching traditional dances, and seeing traditional costumes. Fifteen countries were represented this year. Families of Mark Twain put lots of effort into representing their cultures and creating an enriching experience for everyone. SPARK Park Update: We are excited to announce that we are due to break ground the week of May 2. A special thank you to Elaina McNulty for all the hard work she has put into making this neighborhood dream a reality! Congratulations to all of our 5th graders! YARD OF THE MONTH by Jackie Addington

Yard of the month for May is located at 3219 Fairhope and South Braeswood. The homeowners, Glenn and Camille Cunningham, have created a gardener's dream with gardens in the front back and side yards, each with unique beds. A patio surrounded by Belinda's Dream roses in first bloom; holly loropetalum and a Japanese maple make up the side yard. The corner of the garden is nicely edged with monkey grass and encloses Plumeria, day lilies, agapanthus, and gardenias. Along the front of the yard are beds of encore roses, fern, caladium, and cyclamen. Large urns of boxwood invite one on to the wrap around porch containing large pots of begonias, geranium, penta and caladium. On a rainy day, this carefully tended garden and its loving garden-owner took my breath away.

A family, call them the Lucks, had a problem many would envy.

They had funded a pair of 529 college saving plans to the tune of $450,000. But as their kids approached high school graduation, it looked like neither would need the money. Their son signed a pro baseball contract. Their daughter decided to attend a state university with a full-ride academic scholarship.

What about the 529 plans?

Some of these plans allow you to pre-pay future tuition at today’s rates. But the ones the Lucks held were the general college saving variety, which allow the holder to save money for the future higher education expenses of a named beneficiary.

The problem with taking money from a 529 plan and not spending it on the beneficiary’s education is that the earnings will be taxed normally,plus a 10% penalty. There is an exemption from the penalty for cases where the student receives a scholarship, so the Lucks could take out the annual value of their daughter’s scholarship each year with no penalty (though the gains would still be taxed normally).

The Lucks, however, didn’t really need the money, so the best move was to keep the 529 funds in place. These plans are quite flexible. They can be used for graduate study as well as undergraduate. And you can roll money from one child’s plan into that of a sibling or even change the beneficiary.

And by rolling into a 529 with no time limit, the Lucks could even incorporate them into estate planning. Imagine that $450,000 growing tax-free for 20-30 years, at which time several grandchildren might be able to take advantage of it for their education!
