Myanmar is a country with a variety ofabundant natural resources. Its forestcoverage stands at more than 50 per cent ofits area.

Various types of forests exist in manyregions of the nation based on climate andgeographical features. Forest products partlyfulfil the basic needs of the people.

The government is now putting into actionseveral plans it has laid down for conservationof the forests around the nation. The plansinclude the arid zone greening project, specialteak plantations project, regeneration andconservation of mangroves, and watershedproject.

Myanmar is blessed with many types ofinvaluable forests such as teak forests,evergreen forests, tropical deciduous forests,and mangroves. Therefore, the people areduty-bound to prevent deforestation.

People gain many benefits from forestsand trees—prevention of landslides, cleanwater, scenic natural beauties, conservationof soil, protection of wildlife, conservation ofwatershed areas, and prevention of airpollution.

The people are therefore to protect andconserve the forests and trees for theirsustainable development and furtherregeneration.

Putin: Western sanctions not toisolate Russia

MOSCOW, 30 Aug — Russian PrimeMinister Vladimir Putin said theproposed Western sanctions againstMoscow would not leave the countryisolated. “I believe that a country—Russia in this case—that can enable itscitizens to maintain their honor anddignity, protect their lives and fulfill itsinternational legal commitments ... willnot be isolated,” Putin said in aninterview with German television

company ARD.“Europe and the United States are

not the whole world,” he said in theinterview, which was shown on Russia’sChannel One television on Fridayevening.

The premier also accused theEuropean countries of being under thethumb of the United States.

“If European states want to servethe foreign policy interests of the UnitedStates, I do not think they will gainanything thereby,” he was quoted by theInterfax news agency as saying.

Earlier this week, Russian PresidentDmitry Medvedev signed decreesrecognizing the independence of SouthOssetia and Abkhazia, which broke fromcentral Georgian rule during wars in theearly 1990s. Georgia, a former Sovietrepublic and a staunch US ally, has longbeen at odds with Russia over the twobreakaway regions and its own bids tojoin NATO and the European Union.

Earlier this month, Georgia sent introops to reclaim South Ossetia,triggering a military counter-offensivefrom Russia. The conflict ended with aceasefire agreement between Tbilisi andMoscow brokered by France. —Xinhua

Wall Street tumbles aspersonal income fallsNEW YORK, 30 Aug — Wall Street took a dive

Friday, as the US government said personal incomesfell more than expected in July and Dell reporteddisappointing results.

The US Commerce Department reported thatpersonal incomes fell 0.7 percent in July. It was thefirst decrease since August 2005 and worse than the0.1 percent decrease that analysts had expected.Meanwhile, consumer spending rose a modest 0.2percent, in line with previous estimates. But the readingincreased 0.6 percent in June. The decline of personalincome overshadowed a better-than-expected readingof University of Michigan consumer sentiment index.

Lower-than-expected earnings from Dell draggeddown technology-heavy Nasdaq. Death toll of listeria outbreak in Canada rises to 9OTTAWA, 30 Aug — Another death has been linked to the current listeria

outbreak that is sweeping across Canada, raising the total death toll to nine, healthofficials said Friday.

Now, Myanmar’s transition to democracy is going

to come to fruition. To put it another way, the nation

will transform from the rule of the Tatmadaw to the

people’s rule in two years.

It took many years for the nation to create the

present conditions. It took longer than it should be due

to various forms of difficulties, crises and disruptions.

In the meantime, the disagreement between those

who put their wishes in the fore and those who were

gearing up for a prosperous future of the nation grew

into conflicts.

The real desire of the people is to form a democratic

human society. They understand and accept the

situations that take place in the transitional period.

They are worried that the nation’s situations will go

uncontrollable. So, they joined hands of their own

accord with the Tatmadaw government to achieve the

national goals.

In the process, the Tatmadaw government upholds

the desire of the people; puts national interests in the

fore; does not betray the motherland; builds a new

nation; and implements the four political objectives,

four economic objectives and four social objectives.

The State’s 12 noble objectives are very rewarding

because they were laid down in the opportune time.

Despite the hindrances created by local anti-

government elements, the drive to realize the

objectives is going smooth.

The events that took place in May 2008 gave

profound evidence to reliability of the above-

mentioned points. Moreover, they indicated to

Myanmar’s political improvement, economic

growth and social vigour in tandem. In other words,

they reflected the nation’s achievement in

implementing the State’s political, economic and

social objectives.

As the first political objective, community peace

and rule of law were restored nearly cent per cent.

Moreover, national reconsolidation was achieved. As

a result of discharging the duties based on these two

achievements, the government could take necessary

measures, announcing that it would hold the referendum

for approval of the State constitution, the final stage of

the political objective “Emergence of a new enduring

State Constitution”, on 10 May 2008.

However, while trying its best for transition and

national development, Myanmar suffered a major

setback triggered by the storm “Nargis” that devastated

the southern part of the delta in Ayeyawady Division

and some regions of Yangon Division. Had not the

government carried out nation-building tasks much,

the nation would have been in dire straits. Only with

the achievements in the political, economic and social

sectors, could the nation show resilience to the

catastrophe.

The people’s political awareness remained serene

when they were in the face of the unprecedented

natural disaster. Myanmar people by nature want to

broaden their horizons and build a new one if the

present one is out of order, and equip themselves with

unwavering spirit. So, they kept on carrying out

transition process. The referendum was held

successfully in the 278 townships except the 47

townships that were in the process of being rehabilitated

to recover from the natural disaster. Two weeks later

on 24 May, the referendum was held in the 47 remaining

townships.

That political movement was largely due to

economic prospects of the nation, along with high

morale and education standard of the entire people,

dynamism of patriotic spirit, and preservation of the

national character.

Some regions were paralyzed by the storm

“Nargis”, but the nation’s economic policy eased the

sufferings to a certain degree. Myanmar’s economy is

not a system which cannot endure the domino effect in

the economic downtur¡n.

- The nation is working hard to achieve

development of agriculture as the base and

all-round development of other sectors of

economy as well.

- It took measures to ensure that various regions,

multi-purpose agricultural projects and other

economic sectors can rely on each other to

avoid a situation in which the whole nation

relies on only one or two regions for the

economy.

- It is working hard for proper evolution of the

market-oriented economic system.

- Local and foreign technical know-how and

investments are being made to an extent. (In

that case, considerable success has been

achieved despite economic sanctions and

trade embargo imposed by some foreign

countries).

- Now, the initiative to shape the national

economy has been kept in the hands of the

State and the national peoples.

- Besides, with a lot of experience, the State

has been successful in implementing the

border area development project, special

construction project, rural development tasks,

24 special region development project, urban

area development project and national

economic development project. Likewise,

State investments have yielded lots of benefits

nationwide.

Therefore, relief and rehabilitation tasks have

been carried out in the cyclone Nargis-hit regions

keeping pace with the times. Most of the affected

areas have mainly relied on the water transport since

ancient times. In the time of the Tatmadaw

government, a network of bridges were built and

those regions can be accessible by road at any time

thanks to the emergence of Bo Myat Tun Bridge,

Twantay Bridge, Dedaye Bridge, Pyapon Bridge,

Maubin Bridge and Myaungmya Bridge.

With experiences gained from the history of

Myanmar, there has always been cooperation of the

government, the people and the Tatmadaw in every

national defence duty and in every nation-building

endeavour. Today’s transitional period can be called the

period of nation-building tasks. So machinery, workforce

and expertise existing in the sites of nation-building

tasks could be moved to and used in relief and

reconstruction work of the storm-hit regions. The people

on their part also actively participated in the tasks. As

Tatmadaw members are always ready to serve the public

interest anywhere anytime, they were able to reach the

storm-affected areas the earliest to do rescue work.

Besides providing workforce, the State also

sent enough State funds and food items to the storm

survivors. Construction companies from various

development projects moved to the affected regions

in time to lend their helping hand. Various social

organizations also rendered their humanitarian aid.

National entrepreneurs made their generous donations

for the well-being of the State as well as the people.

Similarly, the national people from all corners of the

country helped as much as they could.

Myanmar has had a fine tradition that the

government always protects the people and the

Tatmadaw always participates in the public welfare

tasks. The reconstruction effort in the storm-hit regions

this time was far greater than the previous times. It is

systematic and the people are well-disciplined with

farsightedness.

Two fruitful results are that entrepreneurs came

to put more energy into the State and the public welfare

tasks as if they are national corporations and that the

people from all walks of life came to give a helping

hand in times of emergency. It means that social

infrastructures have come into shape. In other words,

it can be reviewed that the people of all backgrounds

have concentrated on national politics without heading

for party politics.

Myanmar was in a chaotic state in 1988 due to

the repercussions of international incidents. However,

the State, the people and the Tatmadaw managed to

overcome all difficulties and Myanmar has been in a

peaceful transitional period. Later, some big nations

interfered in Myanmar’s affairs to have a tremendous

change. But Myanmar also overcame the hardship.

Unexpectedly, the cyclone Nargis caused a shock to

Myanmar. Again, the government, the people and the

Tatmadaw were able to address the problem.

As regards the fourth objective of the four

political objectives, it is time to build a new modern

developed nation in accord with the new State

constitution. At the same time, it is necessary to

further consolidate the first three objectives. It is also

needed to keep in the fore the four economic objectives

and the four social objectives.

Today’s Myanmar is making headway and its

situation is like a glass that has been half-filled with

water. It is our duty to fill remaining half. The

prevailing objective conditions of the nation have

proved that we have had confidence, wisdom, goodwill

and energy to fill the glass to reach its rim.

Many overhead power lines of electricitysupply network were damaged in Yangon andAyeyawady Divisions due to the storm that hit thereon 2 and 3 May. Most of the people thought thatelectricity might not be supplied to Yangon for quitesome time. Thanks to concerted efforts of electriciansand workers, main points of Yangon such as MilitaryHospital (500-bed), the Department of MedicalResearch and Myanma Radio and Television gotelectricity at night after the storm had hit. At night of4th May, electricity could be re-supplied to YangonGeneral Hospital, City Hall, Shwedagon Pagoda andresidential areas in Kyauktada, Pabedan, Latha, Bahanand Mayangon townships. One month later, all thestorm-hit areas in Yangon Division could be suppliedwith electricity cent per cent.

Remarkable efforts of officials at differentlevels under the Ministry of Electric Power No. 2were seen following the guidance of the Head ofState.

I had interviews with officials of Yangon CityElectricity Supply Board on its power supply to thelocal people and industries.

In shaping the Union of Myanmar as a modernand developed nation, electricity is essential.Electricity plays a pivotal role in undertaking sector-wise development of the nation. Indeed, only whenefforts are to be made for consolidating the electricitysector, will the remaining sectors be developed.

In Yangon, power consumption of factories,workshops, industrial zones and modern housingsbecome higher because they apply modern technologyand electronic equipment in their livelihoods.

In line with the guidance of the Head of State,the YESB was formed with one chairman, one secretary,one joint-secretary and four heads of department —management, finance, supply and engineering — on 1April 2006.

YESB keeps under its control five 230/66/33KV power stations, 19 66/33/11 KV power stations,263 33/11/6.6 KV power stations and 6,126 11/6.6/0.4 KV power stations. Moreover, overhead powerlines such as 61.03 miles long 66 KV line, 3,203.67miles long 33 KV line, 681.805 miles long 11 KVline, 393.75 miles long 6.6 KV line and 2,359.12miles long 0.4 KV line are also under control of theYESB. Furthermore, the board has undergroundpower cables — 22.39 miles long 66 KV line,432.66 miles long 33 KV line, 120.13 miles long 11KV line, 312.25 miles long 6.6 KV line and 162.14miles long 0.4 KV line.

Due to higher power consumption in YangonDivision, the YESB built more 66/33/11 KV powerstations, five power stations at MRTV-3, Tawwin,Waibagi, Shwepaukkan and Dagon Myothit (North)Township including a 66 KV power line, fourtransformers at Pathein Nyunt, Parami Bailey,Kyaikkasan and Hlawga and one 230/66 KVtransformer and seven 66 KV power lines —Hsinmaleik-MRTV-3, Thakayta, Thakayta-PatheinNyunt, Dagon (East)-Shwepaukkan, Dagon (East)-Waibagi, Dagon (East)-Industrial Zone andKyaikwaing-Seinpanmyaing.

The YESB manages to supply electricity to4,388 factories of 14 industrial zones in YangonDivision, 136 factories of ministries, 86 factories ofMinistry of Industry-1, 35 embassies andorganizations, 36 CNG filling stations, 42 waterworks,47 hospitals including military hospitals, 134 traffic

lights, lamp-post lights and 747,600 houses includingthose who consume power by paying foreignexchange. In addition, the board installed paddyhusk-fired power generators in Kamamat Village inKayan Township and Thawuntaung Village inTwantay Township.

Electricity generated from natural gas turbinesunder the Ministry of Electric Power No. 2 andhydropower plants under the Ministry of ElectricPower No. 1 are purchased from the respectiveministries at the fixed prices for supplying power tothe people through the national grid system. ThePower Control Division of Myanma Electric PowerEnterprise under the Ministry of Electric Power No. 2sees to stabilizing of power supply functions through thepower, line and carrier-PLC system.

With regard to the opportunities for more powerconsumption of the people and for installation ofelectric meters, Secretary of YESB Lt-Col MaungMaung Latt (Retd) explained that the board managesto install electric meters for the people and substitutionof overhead lines and transformers in Yangon Divisionin line with the motto “Every power consumer mustget electricity”; that power consumers are beingprovided with installation of electric meters with K57,000 per home meter; and that the electric meterswith the capacities of 10 kilowatts, 20 kilowatts and30 kilowatts and industrial-use power meters arebeing installed at designated places within a dayunder supervision of the township electrical engineers.He continued to say that for further information andcomplaints, every power consumer may dial01-229144 and 01-215048 of YESB, 09-51-00951,01-215039 and 01-215047 of Inspection Department.

Lebanese helicopter hitby gunfire, one killed

BEIRUT, 30 Aug — An Lebanese Air Force officerwas killed and several crew members wounded onThursday when their military helicopter flying oversouthern Lebanon came under gunfire from unidentifiedgunmen, local Al-Manar TV reported.

Lebanese Army command said in a statement that“the helicopter was on a reconnaissance flight when itcame under fire and was forced to land. Air forceofficer Samer Hanna was killed and several otherswounded”.

Local OTV said that four crew members werewounded when the military helicopter was forced toland in Arab Salim.

Local Naharnet website said the helicopter was hitby unidentified gunmen over Sojod hills in southLebanon, about 20 kilometres north of the Israeliborder.

Intense Israeli military flights were also reportedover the town of Jizzine in south Lebanon.

British Navy sailors fail drugs testLONDON, 30 Aug —

Eighteen sailors on aRoyal Navy warship havefailed a routine drugs testduring deployment in theSouth Atlantic, theMinistry of Defence(MoD) said on Thursday.

MOSOCOW, 30 Aug— Russia on Friday launcheda Dnepr rocket to put five German satellites into orbit,news agencies reported.

The carrier was launched at 11:15 Moscow Time(0715 GMT) from the Baikonur cosmodrome inKazakhstan, said Alexander Vovk, head of the Pressservice of the Russian Strategic Missile Troops.

The launch vehicle Dnepr, based on the world’smost powerful intercontinental ballistic rocket RS-20,is designed to put a load of up to 3.7 tons to orbit at analtitude of 300-900 kilometres.

The five RapidEye satellites were developed bythe British company Surrey Satellite Technology forthe German Space Agency.

Each satellite weighs 150 kilogrammes and isexpected to work for seven years. The main functionof the satellites is monitoring of agriculture crops andmapping. — MNA/Xinhua

YAOUNDE, 30 Aug—A tanker truck carryingfuel has overturned andexploded in northernCameroon, killing at least10 people and severelyburning many more,police said on Friday.

The tanker, whichwas transporting fuel fromNigeria to Chad,overturned and burst intoflames late on Thursdayat Limani, close to theNigerian border, stateradio quoted policeofficers as saying.

Many of the victimswere local people whoapproached theoverturned vehicle tocollect leaking fuel whichthen caught fire, a

phenomenon which oftencauses death and injuriesin West Africa.

“What is certain isthat many people havedied ... not less than 10,and about 20 others whosustained first and seconddegree burns were rushedto hospitals in Mora andMaroua for medical care,”one police officer said.

He added the deathtoll was likely to rise.

In 1998, around 200people were killed when atrain carrying fuel crashednear the capital Yaounde,attracting many nearbyresidents who were caughtby fire as they tried tosalvage the fuel.
