Senator Street continues to address the seeds of hate by offering safe spaceslegislation. This measure enhances the penalty for intimidating entire communities byvandalizing cemeteries, churches, mosques and synagogues.

Too many families face uncertainty as seniors age in their homes and struggle with accessingin-home care. The prospect of our loved ones being forced into a nursing home is intimidating.Nursing homes should not be your only option. As a member of the Health and HumanServices Committee, I’ve joined Senator Brooks in reintroducing our bill to make in-home care
available to Medicaid recipients. Currently, seniors eligible for Medicaid in-home services endure a long application process that can take months, this forces some into nursing home facilities, putting their homes, dignity and proximity to loved ones at risk.
I’ve reintroduced my bill to bring an end to the pharmacist gag rule andcreate more transparency concerning the cost of prescription drugs.We must do more to end predatory practices that target our citizens.No one should have to choose between food and medicine.

In 2016 Governor Wolf signedthe Medical Marijuana Act intolaw allowing constituents sufferingfrom opioid use addiction, anxiety,PTSD, cancer and many otherailments to safely and responsiblymedicate without the risk ofaddiction or incarceration. I wasproud to join the Diasporic Alliancefor Cannabis Opportunities tohost a two day conference in2018 educating and empoweringcommunities of color to participatein the emerging cannabisindustry. Community Job FairProud to join Temple University inhosting the largest Community Job Fairin Philadelphia with 146 employersand thousands of attendees. This isour yearly effort to hire directly fromthe Philadelphia community.
As a member of the Appropriations Committee I’ve deliveredover $18 MILLION dollars in RCAP grants and individualcontracts to the community, including: Uptown Ent.Development Corporation, New Freedom Theatre, CristoRey Philadelphia H.S., WES Health Center, The BeuryBuilding, Einstein Healthcare Network, Allegheny WestFoundation and The Big SandBox.

I’ve teamed up with Meek Mill, who is committed to givingback to our kids, in contributing to hundreds of families inPhiladelphia and to secure state funds to redevelop theMLK Rec Center in North Philly with a new gym, fitnesscenter and computer lab.
Technology is the fastest growing economic sector in the world. I wasencouraged when Governor Wolf announced plans to bolster CareerTechnical Education programs by $10 million for this year’s budget. I joinedSenator Gene Yaw to tour the PennsylvaniaCollege of Technology. The WorkforceDevelopment and Continuing Educationcourses will prepare graduates withcertification and placement in the fields ofbusiness, healthcare, computers and industry.I have encouraged a partnership with ourCTE Schools including Murell Dobbins inmy district. This will prepare our youth tohave an immediate impact in building theeconomy while becoming a part of theworlds fastest growing economic sector.
PA AgricultureConnectsCommunities
There are tremendous opportunities for urban farmers to create access tofresh foods and locally grown products. This can lead to the creation oflocally-developed farm markets. Local markets help fight food insecurity andeliminate food deserts. As a member of the Agriculture and Rural AffairsCommittee, I’m proud to offer legislation to boost urban farming byproviding grants to spur the development of urban farmers. Saul BiddleHigh School and Glenwood Green Acres in North Philadelphia, whichhas been raising fresh fruit and vegetables for 35 years, are just twoexamples of many existing urban farming programs that would benefit. Irecently toured Glenwood Green Acres with Secretary Redding.

Agriculture is a global exportcontributing $75 billion to oureconomy. It connects communitiesthrough food, medicine and more. PA is home to The HersheyCompany headquarters. The entirechocolate industry is tied toPennsylvania dairy farmers andWest African farmers. Cocoa beansare primarily grown by farmers inWest Africa, and shipped to Hersheythrough the Port of Philadelphia.They are utilized to make a varietyof chocolate products with milksourced from dairy farms in PA. I was proud to bring a delegation from West Africa to joinme and Secretary Redding to tourthe Pennsylvania Farm Show andexplore ways in which we can grow trade. To enhance growth inan increasingly competitive globaleconomy we must strengthen theties that bind us while exploringnew possibilities.

PROGRESSIVE CRIMINALJUSTICE REFORM
Pennsylvania has more people serving time in prisonthan almost any other state in America. It is a poor useof your tax dollars and in many ways does not increasesafety. Smart Justice must replace the “Tough of Crime”philosophy of the ‘90s that has failed so many communities. We’ve progressed with passage of Clean Slate,sealing some convictions over time. However, we stillimprison people at great cost ($40,000) for absurdreasons: technical parole violations (which are not crimes)for longer periods of time than the initial sentence;being unable to post bail (putting an emphasis on aninability to pay instead of centering public risk); and,jailing those unable to pay court fines and costs. I have introduced legislation to address these manyimperfections. We have policy to end cash bail, repeal aracist and sexist risk assessment tool, reform parole andrepeal the death penalty. We will also automaticallyexpunge charges which have been pardoned byGovernor Wolf as well as any charge which resulted ina non-conviction. We will decriminalize the simplepossession of marijuana. No one should go to jail orhave a driver’s license suspended for such charges. There is a groundswell of support for reform:progressives and conservative groups like Americans for Prosperity, as well as celebrities and sport icons likeMalcolm Jenkins of the Philadelphia Eagles and Sixersowner, Marc Rubin, who joined Meek Mill and Jay-Z to found the REFORM Alliance. This is a fight we must all join to fully realize a future of progressivecriminal justice reform in the commonwealth of PA.
Smart Justice PA
Last year we began the kickoff in Harrisburg to reformparole for lifers in the state of Pennsylvania. We traveledto Pittsburgh, Allentown, Chester, Philadelphia andhosted over a dozen legislators for the first joint policyhearing inside a state correctional facility (SCI Dallas).We picked up bipartisan support including RepublicanSenator Greenleaf, CADBI, the ACLU, Americans forProsperity, Philadelphia DA Krasner, Cut50 and more. Life sentences carry a cost that everyone pays.Victims and families bear the heaviest burden of crime.They are a diverse group, many having lost loved onesand others who have loved ones behind bars. We allhave proximity to the criminal justice system. There aremore than 600 men and women serving life sentenceswho have not killed a person (known as the felony murderrule) they will die behind bars. This includes batteredwomen sentenced to life before courts recognizedBattered Women’s Syndrome. The truth is that ourcorrectional facilities inch toward the warehousing ofsenior citizens advanced in age and diminished inability to present a risk to the public. We have a fiscal and moral mandate to administer justice in a way that ishumane, efficient in its use of your tax dollars and withenhance security. Join me as we work to empower thePA Parole Board to review some life sentences in PA.
