1. Call to Order The Chair called the meeting to order at 4:15 pm.
2. Approval of Agenda David Burns moved the agenda be confirmed as circulated.

Linda Rogers moved the minutes be confirmed as circulated. The motion carried.
4. Chair’s Report The Chair presented her report and informed the committee that the proposed changes to the SSCC membership composition and the subcommittee terms of reference were endorsed by the Senate Governance Committee (SGC) on May 1, 2017 as presented. The SGC will bring them forward to Senate for approval on May 29, 2017.

5. Pending Business 5.1. Changes to the Mathematics Alternatives Table (Proposal A) Elizabeth Worobec moved that the Senate Standing Committee on Curriculum take from the table the following motion that was moved by Elizabeth Worobec on April 5, 2017: THAT the Senate Standing Committee on Curriculum recommend approval of the changes to the Mathematics Alternatives Table, effective September 1, 2017.
The motion carried. 5.2. Changes to the Mathematics Alternatives Table (Proposal B) Leeann Waddington moved that the Senate Standing Committee on Curriculum recommend approval of the changes to the Mathematics Alternatives Table (Proposal B) for both admissions and prerequisites, effective September 1, 2018.
The motion carried. 6. Program Changes
6.1. Bachelor of Music in Musical Arts Don Hlus, Chair of the Music Department, answered questions. The Registrar requested that the following additional change be made to the calendar entry prior to submission to Senate: In the calendar entry section of the Program Change Form, add in the "Description" section from the University Calendar. From this section, delete the following statements from the Music Diploma Option heading: "The two-year diploma is embedded within the degree. It allows students who do not wish to pursue a degree in music to have an optional exit point after completion of lower-level requirements." David Burns moved that the Senate Standing Committee on Curriculum recommend approval of the changes to the Bachelor of Music in Musical Arts to Senate, effective September 1, 2017.
The motion carried. 6.2. Bachelor of Psychiatric Nursing Degree Completion Programs Jacquollyne Keath, Coordinator of the Bachelor of Psychiatric program, and Jean Nicolson-Church, Associate Dean of Health, attended to respond to questions. The committee requested that in the consultations section of the Program Change Form, replace “no concerns” with “concerns were addressed” for the two Associate Registrars who were consulted on the program change. Leeann Waddington moved that the Senate Standing Committee on Curriculum recommend approval of the following changes to the Bachelor of Psychiatric Nursing degree completion programs to Senate, effective September 1, 2017: 1. Alignment of program requirements for the Registered Psychiatric Nurses (RPN) degree completion program 2. Placement of degree completion for the Stenberg College Graduates program on indefinite hiatus
The motion carried. 7. Senate Subcommittee on Course Curriculum Report
Don Hlus answered questions regarding the Music course outlines, MUSI 4851, 4751, and 4752.

Daniel Bernstein from the Faculty of Arts, and Diane Purvey, Dean of Arts, answered questions on the structure and implementation of the new research and scholarship courses in Arts. The committee considered including the KPU Library as part of the research component of the courses, as well as strategies to accommodate a large number of registrants. Brenda Snaith moved that the Senate Standing Committee on Curriculum recommend approval of the following course outlines to Senate:
• For implementation on September 1, 2017: o New course outlines: MUSI 4851; ARTS 3991, 3992, 3993
o Course outline discontinuances: MUSI 4751, 4752 • For implementation on September 1, 2018:
o Revised course outline: ENTR 3120 8. Curricular Governance Reform: The Senate Committees
The committee discussed the logistics of implementing the changes, designing curriculum, and reviewing practices in other post-secondary institutions. The committee will add a standing item on the agenda to ensure curriculum quality is maintained. Luis Fernando Villalba, Associate Dean of Business, will circulate a presentation to the committee. Diane Purvey moved the Subcommittee on Course Curriculum [SCC] be disbanded, and that its 1st, 2nd and 3rd terms of reference be added to the terms of reference of the Senate Standing Committee on Curriculum [SSCC]. Jane Fee moved an amendment to append the following to the motion: “and that a year after SCC has disbanded, SSCC will review the transition.”
The amendment carried. The amended motion carried.
David Burns and Jennifer Au will take this item to the Senate Governance Committee. 9. Items for Discussion
9.1. Updates to the Course Outline Template and Course Outline Manual The committee had an open discussion on academic freedom, ensuring curriculum integrity, and having the course outlines publicly available. The discussion will continue in the Fall.
10. Adjournment The meeting adjourned at 6:14pm.

Increase the admission typing requirement from 40 wpm to 50 wpm to align with the benchmark for the Unit Coordinator role, by the Hospital Employees Union (HEU). 2. Remove the Note: regarding computer skills recommended. 3. Add an explanatory paragraph regarding the requirement for a Criminal Record Check.
Context & Background:
The Faculty of Health, Health Care Assistant Program is seeking to change its admission requirements starting in September 2018 to: 1. Increase the admission typing requirement from 40 wpm to 50 wpm to align with the benchmark for the Unit Coordinator role, by the Hospital Employees Union (HEU). 2. Remove the Note: regarding computer skills recommended. 3. Add a paragraph which outlines that an acceptable Criminal Record Check is required following the conditional offer of admission.

Admission Requirements
In addition to the Faculty's Admission Requirements, which consist of KPU's undergraduate English Proficiency Requirement, the following program admission requirements apply:
• Minimum word processing speed (Ttyping speed) of 40 50 wpm words per minute
• Attendance at a Health Unit Coordinator Information Session
Once applicants have received a conditional offer of admission and before final admission to the program is granted, they must submit the following:
• An acceptable Criminal Record Check through the Ministry of Public Safety and Solicitor General's Criminal Records Review Program within 6 months prior to the start of the program.
• Applicants who have lived outside of Canada as an adult are required to secure a Criminal Record Search with the Vulnerable Sector from their country of origin. Please contact the Office of Admissions for further direction on obtaining your criminal record check
Note: Computer skills are highly recommended for students applying for this program.

That the Course Outline Manual become a living document, rather than a static document.

Context & Background:
The Course Outline Manual serves several purposes, including but not limited to:
(A) providing guidance to the committee members (at the Senate and Faculty levels) who adjudicate motions
(B) providing guidance on pedagogical and curricular practices to proponents, administrators, and support staff in the process of creating or revising curricular documents
(C) communicating the technical requirements (tick boxes, registration procedures, etc.) that impact implementation
Key Messages: [maximum of 3, preferably no more than 100 words]
1. Current practice treats this document as static, and only permits delayed revision.
2. Neither (B), which is a professional development objective, nor (C), which is an information sharing objective, should require a cumbersome annual review. These should be living documents that are perpetually revisited and more easily accessible.
3. (A), which is a less clear case, can be addressed by providing regular “information sharing” reports on changes of this nature.
Resource Requirements:
This material will be jointly curated by the Chair of SSCC and the University Registrar.
Implications / Risks: So long as any changes under heading (A) are brought to SSCC, the proposed system carries no significant risk.

Motion to Approve Discussion Information Education
Recommended Resolution:
THAT the Senate Standing Committee on Course Curriculum endorse the 3 key messages listed in this motion emphasizing the need to better coordinate curricular revision and program review.
Context & Background:
One of the sources of significant inefficiency in our curricular governance process is the frequent making of small changes to courses and programs. Another is that, all too often, these small changes are made without the benefit of evidence, such as that discussed at the Senate Standing Committee on Program Review. Changes made with little or no evidence often need to be tinkered with again and again, thus necessitating an accelerating process of minor and often ineffective curricular change.
Key Messages:
1. The curricular governance system should, in effect, slow down. It should deal with larger packages of changes, informed by program review, and fewer minor changes (with the exception of cases of demonstrable and acute need).
2. The Senate Standing Committee on Curriculum should encourage developers and proponents to conduct curricular revisions in larger batches, and require that major changes take place as a consequence of the program review process or other substantive evidence.
3. This motion should not be implemented as a moratorium on small changes. It is a statement of principle that should be used to encourage changes in practice.
Resource Requirements:
Given that program reviews already take place, this is expected to result in the saving of significant labour within both the Office of the Registrar and in the Curriculum Support Positions. Making 10 small changes, one at a time, is far more administratively cumbersome than making 1 package of 10 changes.
