TheupperhouseofTennessee’sGeneralAssemblyiscalledtheSenate.Thestateisdividedintothirty-threesenatorialdistricts(seemaponpage32),fromeachofwhichonesenatoriselected.Senatorsareelectedtofour-yeartermswiththosefromeven-numbereddistrictsbeingelectedinthesamegeneralelection,andthoserepresentingodd-numbereddistrictsbeingelectedtwoyearslater.Thus,abouthalfofthethirty-threesenatorsarestandingforelectionatthesametime.Tennessee’ssenatorialtermisthesameasallbuttwelvestatesintheUnion.Re-electiontotheSenateisconstitutionallypermissible,asitisintheHouse,andthereisnolimitonthenumberoftermsalegislatormayserve. ToqualifyforelectiontotheSenate,onemustbe30yearsold,aU.S.citizen,astateresidentforthreeyearsandaresidentofthedistrictinwhichelectedforoneyearimmediatelyprecedingelection. TheleaderoftheSenate,orspeaker,isalsothestate’slieutenantgovernor.ThespeakeroftheSenateiselectedbytheSenateateachorganizationalsessionoftheGeneralAssembly.Thelieutenantgovernorstandsinimmediatesuccessiontothegovernorship. Other leaders in theSenate include the speaker pro tempore, the deputyspeaker,andtheRepublicanandDemocratleaderswhoaretheprimaryspokes-personsfortheirrespectivepartiesconcerningSenatematters.TwootherkeySenateofficersaretheRepublicanandDemocratcaucuschairpersons,whopresideovermeetingsoftheirpoliticalpartiestoconsiderandformulatepartypolicy. TheSenatehascertainpowersandobligationsthataredifferentfromthoseoftheHouseofRepresentatives.TheSenateisgiventhepowertotryimpeachmentproceedingsinitiatedbytheHouse.Anyofficerofthestatemaybeimpeached,buttwo-thirdsoftheSenatemustconcurbeforeremovalfromofficeoccurs. TheTennesseeConstitutionmandatesthatthemembersof theSenateshallchooseaspeaker.Article3,Section12oftheConstitutionalsoprovidesthatthespeakeroftheSenate,intheeventofavacancyintheofficeofthegovernor,shallassumethatoffice.Additionally,bystatute,thespeakeroftheSenateholdstheofficeoflieutenantgovernorofthestateofTennessee. AsspeakeroftheSenate,variousresponsibilities includethemaintainingoforderintheSenatechamberandthedirectsupervisionofthechiefsergeant-at-armsoftheSenate.ThespeakeralsohasthepowerofappointmentofallofficersandmembersofSenatecommittees,unlessotherwisedirectedbytheSenate.Inmakingappointments thespeaker is to consider theabilities,preferences,andseniorityofmembersandthepoliticalpartyrepresentationintheSenate.Likewise,thespeakerpossessesthepowerofremovalfromcommitteepostsormembershipsandservesasamemberofallSenatestandingcommittees.
