SOTTO IH ± 1 AN ACT ESTABLISHING THE BARANGAY INTEGRATED DEVELOPMENT APPROACH FOR NUTRITION IMPROVEMENT (BIDANI) OF THE RURAL POOR AS A LINKAGE PROGRAM FOR ALL STATE UNIVERSITIES AND COLLEGES (SUCs) AND COMMUNITY COLLEGES AND APPROPRIATING FUNDS THEREFOR EXPLANATORY NOTE In the Philippines, under-nourishment or malnutrition has always been a grave concern. The malnutrition problem is a manifestation of widespread poverty in the country. Thus, it is prevalent in depressed barangays and municipalities in the rural areas and the countiyside. Consistent with its commitment to the Sustainable Development Goals, the government seeks to combat malnutrition as the country struggles to reduce health problems of micronutrient and protein-energy malnutrition including vitamin A deficiency disorders (VADO), iron deficiency anemia (IDA) and iodine deficiency disorders (IDO), the latter being considered one of the developing countries’ most debilitating and intractable public health problems affecting nearly two billion people, majority of whom are children. Malnutrition hampers the physical growth of a child and later affects his mental health, productivity and prospect for employment. The problem of malnutrition, therefore, calls for a more lasting solution. It calls for an integrated development approach that complements traditional

BIDANI will be a n active re sea rc h p rog ram to be sp ea rh ead ed by th e

p a rtic ip a tin g s ta te colleges a n d u n iv e rs itie s a s a reg u la r p rogram th a t will

a d d re s s th e n u tr itio n a l a n d general w ell-being of th e poor following th e

N ational N u trition C ouncil’s (NNC) them e, “Pagkain a t paglahd ay ban tayan ,

upang ang w astong nutrisyon ay m akam tan .” In a way, it will seek to

enco u rag e every fam ily a n d com m u n ity to m a in ta in c h ild re n ’s no rm al

grow th, th ro u g h p ro p e r d ie t a n d reg u la r grow th m onito ring , a h o u seh o ld

h a b it.

T his bill seek s to e s ta b lish th e BIDANI netw ork p rogram . T here is a need

to p u t n u tritio n a t th e forefront of lea rn in g a n d expose th e d ifferen t

p rin c ip le s of m ed ic ines in re la tio n to n u tritio n . O nce approved , th e n a tio n a l

g overnm en t is a s s u re d of a p a r tn e r in providing p ro p e r n u tritio n to th e

people, p a rticu la rly th e poor. Likewise, it sh a ll e n su re th e p rom otion of a

h ea lth y a n d p roductive citizenry.

in s titu tio n s a n d local governm ent u n its (LGUs) in p rom oting th e n u tritio n a l

w ell-being of th e people;

10 involving SUCs a n d com m unity colleges w hich a im s to a s s is t th e n a tio n a l

11 g overnm en t in im proving th e n u tritio n a n d th e general w ell-being of the

12 poor.

13 It is a com prehensive m odel for co u n try s id e developm ent p rogram s,

14 w hich m ak es n u tritio n a s a n en try po in t, a n u ltim a te goal a n d objective,

15 a n d a n in d ica to r a n d a m e asu re of developm ent. It is a s tra teg y to co m b at

16 m a ln u tritio n , insufficiency of food, social depriva tion a n d poverty alleviation.

17 It is one of th e en ab lin g m ech an ism s in th e im p lem en ta tio n of th e

18 P hilippine P lan of Action for N utrition (PPAN) a n d a n in d isp en sab le grow th

19 s tra teg y of the N ational N utrition C ouncil (NNC).

20 SECTION. 5. BIDANI G o a ls . - The BlDANl Program sh a ll p rom ote

21 n u tritio n -in -d ev e lo p m en t th ro u g h com m unity a n d o th e r s tak e h o ld e rs ’

22 p a rtic ip a tio n in a n in teg ra ted m an ag em en t sy stem facilita ted by SUCs. The

23 Program a im s to:

24 (a) R equire all SU Cs a n d co m m unity colleges to a s s is t to w ard s th e

25 ach iev em en t of th e n u tritio n -in -d ev e lo p m en t objectives of th e NNC;

26 (b) Engage th e SUCs a n d com m unity colleges in th e c o n d u c t of tra in in g

27 a n d cap ac ity -b u ild in g activ ities for all BlDANl s tak eh o ld e rs on the

28 BlDANl s tra teg ie s a n d innovative p rac tices to e n su re th a t in -p lan n in g

29 n u tr itio n sh a ll be in teg ra ted in aU a re a s of local governance;

30 (c) P rom ote th e b e s t n u tr itio n p rac tice s of su ccessfu l LGUs th ro u g h the

31 p a rtic ip a tio n of local n u tritio n m a n ag em en t team s; a n d

7 SECTION. 6. BIDANI S t r u c tu r a l /O r g a n iz a t io n a l L in k a g e s . - The BIDANI

8 p a r tn e rs a n d s tak eh o ld e rs shall w ork a t d ifferen t levels, a s follows:

9 (a) S ta te U niversities a n d Colleges (S U C s)/C om m unity Colleges - A

10 M em orandum of A greem ent (MOA) sh a ll form alize th e p a r tn e rsh ip betw een

11 th e U niversity of th e PhiU ppines - Los B anos, a s th e n a tio n a l co o rd in a to r of

12 th e Program , rep re sen ted by its C hancello r, a n d th e P resid en t of the

13 co n cern ed S U C s/co m m u n ity coUeges. U pon approva l of th e p a r tn e rsh ip ,

14 th e BIDANI Program sh a ll be im p lem ented a n d a tta c h e d to th e Office of th e

15 Vice P resid en t for R esearch a n d E x tension (OVPRE) in each p a r tn e r SUC or

16 com m u n ity college. A BIDANI SUC or com m unity college sh a ll th e n choose

17 a n d coo rd in a te w ith its LGU p a rtn e rs ;

18 (b) C ity /M u n ic ip a l Local G overnm ent U n its - The im p lem en ta tio n of th e

19 BIDANI a s a developm ent s tra teg y in th e LGUs wiU com m ence u p o n the

20 app rova l of th e city or m unicipaU ty of th e n u tritio n p la n s fo rm u la ted by th e

21 SUC co n cern ed th ro u g h a MOA or c ity /m un ic ipaU ty reso lu tion . E ach city or

8 governm en t agenc ies a n d offices, a n d POs sh a ll be so u g h t in th e fo rm ulation

9 of p la n s by th e m em b ers of the barangay .

10 SECTION. 7. BIDANI In n o v a tiv e S tr a te g ie s . - To facilita te th e local

11 im p lem en ta tio n of th e BIDANI, the Program sh a ll be im p lem ented u s in g the

12 following innovative stra teg ies:

13 (a) F o rm ula tion of th e B arangay In teg ra ted D evelopm ent P lan (BIDP) -

14 U pon approva l of th is Act, e ach b a ran g ay sh all fo rm ulate its BIDP w hich

15 sh a ll inc lude th e b a ra n g ay ’s p la n s a n d p ro g ram s relative to n u tritio n , w hich

16 p la n s shall be in teg ra ted in to th e m u n ic ipa l developm ent p lan;

17 (b) D evelopm ent of a B arangay M anagem ent Inform ation System (BMIS)

18 - In th e co n d u c t of its re sea rc h activ ities, th e co ncerned S U C /co m m u n ity

19 college sh a ll develop a peop le-based in form ation system w hich sh a ll focus

20 on th e iden tifica tion of th e n eed s of th e b a ran g ay th ro u g h efficient an d

21 effective d a ta collection. The d a ta shall be th e b a s is for p rogram p lann ing ,

22 m a n ag em en t a n d im p lem en ta tio n of v a rio u s p ro jec ts a n d activ ities in the

23 barangay ; a n d

24 (c) Im p lem en ta tio n of a Participative N utrition E n h a n c em e n t A pproach

25 (PNEA) - The NNC a n d p a rtic ip a tin g S U C s/co m m u n ity colleges sh all utilize

26 th e life cycle a p p ro ach in th e fo rm ulation of food p ro d u c tio n policies a n d

27 p ro g ram s a n d prom ote m ark e t-d riv en livelihood activ ities am ong h o u seh o ld s

28 in o rd e r to p rev en t m a ln u tritio n am o n g p reschoo l ch ild ren a n d nu tritionally -

29 a t-r isk fam ilies.

1 SECTION 8. F u n d in g . - The a m o u n t n e ce ssa ry for th e im p lem en ta tio n of

2 th e BIDANI linkage p rogram shall be inc luded in th e b u d g e t of the

3 p a rtic ip a tin g SU Cs in th e a n n u a l G enera l A ppropria tions Act. The LGUs

4 sh a ll provide fu n d in g to the p a rtic ip a tin g com m unity colleges for the

5 im p lem en ta tio n of th e BIDANI linkage program .

6 P artic ip a tin g S U C s/co m m u n ity colleges m ay a lso get fu n d s , d o n a tio n s

7 a n d o th e r form s of financ ial su p p o rt from foreign a n d local pe rso n s,

8 in s titu tio n s a n d g o v ernm en ts for th e im p lem en ta tio n of th e BIDANI linkage

9 p rogram .

10 SECTION 9. Im p le m e n tin g R u le s a n d R e g u la t io n s . - W ithin sixty (60)

11 d ay s from th e approval of th is Act, th e NNC, in coo rd ina tion w ith th e

12 p a rtic ip a tin g S U C s/co m m u n ity colleges sh a ll p rep a re a n d issu e the

13 n ecessa ry ru le s a n d reg u la tio n s for its effective im plem enta tion .

14 SECTION 10. S e p a r a b i l i ty C la u se . - If a n y portion o r provision of th is Act

15 is decla red u n c o n s titu tio n a l, the rem a in d er of th is Act o r an y provision n o t

16 affected the reb y shall rem ain in full force a n d effect.

17 SECTION 11. R e p e a lin g C la u se . - All law s, decrees, executive o rders ,

18 ru le s a n d reg u la tio n s , a n d o th e r is su a n c e s , o r p a r ts th e reo f in c o n sis te n t

19 w ith th e p rov isions of th is Act a re hereby repealed o r m odified accordingly .

20 SECTION 12. E ffec titf ity . - T his Act sh a ll tak e effect fifteen (15) d ay s a fte r

21 its pu b lica tio n in th e Official G azette or in an y n ew sp ap er of general

22 c ircu la tion .
